行政摘要

E.1 根據第 16 條城市規劃條例,我司代表多倫(香港)有限公司(下稱「申請人」)向城

市規劃委員會(下稱「城規會」)呈交規劃申請書(下稱「申請」),要求為位於新

界坪輋丈量約份第 77 約地段第 153 號(部分) (下稱「申請地點」)的臨時混凝土配

料廠(下稱「擬議發展」)取得有效期為 5 年的規劃許可。申請地點座落於〈坪輋

及打鼓嶺分區計劃大綱核准圖編號 S/NE-TKL/14〉(下稱「大綱核准圖」)的「工

業(丁類)」地帶,其中「混凝土配料廠」屬第二欄用途,須先向城規會申請。

考慮到在開始運作混凝土配料廠前所需獲批准的許可證處理時間(例如建築、環

境等),是次申請要求為擬議發展取得有效期為 5 年的規劃許可。申請地點的地

積比率、上蓋面積及建築物高度限制分別為 1.0 倍、60%及 13 米。

E.2 擬議發展包括一座混凝土配料廠及附屬/配套設施。申請地盤面積為約 7,044 平方

米,總樓面面積約 2,414平方米,地積比率約 0.34,上蓋面積約 34%,建築物高

度不超過 13 米。擬議發展不超出大綱核准圖內「工業(丁類)」地帶的發展限

制。

E.3 申請人於二零二零年五月向城規會呈交規劃申請書(申請編號 A/NE-TKL/639),

要求為位於同一地點申請同一臨時混凝土配料廠用途,相關申請涉及的地盤面積

較小。在法定公眾查閱期間,相關申請獲得公眾支持(93 個公眾意見中有 83 個

表示支持),原因包括擬議發展將提供就業機會,並支持實施發展項目對混凝土

日益增加的需求。考慮到政府部門就相關申請的建議,申請人於二零二一年一月

撤回申請,進一步就涉及較大地盤面積的混凝土配料廠改善設計,以作更全面的

規劃。與撤回的申請相比,是次申請新增的地盤面積僅包括現有工廠的範圍。擬

議發展開始運作後,現有工廠將停產和拆除。現有工廠將由申請中擬議的附屬設

施代替。是次申請能提供優質和更高效的混凝土配料廠設計。

E.4 是次申請涉及較大地盤面積,其改善設計方案將有助更好的空間配置,並採用新

的保護生態環境的設施,從而使作業更潔淨、安靜、順暢和高效。根據申請人的

新業務計劃,與撤回的申請相比,擬議混凝土配料廠的 大設計混凝土生產量

將下調。

擬議發展具備以下充分理據的支持︰

E.5 《2020 年施政報告》重申增加土地供應一直是應屆政府重中之重的工作,開拓

土地作興建房屋及發展經濟之用。政府已全數覓得用以興建 316,000 個公營房屋

單位的 330 公頃土地,以應付未來十年對公營房屋的需求。供應來自新發展區的

農地和棕地及棕地羣等,顯示新界地區對混凝土的需求。根據 2020 年《長遠房

屋策略》報告,政府將採納在未來 10 年(2021-22 至 2030-31 年度)內建成約

430,000 個新住宅單位的目標。政府致力興建更多住宅單位將進一步增加對混凝

土的需求。

E.6 大型發展項目是香港持續發展的重要一環。隨著政府陸續實施各項大型基建工程

項目,包括古洞北/粉嶺北、洪水橋/廈村、元朗南新發展區及各條新增港鐵線等,

這些項目將大大增加未來香港混凝土的需求。

E.7 得悉許多 近及即將實施的大型發展及基建項目位於新界東北及西北區域,申請

人計劃設置具備嶄新科技的廠房、以配合未來不斷上升的混凝土需求,尤其供給

位於新界東北及西北地區的發展項目和房屋項目地盤。有見及此,申請人擁有的

申請地點就位置和管理而言,均為理想的選址。

E.8 由於混凝土必須在生產後短時間內運送到工程地盤以確保質量,故一直以來混凝

土供應均依賴本地生產商供應。因此有需要及早計劃並在策略位置興建混凝土配

料廠,以確保穩定及充裕的預拌混凝土供應,以確保發展項目和房屋項目可如期

興建。

E.9 擬議發展與鄰近用途相容,亦符合「工業(丁類)」地帶的規劃意向。

E.10 申請地盤適合作混凝土配料廠用途。坪輋的地理位置及與道路網的良好連接將有

助混凝土準時運送到新界東北及西北區域各地盤,並同時減少所需的跨區總車輛

流動。

E.11 環境,交通和基礎設施影響評估的結果確定了本發展項目技術性可行及與周邊環

境兼容。相關影響評估已考慮並回應已撤回的申請所收到的部門意見。環境評估

就空氣、噪音及水質方面的結果顯示,配合適當的緩解措施申請地盤將不會對易

受滋擾的用途造成不利影響; 同時,交通影響評估的結果亦確定了本發展項目將

不會對周邊的交通網絡構成負面影響。其他有關排水和供水的技術評估的結果也

確定,本發展項目不會產生負面影響。

EXECUTIVE SUMMARY

E.1 This Section 16 Planning Application is submitted on behalf of Doran (Hong Kong)Limited (the Applicant) to seek permission from the Town Planning Board (the TPB) fortemporary concrete batching plant (the proposed development) for a period of 5 yearsat Lot No. 153 (Part) in Demarcation District 77 (Lot No. 153 (Part) in D.D. 77) in PingChe (the Application Site). The Application Site is zoned “Industrial (Group D)” (“I(D)”)on the approved Ping Che and Ta Kwu Ling Outline Zoning Plan (the OZP) No. S/NE-TKL/14. As stipulated under the OZP, “Concrete Batching Plant” (CBP) is a Column 2use which requires planning application to the TPB. In view of the time required forobtaining approval of other permits (e.g. buildings, environmental etc.) prior tocommencement, a planning permission for a period of 5 years is applied in theApplication. The Application Site is subject to a maximum plot ratio (PR) of 1.0, sitecoverage (SC) of 60% and a building height (BH) of 13m.

E.2 The proposed development will include a CBP and its ancillary/supporting facilities.With a total land area of about 7,044 sq.m., it will have a Gross Floor Area (GFA) ofabout 2,414 sq.m., PR of about 0.34, SC of about 34% and BH of not more than 13m,which do not exceed the development restrictions as stipulated under the Notes for the“I(D)” zone.

E.3 In May 2020, the same Applicant submitted an application (Application No. A/NE-TKL/639) to the TPB also for CBP development at the same location involving a smallersite area. During its statutory public inspection periods, the application received publicsupport (83 supporting views out of 93 public comments) mainly on the grounds that theproposed CBP development would provide employment opportunities and support theincreasing demand for concrete due to implementation of numerous developmentprojects in Hong Kong. Taking into consideration/advices received from Governmentdepartments on the proposed CBP development, the Applicant withdrew the applicationin January 2021 to further enhance the CBP design involving a larger site area for morecomprehensive planning. In comparison with the withdrawn application, the increasein site area under this Application is only to incorporate the site of the existing factory.The existing factory shall cease operation and be demolished upon commencement ofthe proposed development. The area occupied by the existing factory will be replacedby the ancillary facilities proposed under this Application. As such, this Applicationserves to provide an upgraded and a more efficient plant design.

E.4 The enhance design scheme under this Application, which involves a larger site area,would facilitate better spatial arrangements as well as inclusion of new environmental-friendly facilities enabling a cleaner, quieter, smoother and more effective operation.Moreover, according to the Applicant’s latest business plan, the maximum designconcrete production capacity for the CBP development is proposed to be reduced ascompared with the previous application No. A/NE-TKL/639.

The proposed development is justified on the following grounds:

E.5 As reaffirmed in the 2020 Policy Address, increasing land supply has been a top priorityof the current-term Government for housing production as well as other economicdevelopment. The Government has identified 330 hectares of land which can produce316,000 public housing units to meet the demand in the coming 10 years. Land supplycomes from the agricultural land and brownfield sites in New Development Areas(NDAs), a number of brownfield clusters and etc., which implies a great demand forconcrete in New Territories. In the Long Term Housing Strategy Annual Progress Report2020, the total housing supply target of about 430,000 units has been adopted for thenext 10-year period (from 2021-2022 to 2030-2031). The proposed developmentresponds to the demand for concrete to realize the government’s commitment to theconstruction of new housing development.

E.6 The proposed development also responds to the increasing demand for high-qualityconcrete in view of the implementation of a number of major ongoing and upcomingdevelopment and infrastructure projects such as Kwu Tung North/Fanling North, HungShui Kiu/Ha Tsuen, Yuen Long South NDAs, new railway developments and etc. Thesemajor development projects are crucial for the continuous development of Hong Kong.

E.7 As many of the recently commenced and upcoming development projects are locatedin the northern areas of the New Territories, the Applicant has identified that it isimportant to construct a new plant with upgraded facilities to support the anticipatedgrowth in demand for concrete, in particular for the northern areas of the New Territories.The Application Site, under the ownership of the Applicant, would be a desirable site interms of location and management for the proposed CBP development to support thedemand.

E.8 Concrete supply for Hong Kong has been dependent on local sources as concrete mustbe delivered to construction sites for use within short period of time after production toensure reliable quality. It is therefore necessary to plan ahead and reserve sites forCBPs at strategic locations to ensure stable and timely supply of ready-mixed concreteto support development projects and production of housing units as scheduled.

E.9 The proposed development is compatible with the surrounding land uses and in line withthe planning intention of the “I(D)” zone.

E.10 The Application Site is well connected to the road network in the northern NewTerritories. This would not only enhance the efficiency to distribute ready-mixedconcrete to construction sites in northeast and northwest New Territories but alsosignificantly reduce the total amount of cross-district vehicular movement required.

E.11 Technical assessments on environmental, traffic and infrastructure impact have beenconducted to ascertain the technical feasibility and compatibility of the proposeddevelopment. Departmental comments received on the withdrawn application havebeen addressed and reflected in the enclosed technical assessments. Results fromEnvironmental Assessment, in terms of air, noise and water quality, indicated that theproposed CBP, with the appropriate mitigation measures, will not impose adverseimpact to sensitive receivers. In terms of traffic impact, results from the Traffic ImpactAssessment have confirmed that the proposed development will not bring aboutinsurmountable impact to the adjacent road network. Other technical assessments ondrainage and water supply also confirmed no insurmountable impact is anticipated fromthe proposed development.
