2 Message from Most Reverend Michael McKenna Bishop of Bathurst

This year, the Australian Catholic churches are celebrating a “Year of Youth”. It began last December with the very successful Australian Catholic Youth Festival which I attended with young people from across our local church. They were a lively and engaged group and brought back gifts of faith, hope and love to their schools and parishes.

The Festival included opportunities for the participants to interact with bishops in various forums on the realities and promise of being young and Catholic today. We are planning something similar for our next clergy conference in Bathurst. I hope that the priests, deacons and young people there will learn from one another as together we commit to live our mission better.

In these events, the co-operation of our Catholic schools has been invaluable. And I thank Mrs Jenny Allen and her team at CEDB, the principals, staff and students for making so many good things happen. It reminds us that our Catholic schools are here to educate the whole person: body, mind and soul. That work is intrinsic to our mission.

In October this year, Pope Francis will convene the Synod of Bishops on the topic “Young People, the Faith and Vocational Discernment”. It is not treating young people as consumers, but as disciples called to work for the sharing of the Good News about Jesus and the coming of his Kingdom. In the Diocese of Bathurst, we have already participated in preliminary surveys and look forward to seeing this international activity take shape.

Once again, I give thanks and ask God’s richest blessings on all who support our schools. I think of the families who entrust their children to be educated in them and give them practical help. I think of our Catholic Education Council, who provide me with their expertise and wisdom on all aspects of this vital work for the Church. And I think of our priests, whose work, both spiritual and administrative, for the schools of their parishes often goes unnoticed and unacknowledged, but not by me.

Asking the prayers of Our Lady of the Central West, St Patrick and St Mary of the Cross, that God may bless our works and make them prosper.

Message from Mr Paul Crennan 3 Chair, Diocesan Catholic Education Council

The delivery of educational services requires attention to governance and accountability. The Diocesan Catholic Education Council (DCEC) is one part of the multi-layered governance structure for Catholic Education Diocese of Bathurst (CEDB).

The DCEC draws its strength from the dedication and the broad range of skills of its members. Meetings of the Council and its subcommittees involve time and careful consideration at a strategic level in the areas of faith, learning and stewardship.

In 2017 changes in the financial methodology for CEDB announced in 2016 commenced in operation. Needs based funding of schools in line with the focus of Government was and continues in the equitable principles upon which funding is allocated by CEDB for schools within the Diocese.

Budgeting in CEDB commences with the identification of the needs of individual schools, which are in turn based upon the educational needs of the students. School enrolments are a critical driver of funding. To maintain and to increase enrolments is important, not only financially but also as an indicator of a healthy system of schooling which is attractive to families in the Diocese.

The support of families in the Diocese is critical to maintaining the place of Catholic education within the overall education system in Australia. It is recognised in this modern era that there are numerous choices available to families in the education of their children.

Quality education is delivered in our schools with the application of modern educational principles, continuing professional development for our educators and engagement with parents in the education of their children.

CEDB system strategies operating within faith, learning and stewardship are under continuing review. The DCEC meetings receive reports on the progress towards the achievement of system strategies from the CEDB leadership group. Critical to the analysis is the contribution which is identified as having been achieved towards the Annual Improvement Plan.

Proper stewardship of resources also means that with existing Government funding levels, Catholic schools within the Diocese of Bathurst, are not under threat of significant school fee increases.

CEDB looks forward to families supporting Catholic education in the Diocese understanding the commitment that CEDB gives to them in the delivery of quality Catholic education in an affordable way, with the students at the focus of all that we do.

Within our overarching theme Encounter, Achieve, Flourish our thirty three school communities continued their ongoing journey throughout 2017 of striving, with Jesus Christ as our inspiration and guide, to provide high quality Catholic education.

Their efforts in support of this vision were enthusiastically celebrated at our inaugural Diocesan Showcase held at St Mary’s Catholic School Wellington in July. The day commenced with a keynote address by Professor Stephen Dinham followed by a series of thirteen workshops facilitated by teachers for a gathering of 235 staff. The final plenary session inclusive of parents and students was a reflection of the importance our schools give to student voice and the partnership between home and school.

That event, along with the deepening of the Professional Learning Communities culture in our schools, resonates with John Hattie’s research which reminds us that the greatest effects on student learning occur when teachers become learners of their own teaching and when students become their own teachers.

In our desire to be both great schools and great Catholic schools, the current national focus on the formation needs of staff was reflected in the development during 2017 of our CEDB Faith Formation Framework, The Joy of Missionary Discipleship. It was wonderful synergy to be commencing the implementation phase of the framework as the Year of Youth began in December 2017. The joyous attendance of over 130 students, along with teachers, priests, seminarians and Bishop Michael McKenna at the Australian Catholic Youth Festival in Sydney was also a positive culminating activity in our diocesan 2017 Youth Plan.

All CEDB activity aligns with the three pillars of our mission statement: Faith, Learning, Stewardship. 2017 was another year of extensive and focussed activity in the stewardship/enabling dimension of our work. A raft of activity occurred to ensure that we are implementing contemporary system wide standards, policies, processes and technologies.

My deep appreciation is extended to our school leaders, school and office based staff and to the members of the Diocesan Catholic Education Council and its committees for all that occurred in 2017 in support of our mission and vision. I trust that it has been a richly rewarding experience. In partnership with family and parish, our combined efforts have all been directed towards each and every student and our hope for them to encounter Christ and to achieve and flourish in their wonderful uniqueness.

The Diocesan Catholic Education Council is the chief advisory body to the Bishop for developing policies in the area of education for the Diocese of Bathurst. The Council’s work is devoted to the oversight of the Catholic schools system, as well as to the catechesis of Catholic children and young people more generally.

Achievements in relation to our six system strategies in 2017:

1. Building and promoting culturally inclusive christ centred leadership capacity within staff, students and parents

• CEDB Faith Formation Framework developed and launched

• A number of faith formation opportunities in the form of short courses developed for staff and parishioners: Fr Elio Capra, Teaching the Sacraments, Fr Greg Bellamy, Christology

• Formation opportunities offered to teachers and leaders to attend significant Catholic Identity/Religious Education conferences during 2017 including the Catholic Missions and Religious Education Symposium

• Subsidised places were offered to teaching staff in the Graduate Certificate Leading New Evangelisation course (ACU) and the Graduate Certificate/Masters in Theology (BBI)

• Priests/Principals Meeting held in November with a focus on the recommendations by Fr Gerry Arbuckle on the role of the Religious Education Coordinator.

2. The ongoing formation of schools as centres of catholic faith and the new evangelisation within parish communities

• Phases 2 & 3 of Catholic Schools Youth Ministry Australia (CSYMA) implemented fully into James Sheahan Catholic High School Orange and St John’s College Dubbo

• Phases 1 & 2 of CSYMA introduced into a further four diocesan high schools

• Peer ministry activities organised and implemented by CSYMA students into diocesan primary schools: To Lead Like Jesus Did: Leadership Formation, Pentecost People: Pre Confirmation, Pentecost People: Post Confirmation

• A series of successful youth gatherings were held throughout the year: Shine in August (400 students in attendance), Diocesan Youth Festival in September, iRise in October (150 students in attendance). Fr Rob Galea facilitated Praise and Worship events in Bathurst, Orange and Dubbo with surrounding schools and parishioners. Up to 800 students attended each event

• 2017 Australian Catholic Youth Festival Committee formed. 130 students along with teachers, priests and seminarians attended the Festival in Sydney in December.

3. The re-culturing of schools as Professional Learning communities (PLcs) reflecting the Model of christ centred Learning (MccL)

• Professional Learning Communities CEDB Position Paper, Agreed Language and Structures for the Conduct of Christ Centred Professional Learning Communities in Catholic Schools was published and distributed to schools

• All schools were provided a targeted allocation of staffing for the continued development and embedding of Professional Learning Communities

• All schools have engaged in self reflection in regard to their implementation of PLCs via the PLC rubrics for each key area of implementation

• Peer coaching courses for staff were successfully implemented

• KLA networks continued to operate effectively across the diocese

• Assessment remained a key item on the professional learning plan for schools, with schools sharing best practice as part of the work of PLCs

• The inaugural Diocesan Showcase held in July 2017 was highly successful. The input from Professor Steve Dinham, University of Melbourne and the range of workshops led by 13 schools generated deep learning for teachers and leaders and resulted in

subsequent interschool visits being arranged by schools to enable further sharing and evaluation of successful learning and teaching practice. Professor Dinham is the author of the 2017 CEDB study text for principals, Leading Learning (2016)

• STEM Implementation Strategy co-constructed with CEO and school personnel and published and disseminated to schools

• Stage 5 iSTEM course implemented into 5 of the 7 secondary cohorts in 2017

• Years 7-10 students surveyed in term 3 regarding attitude and participation in STEM. Survey to continue annually to collect longitudinal data

• Professional learning for principals on the benefits of interdisciplinary learning

• STEM partnership developed with Charles Sturt University’s new engineering faculty

• ‘Reforming the HSC Diocese of Bathurst Approach’ published and disseminated to schools

• Professional learning days were held in 2017 to workshop the 17 new stage 6 syllabuses

• CEDB Kindergarten Ready for Learning program implemented with great success as evidenced in the school/parent evaluation data

• Ready for Learning information brochures/fliers produced for distribution in schools/community mail distribution and CEDB marketing material on local buses in targeted areas

• CEDB library review committee formed. All schools surveyed and a report with recommendations developed for the leadership team for discernment regarding next steps.

4. strengthening and expanding strategic partnerships

• Terms of Reference for a Diocesan Parent Reference Group were developed

• A format for a family/community engagement e-newsletter was developed and several editions of the newsletter were published in 2017

• Diocesan parents were supported to attend the Council of Catholic School Parents conference in Manly, 2017. This led to the request by parents to bring Professor Lea Waters to the diocese in March 2018

• A series of presentations by Dr Justin Coulson were held across the diocese (Dubbo, Orange, Bathurst) in 2017 with sessions run for staff and parents on a range of complex parenting issues

• Arrangements made for Deb Pusher, key international figure in regard to parent engagement in schools, to deliver presentations in Dubbo in March 2018.

5. Development and implementation of a wellbeing and pastoral care framework that supports students, staff and parents

• Work continued on the development of a CEDB Wellbeing and Pastoral Care Framework. Professor Toni Noble presented to diocesan principals in March 2017, reflecting on the work of staff from CEDB and providing an overview of other frameworks, specifically PROSPER, to enhance the ongoing work in the area of wellbeing

• Two staff members from each school (66 participants) took part in Challenging Behaviours training, providing each school with a reference person in this critical area of wellbeing.

• Compliance Management Tool (CMT) finalised and implemented across the diocese

• CMT training sessions organised for all school principals and key personnel

• The revised School Review process was implemented, with the inclusion of curriculum specialists used to validate curriculum compliance in keeping with the model that has been operating in the secondary schools

• Training provided to primary school leaders on developing a shared understanding of primary curriculum compliance

• The CEDB intranet, Unity, was expanded to incorporate goal setting for teachers, leaders, principals and CEDB personnel

• Substantial ongoing professional learning and support in the area of teacher accreditation was provided to schools

• CEDB Professional Practice & Development (PP&D) Annual Planning process has been developed to embed the Australian Teacher Professional Performance & Development framework across the diocese. Professional learning has been provided by CEDB for the PP&D process across all Diocesan schools. Leaders in the PP&D process have been provided with PD on their coaching role in the PP&D process as well as practical experience in SMART goal setting linked to the school’s teaching and learning annual plan

• Ongoing engagement with CCI leading to the development of a CEDB Risk Framework

• A Single School Fee model was implemented in 2017

• Debtor Management Policy implemented in 2017

• Delegations Policy implemented in 2017

• Planning for the implementation of the new Financial Model 2018 was completed in 2017

• The staff allocation formula was tested, finalised and implemented for school staffing in 2018

• Salary Packaging was outsourced (Lease+ Salary Packaging)

• CEDB transferred the management of maintenance identified in the current condition assessment from schools to CEDB during the year

HSC Data In 2017, 446 students studied for the HSC at one of the Catholic Secondary schools in the Diocese. HSC courses were offered in 52 subjects and included vocational as well as academic courses providing students with a full range of options. This included the first cohort of HSC students from St Raphael’s Catholic School, Cowra. The highest ATAR in the Diocese was 99.75, achieved by two students. Students achieved a total of 151 Band 6 results.

There were 28 Aboriginal and/or Torres Strait Islander students in CEDB who completed the HSC – St Johns College Dubbo (12), James Sheahan Catholic High School Orange (10), La Salle Academy Lithgow (1), MacKillop College Bathurst (1), St Matthews Catholic School Mudgee (3) and St Raphael’s Catholic School Cowra (1).

Band 6 Results There has again been an increase in the Catholic sector results in 2017, further exceeding the 2016 record results. The Diocese of Bathurst overall, achieved 38 band 6 results per 100 students.

La Salle Academy Lithgow achieved by far its best result ever on this metric, with 57 Band 6 results per 100 students.

Two students, one from La Salle Academy Lithgow, and one from MacKillop College Bathurst, were named as All-Round Achievers for scoring 10 units of Band 6 results.

One student from La Salle Academy Lithgow placed First-in-Course in NSW for Studies of Religion I.

In 2017, 255 students studied either Studies of Religion I Unit or 2 Unit, 16 and 8 students achieved Band 6 scores in these subjects respectively. The remaining 191 students completed a school developed Catholic Studies Course.

Students and their families were invited to attend the Diocesan HSC Awards Ceremony which provided recognition to students for academic excellence in the Higher School Certificate in 2017. The ceremony was held 7 February 2018 at the Orange Civic Theatre.

VET Awards 2017 Keely O’Neill from MacKillop College Bathurst and Olivia Budden from St Johns College Dubbo won respective Gold and Silver Medals in the World Skills Commercial Cookery –Zone 1 Skill Off (Macquarie, Riverina & Illawarra Regions) which was held at MackIllop College Bathurst. The result allows Keely to progress to the National Competition in Sydney in 2018. Jonathan Emeny was a Western NSW winner and NSW finalist in the NSW Training Awards in the School-Based Apprentice/Trainee of the Year category. Johnathon studied Certificate III in Meat Processing (Retail Butcher) as part of his HSC.

Moving Forward:On release of the HSC Merit Lists by the end of 2017, all schools conducted an initial response to the HSC data and these responses were then submitted to the Consultant to Schools.

In February/March, meetings were organised with school leadership teams, Consultant to Schools and Consultant to Schools: Quality Systems and Services to explore the following:

a. Data Overview and the questions that framed the analysis;

b. the patterns that emerged (not judgements); hypothesis and hunches in relation to the data results – the meaning for the school team in relation to the results;

d. RAP data analysis, course by course and by subject/KLA conducted by each KLA Coordinator with their team;

f. and measures to support vulnerable students in the next cohort of students.

ThiswillbeanewwayofworkingmorecloselywithschoolstodrilldownthroughtheHSCdataresultsandstudentachievements (individually and collectively) with a focus on analysis and response to the data.

Catholic Education Diocese of Bathurst (CEDB) currently supports all KLA subjects and courses via Professional Learning. English,MathematicsandSciencelearningandteachingwillbefurtherexploredin2018.Inaddition,CEDBwillcontinuetosupportMathematicsand Science through existing networks and professional learning, for example,MathematicsWorking Party and STEMProfessionalLearning–includingTeacherEnrichmentActivitywiththeUniversityofSydney.

CEDBputtogetheran investigativetaskforce in2017– IncreasingStudentParticipationandAchievement inAdvancedMathematics(ISPAAM) with the purpose of providing advice and direction in relation to improving student engagement and participation inMathematicsatthehigherlevels.ThistaskforcecomprisedschoolandofficerepresentativesworkingwithDrSaraMurray(formerlyofCSU).RecommendationsandactionsfromthisgroupwillsupportHSCdataanalytics.

CEDBwillcontinuetoprovideprofessional learningopportunitiesand lookatotherways to improve teaching, forexample, in7-10EnglishandStage6Englishcourses,7-10ScienceandChemistry,Physics,BiologyandSTEM,7-10Mathematics,Mathematics,GeneralMathematics and Extension Mathematics.

Diocese of Bathurst system report for 2017The continued system-wide focus on Leading Learning aims to maximise valued learning outcomes for every student.

An increased understanding of student achievement data has been driven by the growing understanding that intelligent data use can improve learning outcomes of our students. Effective data analysis enables us to understand our students’ learning needs; informs teacher professional learning; and provides evidence of progress toward specified goals and targets. As such, it is an essential component of our school improvement Quality Catholic Education (QCE) framework.

One important source of student achievement data is that derived from external assessments such as the National Assessment Program – Literacy and Numeracy (NAPLAN) at Years 3, 5, 7 and 9.

NAPLAN data provides us with another opportunity to reflect on our strategic intent of enabling high levels of learning for all students.

Our 2017 NAPLAN data reveals that on top of strong NAPLAN performance system wide, a number of our schools have recorded improved results, many of those for the second year in a row.

Our teachers working within and across schools to collaborate on analysis of data and strategies to facilitate truly engaging learning for students is one of the hallmarks of our Catholic education system, along with our pastoral care and unique understanding of the God-given dignity of each child.

For the seventh successive year, schools from across the Diocese of Bathurst have performed above both the State and national average – in many areas, in each grade.

The following positives are worthy of note:

• In Years 3, 5, 7 and 9 the percentage of students in the bottom two bands was significantly less than both the state and national figures in all components of the NAPLAN tests

• In Years 3, 5, 7 & 9 the system average mean for writing is significantly above both the state and national figure

• In Year 3 the percentage of students in the top two bands was above both state and national figures in all components of the NAPLAN tests

• Our greatest strength across the diocese in all year levels is reading

• Year 3 are consistently performing well above state data in reading, writing, grammar and punctuation and numeracy, indicating our early years work is having great success across the system, including in our state action plan schools

• Year 5 are sitting on or above state average in all areas, with a strength in reading

• Year 7 are sitting on or above state average in all areas with a strength in reading

• Year 9 are sitting on or above state average in most areas with a strength in reading and writing

• Spelling continues to be a challenge across our system with all cohorts sitting on or just below the state average

• Numeracy, whilst consistently strong in Year 3 in successive years, is not achieving the same level of growth, compared to the state, in Years 5, 7 & 9.

national minimum standardsThe second lowest band on the achievement scale reported for each year level represents the national minimum standard expected of students at that year level. The national minimum standard is the agreed minimum acceptable standard of knowledge and skills without which a student will have difficulty making sufficient progress at school. Students whose results are in the lowest band for the year level have not achieved the national minimum standard for that year. These students are likely to need focused intervention and additional support to help them achieve the skills they require to progress in schooling.

National testing provides opportunities for the system and schools to examine achievements and progress, and to strategically plan for further improvement as a result. Across our system of schools, results are generally very pleasing.
