•National consultation (“road show”) – Spring 2013 (presentations in each region over a 3 week period; 1-2 days per region) • Consultation period (stakeholders will have 4 months after close of last session to submit formal written comments on the package) • Disposition of Comments – September 2013 • CARAC Technical Committee to deal with the disposition of comments– Spring 2014 • Goal: TP publication – Fall 2014

• Expecting pre-publication in Canada Gazette I within the

next 6 months

RESA

• September 2011 – Second consultation with

CARAC

– Initial package modified to reduce impact on

northern operations

• North of 60th parallel chosen for relief of smaller aircraft

• Relief consistent with Approach Ban regulations, Airports Capital

Assistance Program (ACAP), and the certification relief provided

by the FAA for the State of Alaska.

• Package accepted by the CARAC Technical Committee with

dissents

– TC commitments to stakeholders • 3-5 year implementation period following publication in Canada

Gazette II

• Independent risk analysis

• Broaden North of 60th relief to include aircraft with less than 31

passenger seats (Consistent with FAA airport certification

requirements for the State of Alaska)

• Development of guidance material on RESA construction,

maintenance, and arrestor systems

• Detailed airport questionnaire to assist TC in the development of

an implementation strategy, and a more detailed Cost/Benefit
