Canadian Award for Financial ReportingThe Government Finance Officers Association of the United States and Canada (GFOA) awarded a Canadian Award for Financial Reporting to the City of Pitt Meadows for its annual financial report for the fiscal year ended December 31, 2014. The Canadian Award for Financial Reporting program was established to encourage municipal governments throughout Canada to publish high quality financial reports and to provide peer recognition and technical guidance for officials preparing these reports.

In order to be awarded a Canadian Award for Financial Reporting, a government unit must publish an easily readable and efficiently organized annual financial report, whose contents conform to program standards. Such reports should go beyond the minimum requirements of generally accepted accounting principles and demonstrate an effort to clearly communicate the municipal government’s financial picture, enhance an understanding of financial reporting by municipal government, and address user needs.

A Canadian Award for Financial Reporting is valid for a period of one year only. We believe our current report continues to conform to the Canadian Award for Financial Reporting program requirements, and will be submitting it to the GFOA for 2015.

It is my pleasure to present to constituents the 2015 Annual Report for the City of Pitt Meadows. Looking back over the highlights of 2015 made me proud of the work our Council and City staff have achieved over the year and the commitment we have made to informing and engaging the residents of Pitt Meadows in the growth and future of the community. Change and transition are always a part of a growing community like ours, and the past year was no exception. From the parks and recreation transition to a new relationship with our Katzie First Nation neighbours, to ongoing improvements to infrastructure and safety in the city, my Council members and I recognize that Pitt Meadows is at the edge of a new era.

We began the year with a new strategic plan that incorporates this Council’s vision, prioritizing the areas of Corporate Excellence, Economic Prosperity, Community Livability, and Transportation & Infrastructure. Within each focus area we are aligning our corporate initiatives to address the community’s needs and approach the challenges of the future with careful planning and ongoing engagement with citizens.

Council also remains committed to transparency to the public and with this in mind we adopted a Declaration of Open Government Principles, which outlines the City’s commitment in the areas of transparency, public participation, collaboration with the public and other levels of government, and best practices. In this vein, throughout the past year we have hosted several public input opportunities, such as the transportation and taxation town hall meetings and public consultation session on filming practices in the South Bonson area. We encourage public input and feedback within our processes and continue to hear from citizens on issues of concern in the community.

The community’s relationship with our Katzie First Nation neighbours was also a priority. We stood alongside the Katzie in addressing the Sheridan Hill Quarry application and hosted a public information session attended by hundreds. In addition, the City worked with the Katzie leaders to create three service agreements between the two communities, focusing on communications protocols and the provision of water, sewer, and fire protection services. The agreements are the result of a working process between the two Councils and senior staff under the Federation of Canadian Municipalities (FCM) First Nations - Municipal Community Infrastructure Partnership Program (CIPP). Through this journey, the communities not only created strong working partnerships, but also formed a friendship. Our new initiative is a joint working group for economic development which will roll out in the latter part of 2016.

Our parks and recreation services will see a major transition in the upcoming year. In October 2015 the joint service agreement for Maple Ridge Parks & Leisure Services was dissolved and Council and staff have worked diligently ever since to plan for a brand new, independent parks and recreation service in Pitt Meadows. This means putting organizational structure in place, planning for staffing and programs and ensuring a strong financial plan to support the new service. Council’s intention from the start was to offer seamless service, so residents will continue to be able to access the same services in their community that they have before. After the official transition date of October 31, 2016, we will begin a fine-tuning process to ensure the programs and services we offer are what our residents need and want. We look forward to offering a level of customer service that will be tailored to Pitt Meadows residents moving into the future.

Looking ahead we have several issues affecting the community to work with. Council in 2015 approved a new staff position, an Environmental Stewardship Officer, to help ensure the City’s and our partners’ impacts on our local ecosystems and environment are managed with care. Development in the South Bonson area is an ongoing process, and, as always, public safety will be a priority. We will ensure that our police services and paid-on-call fire service are adequately supported and funded.

As a Council, we encourage residents to get involved in the community by volunteering, participating at local Council meetings, and attending public hearings, workshops and information sessions. I am pleased to present the City’s 2015 Annual Report. Each year this report is prepared within the requirements of the Community Charter ; it highlights our corporate vision, our financial statements at the close of 2015, our achievements over the past year, and goals for the coming year. It is also our report to the community about our direction and vision for the City.

It was my honour to be appointed by Mayor and Council to the position of Chief Administrative Officer in early 2016. As part of the corporate leadership team for the past few years, I have witnessed the hard work and dedication that has gone into each year of strategic planning for the community. These plans build on the long-term goals of improving the quality of life for all of our citizens by renewing our capital infrastructure, focusing on core services through service excellence, and maintaining a healthy and safe community. It is the result of this work at the Council level, and the daily work executing these plans by the staff at the City of Pitt Meadows that makes the community a great place to live, work and play.

In 2015 it was announced that our 20-year joint service agreement with Maple Ridge for the Maple Ridge Pitt Meadows Parks & Leisure Service would come to an end. For Pitt Meadows, this meant a great opportunity to build a brand-new parks and recreation service that is tailor-made for the community. Council’s priority in this initiative is to provide “seamless service” – programs and services that were available in Pitt Meadows under the joint program will continue to be available after the transition on October 31, 2016. After that time, we will have the opportunity to fine-tune, and with public input, offer programs customized to what residents want to have and enjoy.

Another major outcome of 2015 was the work of the Citizen’s Committee for Open Government. This group of citizens met several times throughout the year and worked diligently to come up with 23 recommendations for how the City can improve openness and transparency with the residents we serve. This led to Council adopting, among other initiatives, a Declaration of Open Government Principles; a commitment to transparency, public participation, collaboration with the public and other levels of government, and best practices.

We have also placed a focus on maintaining our infrastructure, both in our financial planning and maintenance schedule to ensure the City’s needs are addressed going forward. This includes traffic crossing improvements, maintenance and clearing of the Katzie Slough, and McKechnie pump station upgrades.

Other highlights throughout 2015 include public consultation for taxation, transportation, and filming practices; communication and enforcement of Stage 3 water restrictions throughout the Metro Vancouver region; and hosting a public information meeting on the Sheridan Hill Quarry application, a process through which hundreds of residents voiced their concerns about the environmental impact of the proposed mine on the surrounding community. These projects could not be a success without the participation of the public, and staff remains committed to working with residents to engage and inform as part of our open government principles.

I look forward to the continued work by our staff and Council in ensuring the continued success of Pitt Meadows; from long-term strategic planning, to the day-to-day work performed by our employees, as well as input and engagement by citizens. I am truly proud to be a part of the continued growth and careful planning for the success of the community. Sincerly,

General GovernmentOffice of the CAO

The Chief Administrative Officer (CAO) is responsible for the overall administration of municipal operations in accordance with the objectives, policies and plans approved by Council, and directs, leads, and coordinates the activities of various City departments; working to ensure that municipal operations are responsive to community needs

The CAO also directly oversees the administration of the City’s Emergency Management Program, including staff training, emergency pre-planning, response and recovery, in cooperation with Maple Ridge.

The Legislative Services division is responsible for the administration of the City’s legislative processes, including ensuring that City Council business is conducted in accordance with applicable statutes and bylaws; maintaining corporate records; preparing Council meeting agendas and minutes; contract management and procurement; conducting municipal elections; responding to requests for records under the Freedom of Information and Protection of Privacy Act; and serving as a Commissioner in taking affidavits.

Highlights:

- Adoption of a new 2015-2018 Corporate Strategic Plan

- Initiation of a Fire Services Review to assess the sustainability and effectiveness of the City’s fire and rescue service model and identify ways to improve if necessary

- Increased budget transparency and approval of 2016 business plans and budget

- City and Katzie First Nations Community Infrastructure Partnership Program

The HR, IT & Communications department provides internal support to the organization through staffing, public interfaces, and outreach.

The Information Technology division is responsible for the day-to-day maintenance of the City’s network servers and related external infrastructure, mobile devices, and business application software for all municipal departments. This division also provides leadership for the planning, development and management of the City’s information technology systems.

The Communications division provides strategic communications planning and advice; leadership and direction for marketing campaigns; media buying, relations and monitoring; online strategy, design and content, as well as, being directly responsible for the first point-of-contact (customer service function) via phone and email for the organization.

Human Resources includes organizational development, recruitment and retention, training and development, performance management, labour relations including collective agreement interpretation and labour management, and occupational health, safety and wellness for our 65 employees.

Highlights:

- Developed Health & Safety Strategic Plan as well as updated terms of reference for joint Health and Safety Committee

- Policy review and development for Human Resources and Health and Safety policies

- Creation of Civic Recognition Policy to recognize citizen achievements

- Expanded social media presence

- Support and promotion of Council activities and events

- Coordinated the request for proposal process for a land-based building, permitting, licensing and taxation system to replace legacy billing, licensing and taxation systems, introduce automated systems for permitting and building inspection, and provide residents with online access to City services

- Implemented new, high definition broadcast audio and video system for live streaming Council meetings

The Parks and Leisure Services Commission serves both Pitt Meadows and Maple Ridge and is an independent joint policy-making body that works within a budget approved by both city councils. In October 2015, Maple Ridge provided the City of Pitt Meadows with notice that the 21 year old Joint Services Agreement will conclude on October 30, 2016. As a result, Pitt Meadows will be transitioning to an independent Parks and Recreation model effective October 31, 2016.

The department maintains and operates facilities including the Pitt Meadows Family Recreation Centre, the Maple Ridge Leisure Centre, Greg Moore Youth Centre, South Bonson Community Centre, ice and curling arenas, two outdoor pools, and several community halls. This is done in collaboration with various not-for-profit community organizations, agencies and businesses. The department also maintains sites and facilities including the city parks systems which include actively used parkland, sports fields, a substantial number of green-belt areas and trail networks, and operational services.

Highlights:

- Updated Service Agreements with community partners

- Implemented a low-cost Summer Fun Pass for children 3-12 years old

- Supported watering restrictions with tree watering bag program to assist with watering boulevard trees as well as private property trees in a sustainable manner and reduce the number of trees lost in the dry weather period

- Expanded programming through partnerships with the Canuck Autism Network

- A computerized irrigation control system to control changes in one central area for several sport field locations

- Updated the Park Amenity Gift Policy and program system to offer new functionality for planning and permitting

Operations and Development Services

The Operations and Development Services department is made up of two divisions: the Development Services Division and the Engineering and Operations Division.

The Development Services division provides information and services that assist with realizing the aspirations of sustainable growth and community planning envisioned in the Official Community Plan (OCP), and aligns the OCP with the expectations of Council and the Corporate Strategic Plan. Services include development planning and application processing, subdivision approval, building inspection, cross connection control, business licensing, bylaw enforcement, advisory committee support, and sustainability initiatives.

The Engineering & Operations division ensures that the City’s public infrastructure is planned, built, operated, and maintained to the highest standard given available resources. This division is responsible for :

· transportation planning and development servicing; · the drinking water distribution system; · the sanitary sewer collection system; · solid waste collection including garbage, recycling and green waste; · the transportation network including traffic signals, signs, bridges and sidewalks; · drainage and flood protection; · seasonal services such as street sweeping, snow plowing and mosquito control; · construction and maintenance of capital infrastructure; and · fleet and equipment maintenance.

Highlights:

- Upgrades to McKechnie Pump Station

- Controlled pedestrian crossing installed on Hammond Road across from Wildwood Trail, and improved crossing on Harris Road across from West Coast Express Station

- Ford Road bike lane extended from 193 to Baynes Road

Fire & Rescue Service

The Fire and Rescue Service department provides 911 emergency response and acts as a first point of contact with citizens and visitors for many incident types. Fire & Life Safety Education sessions, directed at a wide variety of community demographic and social groups, provide valuable information and exposure to the dangers of fire and other hazards as well as methodologies to prevent or minimize damage and injury. Outreach is provided to citizens and businesses through related bylaw enforcement, legislated fire safety inspections at public and commercial properties, during formal fire investigations, and within the pre-incident planning process.

Highlights

- Responded to 566 incidents, conducted 266 training sessions, and completed 661 fire safety inspections

- Completion of detailed Fire Service Review reaffirming Paid on Call service delivery model

- Implemented Public Education module in fire department database management system

- Charitable activities in the community raised several thousand dollars for local charities. Muscular Dystrophy drive recognized long time supporter and local child Jordan Wright, who passed in 2015

- Substantial completion of a smoke alarm installation program in partnership with the Katzie First Nation

- Training ground substantially complete and into service, thus saving significant budget annually

- 85 pre-fire plans updated for commercial, multi-family and agricultural properties

- Transitioned training program to new Provincial Structural Firefighters Competency and Training Playbook standard at Full Service Level

RCMP Police Services

The RCMP is contracted through the provincial government by the City of Pitt Meadows. A wide range of policing services is provided to increase public safety within the community. In addition to reactive policing by responding to calls for service, RCMP work pro-actively and collaboratively with both internal and external stakeholders to meet community needs, increase public safety and prevent crime. The main hub of operations, Ridge Meadows detachment, is located in the City of Maple Ridge, supported by a community policing office in Pitt Meadows.

Policing is further enhanced with specialized services in the form of regional integrated teams such as Integrated Homicide Investigation Team (IHIT), Integrated Forensic Identification Section (IFIS), Integrated Police Dog Service (IPDS), Integrated Collision Analyst Reconstruction Section (ICARS), and the Lower Mainland Emergency Response Team (LMERT).

- Enhanced service delivery from the new Community Policing Office including criminal record checks and electronic finger printing

- Successful auto crime project with focus on reducing risk of vehicles being stolen and vehicles being broken into

The Finance and Facilities department provides support for day to day operations of the City through the provision of accounting, banking & investments, budget & business planning, debt management, long-term financial planning, payroll & benefits, tax collection services, reception centre, facility maintenance and facility life cycle planning.

We have audited the accompanying consolidated financial statements of the City of Pitt Meadows, which comprise the Consolidated Statement of Financial Position as at December 31, 2015, and the Consolidated Statements of Operations, Change in Net Financial Assets and Cash Flow for the year then ended, and a summary of significant accounting policies and other explanatory information.

Management's Responsibility for the Consolidated Financial Statements

Management is responsible for the preparation and fair presentation of these consolidated financial statements in accordance with Canadian public sector accounting standards, and for such internal control as management determines is necessary to enable the preparation of consolidated financial statements that are free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on these consolidated financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the consolidated financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the consolidated financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the consolidated financial statements, whether due to fraud or error.
