Dis die sleutelvraagopdie lippevan
Kraaifontein-inwoners nadat n gewilde poli-
sieman onlangs betrap is toe hy twee buite-
landse burgers in Scottsdene vir geld probeer
afpers het.
Di polisieman wie se naam nie bekend ge-
maak word nie, is verlede Maandag in hegte-
nis geneem op aanklagtes van afpersing en
korrupsie en het Woensdag in Blue Downs se
landdroshof verskyn, waar hy op borgtog van
R5 000 onder streng voorwaardes vrygelaat is.
Hy is ook uit die diens van die Kraaifontein-
polisie geskors.
Volgens kapt. F.C. van Wyk word die saak
deur dieWes-Kaapse provinsiale polisie se an-
ti-korrupsie-eenheid ondersoek,maar hywou
geen verdere inligting oor die saak verstrek
nie.
n Betroubare bron in die gemeenskap het
egter aan TygerBurger ges dat die polisie-
man glo in n voorafbeplande lokval betrap is.
Sover ons weet was daar al n geruime tyd
bewerings gemaak dat hy sogenaamde be-
skermingsgeldbySomalieseburgers indie ge-
meenskap ontvang het, s die bron.
Die redes daarvoor is egter nie duidelik nie,
maar daar word bespiegel dat di geld aan po-
lisiemanne betaal word om die burgers te be-
skerm teen ander kriminele elemente in die
gebied.
As sektorbestuurder in Kraaifontein, was
die polisieman bekend in die gemeenskap as
n betroubare en toegewyde polisiebeampte.
Dit was n groot skok vir ons, juis omdat
hy een van ons betroubaarste polisiemanne
was.
Hy was altyd beskikbaar en ons kon hom
enige tyd bel. Hy het ook n groot rol gespeel
om spesifieke kriminele elemente uit die ge-
bied te verwyder, s Grant Twigg, n
wykraadslid van Kraaifontein en n Northpi-
ne-inwoner.
As gemeenskap was dit n groot terugslag
vir ons.
Dit het ons baie laat dink oor h betrou-
baar die mense eintlik is wat jy vertrou, s
hy.
Brig. Gerda van Niekerk, stasiebevelvoer-
der by die Kraaifontein-polisiekantoor, het
aan TygerBurger ges daar sal deurgaans op-
getree word teen korrupte polisiebeamptes.

delike voorstede beloof om voortaan
meer betrokkenheid onder plaaslike sakelui
te bewerkstellig.
Daar is vandeesweek amptelik aangekon-
dig dat die eertydse AHI Bellville- en AHI
Oostenberg-sakekamers nou as die AHI Ty-
gerberg bekend sal staan.
Ditmaaknet soveelmeer sin.Werksaam-
hede sal meer sentraal wees
en vanuit n bestuursoog-
punt gaan dit baie makliker
wees om aktiwiteite te kor-
dineer, s Phillip van Zijl,
voorsitter.
Die AHI Tygerberg be-
staan reeds sedert die tagti-
gerjare en het tradisioneel
Bellville, Parow en Good-
wood bedien.
In 2013 was daar in Brac-
kenfell die behoefte om n sa-
kekamer te stig, hoofsaaklik
omdat sakelui besef het dat
indien Brackenfell nie ook n
stadsverbeteringsgebied tot
standbringnie, agteruitgang
ons dorp se voorland is, s
Van Zijl, wat ook n inwoner
en sakeman in di dorp is. Daar is toe besluit
omonderdie vaandel vandieAHITygerberg
n Okavango-subkamer te stig.
Die Okavango-naam was egter verwar-
rend en later is besluit om dit die Oosten-
berg-subkamer tenoem,wat tradisioneel die
groter Brackenfell-gebied insluit.
In September vanjaarhet ek as voorsitter
van dieAHITygerbergmetGeorge Ferreira,
toe voorsitter van die Oostenberg-subka-
mer, n gesprek gehad oor die sinvolheid van
n subkamer in Brackenfell.
Ons het met die Oostenberg-bestuur en
die AHI Tygerberg-bestuur gekonsulteer en
besluit om voortaan as een sakekamer te
funksioneer,wat danBellville, Parow,Good-
wood en groter Brackenfell sal dek, verdui-
delik hy.
Van Zijl s dat huidige lede baie positief
is oor di verwikkeling. Daar is netwerkge-
leenthede op verskillende plekke en almal
kan alles onder een vaandel bywoon.
Verskeie aktiwiteite word vir volgende
jaar onder die nuwe sentrale vaandel be-
plan. In Februarie hou ons n potjiekos-
kompetisie vir ondernemings en inMaart is
die algemene jaarvergadering. In April is
die begrotingsdinee met die Stad Kaapstad
en in Mei sal daar n netwerkgeleentheid
wees by die Groen Energie-
ontbyt. In Junie hou ons n
brandewyn-proe-aand en in
Augustus n vroue-ontbyt.
Ons beplan ook n oplei-
dingseminaar vir entrepre-
neurs, waarvan die datum
later bekend gemaak sal
word.
Volgens Van Zijl het die
AHI Tygerberg baie bereik
in die laaste paar jaar.
Ons was instrumenteel
om die Voortrekkerwegkor-
ridor-stadsverbeteringsge-
bied, sowel as die Bracken-
fell-stadsverbeteringsge-
bied, te vestig. Voorts het
ons reeds drie jaar in n ry
die begrotingsdinee aange-
bied. Tydens hierdie glansgeleentheid be-
soek die hoof- finansile beampte van die
Stad Kaapstad en sy topstruktuur die sake-
gemeenskap waartydens hulle die Stad se
begroting aan sakelui verduidelik, ook met
geleenthede vir vrae en kommentaar.
In al moeiliker ekonomiese tye doen hy n
ernstige beroep op alle sakelui om aan te
sluit by die sakekamer en mekaar so te on-
dersteun en te herinner aan die AHI se leuse
van Saam skep ons volhoubare welvaart.

hosting his annual Guitar Weekend at

Bellville resident Marlene le Roux was re-
cently named the new CEO of the Artscape
theatre.
Le Roux has been at the forefront of devel-
opment through art for more than a decade.
She has been passionate about making the
arts accessible to the disabled in her capaci-
ty as director of audience development and
education for the theatre, being a disabled
person herself.
Belinda Bell Jackson from the United Na-
tions Association of South Africa (Unasa),
one of the organisations Le Roux has built
close ties with, congratulated her at the on-
set of the campaign calling for 16 days of no
violence against women and children on 25
November.
As director of audience development and
education at Artscape for the last decade or
so, she has ensured that manymarginalised
communities have been greatly empowered
to become lovers of theatre, and many high
school kids and young people are currently
involved in the performing arts through her
visionary leadership, Jackson said.
LeRoux is known for staging full Artscape
productions in some of the provinces poor-
est townships, fulfilling her dream of taking
the arts into the heart of the countrys previ-
ously disadvantaged communities, and leav-
ing lasting impressions on the youth, with
the arts well within their reach.

In hul studie oor polisie-korrupsie in
Suid-Afrika, voer die navorsers Gareth
Newham enAndrew Fuall verskeie redes
aan.
Heel dikwels is die verduidelikingswat
gegeeword oor die bestaan van korrupsie
in die polisie geneig om simplisties te
wees.
Soos die algemene verduideliking dat
korrupsie die gevolg is van geldgierig-
heid en onderbetaling vir werk onder
baie moeilike omstandighede, meen hul-
le.
Die probleem is volgens die navorsers
egter meer kompleks, veral in n omge-
wing waar individue meer geneig is tot
korrupsie, soos byvoorbeeld die polisie-
diens.
Terwyl sommige individue meer ge-
neig is tot korrupsie as ander, is dit ook
so dat sekere omstandighede hor vlakke
vankorrupsie kan bevorder.Wanneer dit
kombypolisiring is daar aansienlike be-
wyse dat verskeie risikofaktore bestaan,
wat die beroep van polisiring meer kor-
rupsie-geneig as baie ander beroepe
maak, skryf hulle.
Hulle verwys na n beginselmodel van
die akademikus Robert Klitgaardt.
Volgensdimodel is die geleentheid om
korrupsie te pleeg baie groter in n omge-
wing waar die oortreder n monopolie
van mag geniet oor gewone burgers in n
konteks waar aanspreeklikheid swak is,
s hulle.
As jy hierdie feite in gedagte hou, is
dit maklik om in te sien dat korrupsie n
baie werklike beroepsrisiko in die poli-
siediens is.
Newham en Faull beweer ook dat poli-
sielede binne n grootliks wetsgehoorsa-
me gemeenskap minder geneig is tot kor-
rupsie as di in samelewings wat geken-
merk word deur ho vlakke van misdaad
en korrupsie. Die werwingsprosesse in
die polisiediens is ook dikwels onvol-
doende met die gevolg dat individue wat
nie geskik is vir die werk nie, gewerf
word, skryf hulle. In Suid-Afrika is daar
tussen 2001 en 2010 altesaam 80 000 nuwe
polisielede gewerf.
Volgens die navorsers het genl. Bheki
Cele in 2010 ook aan die parlement erken
dat ons nie gefokus het op kwaliteit nie,
maar op kwantiteit. Gelukkig het die po-
lisie se prestasieplan van 2011/2012 die
belangrikheid van gehalte in werwing as
volg verklaar: Ons moet verseker dat
ons in staat is om die regte soort mense
te werf, dan op te lei en te ontwikkel tot
die soort polisiebeamptes wat ons graag
in ons land wil sien.

20 maande se skryf gaan die lang
verwagte boek oor Kraaifontein en sy
mense eersdaags die lig sien.
Die boek getiteld Kraaifontein Stories, ge-
skryf deur Caren Cronj-Carstens, word Sa-
terdag 5 Desember in Kraaifontein bekend-
gestel.
Ek het reeds in 2010
besluit om hierdie boek
te skryf en op 31 Janua-
rie 2014 amptelik begin.
Meer as 300 onderhoude,
baie oproepe, ontelbare
koppies tee en koffie,
honderde kilometers se
ry en e-posse na verskeie
kontinente later, kon ek
mypenneersit, sCron-
j-Carstens ingenome.
Die boek is eintlik
deur n hele dorp geskryf
en ek was net die plat-
form. Die boek handel
oor die lief en leed van
die verskeie gemeen-
skappe van Kraaifontein
stories van ouds en sto-
ries van onthou. Stories
van grootword, oud
word, liefde, tragedie en
hartseer.
Nageslag
Dit is ook die eerste boek nog om die ver-
haal van di dorp en sy mense vir die nage-
slag aan te teken.
VolgensCronj-Carstens bevat die ampte-
like argiewe nie veel inligting oorKraaifon-
tein nie en moes sy grotendeels staatmaak
op die oorvertellings van die mense wat oor
die dekades hier gewoon het.
Die idee vir die boek het in 2010 by haar
posgevat toe sy n boek oor haar horskool-
jare by die Horskool Eben Dnges, wat ook
in Kraaifontein is, wou skryf.
Toe vra iemand eendag vir my hoekom
skryf ek nie n boek oor die dorp nie? Die
idee het vasgesteek en in 2012 het ek van
Malmesbury teruggetrek Kraaifontein toe
om met my navorsing te begin.
Sy s die boek is nie n geskiedenisboek
as sulks nie, maar eerder n versameling
storieswaaruit die geskiedenis vandie dorp
dan ook gestalte gekry het.
In die boek vertel sy presies hoekom sy
so gelukkig hier is. In n ander hoofstuk
vertel ek van die inwoner wat die langste
hier woon hy is 84 en is hier gebore.
Ek het selfs met die hulp van n Face-
book-blad oud-Kraaifonteiners in Kanada
en Nieu-Seeland opgespoor, wat hul stories
gedeel het, s sy.
Van die mooiste en ook hartseerste sto-
ries het gehandel oor hoe mense se lewens
deur die destydse apartheidswetgewing be-
invloed is.
Daar is ook baie komiese oomblikke in
die boek en selfs oorvertellings van mense
se ervarings tydens die 1969-aardbewing in
Tulbagh, wat tot in
Kraaifontein gevoel is.

van Niekerks are possibly wan-
dering around?was the rhetor-
ical question posed by HT Alexander, the
principal of BernadinoHeights Secondary
School, on the occasion of the opening of
a new facility in Scottsdene on Saturday.
In the wake of the recent Scottsdene
High School building debacle which left
the Scottsdene community somewhat dis-
illusioned after learners were left without
classrooms for months on end, the provin-
cial government's timing was spot on.
The facility, worth over R28 million and
known as a MOD cluster, was personally
handed over to the community byWestern
Cape premier Helen Zille.
An acronym for Mass participation, op-
portunity and access, development and
growth, theMOD facility will provide aft-
er-school sport and recreational activities
to learners fromcommunitieswhere these
opportunities are needed most, Zille said
at the opening.
Here learners will have the opportuni-
ty and support to access tutoring, career
advice, sports facilities and the arts. Par-
ents, principals, school governing bodies
and the school community now have the
opportunity to do their part by encourag-
ing learners to participate and excel. Our
government is working tirelessly to create
opportunities for learners to be competi-
tive in the world after school.
Built on the premises of the Bernadino
Heights High School andWatsonia Prima-
ry School, the facility will serve learners
of Cavalleria, Parkdene and Watsonia pri-
mary schools, as well as Bernadino
Heights and Scottsdene high schools.
Here learners will have the opportunity
to participate in activities such as athlet-
ics, cross-country running, cricket, chess,
football, hockey, tennis, volleyball and a
debating society.
The sport infrastructure is comple-
mented by academic and eLearning sup-
port. This first-class educational support
for learners will be provided by our Year
beyond (Yebo) mentors a group of dedi-
cated, competent graduates and matricu-
lants who have dedicated a year of their
lives to leading other learners in their
school careers, says Jessica Shelver from
the department of education. Learners
will also get the necessary life skills train-
ing at the clusters. Thiswill includehealth
and career awareness to help learners se-
cure jobs once they leave school.

Anew study by the University of Cape Town
has found a clear link between exposure to
trauma and chronic health and mental con-
ditions among South Africans.
This study, using data from the South Af-
ricanStress andHealthStudy (SASH), found
that exposure to trauma had a direct link to
arthritis, cardiovascular and respiratory
disease, chronic pain and mental illness
such as anxiety.
Research leader Lukoye Atwoli, associate
UCT professor and dean of the School of
Medicine at Moi University in Kenya, said:
My research found a link between trauma
exposure and physical health in an African
context. I hope my findings will be used in
designing interventions for survivors.
The research found the most common
trauma events were related to the unexpect-
eddeathof a lovedoneandwitnessinga trau-
matic event involving someone else. Based
on the study, Atwoli recommended that in-
terventions for trauma survivors should in-
clude witnesses of traumatic events.
Data from the SASH survey, used in the
UCT study, showed that among South Afri-
cans one in three havemental disorders last-
ing between 12 months and a lifetime, the
most prevalent disorder is anxiety (15,8%),
then substance abuse (13,3%) and mood dis-
orders (9,8%), and 11% have two or more
mental disorders.
Pharmacist and integrative medicines ex-
pert Felicia Rubin says SouthAfricans expe-
rience high rates of trauma and anxiety and
noted that a 2013 study ranked SA second
most stressed among 74 countries. Rubin ad-
vises trauma sufferers or those with anxiety
should consult a medical professional or
mental health expert immediately, and fol-
low a healthy lifestyle.

oostenbergvlakte Primary School re-
cently had a much needed facelift,
thanks to volunteers of Absas corpo-
rate and investment banking department
who gave 230 hours of their time in 2015.
The bankers started working on small
projects and fund-raising initiatives to im-
prove the infrastructure of the school, says
Lindi Hellyer from Absa.
With this R130 000 was raised to revamp
the learners toilet facilities and a structure
was built to cordon off an area for teachers
and visitors. The Community Chest also
madea financial contribution to theproject,
which was completed in 2014.
In 2015, money was raised to paint three
classrooms for the 125 Joostenbergvlakte
learners. The main infrastructure project
for 2015 was the roofing structure.
The school doesnothaveanassembly ar-
ea to congregate to have meetings with
learners and educators. All they have is an
open cemented area, exposed to the extreme
weather conditions.A roofing structure has
since been erected to cover the open area
with an additional R240 000 that was raised
for this particular project, she explains.
All this would not have been possible
without the dedication of the volunteers
and stakeholders who were passionate
about making a difference at Joosten-
bergvlakte Primary, a small farm school, in
Joostenbergvlakte.
My involvement with Joostenbergvlak-
te Primary School is because of the passion
I have for education, and it is my sincere
belief that theres hidden potential in every-
one and it is up to us to help someone find
theirs. And, for society, it means we can
serve as enablers for greater, inclusive
prosperity for current and future genera-
tions, said Stephen vanColler, chief execu-
tive for corporate and investment banking
at the Barclays Africa Group.

City cemeteries will offer limited services on
public holidays over the festive season and
on specific public holidays.
According to the Citys Mayco member for
community services and special projects, Be-
lindaWalker, therewill be limited ornoburi-
als taking place at some City cemeteries.
All of the Citys cemeteries will be open
daily for visitation during this period, in-
cluding public holidays, as these days are
generally popular days for families to pay
their respects to loved ones who have passed
on, said Walker.
The limited service refers only to burials.
On 16 December cemeteries will be open
for burials until 13:00; on 25 December and
1 January cemeteries will be closed for buri-
als; and on 26 December and 31 December
cemeteries will be open until 13:00. Cemeter-
ies will be open as normal on 2 January.
Staff will be available to assist with Jewish
or Muslim burials.

he Victim Empowerment Programme
(VEP) of the Durbanville police is in
urgent need of more volunteers to re-
lieve the pressure on the current team.
This was shared by Genni Engelbrecht,
coordinator of theVEP, at the annual gener-
al meeting of the Durbanville Community
Police Forum (CPF) last Wednesday even-
ing.
We have only 15 volunteers on the roster
in Durbanville, and only two in Fisantek-
raal. One of the latter, Aunty Betty, works
daily. She also has a full-time job and some-
times just goes home in the morning after
her volunteer work to get ready for work.
We have tried to recruit more volunteers in
Fisantekraal, but with no success, Engel-
brecht said.
Of the four volunteers recruited in June
this year, only three went operational, but
we also had two resignations recently, she
said. Every volunteer works at least five
shifts per month and it has taken its toll.
We have had a hectic year. Our concern
is that the volunteers are tired. They also
have families and this time of the year, they
take a break and go on holiday, she said.
Since June 2013 until now the volunteers
of theVEPhave supported 582 victims in 269
cases, of which 159 victims of residential
robberies, 88 victims of business robberies,
29 victims in cases of domestic violence, 17
victims in cases of neglected andabandoned
children and 87 cases of suicide and at-
tempted suicide.
In November alone they supported 16 vic-
tims in five cases.
The total for the year from January toNo-
vember is 185 victims in 71 cases, of which
57 victims of residential robberies, 23 vic-
tims of business robberies, 30 victims of sui-
cide and attempted suicide, and 36 victims
of inquest deaths due to drug overdose,
heart attacks, road accidents, drownings
and the death of babies.
Engelbrecht also proposed that the CPF
make an allowance available to the VEP.
TheVEP serves the broader community.
We need to put a process in place for assist-
ance for the volunteers.They receive no re-
muneration for what they do, not even for
their petrol or phone bills. My wish for the
team is to somehow thank them at the end
of the year for the hours and resources they
have put in, she said.
A functionwill be held tomorrow evening
(Thursday) at the Bloemendal Restaurant
for the team, donated by Leon van Wyk of
Being IT, also a member of the Nerina
Neighbour Watch, after Engelbrechts plea
lastWednesday. TheresaUys, councillor for
ward 21, supported Engelbrechts request
for an allowance at the meeting and said it
should be addressed urgently.
Maritha Roukema, project coordinator of
the CPF, then said it will be investigated
and will receive priority. It is a project in
need; theymust list their needs and ongoing
expenses and follow the procedures of ap-
plying for funds, she said.
Engelbrecht thanked the Durbanville Ro-
tary Club for their generous donations
throughout the year. Thanks to them we
have enough items such as coffee, tea, sugar
and items for babies suchas diapers and for-
mula, she said.

leaner, fresher airwas inhaled by res-
idents in Kraaifontein and surround-
ing suburbs during the last year, ac-
cording to a recent air quality report tabled
before the city council recently.
And if these standards are kept up, resi-
dents in these areas can rest assured that
they will never be plagued by the so-called
brown haze that hangs over the Mother
City each winter. This brown haze is de-
scribed as a brown smog in the atmosphere
during the winter months due to the accu-
mulation of gaseous and particulate pollu-
tants.
Not only do recent air pollution levels
measured at an air quality monitoring lab-
oratory in Wallacedene indicate a down-
ward trend over the last few years, but this
also confirms that the average air quality
in this region is well below the South Afri-
can standard. Only once during 2015 was
the standard measure of PM10 exceeded.
Special task team
Particulate Matter (PM) is the term for
solid or liquid particles found in the air. It
can be directly emitted or can be formed in
the atmosphere when gaseous pollutants
such as SO2 (sulphur dioxide) andNOx (ge-
neric term for nitric oxideNOandnitrogen
dioxide NO2) react to form fine particles.
An air quality standard of PM10 was es-
tablished to focus on smaller particles that
are likely responsible for adverse health ef-
fects because of their ability to reach the
lower regions of the respiratory tract.
The PM10 standard includes particles
with a diameter of 10 micrometers or less
(0,0004 inches or one-seventh the width of
a human hair).
David Oliver from the Citys health de-
partment said that elevatedPM10 levels are
caused by several factors such as increased
traffic, domestic fires and the recirculation
of windblown dust. Themonitoring labora-
tory was commissioned by the City and a
special task team formed in 2012 toward off
a pending air pollution crisis in the far
northern regions of the city.
Proportional representative councillor
for the DA, Roxanne Hoorn, moved for this
intervention in September 2012.
Brown haze endemic
According to her better service delivery
to poorer areas such as Wallacedene could
prevent a crisis. At the time she predicted
that the provision of greener open areas
andmore paved roads and sidewalkswould
alleviate some of the pollutants.
A report on air quality in Wallacedene
done in 2011, indicated elevated PM10 lev-
els similar to that of Khayelitshawhere the
brown haze is endemic.
The sources of these high levels in Kraai-
fontein primarily originated from the ille-
gal burning of waste materials such as tyr-
es and copper cables, the burning of wood
for domestic purposes, vehicle emissions
and dust from large unpaved areas during
windy conditions.
At the most recent meeting Brackenfell
ward councillor Marian Nieuwoudt was
elated with the good news and confirmed
what Hoorn predicted three years earlier.
The biggest problem being dust was
eliminated when large open spaces were
developed for housing and new roads along
with new sidewalks where dusty roads use
to be, she said.
Educational programmes implemented
by the task team might also be counted in
as a contributing factor. These pro-
grammes made communities aware of the
negative factors of open street fires.
Oliver promised a fully detailed report in
January to more precisely explain to resi-
dents what factors lead to this notable de-
crease.

Illegal scrapyards or so-called bucket
shops in Kraaifontein should be shut
down, not merely fined, the ward council-
lor forWallacedene, SimpiweNonkeyzana,
said at a recent sitting of the Bergdal sub-
council.
Robberies continue to increase as the il-
legal scrapyard business sector grows, he
downright stated.
Nonkeyzana believes the profusion of
bucket shops holds a direct relation to the
increase in robberies and burglaries in the
area.
This trade needs to be stringently regu-
lated. These business owners make good
money and have the means to pay these
fines and then simply carry on with their
trade, he said.
A recent investigation done by the Citys
metal theft unit revealed four illegal scrap-
yards that currently operate in Kraaifon-
tein. This investigation was requested by
the subcouncil earlier this year.
The report tabled did not reveal the
names of the businesses, but only where
they were situated two in Wallacedene,
one in Bloekombos and one in Scottsville.
During the investigation it was found
that these businesses operated without the
correct license in terms of the land use act.
Three of the businesses were fined R1 000
each. According to the report no stolen
goods were found at any of the premises.
It was further indicated that all these
scrapyards are registered with the South
African Police Service in terms of the Sec-
ondhand Goods Act.
It was also found they continued opera-
tions in spite of the fines and notices is-
sued.
Theunit stated theywould continuewith
integrated operations with all role players,
specifically land-use inspectors to address
land-use issues with the intent of closing
down illegal scrapyard businesses.
Regular visible patrols and inspections
in the vicinity of these scrapyards will be
conducted.
Xoliswa Pakela-Mapasa, proportional
representative for the DA in Kraaifontein,
enquired whether it would not be more
prudent to assist such businesses to be-
come legal, instead of continuously fining
them.
They are making money and are there-
fore not going to stop trading.

he City awarded its bravest and most
heroic officers at its annual Safety
and Security awards ceremony last
Thursday.
The event pays tribute to those staff
members who went above and beyond the
call of duty to protect the public.
The awards were handed out to staff
across the directorates departments, in-
cluding Metro Police, Traffic Services,
Fire and Rescue Services, Law Enforce-
ment, Disaster Risk Management and the
107 Public Emergency Communication
Centre.
Categories included outstanding ser-
vice, supervisor of the year, bravery, de-
partment of the year and officer of the
year.
Of all the winners, quite a few of the offi-
cers are situated in the northern suburbs,
such as Justin McKay and Monrico Cloete
from Law Enforcement stationed at Par-
ow,whowere each honoured in the catego-
ry for bravery.
The officers were on foot patrol in the
Bellville CBD when they heard people
screaming and saw two men running
away, according to a City statement.
They gave chase and caught the sus-
pects. The officers also recovered two fire-
arms. At the police station they were in-
formed that the suspects had been in-
volved in an ATM bombing in the Cape
Town CBD, but had managed to evade the
police.
Liste October and Frank Jurries from
Metro Police were also awarded for brav-
ery. The officers were on their way to the
Atlantis office on Sunday 11 October
around 07:30 when they received a call
about a bundu court along Vanguard
Drive. The officers responded and came
across a very volatile situation. Theyman-
aged to get the two victims away from the
mob, that was armed with pangas, whips
and stones.
Senior traffic officer NizaamAlexander,
stationed at the Goodwood Traffic Centre,
was awarded as departmental officer of the
year.
In the first six months of 2015 he wrote
4 297 fines. He arrested 14 motorists for
drunken driving, reckless and negligent
driving, fraud cases and drug arrests. He
suspended 48 vehicles and impounded 95
cellphones. He is very competent in what
he does, dedicated and one of the hardest
working officers in area North.
Alexander was also nominated at the
midyear award ceremony after he and his
partner recovered a vehicle that had been
hijacked in Belhar.
The commander of theMetro Polices K9
unit based in Parow, Joan Felix, was also
awarded as departmental officer of the
year.
The K9 unit has gone from strength to
strength under her command. She is re-
spected by her peers and the members in
her unit and is highly regarded in the de-
partment.

named departmental officer of the year for
his service excellence.

he Bellville leader of the countrys
Dagga Party, Jeremy Acton, is calling
all supporters of the so-called dagga
culture to a night vigil.
The partys hearings in the Cape High
Court, which challenge the
constitutionality and ques-
tion the justification of the
prohibition of dagga, are set
to continue on Monday 7 De-
cember.
As such,Acton whohopes
to come out smoking that
Monday hopes to garner as
much support for the move-
ment as possible.
Thousands of supporters
of the legalisation and regula-
tion of dagga for the public
benefit are expected to come
out smoking in Cape
Town ... nextweekduring the
hearings, he said in a state-
ment.
The Dagga Party of South Africa has is-
sued a call to all members of the dagga cul-
ture in the Western Cape to attend a mass
gathering in Leeuwen Street, Cape Town,
outside the Cape Town High Court.
Acton said the event will start the Mon-
day at 08:30 and is set to end at 16:00 the
Tuesday. This includes the planned over-
night outside the court on Monday night.
This gathering is required to provide ev-
idence to the court of the existence and soli-
darity of the dagga culture, and we call on
all supporters of legislation
to bring posters in support of
legalisation and claimof dag-
ga rights, Acton said.
Acton added more than
4 000 had already signed up
in support of the case, basing
his statistics on the Face-
book page for the event un-
der the search terms consti-
tutional dagga hearings.
He said the MC teamwill
be the BlazeRyders group
from Somerset West.
I hope the people of the
dagga culture will show the
country that when we claim
our rights to cannabis, we
are a peaceful grouping deserving of our
rights, and I hope that this gathering by the
culture around the cannabis plant will be
a positive historical event for our country.

to the Kurt Darren concert,

Libertas Amphitheatre on
Sunday 29 November.

air theatre, which is situated in

seating was great and the sound

Kyk n mens as Suid-Afrikaner terug op
die jaar 2015, word jy nie noodwendig
oorweldig met positiewe gedagtes nie.
Trouens, die woord verloor het net
hopeloos te veel opgeduik.
Op die ekonomiese front was Eskom
die groot rede vir die groeikoers om
stoom te verloor, die rand het sy waarde
verloor en die SAL verloor hope belas-
tingsbetalersgeld.
Wat die omgewing betref, verloor ons
land water met beurtwater ons voor-
land en verloor renosters steeds hul
horings en lewens teen n ongekende
tempo. Boonop verloor boere in droogte-
geteisterde gebiede hul oeste.
In die kommunikasie-omgewing verloor
dag- en Sondagkoerante hul lesers en
Afrikaans moet hard baklei om nie sy
status as hor onderrigtaal te verloor nie.
Met gemiddeld 49 mense wat per dag
in SA vermoor word, het die polisie
lankal sy greep op misdaad verloor.
Op sportterrein gaan dit nie veel beter
nie. Die Proteas verloor in Indi, die

hen a young quadriplegic from
Durbanville left the rehabilita-
tion centre after months, he im-
mediately took up wheelchair rugby as a
sport a decision that made the world of
difference to his recovery.
Eudricht Kotze (23), who lives with his
parents in Uitzicht, has not only been
playing professional wheelchair rugby
for Maties since, but is also deeply in-
volvedwith helping other new quadriple-
gics with recovery and acceptance.
However, he is now in desperate need
of a new sports wheelchair as his current
one is falling apart.
Eudricht became a quadriplegic after a
car accident in Clanwilliamwhen he was
20 years old.
Depressed until rugby
I was very depressed when I was in re-
habilitation, he says.
His inspiration came when he met
Mark Swartz of Chairman Industries, a
paraplegic who came to introduce him to
wheelchairs.
He told me about wheelchair rugby
and even tookme to a match. I fell in love
with the sport immediately.
Since I took up this sport, I have not
only become more independent, but it
helped me to become stronger, to do
things formyself, to drive a car again and
to gain more movement, especially in my
arms, he says.
This year Iwas chosenas convenor for
the Maties Wheelchair Rugby Club and
couldnt be happier and more proud.
Eudricht works as internal accounts
manager for a security distribution com-
pany, Pinnsec, in Montague Gardens.
In his free time heworks as a volunteer
at the Life Rehabilitation Centre at the
Vincent Pallotti Hospital to help patients
adapt to their new circumstances.
My sports wheelchair will not last
another year, and I am looking for any as-
sistance to buy a new one, he says.
Wheelchair old, too small
The wheelchair, which he borrows
from the Maties Club, is already 12 years
old and actually too small for him.
With our last league game, I was
forced off the field as the chair kept on
breaking to the point of no repair. I can-
not perform to my fullest to be chosen for
the SA training camp, he says.
He needs about R90 000 to buy a new
sports wheelchair.
Wentzel Barnard, sports manager for
the Maties ParaSport Club for people
with disabilities, said sports contributes
towards the actualisation of the potential
of individuals with physical disabilities.
Over the past 20 years of my involve-
ment with people with physical disabili-
ties, I have observedwith absolute clarity
the impact that sports has on the physical
health of members, he says. Eudricht
ishighlymotivated to excel inwheelchair
rugby, but his biggest obstacle to reach
his full potential in the sport is the ex-
pense of purchasing a custom rugby
wheelchair that will be suitable for him.

riel laat herleef het.
Volgens homworddie gevoel van om te be-
hoort en die trots om jou miskende kultuur-
aktiwiteit vir mense te kan aanbied, die bes-
te verwoord deur die 59-jarige Liza Adams
vanBrandvlei.Nafloopvandie eerste kom-
petisie het sy die projekorganiseerder om-
hels en in haar unieke Oranjerivier-afri-
kaans vreugdevol uitgeroep: My tjeent, vi-
naand het jy vir my virrie eerste tjeer soos
n mens gelat voel!
Die ATKV-Rieldanskompetisie was veral
vir verafgele plattelandse gemeenskappe n
reddingsboei iets om die ledigheid onder
jongmensewat dikwels tot kriminele aktiwi-
teite gelei het, teen te werk.
Daar is getuienisse van jong kinders wat
voorheen skuldig was aan huisbraak wat n
hul betrokkenheid by die riel daarvan ge-
nees was. Van onderwysers hoor ons dik-
wels dat die skugter en teruggetrokke leer-
ders n gedaanteverwisseling ondergaan het
en met groot selfvertroue aan gesprekke in
die klas deelneem. Daar is ook diegene wie
se akademiese vordering merkbaar veran-
der het. En die wat nie akademies goed pres-
teer nie, het n nuwe doel gekry: om die riel
na die beste van hul vermo te dans, s Nel.
Die prysgeld wat aan die wenners betaal
word,worddeurdiemeeste groepe tot verde-
re uitbreiding van die riel aangewend.
Die meeste geld word spandeer op die
aankoop van skoeisel en die maak en aan-
koop van klere vir optredes. Die gevoel van
eiewaarde en identiteit word hierdeur ook
n verdere hupstoot gegee. Sedert 2008 was
die riel skielik in aanvraag by feeste soos die
KKNK op Oudtshoorn, die Cederbergfees

ing Back 2 School Boogie at Artscape
Theatre on Friday 4 and Saturday 5
December in aid of The Future Facto-
ry.
Directed by Rafiek Mammon, the
show includes live performances by
GaryNaidoo,CanSkylark,LucyTops,
Cindy Gibbons and Liand Valentyn.
Founded by Anne Siroky in 2001,
The Future Factory aims to develop
youth by bringing Olympic sporting
codes to schools.
The money raised through the con-
cert will go toward helping The Fu-
ture Factory continue with their
coaching efforts as well as helping
project and financial manager Jillian
Alexander pay for a new pair of des-
perately needed hearing aids.

Andr, wat in Johannesburg bly, het die afge-
lope paar jaar min opgetree, dus is Sondag 13
Desember n baie spesiale gebeurtenis. Hy deel
die aand die verhoog met Kevin Leo, Jannie
Moolman en Corlea Botha.
TygerBurger, een van die borge van die kon-
sert, het vir Andr n paar vrae gevra:
1. Waarmee is jy deesdae besig?
Behalwevirmyvoltydsewerkas eienaarvan
n suksesvolle bemarkingsmaatskappy, Andr
SchwartzMarketing (watniemusiekbemarking
is nie), en my besige konserttoerprogram, is ek
baie opgewonde oor my eie platemaatskappy,
Gmmmf, wat pas gestig is en die nuwe CDwaar-
mee ek besig is. Ek is ook hart en siel betrokke
by die werk van twee NPOs.
2. Dis jou eerste keer by Klassieke Kersfees.
Sien jy uit daarna om saam met Jannie, Ke-
vin en Corlea te sing?
Ek sien ongelooflik uit en voel gevlei oor die
voorreg wat my te beurt val.
3. Wat is jou mooiste kinderherinnering
van Kersfees?
My pa is oorlede toe ek 13 jaar oud was. My
herinneringe aan Kersfees saam met Pa en Ma
bly die beste en mooiste nog!
4. Waar gaan jy di Kersfees wees?
Ek het n baie bedrywige Desember, met my
laaste vertoning vanjaar op 20 Desember. Daar-
na wil ek terug huis toe om Kersfees by familie
deur te bring, waarna ekmyself gaan bederfmet
n lekker vakansie in die Kaap saam met harts-
vriende.
.Klassieke Kersfees vind op Sondag 13 Desem-
ber in die Liqui-Fruit-amfiteater in die Paarl
plaas. Die gehoor kan n samestelling van gewil-
de Kersliedere en populre klassieke nommers
