Empty land or property repossessed bybanks who relinquish the upkeep ofsuch, remains a problem for city autho-

rities.One such property, an open plot in Peer-

less ParkNorth, has become a health hazardto local residents, who are at their wits end.Situated on the corner of Dan King and

Milton roads, this land,whichwas apparent-ly repossessed by a bank some time ago, hasbeen neglected so severely, that it is now agathering place for loiterers, vagrants andillegal dumpers.Resident Denise Hawes says: “It is affec-

ting the value of the entire neighbourhood.

This plot of land has become a public toiletand the local dumpsite for vagrants and binscratchers on collection days.“What’s more, builders dump their un-

wanted rubbish and building materials he-re.”As a result flies, mice and rats are now be-

coming a problem in households surroun-ding this plot says Hawes.

HazardThe land also poses a fire hazard to nearby

residents.“In the last six months we have had two

fires close to our houses, one a few weeksago, burning 50 meters from 81Milton RoadNorth, bordering the north end of this plot”.“We are embarrassed to invite guests to

our home. How long are we going to allowthis to carry on?A desperate Hawes approached the City of

Cape Townwith her concerns in this regard.“I am not the only resident in this area

that has the same concern.“We need the City of Cape Town to imple-

ment more law enforcement in this regard,”she stated in a letter to ward councillor forKraaifontein and Brackenfell, Carin Bry-nard.Brynard told TygerBurger, that she is in

the process to ascertain to which bank thisland belongs, but that it is a difficult and la-borious process.“The land formed part of a bankrupt esta-

te, hence the relevant bankholds the respon-sibility for the upkeep of the land, not the

city,” she said.

SimilarAccording to her, the city has experienced

similar problems in the past with reposses-sed land and property, where the banks inquestion relinquised their lawful responsi-bility as land owners.This is a problem not unique to Cape

Town. In the state ofNewYork, in theUnitedStates ofAmerica for instance the very sameproblem haunts countless neighbourhoods,which recently prompted top prosecutors, topush banks to take more responsibility forabandoned homes or properties to avoid itfrom becoming a scar on the neighbourhoodface.

The Wall Street Journal last month repor-tedonproposed legislature thatwould requi-re lenders to more swiftly addres “zombie”properties after abandonment.

It would also require them to notify muni-cipalities and post contact numbers on theproperties in question.

Itwillmake sure that banks cannot simplywalk away from these properties and leavethem to fall into ruin after repossession.

Brynard says that regulations or legislati-on similar to these are not in existence, lite-rally leaving the City of Cape Town with themess.

“As a local government, the city will haveto give serious thought to implementing si-milar regulations to help us in this regard,”she added.

AnAbsa spokesperson said that a bank, asa matter of law, has the same responsibilityas a property owner as it relates to the up-keepof a property that has been repossessed.

“Inpractice,AbsausesRiskMitigationOf-ficers, who are stationed across the country,to visit these properties and report on theircondition.

The bank places guards and installsalarms where appropriate and where war-ranted in extreme circumstances the bankwill engage with law enforcement authori-ties to secure the property, ensure the safetyor wellbeing of neighbouring property ow-ners and protect the interests of other stake-holders,” he said.

He confirmed that the bank does not speci-fically inform local authorities of bank re-possessions.

Should the bank, however, establish anytransgressions of municipal bylaws – suchas the use of the property for activities con-trary to zoning or other bylaws, or if thereis a threat to the safety orwellbeing of others– Absa will formally notify the municipalityof the situation,” the Absa spokerspersonsaid.

“Banks do not place notices on reposses-sed properties, as this creates awarenesswith the general public that a house is vulne-rable, which may lead to illegal occupationand or further damage to the bank’s proper-ty”.

A brand-new permanent law enforce-ment office is planned for the nort-herndistrict and is to be located in the

Brackenfell central business district.Currently being refurbished, the station

will be positioned in the building that previ-ously housed the local pigeon club in Brac-kenfell – on Old Paarl Road, opposite themunicipal offices.Brackenfell ward councillor Carin Bry-

nard, who spearheaded the R1.4 million ini-tiative, said this was the only suitable, city-owned building available for this purpose.Brynard also chairs the safety and securi-

ty portfolio committee for the City of CapeTown.“Law enforcement needed a permanent

office in the area in order to become morevisible to the public,” she says.Currently, law enforcement officers in

Brackenfell utilise offices at the local trafficdepartment, rendering them somewhat in-conspicuous.Subsequently, this new office will also

serve as a specific complaints office wheremembers of the public will be able to regis-ter complaints relating to law enforcement.This includes the contravention of any

municipal by-laws.Law enforcement works closely with

other local, provincial and national govern-ment departments and external agencies touphold local by-laws and deal with contra-ventions.By-laws are laws that are passed by the

city council to uphold social order.These include those formulated to control

graffiti, noise, stray animals, vehicle par-king, building and construction, zoning,metal theft, loitering and public drinking.Law enforcement’s trained officers have

the power to confiscate, arrest, issue war-nings and fines and shut down illegal opera-

tions where by-laws are broken.Theyare easily identifiable, drivingbran-

ded vehicles and wearing uniforms.The building is currently in the process

of being refurbished and should be comple-ted to be officially opened by September.Gawie Botha, regional inspector of law

enforcement services, says the areas to beserviced by this new station include Brac-kenfell, Kraaifontein, Durbanville, Fisante-kraal, Klipheuwel, Philadelphia, Oakdale,Van Riebeeckshof, Joostenbergvlakte, Ty-gervalley, Plattekloof, Stellenberg, Stellen-ridge, Vredenberg, Stikland, Oak Glen,Bloemendal, Groenvallei, Welgemoed, Loe-venstein, Shirley Park and De la Haye.According to informationmade available

to TygerBurger, 20 permanent law enforce-ment officers will be stationed at this stati-on, which includes the law enforcement of-ficers specifically allocated to Brackenfelland paid for by ward allocations (Rent-a-Cops).

seemed to say. The emotional teachercould not hear the heartfelt songs or well-wishes of the children that morning, be-cause she was standing behind a Panora-ma Medi-Clinic window.Yet, the message was clear, the three to

four-year-olds of Milnerton’s CovenantKids Pre-Primary School miss her verymuch.SandraWright (59) of Edgemead has tou-

ched countless numbers of lives in her ca-reer as a pre-primary teacher.She has left a mark on each child who

was privileged enough to have her as theirteacher, yet Sandra has a different view.Every single child she was privileged

enough to teach left a mark on her.And thesemarkswereneverdeeper than

those left on Friday when about 15 pre-pri-mary children, assistant Sonia Kleine andowner Stefan Pflocksch waved at her fromthe hospital’s parking lot.They sang while holding up flowers to

her, called out to her while carrying well-wishing placards and blew kisses to herwhile she stood crying at the hospital win-dow.Sandra is currently undergoing chemo-

therapy for Lymphoma, a type of bloodcancer.The children’s flowers and personalised

“get well soon” messages meant the worldto the surprised teacher.“I never expected this... It was the most

wonderful, awesome, awesome momentfor me and I just love them so very, verymuch...”One the children’s grandmother,Cheryl Braude, organised the surprise vi-sit and told TygerBurger that Sandra isstruggling to pay her medical bills.Cheryl has made it her mission to raise

as much funds as possible to help the tea-cher of not one, but two of her grandchild-ren. and ability to defend oneself physically is bynomeans the only skill necessary for perso-nal safety. Personal safety is a holistic disci-pline which includes much more than thewillingness and ability to defend oneself ona physical level.

Don’t get me wrong. I fully believe thephysical side is crucial and I recommendthat any person in South Africa becomeskilled in it (more on this in later articles).However, it’s notwise to think that physicalskills alonewill keep you safe. By definitionphysical self-defence skills are for whenthings get physical. However, the physicalside to an attack or to crime is only one partin the development, or process, of the crime.There are many points in the developmentof the crime inwhichyou can subvert or dis-courage the criminal.Wewill delve into thisprocess along which crime develops nextweek. For this week I want us to expand ourthinking on personal safety.

Holistic personal safetySpiderWeb: A good analogy to think about

personal safety is that of a spiderweb. A spi-der web is strong because it is woven of ma-ny strands of strong fibre. The stronger theindividual fibres, and the more strands the-re are, the stronger the web is. In terms ofyour own personal safety you want to start

to think in terms of these strands. Youwantto understand what the different strandsare, how tomake them strong and then howto weave them into your own personal-safe-ty web. It is into this web that one has toadd the the strand of physical self-defenceskills.Personal safety is a web of different

strands woven together. Learn about them,make them strong and weave them into yo-ur life.The more proficient you become inall of these strands the more difficult a tar-get you become. The old self-defence adagerings true: If you don’t want to be an easyvictim become a hard target. Always re-member most criminals are very intent onkeeping themselves safe and free fromharm. Two highly invasive wasp species areexpanding their range throughoutCape Town and the Western Cape

and the city is calling on the public to helpidentify and report new colonies.

The European paper wasp (Polistes do-minula) and the German wasp or yellow-jacket (Vespula germanica) have foundthe Cape Metro and the Boland to be anideal habitat suited for their expansion.

If left uncontrolled, they may spread tothe majority of towns in the Western Ca-pe and other provinces where the climateis even more suited to their require-ments.

Both species are listed as invasive spe-cies in the National Environmental Ma-nagement Biodiversity Act (Nemba).

“These species require control by me-ans of an invasive species managementprogramme. According to internationalcases of invasion involving both species,these insects have the potential to createproblems ranging from being a nuisanceto serious economic impacts in the wine,deciduous fruit and beekeeping indus-tries,” says Louise Stafford, invasive spe-cies coordinator of the City of Cape Town.

German wasp a nasty one“The German wasp in particular is ag-

gressive and there are several reportedcases of them stinging workers harves-ting grapes and other fruits. They canpresent a hazard to residents enjoyingthe outdoors who may unintentionallydisturb a colony. These wasps also feedon mature grapes in the late summermonths and cause extensive damage tovineyards.

They are also known to attack and killhoney bees and infiltrate bee hives,which is detrimental to the honey indus-

try.”Research is currently being implemen-

ted by the South African National Biodi-versity Institute’s (Sanbi) Invasive Spe-cies Programme.

They are trying to determine the rateof expansion and document new coloniesto find solutions to control the spread ofboth invasive insect species.

The research programme, managed bya consortium of researchers, is now in itssecond phase and will move to experi-mental trials on the effectiveness of localeradication of both species.

Public participationThe public has been asked to assist in

documenting new colonies by reportingtheir localities online so that measurescan be taken to control these invaders.

The European paper wasp is a medium-sized wasp (20mm to 35mm) with wavyyellow and black markings on the abdo-men and orange antennae. Areas foundinclude: Brackenfell, Kraaifontein, KuilsRiver, Bellville and Durbanville.

The German wasp is also a medium-si-zed wasp (15 mm to 40mm) with yellowand black markings on the abdomen butit has black antennae. A record of 750 000wasps was recorded on a farm in Somer-set West in 2002. The German wasp is ag-gressive, especially if the nest or surroun-ding areas are disturbed. The Spectra Foundation celebrates its tenthanniversary of helping people in seriousneed this year.

Their journey began in 2004 when they setout to help the needy in and around Durban-ville by collecting unused, discarded itemsof clothing, shoes, linen, curtains, toys,children’s books, and anything that is nolonger being used. The project has grown inleaps and bounds during the years with ma-ny people in distress calling them for assis-tance, like when homes burnt down.

“We have a number of townships as wellas private families who we are providingwith necessities which they would not other-wise have,” says Val Young, director of thefoundation.

“We also help families with drug and alco-

hol related problems to survive while we as-sist them to find a suitable solution to theaffected family member’s problem. This as-sistance to the needy has been to a great ex-tent due to the generosity and caring of theDurbanville Community,” she continues.

They are now doing research to find thepoorest of the poor in Fisantekraal and planto provide the people with goods as mentio-ned above. “Our motto is ‘Anything whichis useless to you, is worth gold to someoneelse’. Thirteen cyclists, all part of the XtremeCycle Tour group, arrived in Durbanvilleon Saturday 8 March after a 10-day tour– challenging children across South Afri-ca to become “heroes”.

They have been cycling from Johannes-burg to Cape Town to raise awareness ofthe child rape statistics of South Africa.

This was the second tour of its sort. Theproject started in 2013 when three Johan-nesburg businessmen took up the chal-lenge of provincial police commissioner,Lieutenant-General Arno Lamoer, whostated that men are the perpetrators of ra-pe and therefore need to do somethingabout it.

Last year the three men spoke to morethan 8 000 school children on their wayto Cape Town, when 12 cyclists undertookthe tour.

Their message of “men must not abuse”was heard by millions during many inter-views. The tour ended in participation ofthe Argus cycle race and one cyclist wenton to compete in the Cape Epic, spreadingthe same message.

This year the group has grown to 13 cy-clists, of which one is a woman. Theystopped at seven schools, mostly in ruralareas, where they challenged the child-ren to be a “hero”.

Each child completed a form pledgingto be a hero by not abusing others, by re-porting abuse and by helping those whoare abused. Each child also received asurvivor guide, that was designed byMatla a Bana – a voice against abuse, spe-cifically for children who do not have ac-cess to help and therapy.

The aim of the guide is to help them de-

al with issues such as anger and fear andassist them to write their own emergencyplans.

In order to be able to assist childrenwho would like to report abuse, the policeunits for family violence, child protectionand sexual offences in each area joinedthem for the school visits.

The highlight of each school visit wasdefinitely the lucky draw because onechild at each school, who has pledged tobe a hero, will win a bicycle sponsored byExxaro, the main sponsor of the tour.

The route started in Krugerdorp on 27February, then proceeded to Parys, Wel-kom, Bloemfontein, Gariep, Graaff Rei-net, Uniondale, Mossel Bay, Swellendam,Wolseley and finished in Durbanville,where a special event took place in theirhonour. En route they stopped at schoolsin Kroonstad, Middelburg (Cape), Aber-deen, George, Riversdale, Robertson andDurbanville, where they visited Fisante-kraal Secondary School.

The Xtreme tour is managed by Matlaa Bana, a non-governmental organisationstarted by ex-kidnap hostage, MoniqueStrydom, 12 years ago. The focus of thischarity is to minimise the secondary abu-se children suffer when they report cri-mes against them.

The Child Friendly Reporting Facili-ties implemented by Matla a Bana at thepolice’s FCS units helped more than20 000 children last year who reportedabuse against them.

Thanks to the fundraising efforts ofthis group of cyclists, new facilities wereopened on the West Rand, Cape Town andthe Boland.

Nostalgia, friendship and camaraderie setthe mood for the evening at the 50th anni-versary celebration of the Durbanville LionsClub.

In the company of Lions from all over theCape Peninsula, this tight fraternity cele-brated this milestone in style at the Durban-ville Golf Club on Friday night.

Other clubs represented included Gor-dons Bay, Table View, Merriman-Good-wood, De Grendel and the Leos from Brac-kenfell.

Established in 1964, the club saw the suc-cessful conclusion of numerous communityprojects in and around the Durbanville com-munity to support local charities.

These include, the library park built 25 ye-ars ago, aid to the homeless, work with thehandicapped, and three wheelchair projects,which saw 500 wheelchairs distributed fromthe United Kingdom to the Western Capeand areas as far as Namibia.

Countless Bingo evenings were held orga-nised for the elderly, while food projects forthe less privileged literally fed thousandsover the years. Current club president Pier-re Craye, while depicting highlights of theclub’s activities over the last 25 years descri-bed many occasions as “memorable mo-ments enjoyed by family and friends”.

Ward councillor Theresa Uys, said it wasan honour to be part of the celebration andthat she shared in the Lion’s principle to“create good governance in order to enhancethe community.She specially mentioned herdelight to be in the company of Jack Canno-ne (93), the only surviving charter memberof the club as well as Gena Hrywniak (94),the oldest Lions Club member in the countryand also member of the Lions Club Durban-ville.District Governer James Stigant, ela-borated on the meaning of Lionism.

“Lions started in 1917 with the vision ofbringing people together for the good ofothers. We serve and we give hope to see ourcommunities grow from strength tostrength,” he said.

with open water and English Channelswimming rules: only a single swimsuit(nowetsuit), cap and gogglesmay beworn,and swimmers have to start and end onland without ever making physical con-tactwith anymembers of the support crewor the boat.Anthony Pearse was the first swimmer

to finish in a time of 1 hour 41 minutes,taking 21 minutes off the previous record,which was jointly held by himself and UKswimmer Ned Denison.Richard Child was the oldest swimmer

to have successfully rounded Cape Point,at the age of 61.Local musician Carina Bruwer shaved

Today, at about 14:30, I enteredthe parking area of PalmgroveCentre in Durbanville, from thegarage ramp. The flow of trafficwas blocked by a gold LandRover, double parked in frontof a loading zone and trolleyoff-ramp at the entrance of thecentre. team Pragma Teahmo.The 11th edition of the Absa Cape Epic,

which takes place from Sunday 23 to Sun-day30March,will see ridersbattle thenatu-ral elements of South Africa’s harsh moun-tain biking terrain for the coveted champi-onship title and prize purse of R1.5m – thelargest purse in the world of endurancemountain biking.

Eighth raceErasmus (40) will be returning for his

eighth race, while Du Toit will ride hisninth Absa Cape Epic this year. The 43-year-oldDuToit, a bike shop owner, partici-pates the Absa Cape Epic every year. Eras-mus, a business improvement engineer,

says multi-day stage racing suits his ridingstyle. “I love endurance sports – as the ridesgets longer, I get stronger,” he says.

“I’m an endurance rider and need morethan three days to really get going.”

ChallengeFor Du Toit, it is the challenge of each

Cape Epic which makes him return.Team Pragma Teahmo trains together at

least once a week. “The most important in-gredient to complete the Absa Cape Epicsuccessfully is mental fitness,” Du Toitsays, while Erasmus says “preparation iskey”. They take to the trails on behalf ofTeahmo, an NPO specialising in the uplift-ment of communities and their specificneeds in the province.
