CERTIFICATE OF APPRECIATION FROM GIRL SCOUT OF THE PHILIPPINES (GSP)

A 3rd year high school student of Baliwagan National High School is working on her Girl Scout of

the Philippines (GSP) Chief Medal Scheme. The said scheme focuses on Ecology and Waste Management

and Beautification at Purok 10, Baliwagan Misamis Oriental.

She solicited three (3) waste containers to be placed on a designated project area. The Board of

Directors and Management of the district passed a resolution to solicit waste containers to the said

student approved per Resolution No. 14 dated March 13, 2013.

Last October 24, 2013, the student together with her mentor/adviser visits the BWD Office and

personally gave the Certificate of Appreciation to the General Manager, Mr. Renee Sann R. Ubalde. The

Certificate was signed by the National Program Committee Chairperson, National President and the

National Executive Director of the Girl Scout of the Philippines given at the Aliw Theater, CCP Complex,

Pasay City.

BLESSING OF NEW SERVICE VEHICLE

The Balingasag Water District acquired a new service vehicle; FB Type L300 Van, through ORIX

Metro Leasing and Financing Corporation in Cagayan de Oro City last October 24, 2013.

The additional vehicle will be utilized in transportation of materials and equipment for the

maintenance operation of the district and will serve as service vehicle of Board of Director’s (BOD) and

staff during official travel especially on various forum, conventions and seminars.

The Management, staff and BOD proceeded to St. Rita’s Parish Church. The parish Priest, Fr.

Caduyag conducted the blessing of the new service vehicle. After the blessing ceremony, the group

proceeded to the BWD office where snacks were prepared.

RECATEGORIZATION OF THE DISTRICT

In compliance with the guidelines as provided for in the Department of Budget and Management

(DBM) Approved Revised Local Water District (LWD) Manual on Categorization, Re-Categorization and

Other Related Matters (LWD-Macro), the District was categorized under Category “D” effective March 14,

2012.

The district submitted to DBM its proposed Organizational Structure and Staffing Pattern (OSSP).

There will be three (3) sections, Commercial and Administration, Finance and Operation and

Maintenance. The management created three new positions, namely Administration Services Assistant A,

Administration Services Assistant C and Utilities/Customer Services Assistant C. The position title of Water

Maintenance Man C will be reclassified into Utilities/Customer Services Assistant E. Storekeeper D on the

plantilla of personnel will be considered coterminous to the incumbent (CTI).

The management submitted the pertinent documents to DBM its proposed OSSP last October 23,

2013 and it was approved on December 11, 2013. The district will submit the Plantilla of Personnel based

on the Position Allocation List of DBM.

CHRISTMAS RAFFLE PROMO

The Balingasag Water District has been organizing different promos on service connections for

several years to continue motivating the public for water service connections. This year, as one of the

highlights of the Christmas season, the district once again give privilege to all residents and encourage

more applicants by having a Christmas Raffle promo.

The Christmas Raffle Promo 2013 includes the following mechanics:

Concessionaire’s account must have no balances as of December 16, 2013 Must have an above minimum consumption BWD’s Board of Directors and employees including their relatives up to 3rd degree are not

qualified One qualified account corresponds to one raffle ticket Deadline for the raffle ticket will be on December 20, 2013

Raffle draw will be on December 23, 2013, 10:00 a.m. at the Balingasag Water District Office

During the raffle draw, if an account name is drawn as winner more than once, only with higher prize shall be given; winner for the other prize shall be drawn again

The prizes were water dispenser, washing machine, electric fan, electric pot and rice cooker for

the 1st, 2nd, 3rd, 4th and 5th prizes respectively. There will be five (5) winners for a grocery items worth

Five hundred (P500.00) pesos and Five (5) winners for assorted items of Two hundred fifty (P250.00)

pesos.

The raffle draw was conducted last December 23, 2013 at 10:30 am. Dir. Beverly S. Vega and

Dir. Enrico R. Valmores were present during the promo which was held outside the teller section. There

were also concessionaires who were around to witness the raffle.

NEW SETS OF BOARD OF DIRECTOR

Everybody was in great sorrow after hearing the bad news about the death of the late BOD

Chairperson M. Editha I. Madroño last May 30, 2013.

The Board of Directors conducted their regular meeting last June 5, 2013. At 10:00 am It was moved and seconded that the new Chairperson is Dir. Beverly S. Vega and the new Secretary is Dir. Enrico R. Valmores. Dir. Ociones and Dir. Pelaez retained their positions as the Treasurer and P.R.O,

respectively. The newly elected Chairperson Dir. Vega thanked the rest of the directors for the trust and

support. According to her, she will try her very best to do her responsibility as a BOD Chairperson of the District.

Last July 1, 2013, the BOD Secretary solicited nominees to three (3) different organizations for

possible appointment, who is now vacant due to untimely death of Dir. Ma. Editha I. Madroño.

The list of nominees (Mr. Theodore D. Tagarda and Mr. Leo K. Tan) was furnished to Mayor

Alexis S. Quina and he appointed Mr. Tagarda of Vikings Association with a term of office from August 1,

2013 to December 31, 2018.

DIFFERENT LGU ACTIVITIES PARTCIPATED BY THE BWD

A. STO. NINO FIESTA CELEBRATION

The municipality of Balingasag is celebrating its town fiesta in honor of Sr. Sto. Niño

every 3rd Sunday of January. A civic parade is happening every Saturday before the fiesta proper.

All private/public agency, schools, different organizations and interested individuals were invited

to join the parade activity.

The Balingasag Water District as an active agency joined the civic military parade. J. P

Roa was the assembly area and the parade started at 7 o’clock and ended at 10 o’clock. The

length of time shows the numerous groups participating the activity.

B. ARAW NG BALINGASAG/BALINGASAG NIGHT

The Local Government Unit of Balingasag has lined up different activities in honor of Sta.

Rita de Cascia.

A parade participated by government and private agencies started at 7:30 in the morning

around the town proper (from the Public Kiosk to barangay 1). All participating agencies

assembled at the Jose P. Roa Park.

There was a short program after the parade. Sugbang bangus commenced at 10:30 in

the morning. Grills stand were lined up from the LGU-Palace to the J.P. Park.

In the evening, there was Balingasag night. Each participant will provide their own foods

for the said gathering. The Provincial Band of Misamis Oriental was invited to serenade the

evening by playing rock and mellow sounds. A fireworks display followed at 10:00 o’clock in the

evening headed by the municipal Mayor.

C. PASIGAHAN SA PLAZA

It has been a Christmas activity of the town to adorn the trees at the town plaza as one of the

highlights of Christmas season. Private and public agencies were invited to join the said activity.

The participants will decorate their respective tree through the use of recycled materials to

minimize environmental waste. Each participating group is allowed to use up to one thousand (1,000)

lights. The district has utilized the pulled out polyethylene pipe; rolled and wrapped with foils.

There was a short program on December 15, 2013 at 6:00 pm which is the opening day of

Pasigahan sa Plaza. The lighted trees will be one of the highlights of the town during Christmas season

until the Sto. Niño town fiesta. There were dance and song numbers from different schools and

institutions. The municipal Mayor, Atty. Alexis S. Quina gave his message for the participants and

audiences.

In the midst of the program, special awards were given to three (3) unique trees. The third place

goes to Alvanz and Son Hardware; the second is Balingasag Water District and the first place goes to

Pryce Gases, Incorporated. The district received a cash prize of Two thousand pesos (P2,000.00).

JOINT BLESSING OF NAPALIRAN PUMP STATION AND GENSET

The Balingasag Water District acquired a 150 kva generator set to be utilized during power

interruption by MORESCO II to ensure 24 hours water services to its concessionaires.

On the other hand, the Management has successfully rehabilitated the deep well at barangay

Napaliran. The barangay Council passed a resolution allowing the BWD to repair/operate the deep well

situated at the plaza of the said barangay.

The BOD has conducted their regular meeting on April 10, 2013 and it was unanimously

approved by the BOD to have a joint blessing of the aforementioned projects on April 23, 2013.

The Board of Directors, Management and Staff will proceed to the genset house at barangay

Blanco. There was a short program followed by the blessing of the new generator set by the Assistant

Parish Priest, Fr. Eleuterio Datoy. The opening remarks and short talk was given by Chairman Ma. Editha

I. Madrono and Mayor Alexis Quina respectively. The barangay Council of Blanco and Napaliran were

also invited to witness the blessing ceremony.

The group will proceed to barangay Napaliran for the blessing of the District’s Well no. 2. A short

program was also conducted. Lunch was prepared at the BWD office for the visitors and barangay

officials together with BWD Board of Directors, Management and Staff.

10th YEAR ANNIVERSARY

The Balingasag Water District celebrated its 10th year of public service on the 19th of February

2013. As part of the event, the Board of Directors and Management unanimously approved to have a

one day Special Promo on the day of its anniversary. The new promo mechanics will have an installation fee of Two hundred fifty pesos only ( P

250.00) for residential applicants plus free 6 meters P.E Pipe and Five hundred pesos (P 500.00) for commercial applicants plus free 6 meters P.E Pipe. The said promo will be applicable to the first 30 applicants only.

The management has prepared various foods for the staff and BOD to join together in the

afternoon. There were litson baboy, sugbang bangus, adobo, kinilaw and fruits as the different menus for the anniversary.

YEAR-END EVALUATION

As the year 2013 ends, the Balingasag Water District will have an assessment on the

performance and accomplishment of the district.

The Board of Directors, Management and Staff has decided to conduct its year-end evaluation in

one of the prestigious resort in the municipality. There will be a short program with a special message

from one of the Board of Directors and the General Manager. There were different food menus; litson

baboy, paklay, kinilaw, fried chicken, adobo, calderita, sugbang bangus and desserts which will be joined

together after the program.

There were various parlor games participated by On-The –Job trainees, Volunteers and staff

where cash prizes await the winning group or individual. The management also rented a videoke to add

more fun to the activity; the staff and BOD sang their favourite hits while the rest enjoyed dancing.

ADDITIONAL MANPOWER

The number of service connections increases every month. As of January 2013, the total number

of concessionaire is Three thousand twenty three (3,023). This indicated that service connection of the

district is increasing every now and then, thus there is a need of hiring additional staff to cope up the

volume of office and maintenance works.

As shown in the graph and table, the disbursements for the month of February, March, November and

December were higher than its corresponding collection.

The district has disbursed Five hundred eleven thousand seventy one pesos & 43/100 (P511,071.43) to

Power Link Aksa Philippines for the payment of generator set in February. The materials utilized in the construction

of Napaliran and Blanco pump houses were one of the factors affecting the expenses in March.

November and December was the time for the granting of bonuses; PEI and 13th month pay to casual and

permanent employees. The management also settled its pending accounts from its suppliers. Thus, making the

expenses higher than the collections.

Technical Overiew

A. Water source

There are two source of water supply of Balingasag Water District the one is the San

Jose Spring, located at Upper Musi-musi, Blanco, Balingasag, Misamis Oriental, with a

maximum flow of Eighty One Liters per second (81 LPS), per feasibility study conducted by the office of the Local Water Utilities Administration (LWUA) and the newly installed located at the

Napaliran which is existing hand pump of the Barangay which is develop by the Water District

to help ease the shortage of Potable water supply of the latter .It was named as Deep Well # 1 with flow per testing estimated to Ten Liters per Second (10 LPS). Brgy. San Isidro was

proposed to be an Additional Source of water it is being Studied and presumed to supply water

with equivalent flow of Brgy.Napaliran

OPERATION AND MAINTENANCE UPDATE

The Operation and Maintenance Section

has a variety of duties, principally related

to the installation, repair and replacement

of water main pipelines, performs all

“underground” maintenance, upkeep pump

houses, grounds, storage tanks and

pumping facilities. This Section is also

responsible for maintenance of water

distribution equipment and facilities

including valves, hydrants and some meter

maintenance. Attends for Concessionaires

service leaks and repairs and minor

construction and repair works.

The Comparative Data of Service Connections from 2008 to 2012 showed that there is a rapid increase of new

service connection resulting from BWD promotion to help community to avail water with less registration fee.

The Average Power consumption is 29,219 kw-hr and Power Cost is Php.172, 000.00 respectively. Graph shows that power consumption is declining from high to average with a rate of Php. 5.87 per kilowatt-hr.

For the year 2012 BWD has completed a lot of projects for the improvement of the System upon serving more to the concessionaires, these are the following stated below to

wit:

A. Additional Pumping Station

Additional Pumping Station was put up last year with a capacity of 3 (Three) liters per second (LPS) with a Brake horsepower (BHP) equivalent to 5 (Five)

Horsepower (hp) that can serve up to 300 household intended for Napaliran and Mambayaan due to exigency of potable water of the said vicinity.

B.Pipeline Expansion and Rehabilitation

Pipeline rehabilitation and expansion conducted at Hermano from ¾“to 2” and 1 ½” SDR 11 PE Pipe to suffice the necessity for potable water with a length of 300 meters coming from existing Blow off to last Box Culvert .

C.Mandangoa Pipeline Expansion

Completion of the Brgy. Mandangoa Pipeline expansion from National Highway to Mandangoa with actual length of 1,300m (One thousand three

Hundred meters). D.Installation of Flow meters

Installation of 3 (three) flow meters 50mmᴓ located at Crossing

Baliwagan,Binitinan and Hermano.

E.Replacement of PE Pipe to GI Pipe 100mmᴓ at the Brgy 1 National Highway

Pipeline rehabilitation was conducted at the Brgy.1 National Highway Located near the Box culvert to improve the Pipeline Stability. It was replaced due to its damage from road repairs works conducted by DPWH Gingoog based from PE Pipe 100mmᴓ to G.I Pipe Schedule 40(Forty) Supreme type .It’s position was

relocated beside the culvert to make it safer hence its last position was lying over the Culvert.

F.Replacement of Defective Air Release

Replacement of defective air release was conducted by BWD technical team located at the Napaliran Bridge,Padilla Box Culvert and:

Pumping Station at Musi musi from Check swing valve to Plastic Air Release. G.Construction of Pipe rack

Construction of pipe rack located at the BWD Reservoir for relocation of Reserve pipe intended for BWD Pipeline Maintenance.

A. Deep well # 1 Housing and Perimeter Construction

Deep well # 1 has no housing currently it was planned to put

up a housing intended for operator and electrical apparatus and controllers to avoid damages that will affect the daily

operation initial estimate of expenses is equivalent to

60,000.00 materials including laborer.

B. Additional Power House Construction

Additional Power house intended for additional Generator Set

With a power Capacity of 150 KVA with 1800 revolution per

minute intended for Power outages, back up power to sustain

system requirement.

C.Linggangao Pipeline Expansion

Pipeline expansion for linggangao with a length equivalent to 300 meters and 150 meters 1” PE Pipe

Estimated concessionaire living the within the vicinity is 30

household.

This report is intended as a status report on the activities being undertaken as an

accomplishment report of the BWD Operation and Maintenance Section for the Previous year

2012. And this was made doable through the aid of God and the support of the Board of

Directors and the Management of Balingasag Water District.
