EstablishEd in 1976, the Contra Costa Child Care Council is a nonprofit organization that is the only child care resource and referral agency serving all of Contra Costa. We offer a wide range of services and programs to promote quality care and early education so that children are ready for school and parents can work.

Community Events 2007–20082nd Annual Children’s Art and Literacy Festival drew

a crowd of over 800 people from around the East Bay. Thanks to its supporters and the efforts of more than 100 volunteers, staff and Board members, the Festival engaged children and their families in hands-on art and early literacy activities.

14th Annual Early Learning Conference provided edu-cational workshops for over 260 parents and child care providers on topics such as science, art and physical activities with young children, understanding behavior and building self-esteem in children, and how to market and manage a successful family child care business.

Our Programs 2007–2008Early Start to Success provided parent education to give

families the knowledge and tools to be the best parent, grandparent or caregiver that they can be to ensure their child’s success.

Resource and Referral Services at our offices in Richmond, Concord, Antioch and Brentwood helped

thousands of families in need of child care referrals and parenting resources.

Child Care Fund helped thousands of low income, working Contra Costa families to pay for child care.

Child Care Eligibility List is the countywide subsidy wait list for families seeking financial assistance with child care costs. The Council manages the list that subsidized programs can access when they are recruiting families for their programs.

Child Health and Nutrition Program worked to engage thousands of children, their families and child care providers to eat healthy and get active. Its Child Care Food Program helps family child care providers with the cost of serving nutritious meals and snacks to children in their care.

Learning Institute worked with parents, children and child care providers to strengthen early learning communities.

Inclusion Project served children with special needs while providing support to their families and training to their child care providers.

Early Learning Demonstration Project worked with child care providers using national accreditation tools to improve the quality of care.

Exempt Caregiver Training Project offered informal caregivers workshops and individualized assistance.

Early Learning Alliance supported qualified providers seek ing career advancement through training and higher education.

From Our Executive DirectorDear Friends,

With 32 years of service and excellence, the Contra Costa

Child Care Council continued its work on behalf of children

and families in 2007-2008. It was an exciting year with the

opening of our new Brentwood office, our co-sponsorship

of the 2008 Children Summit to support early education

policies with key partners, including Congressman

George Miller, and our co-sponsorship of the

countywide Healthy and Active Before 5 Summit in the fight

against childhood obesity. We were recognized for our

impact on the community when the Contra Costa County

Board of Supervisors proclaimed February 12, 2008,

“Contra Costa Child Care Council Day.”

During fiscal year 2007–2008, the Child Care Council provided free or low cost services to promote quality care and early education for children in Contra Costa’s communities. Together, we have touched the lives of many families.

•76,116 families received individual consultations on parenting issues and family concerns from trained counselors in four area offices

•6,060 parents received free child care referrals for 9,177 children

•More than 300 families with children with special needs received phone and individual consultations, including enhanced child care referrals

• More than 1,519 families and 2,672 children benefited from the Child Care Fund, which provides financial assistance with child care costs to low income families

•More than 22,000 children were positively impacted through the Child Health and Nutrition Program, which provides education on health, safety and nutrition to child care programs

•Child care educators were trained and supported with 29,624 site visits, workshops and consultations to improve the quality of care for children, including children with special needs and in low income communities

•Parent VoICES, Contra Costa Chapter, a parent leadership and support group that has grown to 900 members, received the Child Care Council’s support to ensure that parents’ voices are heard and advocate for a child’s right to quality, affordable and accessible child care

The annual audit of the Contra Costa Child Care Council’s financial statements was conducted by Randolph Scott and Co., Certified Public Accountants, Inc., in accordance with auditing standards generally accepted in the U.S.A. and the standards applicable to financial audits contained in the Government Auditing Standards, issued by the Comptroller General of the United States. In the opinion of the auditors, the Statement of Financial Position, the Statement of Activities, and the Statement of Cash Flows present fairly, in all material respects, the financial position of the Child Care Council, as of June 30, 2008, and the changes in its net assets and its cash flows for the year ended in conformity with generally accepted accounting principles. A complete copy of the audit statement is available for public inspection in our main office.

* Infrastructure expenses include: administration, accounting, human resources, information technology, web site, public education and advocacy, volunteer services, communications and development. Infrastructure expenses are allocated across programs and services.

A frail young woman arrived at our Area Office

with her two-year-old son, Joseph. She needed

help with child care and Candy, one of our

Resource & Referral Counselors, worked with her to find child care providers in

her community.

We learned that she had just been released

from the hospital and had been battling a

serious heart condition. During her hospital

stay, she was desperately concerned because

Joseph was being shuffled around from family

member to family member.

“He has become so clingy and fussy,”

she said.

While hospitalized, she made a promise to

herself that she would find stable, nurturing child

care for Joseph. With the Child Care Council’s

help, she found the child care she needed.

Facing a long, slow recovery, the right child care

provided a strong support system for her, her

son and her (exhausted) extended family.
