    Introduction

    At the 23d Global Fund Board meeting a decision was made on the new eligibility criteria for countries willing to apply for financial support from the Global Fund to combat the threediseases. Below you will see analysis of possible implications of the new eligibility criteria for Eastern European and Central Asian countries eligibility to apply for HIV/AIDS funding inRound 11 of the Global Fund.

    The analysis and its results provided in this document are in accordance with the final list of countries, including from EECA, that are eligible to apply for HIV/AIDS funding in Round 11, published by the Global Fund 2 .

    1. Eligibility criteria based on disease burden and income level

    Below you will see a table classifying EECA region based on their income level anddisease burden. The countries with a high income level were not included in the table, becausethey are not eligible to apply to the Global Fund.

    Disease Burden Indicators 4 HIV Infection*

    Categories and Indicators HIV prevalence in the population and/or among most at-risk populations (MARPs).

    Extreme HIV prevalence in the country 10%

    Severe HIV prevalence in the country 2% and < 10%.

    High HIV prevalence in the country 1% and < 2% or prevalence amongMARPs 5%.

    Moderate HIV prevalence in the country 0.5% and < 1% or prevalence among

    MARPs 2.5% and < 5%.Low HIV prevalence in the country < 0.5% and prevalence among MARPs< 2.5% or no data.

    * Data sources: HIV infection and AIDS: UNAIDS, WHO. Where data is available for key most at-risk populations(MARPs) the highest prevalence indicator is considered.

    New policy

    Countries with low income level can apply for all types of interventions for the three diseases (asnecessary) through the General 5 and Targeted Funding Pools.

    Proposals from low middle income countries to obtain funding through the General Pool mustallocate 50% of their budget for interventions in most at-risk populations and/or for introductionof effective interventions.

    High middle income countries can apply for grant funding only if the disease burden in thosecountries is extreme, severe or high . There are no extreme or severe HIV burden countries inour region. High disease burden countries can apply for funding only through the TargetedPool. 6 Such countries cannot apply for Health Systems Strengthening.

    What are the implications of these policies for EECA countries?

    According to these policies Kazakhstan, Romania, Bosnia and Herzegovina, Macedonia, Turkeyand Montenegro will not be able to apply for HIV/AIDS in Round 11.

    decided that 90% of available funds will be directed to the General Funding Pool.6 The Targeted Funding Pool was designed for countries where epidemics are mainly concentrated in key most at-risk populations. Thisresembles the MARP reserve that existed in Round 10. However, the Targeted Funding Pool will cover all three diseases. The Board allocated10% of available funds towards the Targeted Funding Pool.

    2. Changes in the eligibility criteria for HIV/AIDS proposals regarding the Organizationfor Economic Cooperation and Developments Development Assistance Committee(OECD/DAC) list of Overseas Development Aid recipients.

    Previous criteria

    In 2005, the OECD Development Assistance Committee introduced a set of criteria to identifycountries that are not eligible to receive development aid. These criteria include: 1) high incomecountries according to the World Bank classification; 2) G8 member countries; 3) countries of the European Union. According to these criteria, the following high middle income countrieswere excluded from the OECD/DAC list: Bulgaria, Lithuania, Macedonia, Romania and Russia.

    Since 2007, the Global Fund has introduced additional criteria for HIV/AIDS proposals: highmiddle income countries must be included in the OECD/DAC list.

    New policy

    As before, high middle income countries not included in the OECD/DAC list of officialdevelopment aid recipients are not eligible to apply for HIV/AIDS funding, with the exception of

    proposals submitted by nongovernmental organizations in countries where the interventions will be implemented.

    How will this impact EECA countries?

    Thus, this change in the criteria means that in Round 11 Russia will again be eligible forHIV/AIDS proposals, but only through the General Pool and on the condition that those

    proposals will be submitted by NGOs, similarly to Lithuania and Bulgaria. Macedonia andRomania are not eligible to apply for HIV/AIDS grants, because these countries have low or moderate HIV burden.

    3. Eligibility filters based on history of recent funding.

    This new eligibility filters were proposed by the Joint Working Group based on the Technical

    Review Panels recommendations.

    According to this policy, countries whose recent proposal for a particular component has beenapproved by the Board and implemented less than 12 months are not eligible to apply for thesame component.

    How will this impact EECA countries?

    In Round 10, HIV/AIDS proposals from the following EECA countries were approved: Georgia,Kyrgyzstan, Uzbekistan, and Ukraine. Accordingly, these countries are not eligible to apply for HIV/AIDS funding in Round 11.

    It must be noted that there are exceptions to the policy: 1) if the proposal has a different geographic coverage that was not accounted for in the most recent proposal approved by the

    Board; or 2) if the proposal intends to roll out new technical guidance requiring significant investment. Therefore, further consultations are necessary between the CCMs and the Global

    Fund Secretariat regarding possible proposals.
