1.0 INTRODUCTION
1.1 Purpose and Scope
This Individual Site Work Plan (ISWP) for the Old Works/East Anaconda Development Area
(OW/EADA) Operable Unit (OU) Industrial Area (IA) evaluates current and future
commercial/industrial properties within the OW/EADA OU. The following tasks were
completed on non-characterized commercial/industrial areas:
Existing data were evaluated;
Visual observations were completed for the site;
Additional data collected; and
Developed and discussed the work plan with affected landowners or received written
documentation from the U.S. Environmental Protection Agency (EPA) that the landowner’s
property is below the level of concern for the specified land use.
This ISWP describes the procedures to be used to assure that the remedy meets the performance
standards during construction and is in compliance with the OW/EADA OU Unilateral
Administrative Order (UAO) EPA Docket No. Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA) VIII-94-08 (EPA, 1994a). This ISWP also
summarizes the Remedial Action Objectives (RAOs), reviews current and previous
investigations, and summarizes results of the above tasks for the Mike’s Sales Parcel. Analyses
of surrounding media such as groundwater and surface water are not included in this ISWP and
will be addressed under the Anaconda Regional Water, Waste and Soils Operable Unit
(ARWW&S OU).
Several current and future (some properties are not developed) commercial and open space
properties exist within the OW/EADA OU. This ISWP is limited to the Mike’s Sales Parcel
currently under Janet Kittleson’s ownership, and is within the boundaries of the OW/EADA OU
IA (Figure 1). The final design for the IA, as described in the Final Old Works –Industrial Area
Remedial Action Work Plan/Final Design Report (RAWP/FDR) Volume IV Addendum D, Report
I – Industrial Area (Atlantic Richfield Company, 2002), has been provided to and approved by
the EPA in consultation with the Montana Department of Environmental Quality (DEQ). This
ISWP is based upon the design approved in the Final Old Works –Industrial Area Remedial
Action Work Plan/Final Design Report (IA RAWP/FDR) Volume IV, Addendum D, Report I –
Industrial Area (Atlantic Richfield Company, 2002).
All RA construction activities within the OW/EADA OU will be performed in accordance with
the applicable historic preservation, the Site-Specific Health and Safety Plan (SSHSP), and
environmental monitoring requirements.

2.0 REMEDIAL ACTION OBJECTIVES AND REQUIREMENTS
The objectives of the OW/EADA remedy, as outlined in the Old Works/East Anaconda
Development Area Operable Unit (OW/EADA) Record of Decision (OW/EADA ROD) (EPA,
1994b), specifically for the OW/EADA IA, are to achieve the following:
“Reduction of risk to human health through:
- Reduction of surface soil arsenic concentrations to acceptable levels, and
- Prevention of direct human contact with waste materials exceeding unacceptable levels.
Reduction of risk to the environment through:
- Minimization of infiltration and deep percolation of metal-laden pore water to ground
water, and
- Minimization of erosion and metal loading via transport of waste and contaminated soil
to Warm Springs Creek.
Preservation, to the extent practical, of historic features at the site.”
Major components of the IA remedy include the following requirements as outlined in the
OW/EADA ROD (EPA, 1994b):
“Construct engineered covers over waste materials in recreational and potential
commercial/industrial areas exceeding arsenic levels of 1,000 parts per million (ppm);
Cover or treat soils exceeding arsenic levels of 500 ppm in current commercial/industrial
areas;
Provide for future remediation of potential residential or commercial/industrial areas, at the
time of development, to the appropriate arsenic action levels through the Anaconda-Deer
Lodge County (ADL) Development Permit System (DPS);
Construct surface controls to manage surface water runoff from Stuckey Ridge, Smelter Hill,
and throughout the site to minimize discharge into Warm Springs Creek;
Implement institutional controls to protect the above engineering controls and manage future
land and water use;
Implement long-term monitoring; and
Preserve, to the extent practicable, historic features in the Old Works Historic District.”

3.0 SITE CHARACTERIZATION
3.1 Previous OW/EADA OU Investigations
Several investigations have been completed at the OW/EADA OU. Previous investigations
include the Old Works Engineering Evaluation/Cost Analysis (EE/CA) (PTI, 1989); the
OW/EADA Remedial Investigation/Feasibility Study (RI/FS) (ARCO, 1993); the OW/EADA
Remedial Design/Remedial Action (RD/RA) Data Summary Report (DSR) (ARCO, 1995); and
the OW/EADA Draft Final Industrial Area – Subarea 3 Data Summary Report Addendum #3
(AERL, 2001). In addition, several field visits, additional data collection, and observation of the
extent of waste material to the proximity of commercial/industrial properties have also been
completed in this area. Additional field reconnaissance and survey were completed in 2014 to
better map the parcel topography. This ISWP will only discuss the investigation results within
the area specified on Figure 1.
3.1.1 OW/EADA Industrial Area
The OW/EADA Remedial Investigation/Feasibility Study (RI/FS) (ARCO, 1993) generally
indicates that soils within the OW/EADA IA contain elevated levels of arsenic and other metals
and that the elevated levels of arsenic and other metals are primarily contained within the top 2
inches of the surface. Subsurface soils (2 to 24 inches) show a significant decrease of all metals
as compared to surface soils. The geometric mean for arsenic in the surface soils ranges from
678 parts per million (ppm) to 82 ppm, with the lower values coming from areas previously
reclaimed in Subarea 5 (East Anaconda Yards).
Additional investigations were conducted within the OW/EADA IA in 1994 through 2001 under
the OW/EADA Remedial Design (RD)/RA to verify the extent of waste materials and to
delineate areas exceeding the current land use action levels. Results of these investigations were
provided in the OW/EADA Remedial Design/Remedial Action (RD/RA) Data Summary Report
(DSR) (ARCO, 1995) and the OW/EADA Draft Final Industrial Area – Subarea 3 Data
Summary Report Addendum #3 (AERL, 2001).
3.1.2 Mike’s Sales Parcel
The Mike’s Sales Parcel (Lot No. 1 of 6 Lot Minor Subdivision; Plat No.179-A) is located east
of the Town Pump Road as shown on Figure 1. The property encompasses approximately 1.0
acre and is currently used as a U-Haul Rental Car and retail business. One building is located on
the north half of the site. The site is serviced by a groundwater well, an underground sewer line,
an overhead power supply line, and a telephone line. Sampling investigations have been
performed on the site in order to characterize the presence and extent of waste materials. These
investigations are described in the following subsections and sampling locations are shown on
Figure 1.

3.1.2.1 Soil Sampling Data
During the 1998 and 2000 OW/EADA OU sampling events, a total of 5 test pits were excavated
to characterize the presence and extent of waste materials within the parcel. Soil samples were
collected from the test pits for analysis of arsenic. One soil sample was collected from the 0 to
2-inch interval and the 4 remaining test pits were sampled for the 0 to 2-inch interval, 2 to 10-
inch interval, and 10 to 18-inch interval. Sampling results indicate that arsenic concentrations
exceeding the commercial/industrial land use action level of 500 milligrams per kilogram
(mg/kg) or parts per million (ppm) exist to a depth of 18 inches on the northwest corner of the
parcel. Figure 1 shows the Mike’s Sales Parcel sampling locations and Table 1 shows the results
of sampling.

3.1.2.2 Groundwater Sampling Data
One well currently exists on the Mike’s Sales Parcel and groundwater extracted from the well
has been sampled by the Atlantic Richfield Company (Atlantic Richfield) and the Montana
Bureau of Mines and Geology (MBMG). All samples were analyzed for arsenic, cadmium,
copper, lead, and zinc. The well sample results (Table 2) met Federal and State Drinking Water
Standards as outlined in the Anaconda Regional Water Waste & Soils (ARWW&S) Record of
Decision (ARWW&S ROD) (EPA, 1998) and subsequent Anaconda Regional Water Waste &
Soils (ARWW&S) ROD Amendment (ARWW&S ROD Amendment) (EPA, 2011).

4.0 SELECTED REMEDIAL ACTION
The area of the Mike’s Sales Parcel that requires RA under this ISWP is shown on Figure 1. All
future actions will be implemented through the Anaconda-Deer Lodge County (ADLC)
Development Permit System (DPS) (ADLC, 1992). Based on review of the data and the
ARWW&S OU ROD (EPA, 1998), this property is situated on a source of waste material and is
located within the Old Works Waste Management Area (WMA). Atlantic Richfield and the EPA
reviewed and evaluated several RA alternatives for this property as described in the Final Old
Works –Industrial Area Remedial Action Work Plan/Final Design Report (RAWP/FDR) Volume
IV, Addendum D, Report I – Industrial Area (Atlantic Richfield Company, 2002). These RA
alternatives are outlined in the following subsections.
The preferred design for waste materials within a WMA is an Engineered Cover. The remedial
requirements of the Engineered Cover design for this property include: 1) providing an effective
barrier to human contact; 2) minimizing erosion; 3) minimizing infiltration; and 4) being
compatible/durable for the anticipated land uses.
4.1 Site Grading
Site grading will be completed prior to installing Engineered Cover to minimize surface water
ponding and promote surface water drainage away from the parcel. The southern half of the
parcel will be graded to promote surface water drainage in a southeastern direction towards the
existing Montana Highway 1 right-of-way ditch, and the northwest portion of the parcel will be
graded to promote drainage into the existing ditch that runs parallel to the Town Pump Road.

The remaining northeast portion will be graded to drain into the proposed eastern swale located
along the eastern boundary of the McDowell Parcel, which eventually flows into the existing
KANA Discharge Pipeline storm water system. Any remaining low spots that will create areas
of ponding water (infiltration) during a storm event will be filled and/or graded to promote
drainage prior to installing the Engineered Cover.
4.2 Engineered Cover
In order to meet the RA requirements, a 6-inch Type B1 gravel cover will be placed over the
existing subgrade of the entire Mike’s Sales Parcel. The Type B1 gravel cover will consist of a
1-inch minus road mix material and will be compacted to provide a durable working surface for
the anticipated future land use. The 6-inch gravel cover has been designed to provide a
permanent commercial/industrial cover over the property and will: 1) prevent direct human
contact with waste materials exceeding unacceptable arsenic concentrations; 2) minimize infiltration
to underlying waste materials; and 3) provide a durable working surface for the anticipated land use.
The effectiveness of the compacted Type B1 gravel cover to reduce infiltration is largely
dependent on the property’s ability to drain storm water.
The northeast portion of the lot will consist of a 6-inch removal and backfill of 6 inches of gravel
cover in the sandbox area, and a 6-inch removal and backfill with Type A Material and sod. The
sandbox is located at the northeast corner of the lot and will be removed prior to RA activities.
This area will be over excavated and 6 inches of gravel cover will be installed prior to replacing
the sandbox. An area in the northeast portion of the lot adjacent to the existing building will be
excavated in anticipation of a building addition. The remaining northeast portion of the lot will
be over excavated, and 6 inches of Type A Material followed by sod will be installed. These
areas will be graded to promote surface water drainage away from the existing building.
The existing asphalt pad located along the southern portion of the existing building will be
removed and replaced over the regraded surface. The existing fence located on the northern
property line of the Mike’s Sales parcel will be removed and replaced with an 8-foot chain link
privacy fence. Lastly, during site grading activities, earthen ramps will be built near the garage
area located in the northern portion of the existing building to allow garage access. Lot details
described above are provided on the Construction Drawings (Appendix A).
4.3 Groundwater
A well is currently in place on the Mike’s Sales Parcel and water samples have been collected by
Atlantic Richfield and the MBMG. All samples were analyzed for arsenic, cadmium, copper,
lead, and zinc and meet federal drinking water standards. The well sample results (Table 2) are
also below the drinking water standards as outlined in the ARWW&S ROD (EPA, 1998) and
subsequent ARWW&S ROD Amendment (EPA, 2011).
The existing Mike’s Sales Parcel well was previously monitored under the Anaconda Regional
Water Waste & Soils (ARWW&S) Short-Term Ground Water Monitoring Sampling and Analysis
Plan (AERL, 2000) and the modified ARWW&S OU Short-Term Groundwater Monitoring
Sampling and Analysis Plan (SAP) Addendum No. 1 (Atlantic Richfield Company, 2009). The
existing well will now be consistently monitored with the current Anaconda Regional Water

Waste & Soils (ARWW&S) Draft Final Domestic Well Monitoring Program Quality Assurance
Project Plan (QAPP) (Atlantic Richfield Company, 2015), as appropriate. In the event that
water quality standard exceedances are detected and verified from the existing well, the
Domestic Well Reverse-Osmosis (RO) Installation Program will be implemented as detailed in
Section 3.1.1 of the Draft Final Domestic Well Monitoring Program Quality Assurance Project
Plan (QAPP) (Atlantic Richfield Company, 2015). This QAPP was developed in 2015 to follow
ARWW&S domestic well monitoring activities outlined in the Draft Anaconda Smelter NPL Site
Domestic Well Monitoring Plan (CDM, 2015).
Because the Mike’s Sales Parcel well is located within a WMA and is in close proximity to a
municipal water supply, a contingent remedy for the Mike’s Sales Parcel will include connecting
the user to the municipal water supply for potable water purposes and using deed restrictions
limiting the existing well usage to commercial/industrial purposes only.
5.0 REMEDIAL ACTION IMPLEMENTATION
Implementing the RA involves the initial construction of the Type B1 gravel cover,
corresponding site grading, and landowner maintenance of the Type B1 gravel cover. The details
and responsibilities associated with each of these tasks are outlined in the following subsections.
5.1 Construction
Construction of the Type B1 gravel cover and corresponding site grading work will be the
responsibility of Atlantic Richfield and its contractors. Work will be performed in accordance
with the Final Old Works –Industrial Area Remedial Action Work Plan/Final Design Report
(RAWP/FDR) Volume IV, Addendum D, Report I – Industrial Area (Atlantic Richfield Company,
2002) Technical Specifications provided in Appendix B. Prior to construction, the property
owner will be responsible for moving all equipment, materials, or movable structures in order to
facilitate construction of the Type B1 gravel cover. Approximately 600 cubic yards (cy) of Type
B1 gravel material will be hauled to the property to construct the Type B1 gravel cover. An
additional 30 cy of Type B1 material will be hauled to the property and stockpiled for future
maintenance of the cover, which is discussed in Section 6.1. Excess spoils material, if any, as a
result of grading operations, will be transported to the Smelter Hill Repository Complex by
Atlantic Richfield and its contractors. The asphalt will be disposed of at an approved location.
5.1.1 Air Monitoring
Based on local experience and data collected at other sites in the area, as well as within the
OW/EADA OU site boundary, exposure levels to Constituents of Concern (COCs) during
construction will be significantly below any health-based action levels. Personnel air monitoring
is the responsibility of individual Atlantic Richfield contractors. Site and perimeter air
monitoring may be periodically conducted during construction by Atlantic Richfield, using Mini
Ram to confirm the adequacy of dust control measures.

5.1.2 Dust Control
Fugitive dust emissions will be controlled during RA construction activities. If the air emissions
from the RA construction exceed performance standards, operations will cease or be modified
until dust control measures are implemented that achieve compliance with these limits. Dust
control measures will consist of applying water, or water with a wetting agent additive during
RA.
5.1.3 Reporting and Record Keeping
In accordance with the OW/EADA Remedial Action Work Plan/Final Design Report
(RAWP/FDR) Volume I (ARCO, 1994), the contractor will record the following information on a
daily basis:
1. Accidents;
2. Product delivery and usage;
3. Quality Assurance/Quality Control (QA/QC) on required products; and
4. Laboratory analytical tests performed and results.
The QA/QC Oversight Engineer will record the following information on a daily basis:
1. Field observations; and
2. Geotechnical and geochemical test frequencies and results.
Atlantic Richfield will submit a monthly report of construction activities during performance of
the RA.
At completion of all OW/EADA RA activities, a Remedial Action Completion Report (RACR)
will be submitted to the Agencies and the landowner as outlined in the UAO (EPA, 1994a).
5.1.4 Schedule
Remedial action activities associated with the performance of this ISWP may commence in late
summer of 2015, pending Agency and landowner agreement with this ISWP.
6.0 POST-REMEDIAL ACTION
Post-RA involves the maintenance of the cover. A summary of the post-RA tasks and
responsibilities associated with each is outlined in the following subsections. It is anticipated that
post-RA maintenance is consistent with and will be conducted in accordance with the Anaconda
Smelter National Priorities List (NPL) Site Final Engineered Controls Inspection and
Maintenance (I&M) Plan Revision 1 (Atlantic Richfield Company, 2013), and will be attached to
the forthcoming ARWW&S OU Site-Wide Monitoring and Maintenance (M&M) Plan.

6.1 Property Maintenance
Upon completion of RA construction activities by Atlantic Richfield and its contractors, it is the
responsibility of Atlantic Richfield to ensure that maintenance activities are implemented in
accordance with approved plans. Through a Landowner Agreement between Atlantic Richfield
and the landowner, the landowner will be responsible for maintaining the Type B1 gravel cover
in accordance with the approved maintenance plan, so as to minimize erosion or degradation of
the cover.
The Type B1 gravel cover must be inspected semi-annually and any damage or noticeably thin
areas will be repaired by the landowner. Covered areas disturbed by excavation to install
utilities, etc., must have a minimum of 6 inches of compacted gravel reinstalled. Atlantic
Richfield is responsible for providing materials for maintaining the Type B1 gravel cover. The
Type B1 gravel material used in construction and maintenance of the Type B1 gravel cover was
processed specifically for the OW/EADA IA RA. The material is designed to bind in a tight
matrix to minimize infiltration. This material is different than standard road mix or base course
material, which is designed to allow water to drain through the material. To help facilitate future
cap maintenance, 30 cy of gravel material will be available to the landowner and stockpiled at an
on-site location following construction. This amount of material makes up 5% of the total Type
B1 gravel cover volume and has been considered to be an adequate amount for general
maintenance purposes. Atlantic Richfield is responsible for providing additional Type B1 gravel
material in the future, if necessary. This material will be used by the landowners to repair
damages to the Type B1 gravel cover where: 1) the cover wears to a depth less than 6 inches; 2)
the cover has become loose or unsealed on the surface; or 3) depressions have developed in the
cover creating areas of ponded water. Any thin patches made in the Type B1 gravel cover
should be sufficiently compacted under normal vehicle traffic. Waste material encountered
during maintenance activities will be disposed of by the landowner and/or developer in the
ADLC Waste Repository (B2.12 Sub-Cell/Opportunity Ponds).
6.2 Property Development
Future development of the property must comply with the Anaconda-Deer Lodge County (ADLC)
Development Permit System (DPS) (ADLC, 1992) and other applicable federal, state, and local
laws and is the responsibility of the landowner/developer and/or subsequent landowners, as well
as ADLC, in implementing and enforcing the Anaconda-Deer Lodge County (ADLC)
Development Permit System (DPS) (ADLC, 1992). The developer/landowner of WMA properties
is or will be required to: (a) maintain or develop the property consistent with the approved land
use; (b) develop the property in a protective manner; (c) maintain the property and structures
intended for development; and (d) not interfere with Superfund structures associated with the
remedy and associated maintenance. Some of these properties have the potential for
redevelopment, which developments will be required to be consistent with certain restrictions,
such as that the cover remain protective (or wastes removed) for the new land use. The
developer/landowner, prior to development, must apply for a building permit in accordance with
the Anaconda-Deer Lodge County (ADLC) Development Permit System (DPS) (ADLC, 1992) and
allow for property inspection by the ADLC building inspector. The EPA-approved landowner

agreements or private party agreements with the developer/landowner will be used to implement
final remediation, restrictive covenants, access, and maintenance of the remedy development.
This will ensure that the development occurs in a manner that is protective of human health and
the environment. The RA has been designed to meet objectives for industrial or commercial land
use; therefore, the land use is expected to continue as such. Anaconda-Deer Lodge County has
implemented the Anaconda-Deer Lodge County (ADLC) Development Permit System (DPS)
(ADLC, 1992) that sets forth certain requirements for developing property throughout the
County and multiple development districts including the Superfund Planning District (SPD).
The Mike’s Sales Parcel is within the SPD, and should the current use of the property change
from industrial or future development occur, the landowner is responsible for complying with the
provisions of any local, state, or federal requirements. This includes the requirement to sample,
properly handle, and address any soils that exceed certain levels. Waste materials encountered
during any future construction will be disposed of by the landowner and/or developer in the
ADLC Waste Repository (B2.12 Subcell/Opportunity Ponds).

SECTION 01000 GENERAL PROCEDURES
A. TEMPORARY FACILITIES AND SITE CONTROL
1. Contractor shall implement the Atlantic Richfield Company Control of Work Defined Practice for all phase of the work.
2. Contractor shall implement an appropriate program to protect the work in
progress and Atlantic Richfield Company's operations from theft, vandalism, and unauthorized entry.
3. Contractor shall provide temporary parking areas for project personnel. 4. Contractor shall use only those haul roads outside of the Operable Unit
boundaries as approved by Atlantic Richfield Company prior to hauling. Contractor shall maintain all haul roads in good condition. Contractor shall provide dust control to ensure that dust levels are minimized, and to comply with current standards.
5. Contractor shall notify and coordinate with all appropriate utility companies and
Atlantic Richfield Company before conducting work proximate to overhead and buried utilities.
6. Contractor shall only cross the existing railroad at existing crossings or newly
installed crossings as approved by the railroad Owner and Atlantic Richfield Company. The railroad Owner has the right to limit the crossings where loaded haul trucks will be allowed to cross.
7. Contractor shall contact the utility owner to determine cover or clearance
requirements of the existing utilities. The Contractor shall be responsible for improving existing roads or installing new roads so that they will satisfy these requirements.
B. SURVEYING
1. Construction staking services for control points, reference grid, initial location of site structures, initial setting of centerlines, and surveys to determine pay quantities will be provided by Atlantic Richfield Company. Contractor shall be responsible for providing all other surveying and staking requirements necessary to conduct the Work.
2. Original Survey Control monuments will be furnished by Atlantic Richfield
Company, and are shown on the Construction Drawings. Maintenance of the original staking is the obligation of the Contractor. Any additional staking is at

the Contractor’s expense. 3. A licensed land surveyor shall reset any property corner or monument, including
MDT Right of Way markers; that are damaged or buried by Contractor due to Construction, at the expense of the Contractor. Contractor shall reset all survey monuments disturbed or buried during the RA. A licensed surveyor shall complete all Work.
C. SUBMITTALS
1. The Contractor shall provide to Atlantic Richfield Company complete product information and shop drawings, where required, for all materials and equipment proposed for incorporation into the project. Information shall include manufacturer, model or catalog designation, reference standards, complete installation instructions, and shop drawings that show dimensions and locations of all parts. Information shall be submitted prior to ordering, and in a timely manner to provide Atlantic Richfield Company time for review and approval.
2. In connection with all of the activities described in these Technical Specifications,
the Contractor shall be responsible and shall notify Atlantic Richfield Company and Atlantic Richfield Company's representatives of any governmental laws or regulations, in addition to those identified in these specifications and the Individual Site Work Plan (ISWP), including those relating to environmental protection and zoning, that would regulate, prohibit or control the Contractor’s performance under these Technical Specifications.
D. TRAFFIC CONTROL AND SITE SAFETY
Traffic control and dust control site safety shall be the sole responsibility of the Contractor. Adequate signs, barricades, cones, drums, barriers, lighting, persons or flaggers, security guards, and other methods or devices shall be utilized. Contractor is responsible for coordinating site access work hours, safety barriers, etc. with the affected property owner(s).
E. EROSION AND SEDIMENT CONTROL
The Contractor shall plan and execute work to control and minimize surface runoff from cuts, fills, and other disturbed areas. The Contractor shall prevent sediment and/or sediment-laden water from entering nearby waterways.
F. CONSTRUCTION SEQUENCING AND OTHER CONTRACTORS
1. The Contractor shall coordinate his construction activities with those of any and all other contractors that may be working on the site. The Contractor's work shall be conducted in a manner that will not impede the progress of other concurrent construction activities, or landowner activities.

2. Debris disposal or equipment removal/relocation is the sole responsibility of the
landowner. The Contractor shall coordinate his construction activities in a manner which allows the landowner a reasonable amount of time to remove debris from the site.
G. EXISTING STRUCTURES
1. The contractor shall be responsible for protecting existing structures within and external to the construction area. Damage to existing structures shall be corrected by the Contractor at no additional cost to Atlantic Richfield Company.
H. COMMUNICATIONS
All notices, demands, requests, instructions, approvals, proposals, and claims by the Contractor must be in writing. All correspondence is required to be delivered to Atlantic Richfield Company, unless otherwise specified in writing to the Contractor.
I. PROGRESS MEETINGS
Project coordination will be facilitated through job site meetings held weekly. At a minimum, the Contractor's on-site Project Manager, Health and Safety Manager, and appropriate field personnel shall be present at the progress meetings. The Contractor shall develop the agenda, and record and distribute meeting minutes for the progress meetings. The topics shall include but not be limited to the following:
1. Health and safety issues; 2. Status of work items initiated to date; 2. Scheduled items for the following week; 3. Quality Control and Quality Assurance; 5. Problems encountered and proposed solutions; 6. Other items identified by Atlantic Richfield Company or Contractor; and 7. Coordination of work activities with property owner(s). A landowner site walk is required with Atlantic Richfield Company and/or their representative(s), agency personnel and other as required prior to commencement of work. Meeting minutes will be incorporated into the project records.

J. RECORD KEEPING REQUIREMENTS
The contractor shall maintain on-site, at all times, a complete set of all Contract Documents, addenda, change orders, and other modifications to the Work.
The Contractor shall be responsible for furnishing detailed Project Record Documents (Record Drawings). Record Drawings may be submitted on grid paper drawn at the proper scale. Record Drawings must be updated on a weekly basis; and an updated Project Record Document must be attached with final Application for Payment (unless waived by Atlantic Richfield Company).
K. STANDARD SPECIFICATIONS
The Technical Specifications for the ISWP are supplemented by the Montana Public Works Standard Specifications, Latest Edition (Standard Specifications). In performance of the Work, these Technical Specifications shall take precedence over the Standard Specifications. If, during the performance of the Work, the Contractor finds a conflict, error or discrepancy between the Technical Specifications and the Standard Specifications, the conflict, error or discrepancy shall be reported to Atlantic Richfield Company at once, before proceeding with the affected Work. The Contractor may proceed with the work only after receiving a written interpretation or clarification from Atlantic Richfield Company.

SECTION 02010 MOBILIZATION PART 1 GENERAL A. WORK INCLUDED
This work item constitutes all preparatory work and operations performed by the Contractor, including, but not limited to, those actions necessary for the transportation and movement of personnel, equipment, supplies and incidentals to the project site; and for the establishment of all offices and other facilities necessary to work on the project. Mobilization for subcontractors and subcontracted work will be considered to be included.
Mobilization shall include the preparation of staging area(s). Drainage and erosion protection for staging areas shall be provided during construction as approved by Atlantic Richfield Company. Oil, grease, and other solid or liquid wastes shall not be disposed of in the staging area or on the project site. All solid or liquid wastes shall be disposed of off-site at a properly licensed facility. Immediately following completion of construction, the staging area(s) shall be thoroughly cleaned of all trash and debris, scarified, and revegetated.
PART 2 PRODUCTS
(Not Used) PART 3 EXECUTION A. REQUIREMENTS
Provide all labor, tools, equipment, materials, staging area(s), offices, facilities, and incidentals necessary to complete the work as specified.
B. Adequate notification (not less than 48 hours) to the property owner(s) of Contractor
mobilization requirements shall be completed prior to commencement of any work, including, but not limited to, utility locates.

SECTION 02110 CLEARING AND GRUBBING PART 1 GENERAL A. CONDITIONS
1. Attention is directed to the General Procedures (Section 01000), which are herewith made a part of this section.
2. Review Plans and all sections of the Specifications for provisions therein
affecting the work of this section.
3. The work covered by this section consists of furnishing all materials, labor and equipment for the clearing and grubbing of the Work as specified and as shown on the Drawings, including the removal and satisfactory disposal of all trees, downed timber, brush, projecting roots, stumps, rubbish and all other objectionable material within the clearing lines approved by Atlantic Richfield Company, subject to the terms and conditions of the Contract. During clearing, grubbing and debris removal, topsoil shall be protected at all times.
B. SECTION INCLUDES
1. Removal of surface debris, equipment, mobile structures, etc. (Landowner Responsibility).
2. Clearing and grubbing of trees, shrubs, and other plant life and grass in the area
directly affected by the construction activities associated with this Contract.
3. Preservation of trees and shrubs designated to remain.

PART 3 EXECUTION A. PREPARATION
1. Verify that existing plant life designated to remain is flagged or otherwise identified.
2. Prior to clearing, the Contractor shall ascertain the limits of the work area and any
structures so as not to remove any vegetation that does not require removal. This responsibility shall rest solely with the Contractor, and any damage caused by the Contractor as a result of such negligence shall be at the Contractor's own risk. The Contractor must confine the operation of equipment to within excavation limits, easements and approved haul roads except as otherwise approved in writing by Atlantic Richfield Company. Any damage occurring outside these areas shall be repaired at the Contractor's expense.
B. PROTECTION
1. Locate, identify, and protect from damage, existing utilities, monitoring wells, fences or other items identified on the Drawings which will remain in service during and/or after construction. Any monitoring wells, control points, other unique structures not shown on the Drawings or specified as being removed, shall be preserved, unless otherwise directed by Atlantic Richfield Company.
2. Protect survey monuments and existing structures from damage or displacement.
C. CLEARING
1. Clear areas as required for access to the site and for execution of the Work as approved by Atlantic Richfield Company.
2. Remove identified trees, shrubs, stumps, roots, brush, rubbish, and other
objectionable materials within areas to be regraded or occupied by permanent construction, and the surfaces of all borrow areas and stockpile sites.
3. At any time during construction, Atlantic Richfield Company may designate certain
trees or grassed areas to be removed or retained. 4. Borrow areas shall be cleared as required under these specifications and as directed
by Atlantic Richfield Company.

D. REMOVAL
1. Disposal of all trees, branches, snags, brush, stumps, debris, etc. resulting from clearing and grubbing shall be the responsibility of the Contractor and shall be disposed of within an Atlantic Richfield Company-designated disposal area at the Contractor's expense.

C. DEFINITIONS
1. Engineered Covers: Fill placed on existing soils or cleared subgrade, as indicated on the Plans. Engineered covers include but are not limited to:
a. Type I Cover: place 18-inches of cover soil over a 2-inch layer of
limestone gravel that is placed directly over visual waste. Depths of limestone gravel and cover soils noted above shall be minimums for final material thickness. Type B1 Cover: place a nominal 6-inches of B1 gravel, compacted with smooth-drum vibratory roller. PART 3 EXECUTION
A. PREPARATION FOR PLACEMENT
1. Structural Fill
a. Compact sub-grade or existing underlying fill to meet density requirements specified in Part 3C of this section to a minimum depth of 12 inches. If soft areas of sub-grade or existing underlying fill cannot be compacted in accordance with Part 3C, over-excavate (cut out the underlying fill) and backfill with the material type specified for subsequent fill. Compact to minimum density requirements for subsequent fill material as specified in Part 3C.
2. Engineered Covers a. Gravel cover shall be placed in all areas designated on the
Construction Drawings and shall be placed such that a nominal 6-inch lift is achieved after settlement and compaction.
b. Ensure that areas to receive Engineered Covers are cleared as
specified in Section 02110, and that the surface is graded to lines and grades as specified on the Plans and in Section 02211.

c. Ensure that areas to receive Engineered Covers are graded to provide drainage as shown in the Construction Drawings. Surfaces to receive Type B1 cover shall be compacted. The Contractor shall receive approval of the surface elevation and surface preparation from Atlantic Richfield Company prior to placement of Engineered Covers (see also Part 3C, No. 3b below).
d. Tailings materials shall be used as fill material only in areas with
existing tailings in place. Tailings materials shall not be placed in areas with clean fill or contaminated soils only present.
B. PLACEMENT
1. General (Structural and Non-Structural Fill):
a. Maintain positive surface drainage to minimize ponding of water on fill.
b. Material shall not be frozen when placed. Material shall not be
placed on ice. Material shall not be placed on frozen sub-grade unless directed by Atlantic Richfield Company. Frozen sub-grade shall be scarified, disked or otherwise made suitable to receive subsequent fill and provide an acceptable bond between lifts, as approved by Atlantic Richfield Company.
2. Structural Fill:
a. All surfaces upon or against which Structural Fill will be placed,
including previously placed and compacted layers, shall be free of all objectionable materials (as determined by Atlantic Richfield Company in accordance with Section 02110), shall be moist but free of standing or ponded water, and shall be scarified as necessary so as to provide a suitable bond between the existing and newly placed material.
b. Place fill in lifts not to exceed 12 inches in loose thickness.
c. Finish grade to within plus or minus 0.1 foot of line and grade
shown on the Construction Drawings.
3. Engineered Covers
a. Areas requiring placement of Engineered Covers are designated on the Plans.
b. Thicknesses of material layers in Engineered Covers shown on the
Plans are minimum thicknesses after compaction. To verify soil layer thicknesses, Atlantic Richfield Company, at its discretion, will perform a random sub-grade survey, followed by a random

survey of the same points at final grade. The Contractor shall schedule his work to allow Atlantic Richfield Company performance of sub-grade survey prior to placing Engineered Covers.
C. COMPACTION
1. Structural Fill and Gravel Cover:
a. Moisture Content: Moisture content, as determined by ASTM D2216, shall be within 2 percent of the optimum moisture content as determined by ASTM D698. The moisture content shall be uniform throughout the lift. Placed materials not meeting this requirement, as determined by testing by Atlantic Richfield Company, shall be wetted or dried as necessary to meet this requirement, and mixed to a uniform water content. There is no moisture requirement for the gravel cap.
b. Density:
i) Materials containing less than 5 percent by dry weight of
particles passing a U.S. Standard No. 200 sieve, shall be compacted to a minimum of 90 percent of the maximum index density as determined by ASTM D4253.
ii) Materials containing greater than 5 percent by dry weight
of particles passing a U.S. Standard No. 200 sieve shall be compacted to a minimum of 95 percent of the maximum dry density as determined by ASTM D698.
2. Non-Structural Fill: Compaction of Non-Structural Fill is not required.

B. EXCAVATION AND FILLING
1. If fill is needed in excess of that available from required excavations, such fill shall be obtained from Atlantic Richfield Company approved borrow sources, as specified in Section 02205, Part 3A. With prior Atlantic Richfield Company approval, non-waste excess cut material from subgrade preparation may be used as subgrade fill.
2. Place fill materials on continuous layers in lifts not exceeding 12 inches in
thickness prior to compaction.
4. Finished surfaces shall be graded to reestablish the pre-remediation drainage patterns.
5. Portions of the site may consist of abrasive and/or extremely acidic soils. The
wear factor on excavation equipment may be higher than expected in these areas. Atlantic Richfield Company will not compensate the Contractor for any damage to equipment used on this project.
C. TOLERANCES
Grading shall be within ±0.1 foot of elevations and ±0.1 percent of slopes shown on the Plans. Grading shall not be consistently high or low within the specified tolerance range, but shall be as close as practicable to the grades shown on the Plans.
D. FIELD QUALITY CONTROL
1. Testing for compaction compliance shall be conducted by Atlantic Richfield Company. Backfill not meeting the requirements of these specifications shall be corrected at the Contractor's expense.
2. The Contractor shall determine grade compliance necessary for all stages of
construction. Sub-grade and Final Grade compliance with elevations and grades shown on the Plans will be verified by Atlantic Richfield Company’s surveyors at the direction of Atlantic Richfield Company. Contours and elevations not meeting the requirements of these specifications shall be corrected at the Contractor's expense.

F. PRODUCT HANDLING
1. A sufficient number of haul vehicles shall be utilized to assure a continuous operation with consideration given to distance of haul, traffic conditions, and production rates at the project site.
2. Delivery shall be made with the least possible impedance to normal flow of traffic
and, when necessary, the Contractor shall supply flagmen and/or traffic control devices consistent with state law and the Manual on Uniform Traffic Control Devices (MUTCD), latest edition and the requirements of these specifications.
PART 2 - PRODUCTS A. GENERAL
Aggregate shall be crushed stone consisting of hard, durable particles or fragments of stone, free of flat, elongated, soft, or disintegrating pieces, dirt, or other deleterious matter, and having a percentage of wear not exceeding 50 at 500 revolutions, when tested under AASHTO T-96

In addition, the aggregate shall be free of vegetable matter, clay balls, frozen lumps, or other extraneous or deleterious matter and shall conform to the gradation specification presented below. The liquid limit for the aggregate passing the No. 40 screen must be non-plastic when tested in accordance with ASTM Test Method D-4318.
Aggregate material shall be furnished by Atlantic Richfield as described in Section 02207 Aggregates.
PART 3 - EXECUTION A. SURFACE PREPARATION
No surface material shall be placed upon a frozen, muddy, yielding, or rutted subgrade or gravel surface. Material shall be deposited in a uniform manner approved by Atlantic Richfield Company or the Engineer to ensure the required plan thickness of the base course following spreading and compaction.
Before placing the base course, blade smooth and shape the surface of the underlying subgrade to the cross section shown on the Drawings prior to placing the base course. Check compaction of the subgrade as required in these specifications.
B. PLACEMENT AND SPREADING
1. Mix and place the material in uniform lifts with a maximum 7-inch loose thickness unless otherwise approved. Deposit and spread the material on the prepared subgrade, or on a completed subgrade and progress continuously without interruption. Discontinue operating haul units over the subgrade if the haul units damage the subgrade. Deposit and spread the material in a uniform layer, without segregation, to the loose depth that when compacted, the layer has the specified thickness of 6-inches. Spread the material to distribute the material in a uniform layer. The material may be deposited in windrows mixed and spread as described below. Construct each layer meeting these requirements. Blade smooth and thoroughly compact each layer as specified before placing the succeeding layer.
2. If segregation, moisture or compaction problems exist, or if the material was placed on
the road in windrows, thoroughly blade-mix the material to each layers full depth by alternately blading the layer to the center and back to the edges of the street.
3. Add water before and during the mixing operations when required in the quantity
necessary to prevent segregation of fine and course materials. Use a sprinkler or other water spreading device that provides a uniform water distribution without causing a washing effect of the base material. Obtain Atlantic Richfield approval before use.

C. COMPACTION
1. Subgrade shall be scarified and compacted to a depth of 12-inches prior to placement of base course. The subgrade and the base course shall be compacted to 95% of a standard proctor (ASTM D 698) at plus or minus 2 percent of optimum moisture content.
2. Compact the material the full width by rolling with suitable tamping equipment or
smooth drum power rollers. Correct all irregularities or depressions that develop during rolling by loosening the material in these places and adding or removing material as required.
3. Perform blading and compacting alternately as required or directed, to maintain a
smooth, even, uniformly compacted surface until the final inspection. At all places not accessible to the roller, compact the base course with suitable mechanical tampers or hand tampers to reach compaction requirements.
4. Provide the watering and rolling required to obtain a minimum field density of 95
percent of the maximum dry unit weight as obtained by ASTM Test Method D 698. No separate compensation will be made for rolling and watering the base course.
D. RESTRICTIONS
In addition to the restrictions imposed by Federal, State, County, and City law on hauling vehicles, the Contractor shall restrict the speed of the hauling units and the weight of loads as he deems necessary to prevent damage to the subgrade, base, and surface courses of public thoroughfares used.
E. SURFACE SMOOTHNESS
1. Owner or the Engineer will provide field surveys for the contractor to grade to. Blue-top staking will be provided, and finished grades cannot deviate more than 0.1 feet at any point from the staked elevation.
2. If patching of the base course is necessary to meet the tolerances, perform
patching using methods and aggregates approved by OWNER or the Engineer. No compensation for patching will be provided.
F. QUALITY CONTROL/QUALITY ASSURANCE
The Contractor shall provide quality control soil testing and inspection service during construction to assure compliance with the Drawings and Specifications. All such quality control shall be at the expense of, and under the direction of, the Contractor. The Contractor shall be responsible for scheduling all such testing and for repair and retesting

of all deficient areas. Quality Assurance testing shall be performed by Atlantic Richfield Company or the Engineer.
Quality Assurance testing will be provided by Atlantic Richfield Company or the Engineer at a frequency to be determined by Atlantic Richfield Company or the Engineer. If quality assurance testing discovers material placements which do not satisfy the requirements of the Drawings and Specifications, all costs and expenses associated with said testing will be charged to the Contractor and the repair of all deficiencies shall be at the expense of the Contractor.
1. Contractor Quality Control Testing and Inspection
a. Subgrade and Base Course Compaction Control.
Contractor shall perform quality control field density tests in accordance with ASTM D 2922 and ASTM D 3017 for the subgrade and base course at a minimum frequency of two compaction tests for the each 50 cubic yards of base course. Contractor shall perform laboratory "Proctor" tests for the base course aggregate for each change in gradation within the specified envelope.
If, in the opinion of the Atlantic Richfield representative, or based upon
testing service reports and inspection, subgrade or base course aggregate has been placed below the specified density, the Contractor shall repair or replace the deficient materials, provide additional compaction, and retest the soil compaction at no additional cost to Atlantic Richfield Company.
b. Gradation Control
The Contractor shall verify that the base course gradation satisfies the gradation requirements of the Specifications. Gradation tests shall be conducted at the discretion of the Atlantic Richfield representative. Materials which do not satisfy the gradation requirements of the Specifications shall be removed and replaced with acceptable materials.
c. Aggregate Quality
Base course aggregate shall be from an approved existing gravel pit or a new gravel pit if it can be demonstrated by submission of applicable test results that the aggregate satisfies the quality requirements set forth in the Specifications. Previous test results from existing gravel pits will be acceptable, provided they are applicable to the portion of the pit that will be used to produce the aggregate. If the pit is new, or if a new area of the gravel pit will be opened to produce the aggregate, a complete set of aggregate suitability tests will be required prior to use on the site.

G. PROTECTION
Hauling equipment may be routed over completed portions of the base course, provided no damage occurs and provided that such equipment is routed over the full width of the base course to avoid rutting or uneven compaction. If the Contractor is negligent in monitoring hauling operations and creates yielding, rutting or uneven compaction, the Atlantic Richfield Company or the Engineer may stop all hauling over completed or partially completed base course when, in his opinion, such hauling is causing damage. Any damage resulting to subgrade or base course courses from equipment shall be repaired by the Contractor at his own expense.
H. MAINTENANCE
The Contractor shall perform all maintenance work necessary to keep the base course in a condition satisfactory for placement of subsequent lifts. The surface shall be kept clean and free from foreign material. The base course shall be properly drained at all times. If cleaning is necessary, or if the graded surface becomes disturbed, any work or restoration necessary shall be performed at the expense of the Contractor.

SECTION 02521 BITUMINOUS MATERIALS
PART 1 - GENERAL A. WORK INCLUDED
The work covered by this section consists of supplying all necessary materials, labor, tools, equipment, and incidentals for the application of bituminous materials needed for tacking the asphalt pavement and supplying the penetration grade asphalt for the asphalt cement as specified herein and indicated on the drawings.

C. QUALITY CONTROL
Testing and Inspection Service: The Contractor will engage testing and inspection services for quality control testing during construction in order to assure compliance with the Specifications. Retesting of failed tests shall be the responsibility of the Contractor. Any materials that fail quality control or quality assurance testing shall be removed from the project. No compensation for such materials will be provided.
D. SUBMITTALS Certificates of Compliance will be submitted to Engineer prior to application of any
Bituminous Materials. Tests required include a penetration or viscosity test for every load supplied, with a complete test series for every five loads furnished. Each test report must include a temperature viscosity curve. At least one complete series of tests will be required for every type of asphalt furnished. One copy of each test report shall be furnished to the Engineer.
E. PRODUCT HANDLING
The bituminous materials shall be delivered to the area to be surfaced in such manner that the temperature at the time of application will not be less than that specified.
Sufficient trucks shall be utilized to assure a continuous operation with consideration given to haul distance and traffic conditions.
Delivery shall be made with the least possible impedance to normal flow of traffic and, when necessary, the Contractor will supply flagmen and/or traffic control devices consistent with state law and the Manual on Uniform Traffic Control Devices (MUTCD),

B. WEATHER LIMITATIONS:
1. Aggregate shall be clean and dry for AC, MC, SS-1 and CSS-1 applications. The pavement shall be free of surface moisture during the Contractor’s operating periods.
2. The application of any bituminous material will not be permitted when the
atmospheric temperature is less than 50F and Atlantic Richfield Company or the Engineer may require the Contractor to delay the application of bituminous material until the atmospheric and pavement surface conditions are satisfactory. No bituminous material shall be placed which cannot be cared for during daylight hours. Do not place on a wet surface, or on an unstable roadbed.
C. EQUIPMENT AND ORGANIZATION:
1. Each unit required in the execution of these specifications shall be under the continuous supervision of a competent superintendent thoroughly experienced in this type of work. Experienced operators will be required on all equipment used in hauling and applying bituminous material and aggregates.
2. All equipment necessary to perform this work properly shall be on the project site
and proved capable of satisfactory operation by placing test strips whenever requested by Atlantic Richfield Company or the Engineer.
3. The following equipment will be the minimum required for this type of
construction, and additional machinery shall be secured if it is necessary to fulfill the conditions of these specifications or to complete the item within the time specified. One pressure distributor for bituminous material with a minimum 1000 gallon capacity insulated tank, internally heated, with a sprayer bar at least 9 feet long, capable of 1-foot incremental length adjustments up to 16 feet, having a vertical nozzle adjustment capable of maintaining a preset height above the road surface or equivalent equipment. Use spray bars and flat slotted nozzles designed to not clog during intermittent operation and provide positive cutoff of the bituminous material. Use positive acting flow control valves to produce a uniform, unbroken spread of bituminous material. Remove or repair distributors not uniformly distributing the bituminous material. Assure the distributor has devices and charts to provide for accurate, rapid determination and quality control of the bituminous material application. The distributor must have a pressure pump, pressure gauge, thermometer well and thermometer, and a calibrated fluid content gauge.
4. The distributor shall have pneumatic tires of such width and number that the load
produced on the pavement surface shall not exceed 650 pounds per inch of tire width and it shall be designed and operated so that bituminous material at even heat may be applied uniformly on variable widths of surface at readily controlled rates from 0.05 to 2.0 gallons per square yard. The bituminous material shall be

applied within a pressure range of 25 to 75 pounds per square inch and with an allowable variation from any specified rate not to exceed 5%.
D. APPLICATION OF BITUMINOUS MATERIAL:
1. Bituminous material shall be applied upon the properly prepared surface at the rate and temperature specified using the pressure distributor to obtain uniform distribution at all points. Apply the bituminous material with a maximum allowable variation of 0.02 gallons per square yard from the specified application rate.
2. Do not work when rain, wind, or temperatures would prevent obtaining the
specified results. Uniformly apply the bituminous material at the specified rates and temperatures and provide uniform surface cover and true lines. Longitudinal joints may be from 6 to 10 inches wide but not overlap at the application ends. Prevent lapping at transverse joints by inserting a drip pan under the nozzles if necessary. Before continuing the application, spread protective sheets over the treated surface on the cover aggregate to provide bituminous coverage at the joint.

Aggregate D. SUBMITTALS
1. Certificates: Submit certificates of compliance with specifications for all asphalt material and aggregates signed by both the material producer and the Contractor.
E. PRODUCT HANDLING
1. Delivery and Asphalt Mixture: The mixture shall be delivered to the area to be paved in such a manner that the temperature at the time of dumping into the spreader will not be less than that hereinafter specified.
Each truck shall be capable of being equipped with a cover of canvas or other suitable material of such size as to prevent unnecessary heat loss and to protect the mixture from the weather as necessary. Any loads that are wet due to rain will be rejected. Trucks shall have tight, clean, smooth metal beds, coated with an Atlantic Richfield Company or the Engineer approved material to prevent adhesion of the mix to the truck bed. Deliveries shall be made so that spreading and rolling of all the mixture prepared for a day's work can be completed during daylight hours, unless adequate (approved) artificial light is provided. Delivery shall be made with the least possible impedance to the normal flow of traffic and, when necessary, the Contractor shall supply flagmen and/or traffic control devices consistent with state law and the Manual on Uniform Traffic Control Devices (MUTCD), latest edition.
F. SCHEDULING OF WORK
The Contractor shall work with the Atlantic Richfield Company or the Engineer to schedule the work covered in this section to minimize inconvenience to the Owner's operation on the site. The Contractor's schedule shall be approved by the Atlantic Richfield Company or the Engineer.
PART 2 - PRODUCTS A. MATERIALS
1. Hot Plant Mix Bituminous Pavement:
a. Aggregate: The aggregate shall be supplied by the Contractor. The aggregate shall consist of crushed stone, crushed gravel, or sharp-edged

natural sand with or without other inert finely divided particles, free from clay balls, organic matter, and other deleterious substances. The aggregates shall not contain more than 8 percent, by weight, of flat or elongated pieces. The crushed aggregate shall have a percentage of wear of not more than 50 for 500 revolutions, and a sulfate soundness loss of not more than 12 percent. In addition the aggregate shall be non-plastic.
All reference to coarse aggregate is that portion retained on the No. 4 sieve. The crushing of the aggregate shall result in a product in which the coarse aggregate shall have at least 70 percent by weight of particles with one or more mechanically fractured faces.
The fine aggregate, including any blended filler, shall have a liquid limit and a plasticity index of not more than 25 and 6, respectively, when tested in accordance with ASTM D-4318.
Assure that composite aggregate is free from adherent films of clay or other matter that prevents thorough coating with asphalt material. Assure the aggregate will retain a thorough coating of the asphalt material to be used in the work when in contact with water. If the aggregate cannot meet this requirement, treat the aggregate or the asphalt material with an additive approved by Atlantic Richfield Company or the Engineer that will insure asphalt film retention in the presence of water. The fine or coarse aggregate, or a composite mixture, shall not show detrimental stripping when tested under Montana Test Method MT-309. If more than 5% stripping occurs, the aggregate will be rejected. Addition of an anti-strip agent to the asphalt at the refinery to reduce the percentage of stripping to less than 5% will require the approval of Atlantic Richfield Company or the Engineer. There will be no additional compensation for the addition of the anti-stripping agent. In addition, the conditions of paragraph 2.01-A-4 shall apply to anti-stripping agents.
b. Filler: If filler, in addition to that naturally present in the aggregate, is
necessary, it shall consist of stone dust, loess, Portland cement, or other approved mineral matter. The filler shall meet the requirements of AASHTO M17.
c. Bituminous material: The type, grade, controlling specification, and
mixing temperature for the bituminous material is identified in Section 02521 of these Specifications (Bituminous Materials).
d. Composition of mixtures: The bituminous plant mix shall be composed of
a mixture of aggregate, filler if required, and bituminous material. The several aggregate fractions shall be sized, uniformly graded, and combined in such proportions that the resulting mixture meets the grading requirements of the job-mix formula. The mix shall be designed by the

Marshall Method in accordance with the most current edition of the Asphalt Institute MS-2 Manual and shall meet the requirements listed on Table 02525-1.

If the index of retained strength of the specimens of composite mixture, as determined by ASTM D 1075, is less than 75, or the dry stability is less than 200 psi, the aggregates shall be rejected or the asphalt shall be treated with an approved anti-stripping agent. The amount of anti-stripping agent added to the asphalt shall be sufficient to produce an index of retained strength of not less than 75 with a minimum dry stability of 200 psi. If an anti-stripping agent is required, it shall be provided by the Contractor at no additional cost.
e. Job mix formula: At least ten (10) days prior to the time the Contractor
expects to begin paving operations, he shall submit for Atlantic Richfield Company or the Engineer approval, a job-mix formula for each mixture to be supplied for the project. The job mix formula with the allowable tolerances shall be within the master range specified. The job-mix formula for each mixture shall be in effect until modified by Atlantic Richfield Company or the Engineer. The job-mix formula for each mixture shall establish a single percentage aggregate passing each required

sieve size and a single mixing temperature. The percentage of bituminous material to be added will also be designated by the job-mix design.
The gradations listed in Table 02525-2 represent the limits that shall determine suitability of aggregate for use from the sources of supply. The job mix gradation shall be within the limits designated in the Table, shall be well graded from coarse to fine, and shall not vary from the low limit on one sieve to the high limit on the adjacent sieves, or vice versa.
The bituminous content of the mixture shall be calculated on the percentage basis by weight of the total mix. The gradation of the aggregate for the Hot Plant Mix Bituminous Pavement shall be as specified in Table 02525-2.

Should changes in sources of materials be necessary, a new job formula shall be established before the new material is used. When unsatisfactory results or other conditions make it necessary, Atlantic Richfield Company or the Engineer may require that a new job mix formula be submitted at the Contractor’s expense.
The combined mineral aggregate for the asphalt pavement shall be of such size that the percentage composition by weight, as determined by laboratory sieves, will conform to one of the gradations of Table 02525-2, when tested in accordance with ASTM C 136, ASTM C 117 and ASTM D 2172. The percent of weight for the bituminous material shall be within the limits specified.
B. BITUMINOUS MIXING PLANT
Mixing plants shall be of sufficient capacity and coordinated to adequately handle the proposed bituminous construction but not less than capable of producing 100 tons per hour.
1. Equipment for preparation of bituminous material: Tanks for the storage of
bituminous material shall be equipped to heat and hold the material at the required temperatures. Heating shall be accomplished by approved means so that flames will not contact the tank. The circulating system for the bituminous material shall be designed to assure proper and continuous circulation during the operating period. Provisions shall be made for measuring quantities and for sampling the material in the storage tanks.
2. Feeder for drier: The plant shall be provided with accurate mechanical means for
uniformly feeding the aggregate into the drier to obtain uniform production and temperature.
3. Drier: The plant shall include a drier(s) that continuously agitates the aggregates
during the heating and drying process. The moisture content of the bituminous mixture at the discharge from the mixer shall not exceed 0.5 percent.
4. Screens: Plant screens, capable of screening all aggregates to the specified sizes
and proportions, and having normal capacities in excess of the full capacity of the mixer, shall be provided.
5. Bins: The plant shall include storage bins of sufficient capacity to supply a mixer
operating at full capacity. Bins shall be arranged to assure separate and adequate storage of appropriate fractions of the mineral aggregates. When used, separate

dry storage shall be provided for filler or hydrated lime, and the plant shall be equipped to feed such material into the mixer. Each bin shall be provided with overflow pipes of such size and at such location to prevent backup of material into other compartments or bins. Each compartment shall be provided with its individual outlet gate to prevent leakage. The gates shall cut off quickly and completely. Bins shall be constructed so that samples can be readily obtained. Bins shall be equipped with adequate tell-tale devices that indicate the position of the aggregates in the bins at the lower quarter points.
6. Thermometric equipment: An armored thermometer of adequate range shall be
placed in the bituminous feed line at a suitable location near the charging valve of the mixer unit. The plant shall also be equipped with an approved thermometric instrument placed at the discharge chute of the drier to indicate that temperature of the heated aggregates. Atlantic Richfield Company or the Engineer may require replacement of any thermometer by an approved temperature-recording apparatus for better regulation of the temperature of aggregates.
7. Dust collector: The plant shall be equipped with a dust collector to waste or
return uniformly to the hot elevator all or any part of the material collected. 8. Safety requirements: Adequate and safe stairways to the mixer platform and
sampling points shall be provided, and guarded ladders to other plant units shall be placed at all points where accessibility to plant operations is required. Accessibility to the top of truck bodies shall be provided by a suitable device to enable Atlantic Richfield Company or the Engineer to obtain samples and mixture temperature data. Means shall be provided to raise and lower scale calibration equipment, sampling equipment, and other similar equipment between the ground and the mixer platform. All gears, pulleys, chains, sprockets and other dangerous moving parts shall be thoroughly guarded. Ample and unobstructed passage shall be maintained at all times in and around the truck loading area. This area shall be kept free of drippings from the mixing platform. The Contractor shall comply with OSHA and other applicable local, state, and federal regulations and requirements.
The Atlantic Richfield Company or their authorized Engineer shall have access, at all times, to all parts of the paving plant for checking adequacy of equipment; inspecting operation of the plant; verifying weights, proportions and character of materials; and checking the temperatures maintained in the preparation of the mixtures.
C. EQUIPMENT
The equipment used by the Contractor shall include a self-powered pressure bituminous material distributor, equipment for heating bituminous material, a bituminous paver and rolling equipment.

1. Distributor: The distributor shall have pneumatic tires of such width and number that the load produced on the surface shall not exceed 650 pounds per inch of tire width and shall be designed, equipped, and operated so that bituminous material at even heat can be applied uniformly on variable widths of surface at readily controlled rates from 0.05 to 2.0 gallons per square yard. The material shall be applied within a pressure range from 25 to 75 pounds per square inch and with an allowable variation from any specified rate not to exceed 5 percent. Distributor equipment shall include a thermometer for reading temperatures of tank contents.
2. Pavement Removal: In areas where installation of new asphalt paving will match
to existing pavement, Contractor shall cut in a straight line parallel to the edge of the planned asphalt installation. Cutting of existing asphalt paving maybe completed by the use of a spadebit air hammer, concrete saw, asphalt mill, or similar equipment to obtain a straight square cut.
3. Bituminous Pavers: Bituminous pavers shall be self-contained, power-propelled
units with an activated screed or strike-off assembly, heated as necessary. It shall be capable of spreading and finishing courses of bituminous plant mix material that will meet the specified thickness, smoothness and grade.
The paver shall have a receiving hopper of sufficient capacity to permit a uniform spreading operation. The hopper shall be equipped with a distribution system to place the mixture uniformly in front of the screed. The screed or strike-off assembly shall effectively produce a finished surface of the required evenness and texture without tearing, shoving, or gouging the mixture.
a. Automatic grade and crown control: Machines shall be equipped with an
electronically controlled, motor-operated screed that is capable of automatically controlling longitudinal grade and transverse slope of the leveling course during placing. The longitudinal control shall operate on both string line grade control and on the surface of previously placed paving lanes. The controls shall be so arranged that independent longitudinal grade controls can be operated simultaneously on both sides of the machine or single on either side. The electronic controls shall be arranged so that the machine can be operated with fully automatic, semi-automatic, partial-automatic and all manual control.
The automatic equipment shall be capable of controlling the grade to not less than plus or minus 1/8 inch and the transverse slope to not less than plus or minus 0.1 percent from the controlling grade.
When required by Atlantic Richfield Company or the Engineer, the machine shall be equipped with a leveling ski not less than 30 feet in length to be operated in connection with the automatic grade control.

b. Slope indicator: The machine shall be equipped with a spirit level or other type of slope indicator which will continuously indicate the average transverse slope of the screed. Curvature of spirit level tubes shall be as required to produce a bubble of movement of not less than 1/8 inch for each 0.1 percent change in transverse slope.
4. Rollers: Rollers shall be in good condition, capable of reversing without
backlash, and operating at low speeds to avoid displacement of the bituminous mixture. The number, type, and weight of rollers shall be sufficient to compact the mixture to the required density while the mixture is still in a workable condition. The use of equipment which results in excessive crushing of the aggregate will not be permitted. Rollers shall be equipped with scrapers and water spray bars to keep plant mix material from sticking to rollers. Only water or an Atlantic Richfield Company or the Engineer approved agent will be allowed on any drum to prevent adhesion. Petroleum based products will not be permitted for use.
Vibratory rollers shall be equipped with a variable amplitude and frequency system. The roller shall have vibratory drum with a minimum diameter of 48-inches and a minimum width of 66-inches. The unit static force on the drum shall be 325 pounds per inch and the vibrations of the drum shall be a minimum of 2000 vibrations per minute. The maximum rate of travel shall be 3 miles per hour.
PART 3 - EXECUTION A. SUBGRADE AND LEVELING
1. General: Prior to performing any work specified in this section, the Contractor shall verify the nature and extent of areas designated on the plans to be surfaced. The Contractor shall use a stringline or other approved method to provide suitable controls for the paver.
a. Subgrade surface shall be scarified to a depth of 12-inches and re-
compacted to a minimum of 95% of maximum standard proctor density at a moisture content of plus or minus two percent (+/- 2%) of optimum (ASTM D698).
b. All pavement overlay areas shall have all the cracks filled with a sand
asphalt mixture or other suitable filler, as approved by the Owner or Engineer, prior to installing asphalt overlay.
c. Assure that the area to be paved is true to line and grade and has a dry and
properly prepared surface, and has been approved by Atlantic Richfield Company or the Engineer before starting paving operations. Assure the

surface is free from all loose screenings and other loose or foreign material.
d. Before paving, proof roll the base with equipment having at least one 18
kip single axle load or equivalent. Excavate and replace areas that yield or crack under these wheel loads as directed. This does not replace or relax the base course or subgrade compaction requirements.
e. Paint the vertical surfaces of all surfaces in direct contact with the asphalt
to form a water-tight joint.
2. Tack Coat: Areas to be overlaid shall be tack coated prior to placing asphalt pavement.
a. Weather limitations: The tack coat shall be applied only when the existing
surface is dry, when the atmospheric temperature is 50F and rising or at least 60F when temperature is decreasing and when the weather is not foggy or rainy. The temperature requirements may be waived, but only when so directed by Owner or the Engineer.
b. Application: Immediately before applying the tack coat, the full width of
surface to be treated shall be swept with a power broom and otherwise cleaned as necessary to remove all loose dirt and other objectionable material.
The application of bituminous material shall be made by means of a pressure distributor in the amount of 0.1 gallons per square yard (maximum) of diluted material as directed by Atlantic Richfield Company or the Engineer.
Following the application, the surface shall be allowed to cure without being disturbed for such period of time as may be necessary to develop a tacky consistency. This period shall be determined by Atlantic Richfield Company or the Engineer. The area to which the tack coat is applied shall be no larger than can be paved during that day's work. The surface shall then be maintained by the Contractor until the next course has been placed. Suitable precautions shall be taken by the Contractor to protect the surface against damage during this interval, including any sand necessary to blot up excess bituminous material. All fixtures in the areas to be overlaid shall be protected during paving operations.
B. HOT PLANT BITUMINOUS PAVEMENT The asphalt pavement shall be placed to the grades as shown on the drawings.

1. Weather limitations: Place the asphalt concrete only when the tack coat has cured, when the weather is not rainy and when the atmospheric temperature is 50F and rising or based on Engineer approval. No pavement shall be placed on frozen base course.
2. Application:
a. Before laying the asphalt pavement, the underlying course shall be cleaned
of all loose dirt, clay, or other objectionable material and the prime coat, or the tack coat is applied.
b. The mechanical spreader shall be adjusted and regulated so that the
surface of the course will be smooth and of such depth that, when compacted, it will conform to the cross-section, grade, and contour shown on the drawings.
c. Asphalt mixture that has a temperature of less than 200F shall not be
dumped into the mechanical spreader.
d. Unless otherwise directed, the placing shall begin along the low edge of areas to be paved.
e. The mixture shall be placed to minimize longitudinal joints.
f. Placing of the mixture shall be as nearly continuous as possible.
g. Shovelers and rakers shall follow the spreading machine, adding hot
mixture and raking the mixtures as required to produce a course that, when completed, will conform to all requirements specified herein.
h. Contact surfaces or previously constructed curbs, and similar structures
shall be painted with a thin coat of hot bituminous liquid prior to placing the bituminous mixture.
i. Each day's production shall be squared off for the entire width of the area
being paved in order to eliminate as many cool or cold longitudinal joints as possible unless otherwise specified by Atlantic Richfield Company or the Engineer.
j. The maximum lift thickness shall be 2 inches. A tack coat shall be applied
between lifts. The tack coat between lifts may be waived, at the discretion of Atlantic Richfield Company or the Engineer, if the overlying lift is applied on the same day as the initial lift and the initial lift has been kept clear of vehicular traffic, dust, soil, water, or other material which may affect the bond between asphalts lifts.

3. Compaction: After spreading, the mixture shall be thoroughly and uniformly compacted with power rollers. Rolling of the mixture shall begin as soon as the material will bear the roller without undue displacement or hair checking. Rolling shall commence on low side and continue to the higher side of ribbon.
Furnish the number of rollers necessary to provide the specified pavement density. During rolling, keep the roller wheels moist to avoid picking up the material. Cold longitudinal joints shall be kept to a minimum. These shall be tacked and heated prior to installing adjacent materials.
Initial rolling shall be done longitudinally. The roller shall overlap on successive trips. Alternate trips of the roller shall be of slightly different lengths.
The speed of the roller shall, at all times, be slow enough to avoid displacement of the hot mixture. Any displacement occurring as a result of reversing the direction of the roller, or from any other cause, shall be corrected at once by rakes and fresh mixture.
Rolling shall continue until all roller marks are eliminated, the surface is of uniform texture and true to grade and cross section, and a density of at least 95 percent of the maximum laboratory density specified in the job mix formula is obtained. Compaction shall be obtained prior to initial heat loss, and completed before the temperature of mat drops below 180F.
To prevent adhesion of the mixture to the roller, the wheels shall be kept properly moistened, but excessive water will not be permitted.
In areas not accessible to the roller, the mixture shall be thoroughly compacted with hot hand tampers.
Any mixture that becomes loose and broken, mixed with dirt, or in any way defective shall be removed and replaced with fresh hot mixture and immediately compacted to conform to the surrounding area. This work shall be completed at the Contractor’s expense.
4. Joints:
a. General: The mixture at the joints shall comply with the surface
requirements and present the same uniformity of texture, density, smoothness, etc., as other sections of the course. In the formation of all joints, provision shall be made for proper bond with the adjacent course for the specified depth of the course. Joints shall be formed by cutting back on the previous day's run to expose the full depth of the course; the exposed edge shall be given a light coat of asphalt. The fresh mixture shall be raked against the joint and thoroughly tamped and rolled.

b. Transverse: The placing of the course shall be as continuous as possible. The roller shall pass over the unprotected end of the freshly laid mixture only when discontinuing the laying of the course.
c. Longitudinal: The placing of the course shall be as specified in such a
manner that the joint is exposed for the shortest period possible.
5. Smoothness test: Irregularities which retain water on the surface shall be corrected by removing the defective work and replacing with new material as directed and without additional cost.
C. FIELD QUALITY CONTROL
Quality Control Testing and sampling shall be performed by the Contractor, and all charges shall be paid for by the Contractor. If re-testing is necessary due to test failures, they shall be paid for by the Contractor. Quality Assurance testing will be conducted by Atlantic Richfield Company or the Engineer. Quality control testing shall be at the minimum rate listed below:
In-Place Density and depth check with cores per ASTM D 2726, ASTM D 1188, ASTM D 3203, ASTM D 3665, and ASTM D 979 One core per 250 tons The field density and thickness of the pavement is determined by measuring the cores tested. The actual thickness must be within 1/4-inch of the specified thickness. When the measurement of any core is less than the plan thickness by more than the allowable deviation, the actual thickness of the pavement in this area may be determined by taking additional cores at intervals parallel to the centerline in each direction from the affected location until, in each direction, a core is found which is not deficient by more than the allowable deviation. Areas found to be deficient in thickness by more than the allowable deviation will be evaluated by Atlantic Richfield Company or the Engineer. If Atlantic Richfield Company or the Engineer determines the deficient areas warrant removal, remove and replace the areas with asphalt concrete of the thickness shown on the plans. Additional coring is considered as retesting of failing areas.
D. PROTECTION OF PAVEMENT
After final rolling, no vehicular traffic of any kind shall be permitted on the pavement until it has cooled and hardened and in no case less than six hours time.
