It was with the deepest sorrow that we learned of the death of one of our Trustees, Mike Tennison, on 9th December 2012. In addition to his tireless work for Motorvation and the Spinal Injury Association, Mike has been a much valued and respected member of the NBF family since he joined the Board in the year ending March 2000. We miss his unfailing support, his insight, and his gentle humour, and our heartfelt sympathies go out to his wife Liz, and all his family and friends.

Chair’s Report

I am pleased to say that despite entering the year with some trepidation due to the continuing financial pressures that we all are experiencing, NBF has not only survived but has seen growth into some new geographical areas, notably Calderdale and North East Lincolnshire. NBF has always had a strong ethos of partnership working (with its long tradition of Partnership Co-ordinators) and this year saw a joint initiative, the Difference Engine, to help our sector not only to survive but to try and prosper in this new world of austerity. We must see these difficult times as presenting an opportunity to our sector to consider different ways of doing things, working with new partners or sharing resources. To this end NBF has been, and will continue to be, proactive and innovative. This project is the result of a consortium tender to the BIG Transforming Local Infrastructure Fund and will run for eighteen months, having commenced on 30

th March 2012.

And in December: Richard Stoakes (Finance Officer) Pippa Robson (Sector Support) David Stone (Sector Support) And finally in March 2013 the York LINk: Carol Pack Helen Patching Barbara Hilton As the year ended, however, new ventures started up and recruitment began again for Sector Support Calderdale and Healthwatch North East Lincolnshire. Funded by the National Offender Management Service (NOMS) we have been able to welcome back Pippa Robson who will be working on the Hull and Humber Pathways Partnership, preparing the sector for the transformation of offender management (Probation Services) as well delivering bid writing and fundraising training to VCS groups and organisations funded through Hull City Council. I would like to thank all these staff past and present for their contribution to both NBF and the wider voluntary and community sector across Yorkshire and North East Lincolnshire. Chief Officer’s Report

The year to March 2013 saw some of NBF’s longstanding activity through the work of Lottery funded Partnership Co-ordinators and the Local Involvement Networks in York and North Yorkshire draw to a close. Our thanks and best wishes go to all those staff team members who worked on them over the last five years. At the same time, new contracted activity with local Healthwatch in both North Yorkshire and North East Lincolnshire and for Sector Support and Development in Calderdale was poised to begin. NBF’s Trustees and staff were also saddened by the death of Mike Tennison from Motorvation, whose able representation on the Board over many years will be missed. Work with our strong consortium of eight partner organisations in Hull on Cabinet Office’s Transforming Local Infrastructure fund, overseen by BIG, delivered creative and innovating thinking on the way future infrastructure support services are available to the VCS frontline. This impetus will be carried forward in the 2013/14 period, when combined austerity measures and welfare reform continue to pose deepening challenges for our members. The range and breadth of NBF’s effective activities and the information flows and networks that underpin them are well demonstrated throughout this report. Work streams undertaken in the year covered by this Annual Report see the overall organisation in a financially healthy state which, with a strong Trustee body and staff team, leaves NBF well positioned into the coming year and beyond. Deputy Chief Officer’s Report

Finance Over the last financial year NBF has attracted funding from seven sources resulting in incoming resources of £716,650. Projects NBF has hosted the following projects:

The Partnership Co-ordinator Project funded by the Big Lottery;

The Virtual Riders ICT Project funded by the Big Lottery;

The North Yorkshire Local Involvement Network funded by North Yorkshire County Council;

The City of York Local Involvement Network funded by the City of York Council;

VCS Sector Support and Development funded by Hull City Council;

Safeguarding Support for the VCS funded by Hull City Council;

The Difference Engine funded by Cabinet Office through the Big Lottery.

Central Services activity has been funded by NHS Hull. Administration NBF continuously reviews its administrative policies and procedures in order to maintain our Investors in People award and our Customer First award. We continue to be Positive About Disabled People and display its symbol with pride. We are proactive in supporting both the Mindful Employer and the Fundraising Standards Board ethos and protocols. During the year NBF has employed a staff team of twenty-five divided between Alfred Gelder Street in the centre of Hull and Holgate Villa in the centre of York.

Central Services The Central Services Team during 2012/2013 comprised: Kath Jones Chief Officer Helen Schofield Operations Manager Ali Lovelock ICT Co-ordinator Lee James ICT Officer (until June 2012) Richard Stoakes Finance Officer (until December 2012) Central Services is a team of core staff whose efforts underpin the activities of NBF and the projects that we host. The following services are provided: ● strategic and business planning; ● funding bids and project support; ● financial and administrative systems; ● trustee support; ● information exchange infrastructure; ● websites, e-bulletins and newsletters; ● personnel, health and safety, premises and event management; ● membership liaison and support; ● meeting facilitation and support. Future Developments Amongst the future developments of the organisation are the following projects:

NBF will be the Infrastructure Support provider in Calderdale from April 2013, where we will be using and expanding upon the highly successful model we used in Hull of delivering support to the voluntary, community and not for profit sector;

Delivering a NOMS (National Offender Management Service) project to prepare the sector for the transformation of offender management;

Delivering Healthwatch, the new national public and patient involvement initiative, in North Yorkshire and North East Lincolnshire;

Extending our work to support the VCS with safeguarding;

Building on existing work with volunteers through both Healthwatch contracts and Calderdale;

Delivering bid writing and fundraising training to VCS groups and organisations funded through Hull City Council alongside organising and hosting a funding fair.

We will continue to promote and enhance our public map tool and we will be using this to map the sector across Calderdale. Although this has been a challenging year and we have had some effective and worthwhile activities coming to an end as well as having to say goodbye to several valued staff members, we will continue to deliver a quality service for our members through the development of the above activities. Virtual Riders www.virtualriders.net 0845 337 2949 Chris Smith Virtual Riders Manager Steve Owst ICT Technician, North Bank Glen Greenwood ICT Technician, South Bank Laura Capes Admin Officer From April to October 2012, when the project’s Big Lottery funding ceased, the team provided a range of support including over 500 site visits, over 1,500 phone calls each lasting from 1 to 30 minutes, and responses to over 750 emails. Website development and support continued to be an important part of the Virtual Riders portfolio, hosting 154 websites and looking after 170 domains. A training package was delivered across 23 sessions to 60 individuals, taking it well beyond its original target. Additionally, it already has a further 20 scheduled training courses taking place over the next year. After some considerable research and evaluation across the past year, with some help from the Big Lottery Supporting Change funding, the team identified and developed a portfolio of charged services to offer to clients. Virtual Riders has now been set up as a not-for-profit structure in the form of a company limited by guarantee (CLG) to deliver these services. It aims to continue working with many of the organisations in the voluntary sector to improve capacity in the effective use of IT. The Company was registered at Companies House on 26

th June 2012,

and Virtual Riders moved into a Community hub, alongside some of its clients, in November 2012.

The Partnership Co-ordinator Project Adrian Barnes-White Partnership Co-ordinator, Learning Disabilities; Wendy Bennett Partnership Co-ordinator, Health and Wellbeing; Barbara Dalby Partnership Co-ordinator, Physical and Sensory Impairment; Julie Hastings Partnership Co-ordinator, Mental Health. This project, funded by the National Lottery, came to an end in November 2012 after five years. The aim of the project was to build stronger links between statutory bodies and the VCS focussing on the health and social care agenda. The staff team produced some outstanding results over the lifetime of the project some of which are outlined below:

Membership of 116 statutory boards, committees and sub groups;

Membership of 68 VCS steering groups and forums;

Information disseminated to 590 organisations;

One to one support provided to 123 individual groups and

statutory partners;

Support provided to 36 partnerships;

Hosted 23 themed events including Welfare Reform, Getting

Safeguarding Right, Introducing Alcohol Pathways, Specialist

Employment Support and a Personalisation Conference;

Facilitated a number of local and national consultations including

Equalities and Human Rights, Human Rights Commission Right

to Independence and Welfare Reform.

Key Achievements There have been a plethora of achievements and outcomes both expected and unexpected throughout the life of this project and it has been difficult to pick only a few to highlight, so below is an example of one key achievement from each of the Partnership Coordinator specialisms: Learning Disabilities Brokering partnerships for the Hate Crime Network through the Hull Learning Disability Partnership Board. Health and Wellbeing Work undertaken in relation to safeguarding, creating a stronger link between the Local Authority and the VCS. Physical and Sensory Impairment The development of a network of disabled people, and organisations who support disabled people (physical and sensory impairment) and providing those involved with a voice in a number of arenas. This group, Partnership in Enablement, continues to meet and work together with support from North Bank Forum. Mental Health Supporting the development of the Patient Passport for Vulnerable People.

North Yorkshire LINk Sarah Harrison Partnership Co-ordinator Jen Lewis Project Support Worker

North Yorkshire LINk has accomplished some great work in the districts and has helped inform local people, communities and other interested parties about health and social care in their area. It has run successful public meetings regarding the merger of York NHS Teaching Foundation Trust and Scarborough Hospital and how that may affect local people. It also organised information and engagement events on subjects including Dementia, Mental Health, Emotional Wellbeing for Young People and Health and Wellbeing which gave local people and communities the opportunity to find out where they could go for information, advice and support in their district. The LINk has also had involvement from different local communities such as Gypsies and Travellers, young people and the Chinese communities. Volunteers got involved in local markets, charity events and craft fairs to promote the LINk, by giving out information and signposting people to different services. One of their main successes was information gathering from local people and communities about the services they used. The team would like to thank everyone involved and hope you will join them in Healthwatch North Yorkshire!

• Empowered and trained volunteers;

• Raised awareness nationally and in the EU of issues about the

supply and availability of prescription drugs;

• Provided information and support for patients in need of spinal

injections for the relief of back pain;

• Brought organisations together to set up the North Yorkshire and

York Neurological Alliance;

• Funded and publicised the York Young Carers Card;

• Helped organisations make written material more easily

understandable;

• Designed and produced a Health Passport for people with

neurological conditions;

• Organised training on neurological conditions for home care

workers;

• Consulted members of the public at awareness and engagement

events;

• Provided regular health and social care updates to over 800

individual members, and over 380 local groups and organisations;

• Contributed to the City of York’s Joint Strategic Needs

Assessment and Health and Wellbeing strategy;

• Helped to raise awareness of GP patient participation groups.

The SSD programme was commissioned by Hull City Council, and ran from January 2010 to December 31

st 2012. The programme offered

comprehensive support to VCS groups and organisations across the city – including advice on start-ups, governance, funding, partnerships, safeguarding and monitoring and evaluation. April 2012 to January 2013 This period involved supporting the set-up of three new charities (helping veterans, ex-offenders and adult learners). Funding advice and SSD’s ‘critical friend’ service resulted in successful applications to two Community First panels, an Inspired Facilities grant worth £50,000 for Kingston Amateur Boxing Club and a Reaching Communities grant of £110,000 for Home-Start Hull. The team delivered workshops for a youth-focused organisation that needed help with business plan development, and a partnership of community sports groups that wanted to take on an asset. SSD also worked with the Council’s Sports Development team to carry out health checks with groups operating in schools across the city, and to conduct a consultation on inclusive sport. In addition, our work as Panel Partner for the Newland Community First panel continued. End of project summary

181 of organisations worked with (on a one-to-one basis). Approximately twice this number of organisations also received support via email or phone, from one-off pieces of advice (for example where to get CRB checks) and links to useful websites, to signposts and information about toolkits and resources.

9 partnerships facilitated or provided with ongoing support. From the outset of the programme, the SSD team were involved in bringing together partnerships to bid for specific funds or contracts. This was a learning element of the programme – few other infrastructure organisations were working pro-actively in this area at the time.

36 Bidwriting training courses (attended by 116 organisations). The Bidwriter courses were an integral part of SSD, and led to a 2013 contract with Hull City Council to provide grants courses. Successful grant applications made by organisations attending the training were in excess of £500,000.

41 workshops/networking events (attended by 259 organisations). Events included a VCS launch for the Hull Data Observatory, pre-commissioning workshops for Hull City Council, tender support workshops and area-based networking sessions.

The Difference Engine The Difference Engine is a consortium of infrastructure organisations

working in Hull, led by nbf. The other partners are:

Northern Refugee Centre

Humber Sports Partnership.

In delivering Hull’s Transforming Local Infrastructure Programme the Difference Engine Partnership made a conscious decision to use the funding to develop different, creative ways of working which will lead to improved long term outcomes for both themselves and the wider voluntary and community sector. They resisted the temptation to continue to deliver what they had always delivered, recognising that this was an opportunity to challenge themselves and each other. It recognised that there was no ‘quick fix’ or ‘one size’ fits all approach and that the Sector needed to work better with itself and others. From the outset the Partnership has shown a collective commitment to taking risks in order to achieve sustainability. It has demonstrated the value of partnership, collaboration and shared decision making and provides a framework for continued development and improvement in the future. Through its work the partnership has developed a greater understanding of the sector it supports in terms of its purchasing power, its decision making around back office service providers, its ability to pay for services in the future

and its position in terms of social investment. This work will directly influence how they engage individually and collectively in the next stage of our work.

The team believe that their learning from TLI will enable them to articulate a much stronger, more coherent and business-like offer to potential partners such as the Local Enterprise Partnership, the Local Authority and emerging health and social care bodies. They have emphasised the need to deliver quality services which can demonstrate value for money as well as better evidencing outcomes. They have challenged themselves by applying business models to traditional voluntary sector activity and have come to a shared understanding around charging models to ensure that cost accurately reflects the organisational outlay, recognising that the sector operates in a climate of increased competition. The conclusion has been that there is still a need for some form of infrastructure support for the voluntary and community sector and that front line organisations will need advice, support and guidance to continue to provide and develop the services they deliver. The impact will be in how they share learning and continue a partnership approach to engagement with groups and organisations.
