Welcomes the Commission’s proposal to amend Regulation (EU) No 230/2014 (establishing an Instrument contributing to Stability and Peace) in order to extend the Union’s assistance to equipping military actors in partner countries, considering this an indispensable contribution to their resilience, which will diminish their chances of once again becoming the object of conflict and sanctuaries for hostile activities against the EU; stresses that this should be done in exceptional circumstances, as outlined in Article 3a of the aforementioned proposal to amend Regulation (EU) No 230/2014, in order to contribute to sustainable development, good governance and the rule of law; in this context, encourages the EEAS and the Commission to speed up the implementation of the CBSD initiative to improve the effectiveness and sustainability of CSDP missions;

Rejects the Commission legislative proposal of 5 July 2016 on capacity building for military actors via the Instrument contributing to Stability and Peace (IcSP); supports the opinions expressed by the legal services of the Commission, the Council and Parliament on the matter; strongly recommends choosing an instrument such as the ATHENA mechanism which would not weaken or challenge the EU’s legal system, its budget law and relevant rulings of the ECJ;

Recalls that the 28 EU Member States are still the world’s number two when it comes to both defence spending and arms exports; considers that combined annual defence spending of approximately EUR 200 billion is an enormous amount of taxpayers’ money; also recalls that numerous recent studies have shown that the main stumbling block lying in the way of a real European defence market and the development of high-quality capabilities is the fact that in many of the 28 Member States defence budgets are being utilised very inefficiently; stresses the need to deeply restructure the relationships between national defence administrations and defence industries and to introduce strict qualitative criteria for the output of procurement projects, strong and strict criteria on transparency, efficiency, anti-corruption and compliance with internal market rules; underlines that the process of establishing an EU defence market should go hand in hand with the strengthening of a much stricter arms exports regime at EU level; is convinced that the current focus on higher defence budgets will only lead to further waste of tax payers’ money without significantly strengthening armed forces;

Is convinced that enhancing the role of the EDA in coordinating capability-driven programmes, projects and activities, would benefit an efficient CSDP; considers that the EDA should be supported in fulfilling its objectives to the full, including in particular its upcoming priorities and roles in the context of the European Defence Action Plan (EDAP) and the European Defence Research Programme (EDRP); calls, therefore, on the Member States to review the organisation, procedures and activities of the Agency, opening more options for further cooperation and integration; calls on the Member States to give guidelines to the EDA on coordinating a review of the Capability Development Plan, in line with the EUGS and the sectorial strategy;
