purchase Organization, the tenders will be sold/ received/ opened on the next working day at the

SIT 1: Eligible Goods: The supplier should mention the origin of goods in their offer. All goods

to be supplied under the contract shall have their origin in India or Indian Agent in case of imported

item, subject to any restriction imposed in this regard in Section III (SIT). The term “origin” used in

this clause means the place where the goods are mined, grown, produced, or manufactured or from

where the related services are arranged and supplied.

SIT2: Pre-Bid Conference

The prospective bidders interested in participating in this tender are requested to attend a Pre-Bid

conference for clarification on PQB, technical specifications of the tenders to be held on 28.01.2016

at 11.30 AM at the Office of Bank Note Press, Dewas (M.P.) 455001. The queries of Pre-Bid

conference must reach to the General Manager, Bank Note Press, Dewas by 23.01.2016 up to 5.30

PM in writing by post/ fax/ email only.

SIT 3: Clarification of Tender Documents: A Tenderer requiring any clarification or elucidation

on any issue of the tender documents may take up the same with BNP DEWAS in writing or by fax /

e-mail/ post. BNP DEWAS will respond in writing to such request provided the same is received by

BNP DEWAS not later than 21 Days prior to the prescribed date of submission of tender. In case the

clarifications are not given by BNP Dewas in stipulated time frame then the bidder must strictly

follow the tender terms & conditions. Copies of the query and clarification, if any shall be sent to all

prospective bidders who have purchased the bidding documents.

SIT 4: Tender currencies: Where the tender condition specifies acceptance of quotations in

different currencies, then, for domestic goods, prices shall be quoted in Indian rupees only and for

imported goods, prices shall be quoted either in Indian rupees or in the currency i.e. US Dollar, CHF

(Swiss Frank), Pound & Euro, etc. mentioning, inter-alia, the exchange rate adopted for converting

foreign currency into Indian Rupees. As regards price(s) for allied services, if any required with the

goods, the same shall be quoted in Indian Rupees if such services are to be performed / undertaken in

India. Commission for Indian Agent, if any and if payable shall be indicated in the space provided for

in the price schedule and quoted in Indian Rupees only.

“Indigenous bidders shall quote in Indian rupees & Foreign bidders can quote in respective foreign

currency i.e. US Dollar, CHF (Swiss Frank), Pound & Euro, etc.” and that currency will be converted into

INR for the purpose of equitable comparison for evaluation of bids based on the BC selling rate of SBI on

the date of tender opening (Financial bid).

SIT 5: Wherever Value Added Tax is applicable, the following may be noted:

i The tenderer should quote the exact percentage of VAT that they will be charging extra.

ii While quoting the rates, tenderer should pass on (by way of reduction in prices) the set off/input

tax credit that would become available to them by switching over to the system of VAT from the

existing system of sales tax, duly stating the quantum of such credit per unit of the item quoted

for.

iii The tenderer while quoting for tenders should give the following declaration:

“We agree to pass on such additional set off/input tax credit as may become available in future in

respect of all the inputs used in the manufacture of the final product on the date of supply under

the VAT scheme by way of reduction in price and advise the purchaser accordingly.”

iv The supplier while claiming the payment shall furnish the following certificate to the paying

authorities: “We hereby declare that additional set offs/input tax credit to the tune of Rs.

____________ has accrued and accordingly the same is being passed on to the purchaser and to

that effect the payable amount may be adjusted .

SIT 6: Price Variation Clause: The prices should be firm & fixed during the entire currency of the

contract

SIT 7: Tender Validity

The tenders shall remain valid for acceptance for a period of 180 days after the date of tender

opening prescribed in the tender document. Any tender valid for a shorter period shall be treated

as unresponsive and rejected.

In exceptional cases, the tenderers may be requested by BNP DEWAS to extend the validity of

their tender's upto a specified period. Such request(s) and responses thereto shall be conveyed by

surface mail or by fax/e-mail followed by surface mail. The tenderers, who agree to extend the

tender validity, are to extend the same without any change or modification of their original tender

and they are also to extend the validity period of the EMD (If applicable) accordingly. A tenderer,

however, may not agree to extend its tender validity without forfeiting its EMD.

In case the day up to which the tenders are to remain valid falls on/ subsequently declared a

holiday or closed day for BNP DEWAS, the tender validity shall automatically be extended upto

the next working day.

Compliance with the Clauses of this Tender Document: Tenderer must comply with all the

clauses of this Tender Document. In case there are any deviations, these should be listed in a chart

form without any ambiguity along with justification.

SIT 8: Number of Copies of Tenders to be submitted:

Tenderer shall submit their tender in “Original” only.

SIT 9: Submission of Tender:

Pre-qualification Bid, Technical Bid, and the Financial Bid are to be submitted in Three

separate double sealed Envelopes on or before the due date of the submission of the tender.

The first envelope carrying the Pre-Qualification Bid & other required document,

second envelope carrying the Technical bid of the tender and whereas the third

envelop carrying the Financial Bid.

It may be noted that the price is not to be quoted with the PQB or Technical Bid otherwise

the tender shall be liable for rejection.

The envelopes containing bids shall be super scribed Pre-Qualification Bid, Technical Bid

and the Price Bid for “Design, Manufacturing, Supply, Installation, Testing, Training

and Commissioning of Three Roll Mills and Press Out Device at Ink Factory, Bank note

Press Dewas”. The sealed envelopes shall be again be put in another sealed cover and

should be super scribed tender for “Design, Manufacturing, Supply, Installation, Testing,

Training and Commissioning of Three Roll Mills and Press Out Device at Ink Factory,

Bank note Press Dewas” Due on : 26.02.2016 up to 14.30 hrs.

Late tender shall not be accepted. Tenderer shall submit their offer only on prescribed form.

Tenders by telegram/fax/email shall not be accepted. Tender by post / hand/ courier

received on or before the due date & time shall be accepted. Postal delay / delay by courier

services etc. shall not be condoned.

Tender shall submit in the following parts as mentioned below:

Part-I: Pre-Qualifying criteria [First Envelope]

Containing un priced tender consisting of complete qualifications/eligibility of the

tenderers as per the format specified under Section IX in the document.

The Qualifying Criteria should be submitted in original.

Earnest Money deposit: To be drawn in favour of "The General Manager, BNP Dewas"

payable at Dewas in form of DD/FDR/Banker's Cheque/BG only.

EMD must be submitted along with the tender in form of DD/FDR/Bankers Cheque/BG

drawn from any Scheduled Commercial Bank in India, in favour of “The General

Manager, Bank Note Press, Dewas” Payable at Dewas, Failing which the offer will be

ignored. The firm who are registered under NSIC, DGS&D, Micro & Small Enterprises

(MSE) for Manufacturing / Selling / Trading of similar item may be exempted from

submitting the EMD on producing valid certificate. The certificate should clearly indicates

the Stores Details similar to Bank Note Press requirement and the validity of the certificate

(Valid upto _________________) otherwise, certificate will not be considered for

exemption of EMD.

Tender Fee Rs. 500/-: Tender fee may be deposited in form of DD/Banker‟s Cheque in

case tender is downloaded from our website OR tender fee receipt in case the tender is

purchased from Bank Note Press Dewas.

Power of Attorney/Authorization with the seal of company of person signing the tender

documents.

All desired document as per Section IX – PQB (Qualifying Criteria) should be submitted

with PQB only.

Part-II : Technical bid [Second Envelope]

The tenderer shall submit detailed technical offer as per technical specifications as per

Section –VII of the tender document.

The tenderer has to submit acceptance of all section of this tender document (GIT, SIT,

SCC, GCC, Quality Control requirement, Tender form etc.)

A copy of the price bid proforma shall be submitted along with Technical Bid leaving

blank the price portion (i.e. showing the unit, currency & total price of the item offered

as xxxxxx.xx)

Part III : Financial Bid [Third Envelope] - The tenderer shall quote their prices strictly as per

the proforma given in Section-XI of the tender document. No additional / extra item with price

shall be included other than that of Section-XI.

SIT 10: Evaluation Criteria:

In the first instance, the PQB part of tender document will be considered for the evaluation. This

offers/bid will be scrutinized & evaluated by the Tender Evaluation Committee with reference to

the parameters prescribed in the eligibility criteria (Section-IX) of the Tender document.

In the Second stage, the technical part of the PQB qualified firms will be considered for the

evaluations. The technical acceptance of the bids is on the basis of the technical specifications &

other Techno Commercial criteria offered by the bidders as per GIT, SIT, GCC, SCC, Section –

VI, VII, VIII of the tender document.

In the Third stage, the Price Bid of only Techno-commercially qualified & acceptable firms (as

mentioned in second stage) will be opened for further scrutiny & evaluation. The award of the

contract shall be given as per Section-XI of the tender document.

For ranking of price bids, total price quoted by indigenous supplier on door delivery basis to BNP,

Dewas, shall be compared with total price quoted by foreign supplier on CIF basis,

Mumbai Sea port.Taxes, Custom Duties, Octroi Changes, Clearing charges, freight charges & any

To her charges/duties as applicable on the date of opening of price bid will be applied

and loaded over and above CIF cost provided by the Tenderers.

If the clarifications required by the purchaser the bidder have to submit their reply within seven

days by fax /email/courier/speed post.

SIT 11: Additional Factors for Evaluation:

35.2: MSE registered firms are exempted from paying the cost of tender document & EMD.

35.3: Price preference to MSE is applicable vide Ministry of Micro Small and Medium

Enterprises letter no. D.O. 21(1)/2011-MA dt. 25/04/2012 and NSIC letter no.

BSIC/HO/BD/66/PPP/14-15 dt. 23/01/2015. In tenders participating MSEs quoting price within

price band of L1+15 percent shall also be allowed to supply a portion up to 20% of requirement

by bringing down their price to L1 price where L1 in non MSEs

SCC - 1: Packing and Marking: The quality of packing, the manner of marking within & outside the

packages and provision of accompanying documentation shall strictly comply with the requirements as

provided in Technical Specifications and Quality Control Requirements under Sections VII and VIII

and in SCC under Section V. In case the packing requirements are amended due to issue of any

amendment to the contract, the same shall also be taken care of by the supplier accordingly.

SCC - 2: Transportation of Domestic Goods: The transportation of the goods to be procured will

be done by the supplier on FOR BNP Dewas Basis. The total cost of the transportation should also be

indicated in the price bid of the item to be procured.

SCC - 3: Insurance: In case of indigenous supplies on FOR Dewas Basis the cost of the insurance

will also the part of the total cost of the material born by the supplier. The insurance charges should

also be indicated in the price bid of the material/item.

In case of FOB Contract the insurance will be done by the purchaser.

SCC - 4: Distribution of Despatch Documents for Clearance/ Receipt of Goods:

1.1 The supplier shall send all the relevant despatch documents well in time to BNP DEWAS to

enable BNP DEWAS to clear or receive (as the case may be) the goods in terms of the contract.

Unless otherwise specified in the SCC, the usual documents involved and the drill to be followed

in general for this purpose are as follows:

1.2 For Domestic Goods, including goods already imported by the supplier under its own arrangement

Within 24 hours of despatch, the supplier shall notify BNP DEWAS, consignee, and others

concerned if mentioned in the contract, the complete details of despatch and also supply the

following documents to them by registered post / speed post (or as instructed in the contract):

(a) Supplier‟s Invoice indicating, inter alia description and specification of the goods,

quantity, unit price, total value;

(b) Packing list;

(c) Insurance certificate;

(d) Railway receipt/ Consignment note;

(e) Manufacturer‟s guarantee certificate and in-house inspection certificate;

(f) Inspection certificate issued by BNP DEWAS‟s inspector

(g) Expected date of arrival of goods at destination and

(h) Any other document(s), as and if specifically mentioned in the contract.

1.3 For Imported Goods, within 3 days of dispatch, the supplier will Notify BNP DEWAS, consignee

and other concerned if mentioned in the contract, the complete details of dispatch and also supply

the following documents to them by Courier (or as instructed in the Contract), besides advance

intimation by Fax/ email:

a. Clean on Board Airway Bill/Bill of Lading (B/L)

b. Original Invoice

c. Packing List

d. Certificate of Origin from Seller‟s Chamber of Commerce

e. Certificate of Quality and current manufacture from OEM

f. Dangerous Cargo Certificate, if any.

g. Insurance Policy of 110% if CIF/CIF contract.

h. Performance Bond/Warranty Certificate

SCC-5: Warranty: 24 months from the date of issue of Final Acceptance Certificate by the

Purchaser. The firm should also guarantee that the Equipment is eco-friendly and conforms to the

International Pollution / Environmental norms.

SCC-6: Taxes and Duties: Supplier shall be entirely responsible for all taxes, duties, fees, levies etc.

incurred until delivery of the contracted goods to BNP DEWAS. 'C' form (if applicable) will be

issued by the Bank Note Press, Dewas against procurement. Income Tax, TDS on installation &

commissioning shall be borne by the tenderer.

“In case of overseas supplier, the Custom duties shall be paid by purchaser .All statutory taxes

shall be deducted from the payments of the supplier.”

SCC-7: Terms and Mode of Payment: The terms of payments would be as follows:

a) For Domestic Supplier:

90% payment of cost of machines shall be made within 30 days against receipt of machines in

acceptable condition with bill in triplicate at BNP, Dewas.

Balance 10% payment of cost of material and 100% cost of installation, commission and

training if any charges will be made after deduction of TDS as per prevalent rate on receipt of

FAC issued by respective consignee.

For Foreign Supplier:

80% of the cost of material (FOB) shall be made through irrevocable letter of credit to be opened by

the purchaser through commercial bank in favor of seller. The payment shall be arranged on receipt

of the following documents and invoice after dispatch.

i) Complete set of clean Airway Bill/Bill of Lading must show that the complete goods have been

actually shipped on board.

ii) Signed Invoices in sets of quadruplicate stipulating specification reference for item indicating

cost& quantity.

iii) Certificate of country of Origin issued by Chambers of Commerce.

iv) Copies of Packing List in triplicate stipulating individual items quantity, weight & dimension

details of each packing case.

v) Inspection Certificate, if inspection certificate is waived then quality test certificate.

vi) Catalogues, Technical write up/Literature for Custom clearance purpose.

vii) Certificate of No agency commission payable to any Indian agent involved in this transaction.

viii) Two set of non-negotiable dispatch documents to be send by Courier service to the Purchaser

immediately after dispatch of consignment.

Balance 20% payment of cost of material and 100% cost of installation, commission and training if

any charges will be made after deduction of TDS as per prevalent rate on receipt of FAC issued by

respective consignee.

The supplier shall send its claim for payment in writing as per Section XIX – "Proforma for Bill for

Payments”, when contractually due, along with relevant documents etc., duly signed with date, as

specified in SCC and in a manner as also specified herein.

SCC-8-: Quantum of Liquidated damages : If the supplier fails to deliver any or all of the goods or

fails to perform the services within the time frame(s) incorporated in the contract, BNP DEWAS

shall, without prejudice to other rights and remedies available to BNP DEWAS under the contract,

deduct from the contract price, as liquidated damages, a sum equivalent to the ½% (0.5%) percent

(or any other percentage if prescribed in the SCC) of the delivered price of the delayed goods and/ or

services for each week of delay or part thereof until actual delivery or performance, subject to a

maximum deduction of the 10% percent (or any other percentage if prescribed in the SCC) of the

delayed goods‟ or services‟ contract price(s). During the above mentioned delayed period of supply

and / or performance, the conditions incorporated under GCC sub-clause 23.4 shall also apply.

SCC-9: Resolution of disputes: If dispute or difference of any kind shall arise between BNP DEWAS and the supplier in connection

with or relating to the contract, the parties shall make every effort to resolve the same amicably by

mutual consultations. If the parties fail to resolve their dispute or difference by such mutual

consultation within twenty one days of its occurrence, then, unless otherwise provided in the SCC,

either BNP DEWAS or the supplier may seek recourse to settlement of disputes through arbitration

as per The Arbitration and conciliation Act 1996 as per following clause.

ARBITRATION:

In case of any dispute or difference arises out of or in connection with or the carrying out of the

contract (whether during the progress of the contract or after their completion and whether before or

after the determination, abandonment or breach of the contract) except as to any of the accepted

matters, provided hereunder, the parties hereto, shall first Endeavour to settle such dispute or

difference amicably.

(i) If both the parties fail to reach such amicable settlement, then party, the purchaser or contractor

may (within 28 days of such a failure) give a written notice to the other party requiring that all

matters in dispute or difference be arbitrated upon. Such written notice shall specify the matters

which are in difference or of differences of which such written notice has been given and no

other matter shall be referred to the arbitration in accordance with the conciliation & arbitration

rules of International Chambers of Commerce (ICC)/United Nation Commission on International

Trade Law (UNCITRL) by three arbitrators appointed in accordance with the procedure set out in

clause below

(ii) Venue of arbitration shall be Dewas/Indore or any other place in India at the choice of purchaser.

(iii) The arbitrator or arbitrators appointed under this article shall have the power to extend time to

make the award with the consent of the parties.

(iv) Pending reference to arbitration, the parties shall make all endeavor to complete the

Contract/work in all respect and all disputes, if any, will finally be settled in the arbitration.

(v) Upon every or any such reference to the arbitration, as provided herein the cost of any incidental

to the reference and award respectively shall be in discretion of the arbitrator or arbitrators or the

umpire, as the case may be.

(vi) The award of the arbitrator or arbitrators, as the case may be, shall be final and binding on the

parties. It is agreed that the contractor shall not delay the carrying out of the contract/works by

reason of any such matter, question or dispute being referred, to arbitration, but shall proceed with

the contract/works with all due diligence. The purchaser and the contractor hereby also agree that

arbitration under this clause shall be a condition precedent to any right of action under the

contract.

SCC-10: Failure & Termination A) Cancellation of contract for Default: Without prejudice to any other remedy for breach of contract,

like removal from the list of registered supplier, by written notice of default sent to the supplier, the

contract may be terminated in whole or in part:

(i) If the supplier fails to provide any or all the goods within the time period (s) specified in the

contract, or any extension thereof granted

(ii) If the supplier fails to perform any other obligation under the contract within the period (s)

specified in the contract or any extension thereof granted.

B) Termination of Contract for convenience: Bank Note Press, Dewas (M.P.) may at any time

terminate the Contract by giving you one month‟s prior notice in writing to that effect and shall have

the liberty to appoint any other agency to carry out your obligations under this Contract.

SCC-11: Force Majeure:

12.1 In the event of any unforeseen event directly interfering with the supply of stores arising during the

currency of the contract, such as war, hostilities, acts of the public enemy, civil commotion,

sabotage, fires, floods, explosions, epidemics, quarantine restrictions, strikes, lockouts, or acts of

God, the Contractor shall, within a week from the commencement thereof, notify the same in

writing to the Purchaser with reasonable evidence thereof. Unless otherwise directed by in writing,

the supplier shall continue to perform its obligations under the contract as far as reasonably

practical, and shall seek all reasonable alternative means for performance not prevented by the

Force Majeure event.

If the force majeure condition(s) mentioned above be in force for a period of 90 days or more

at any time, either party shall have the option to terminate the contract on expiry of 90 days of

commencement of such force majeure by giving 14 days‟ notice to the other party in writing. In case

of such termination, no damages shall be claimed by either party against the other, save and except

those which had occurred under any other clause of this contract prior to such termination.

12.2 Notwithstanding the provisions contained in GCC clauses 23, 24 and 26, the supplier shall not be

liable for imposition of any such sanction so long the delay and/ or failure of the supplier in fulfilling

its obligations under the contract is the result of an event of Force Majeure.

12.3 In case due to a Force Majeure event is unable to fulfill its contractual commitment and

responsibility, BNP Dewas will notify the supplier accordingly and subsequent actions taken

on similar lines described in above sub-paragraphs.

Required Delivery Schedule: The Machines shall be delivered within 05 months from the date of

Letter of Intent. For carrying out trials at the time of Inspections, all consumables to be supplied

by the Supplier. Installation & commissioning to be completed within Forty (40) working days

from the date of receipt of delivery at BNP, Dewas.

Required Terms of Delivery and Destination:-

In case of Domestic Bidder, Intending bidder shall quote price inclusive of freight charges on door delivery basis to Bank Note Press Dewas, as indicated in delivery schedule. The price shall be quoted as per price format explicitly -Indigenous Supplier on door delivery basis up to destination

point i.e. with details of basic cost , Excise Duty, VAT/CST, Octroi (if any) packing, forwarding insurance, freight, service charges on freight and any other charges, if so. The supplier should arrange for a requisite training for one batch of three officials of Bank Note Press Dewas for a period of 5 working days covering all operational and maintenance aspect in the manufacturing unit of the machine at free of charges. Bank Note Press Dewas will not pay any element in this aspect in any manner. The training and living expenses of the above said team during the period of training in any foreign country or in India will be borne by purchaser.

INSTALLATION, START UP AND TRAINING ETC.

a. The offer should contain 24 (Twenty four) months warranty from date of Installation and

acceptance of client.

b. The offer shall include the commissioning and successful runs of all the equipment and processes

as per specification at site.

c. The offer shall include the real time training to officials of Bank Note Press Dewas for a period of one

week at Bank Note Press Dewas after commissioning the project.

d. The offer shall include arrangement for maintenance & support services for one year from the date

of commissioning.

Pre-shipment Inspection: At the discretion of the Chairman & Managing Director, SPMCIL or the GM, BNP, Dewas, a unit of SPMCIL, pre shipment inspection will be carried out for a period of four (04) days by two officials nominated by BNP at the manufacturer’s site for examination of all functions of the machines. Only after satisfactory result, the inspection team will clear the machines for dispatch. All the expenses towards travel, lodging, miscellaneous expenditure shall be borne by purchaser.

Training Of Technical Officials: The supplier will arrange five days training programme for five officials at the supplier’s facility. Offer for training at Supplier’s premises shall be quoted separately. The travel and boarding expenses will be borne for the officials by the Purchaser.

After sale service: It must be clearly indicated in the quotation whether the sales service shall be provided

by supplier himself or by their authorized Indian agent after satisfactory installation, commission of machine

after expiry of guarantee period. All terms & conditions related to after sales service must be clearly mentioned.

Licenses & Permits: Whenever applicable, the successful bidder shall ensure himself also satisfy the

purchaser that the successful bidder possess the legal licenses/ permits to use a particular product/ process/

design/ patent. The bidder shall be held responsible for the civil/ criminal and tortuous consequence arising from

any claim from any third party in this regard.

In case of Foreign Bidder, the intending Bidder shall quote on both FOB and CIF basis at Mumbai Sea Port. Custom duties, taxes & duties, octroi charges, service charges & any other charges will be borne by the

Purchaser.

(a) The bidder shall provide names of organization(s)/firm(s) with addresses & telephone numbers,

fax numbers, email addresses to which they have provided similar type of items annually

during the last five years.

(b) The application should be submitted in Hindi/English Language. The authenticated copies of

Language.

(c) The bidder shall indicate that authorized signatory is competent & legally authorized to submit

the tender and / or to enter into legally binding contract.

Press-out system consisting of:

Solid, swivel lifting column, mounted on floor plate with heavy duty grooved ball bearings.

The column may be locked in any position (+/- 180˚) by a foot operated break.

A chain block of 2000 kg is mounted on the column head with a cable suspended control

element for operating the hoist. Two lifting/lowering speeds allow a perfect position of the

unit. The top end point of the chain is secured by an electric safety limit switch.

A lid hoist fitted with hardened guiding rolls and eccentric shaft to adjust the press-out force,

these are bolted to the lid hoist by three mounting cups.

Laterally attached are the motor contractor of the hydraulic pump, the pneumatic pressure

reducing valve as well as the control valves for the control block. An integrated fall braking

device is mounted for safety reason on the chain block.

Also laterally mounted on the lid hoist is the approx. 20 Litre content hydraulic unit. The

electric motor of approx. 0.55 kW, the pneumatically operated control block with pressure

relief and pressure adjusting valve are placed on the vessel for easy access.

Mild steel solid press-out cover, bolted to the lid hoist. The lid is equipped with 6 turn lock

clamps for fastening the container, as well as an oversized hydraulic piston with integrated

piston plate guide.

A ribbed piston plate with a pneumatic seal, level measuring rod and a quick grip clamp for

foil fastening.

The system is pre-assembled in several groups for easy installation on site and requires only

electrical and pneumatic connections.

Performance Test Run and Acceptance of the Unit

i) Acceptance of the unit:-

The supplier will depute Service Engineer to installation, testing and commissioning of the

units and to demonstrate the performance test to the complete satisfaction of the purchaser for

acceptance of the unit.

ii) Performance Test:-

The performance of the unit will be continuously for one month and acceptance of the unit is

based on the performance of the unit. If any disruption occurs during the period, then the

performance is to be repeated again.

iii) Training:-

After commissioning the unit the supplier shall arrange for in-house training separately for the

operating and maintenance staff.

iv) Maintenance Guarantee:-

The supplier will have to submit maintenance guarantee for its successful and reliable working

for 24 calendar months, which will remain valid from the date of issue of Final Acceptance

Certificate. Along with the mill 5 sets of operational and maintenance manual in English

including details of spare parts is to be supplied.

Spares Requirements:-

I) Essential spares for two years to be supplied along with Three Roll Mills and Press-out

Devices.

II) The rates of the spares required for two years to be quoted separately valid up to two years

from the date of placement of Notification of Award/ LOI. The same will not be considered

for identifying the L1 during evaluation.

III) The requirement of cables, switches etc. from the control cabinet to machine to be supplied by

the vendor.

IV) All the materials required for installation and commissioning need to be supplied by the

vendor.

V) Initial fill up of oils and lubricants is to be provided by the vendor. The specification details of

such oils and lubricants to be given to BNP for indigenization.

SECTION VIII: QUALITY CONTROL REQUIREMENTS

FAT (Final Acceptance Test) & FAC (Final Acceptance Certificate)

A. FAT:

(i) Upon completion of Installation & Commission work at the purchaser premises, purchaser will

run the machine in presence of supplier‟s staff. The FAT will be carried out for a period of 30

full working days to the satisfaction of purchaser.

(ii) The supplier shall ensure the satisfactory commissioning of the system & to run the system as

per Technical Specification & List of Requirement of BNP Dewas to prove the successful

commissioning & satisfactory running of the system.

B. FAC: Upon satisfactory completion of FAT purchaser shall issue FAC.

(iii) The system will be accepted on manufacturer guarantee certificate to be sent to purchaser. Any

defect observed on the machine found unsuitable then the same will be returned to the supplier

for free replacement up to BNP Dewas.

SECTION IX: ELIGIBILITY CRITERIA

Eligibility Criteria for “Design, Manufacturing, Supply, Installation, Testing, Training and

Commissioning of Three Roll Mills and Press Out Device at Ink Factory, Bank note Press

Dewas "

1. Experience & Past Performance: - Bidder Firm should have manufactured, supplied, Installed &

commissioned at least 1 No. of machine with Press Out Device during last five financial year ending 31.03.2015.

2. Capability-Equipment & manufacturing Facilities: - The Bidder Firm must have an annual capacity

to manufacture and supply at least 3 (Three) Nos. of machine with Press Out Device.

3. Financial Standing: -

a. Average Annual Turnover of the Bidder firm during last three financial years ending 31.3.2015 should be

more than Rs.3.65 Crores.

b. Bidder Firm should not have suffered any financial loss for more than one year during last three

financial years ending 31.03.2015.

c. The net worth of the firm should not have eroded by more than 30% in the last three financial years

ending 31.03.2015.

Note:-

(i) All experience, past performances related data e.g. purchase order/contract copy, invoice

copy, and experience certificate etc. should be enclosed in support of fulfilment of

experience & past performance criteria and it must be duly certified by the authorized

signatory of the Bidder firm. The credentials regarding experience and past performances

to the extent required as per the above eligibility criteria as submitted by the Bidder may

be verified from the parties for whom work has been done.

(ii) All financial standing data should be certified by certified accountant‟s e.g., Chartered

Accounts (CA) in India and Certified Public Accountant/Chartered Accountants of other

countries.

(iii) Non-submission or incomplete submission of above required documentary evidence may

lead to rejection of offer.
