Foreword
We would hereby like to present you with the Utrecht Sustainability Institute’s annual report for
2013.
The main priorities of 2013 were the strengthening of the collaboration with our network partners as
well as the set up and implementation of concrete projects.
We have further delineated USI’s activities together with our knowledge and business partners. The
added value USI represents for its network is particularly evident in the following activities:
1. Acting as a knowledge broker for sustainable urban redevelopments
2. Increasing the visibility of Utrecht’s sustainability knowledge cluster
3. Helping to initiate new projects and programmes, particularly in the following areas:
‐ an integrated approach to energy efficiency and renewable energy in the built environment
‐ circular economy: from theory to practice
‐ living labs, focussed on the integral sustainable redevelopment of urban areas
‐ modelling data concerning energy, materials and water in urban areas
‐ design and organisation of subsoil systems (including the CATO‐2 programme)
‐ Sustainable Finance Lab
The balance will be drawn up at the end of 2014 and a decision made as to how USI will be
continuing after the ERDF subsidy comes to an end (mid 2015). USI has already started preparing for
this in 2013 by adopting and implementing a market‐based approach.
The number of current projects is growing steadily, as is the case with the new projects portfolio. The
following 2013 Highlights, the project summaries and project descriptions will provide you with an
impression of this growth.
USI hopes to be able to continue its efforts during the forthcoming year together with all its partners
and friends. On behalf of the USI Team, I would like to wish you a very inspiring 2014!

Highlights 2013
Both the number of current projects and the new projects portfolio have seen a steady increase in
2013. For example, USI provided a substantial contribution to the project ‘Smart Grid: rendement
voor iedereen’, executed with knowledge institutes and market parties in Utrecht and Amersfoort.
USI coordinates the knowledge dissemination in this project. USI also plays an important
coordinating role within Utrecht’s ‘Energiepunt Bodem’ project. A new project has been set up
together with Deltares, the UU and six other partners in relation to the fibre optic monitoring of cold
and heat storage systems. USI has also been looking after the Netherlands’ interests within the
Climate‐KIC ‘Transforming the Built Environment’ platform since 2013 and contributes to the
realisation of new innovation projects. And we would like to conclude with the cooperation with KIVI,
which led to the EU‐2050 Power Lab, a series of five meetings at the Uithof about the route to a
sustainable power supply by 2050.
The ‘Circular economy: from theory to practice’ theme was also given a high priority status over the
past year. This included the organisation of a series of Circular Economy Labs in Utrecht University’s
‘Academiegebouw’. Plus various renewable raw materials (in particular biogas and construction and
demolition waste) and non‐renewable raw materials (including electronic waste and waste
management in urban areas) projects were also executed.
Various different integral projects were set up and executed. Examples of these include the
contribution to the renovation of the Tergooiziekenhuizen (hospitals) in Hilversum, the provision of
advice to Amsterdam regarding its waste management and the Central Brabant region in relation to
making the region sustainable. USI successfully acquired the Sustainable Campus project within the
context of Climate‐KIC. Research is being conducted with various different European campuses into
how the Utrecht Science Park and other campuses can become breeding grounds for innovation.
Preparations have been made to also set up a project for modelling energy, materials and water in
urban areas in 2014.
The implementation of the CATO‐2 programme, which focuses on CO2 storage, is also being
enthusiastically worked on within the ‘subsoil systems’ theme. Special attention is devoted to
communication and knowledge sharing, for example within the CATO PhD network. USI has also
acted as the ambassador for the COB ‘Planning and Surface’ platform.
And finally, the Sustainable Finance Lab has attracted a great deal of publicity. The significant level of
interest means we have once again organised a number of well attended meetings about the future
of the financial sector.
Internationally we have focussed on consolidating the contacts we have established in Singapore and
Hong Kong. As the Chairman of the Advisory Board, USI is also involved with promoting ‘Orange Goes
Green’, a collaboration between Dutch companies and knowledge institutes with the West Coast of
the United States and Canada.

Project overview 2013 Initiated and managed by USI and USI‐network
1. Future proof and energy neutral living and working
Major attention is paid to energy neutral and future proof living and working in urban areas. Themes
being addressed are renewable energy, energy efficiency, smart grids, mobility, liveability of cities
and involvement of citizens in the transition process towards urban sustainability. In 2013, USI
worked on the following projects in this field.
1.1 Vision & strategy
a. Energiepunt Bodem
The City of Utrecht aims to enhance the application of well‐functioning cold and heat storage
systems (CHS). Several areas offer possibilities for CHS‐systems. However, the actual situation is not
optimal. The city wants to improve this by stimulating the development of well‐functioning CHP‐
systems. Key elements are a central information desk, a master plan for subsoil energy systems,
knowledge sharing and promotion of monitoring. USI is coordinator of this project.

1.2 Innovation & market development
b. Smart Grid: rendement voor iedereen
The project aims at developing eight new services that seduce the end‐user (households and SMEs)
to take advantage of the future smart grid. It takes place in two cities in the heart of the Netherlands:
Utrecht and Amersfoort. Both cities realize local smart grids of 100 households and SMEs,
functioning as test beds for the newly developed service concepts. Lessons learned, research results
and successful approaches are actively disseminated from the project start onwards. In doing so, the
regional economy and society take optimal advantage of the project deliverables. In this project USI
coordinates knowledge dissemination and communication.

The project ‘Smart Grid: rendement voor iedereen’ develops and tests eight innovative smart grid services
Commissioned by the City of Amersfoort, City of Utrecht, Province of Utrecht. In cooperation with
Taskforce Innovation Region Utrecht, LomboXnet, Icasus, Eemflow Energy, Stedin, Ecofys, DNV
KEMA, Capgemini, Utrecht University, University of Applied Sciences Utrecht, University of

c. ReFoMo
The ReFoMo project (REduced FOotprints of MOnumental structures, landscapes and buildings)
reduces the footprint of unique heritage buildings, by bridging the gap between the energy
performance of heritage buildings and the potential energy savings. The project aims to develop the
market for climate‐proof refurbishment by (1) assessing the demand for climate‐proof refurbishment
and (2) assessing and developing products and services.

1.3 Outreach activities
d. EU‐2050 Power Lab
The EU‐2050 Power Lab consists of five expert meetings in 2013 focusing on the transition towards a
society driven by renewable energy. The ‘Power Roadmap 2050’ of the European Climate Foundation
shows that this should be possible while safeguarding a reliable and robust power supply and
distribution system. What are the challenges that should be overcome? What solutions can we
deploy to meet these challenges? Answering these questions is the aim of the EU‐2050 Power Lab
organized by KIVI and USI.

e. Platform Transforming the Built Environment
The strategic challenge of this Climate‐KIC platform Transforming the Built Environment (TBE) is to
accelerate the transformation of the built environment targeting energy and resource efficiency and
emission reduction measures in new and existing buildings in order to help cities meet ecological and
climatic targets. USI is platform team member on behalf of the Dutch Climate‐KIC partners.

2. Integrated urban development
The various functions of the urban metabolism are interwoven and synergies in urban sustainable
development can only be achieved through an integrated approach. Integrated urban development
projects aim for optimal combinations of urban planning, water management, resource efficiency
and energy solutions. USI addresses integrated urban (re)development through the following
projects and initiatives.
2.1 Vision & strategy
a. Sustainability strategy Tergooiziekenhuizen
The Tergooiziekenhuizen hospital is preparing for an ambitious re‐construction of its hospital and
related facilities, called Plan Monnikenberg. The MT has decided to build this project with very
ambitious sustainability targets and to serve as an example for others. The norm that is being strived
for is BREEAM excellent. USI and the USI network contribute to the thought process and in depth
studies on water, energy and resources.

b. ‘Central Brabant as a sustainable region’; a strategic future
The objective of the strategic plan for the future is to formulate a vision in consultation with relevant
stakeholders on realizing a sustainable Central Brabant, which should at the same time correspond to
a possible Smart Specialization Strategy (S3). This study finds that the concept ‘social innovation’,
embraced by Central Brabant, is an excellent carrier to realize the ambition of a sustainable region.

c. Eurbanlab
Eurbanlab’s mission is to accelerate urban innovation by linking existing and new urban living labs
and their associated stakeholders. Eurbanlab assesses concepts and technologies in their local
context and offers a platform for the transfer of successful innovations.

2.2 Innovation & market development
d. Sustainable Campus
This project sets out to help campuses all over Europe to create a thriving ecosystem (universities,
suppliers, start‐ups etc.) where new sustainable innovations can be developed, tested, exchanged
and implemented. The ultimate goal of this Pathfinder is to provide each campus in the Climate‐KIC
network with the appropriate tools to become a regional innovation engine covering the
development trajectory from model to pilots to market.

e. Orange Goes Green
Orange Goes Green (OGG) is a private‐public partnership initiative harnessing economic diplomacy,
promotional activities and transfer of knowledge between Dutch and North‐American government
agencies, knowledge institutes and companies. The goal is to establish cooperation between Dutch,
American and Canadian companies active in the field of green tech, especially in urban areas.

f. Start‐up TERI European Head Office Foundation
TERI (The Energy and Resources Institute) in India is a leading research institute in the area of
sustainability and a wide array of thematic areas associated with it. TERI Europe seeks to facilitate
collaboration between Europe and India in numerous thematic areas, through supporting mutual
commercial interests and facilitating joint scientific research. USI provides the part‐time manager to
shape this start‐up.

g. FIEGO – TKI EnerGO
A powerful instrument to stimulate sustainability (energy saving in particular) is raising the bar for
the minimum sustainability level as a funding requirement. The FIEGO research project investigates
the possibilities to make sustainability part of the requirements of real estate financiers by
developing sustainability standards and criteria that can be used in the assessment financing of
commercial real estate projects. Red line in the project is the fact that sustainable buildings
outperform conventional buildings in terms of rental income, lower tenant turnover and higher
occupancy.

2.3 Coordinating activities
h. Platform Making Transition Happen (MTH)
The main strategic challenge of the Climate‐KIC platform Making Transitions Happen (MTH) is to
create a low carbon culture that engages companies, communities and citizens to reduce their
impact and connect globally on the climate change challenge. The platform specifically focuses on
network, up scaling and removing barriers while addressing the non‐technical barriers of social,
institutional, financial, behavioural or regulatory nature and develops products aiming to deploy and
scale‐up innovations.

3. Closing the loop of renewable and non‐renewable resources
Raw materials are the basis of all products that we eventually dispose of. This often results in loss, or
loss of quality, of those raw materials. The idea behind the Circular Economy is amazingly simple: in
view of the continuously increasing global consumption and steady depletion of geological natural
resources, we must strive to maximise the re‐use, recycling and use of bio‐based raw materials. To
not deprive future generations of opportunities, we are creating projects that attempt to follow
nature’s example, using renewable resources or fully recovering raw materials from ‘waste’.

3.1 Non‐renewable resources
a. Second opinion Transition Waste and Energy Company
The management of the Waste and Energy Company (AEB) has asked Utrecht Sustainability Institute
for a second opinion in outline on its ambition to develop into a sustainable energy‐ and resources
company.

b. Amsterdam’s Waste Chain: From Grey to Green
The Amsterdam city council has the ambition to move forward in the field of waste management.
This project aimed to offer a perspective on how Amsterdam may implement an ambitious and at
the same time realistic waste management policy by 2020 (with a perspective to 2032). The focus of
the advice was on domestic waste. Underlying principle: waste no longer exists in the future.

c. E‐waste 2.0 Challenge
The objective of this challenge is to generate creative concepts that facilitate the collection of e‐
waste and enhance citizens’ motivate to recycle their e‐waste, at the local level. Solutions are
explicitly sought in the field of new media and gaming. Students and job seekers (HBO and WO) in
the Netherlands are challenged to submit their creative solutions for the collection of e‐waste and
participate in a Challenge. The final two winners of this Challenge will get the chance to realize their
idea.

d. Recycling of Construction and Demolition Waste: from ‘Circular City’ to ‘Circular Country’
This project focuses on high quality recycling of construction and demolition waste, i.e. with as little
‘downcycling’ as possible. The project aims to scale up the achievements and business model of the
‘Cirkelstad’ model (‘Circular City’, Rotterdam) to the national level in the Netherlands. In the
‘Cirkelstad’ model, sustainability gains are realized by forming construction (and demolition)
consortia along lines of mutual trust and joint sustainability ambitions, thereby substantially
improving supply chain management. The entire construction chain (including commissioning
parties, demolition companies, producers and suppliers of construction materials and construction
companies) is represented in and committed to the implementation of this project.

e. Towards a Uniform and Broadly Supported Implementation of the Environmental Relevant
Product Information (MRPI) of Recycled Construction Products
Essential in the transition to a more sustainable construction sector is full comparability of the
environmental impact of recycled building materials versus ‘virgin’ products. This project aims to
improve this comparability. The expected result is a LCA‐related calculation method. Central issue in
this method is the way in which environmental costs and benefits are allocated to different links in
the product chains. Solving this question, together with stakeholders, will enhance control of
constructors and contracting authorities over the environment performance of construction projects
and it will facilitate sustainability assessment by the government and auditors of quality standards.

3.2 Renewable resources
f. Biogas 2 Market
This project aims to assess the climate relevance of several innovative biogas production systems
through partial Life‐Cycle‐Analyses. GHG emissions and several other impact categories, such as
(indirect) land use change, are addressed in this critical analysis. Current digester facilities that are
operating at small, medium and industrial scales are used as reference‐cases. The outcomes of the
project will be used to upgrade existing facilities to improve their overall sustainability (economy and
ecology), and to develop sustainable biogas‐driven biorefinery platforms for new conversion capacity
to be built.

g. Biogas, Energizing the Countryside (Biogas ETC)
This project aims to develop an innovative cost‐efficient small‐scale gas upgrading system, targeting
Europe’s smaller or more remote farms. It combines removal of CO2 with conversion of H2S into
harmless elementary sulphur, resulting in a high quality fuel that meets the NPR‐ISO/TR 15403‐2
standard.

h. Sounding Board of the Initiative Wood Pellets Buyers Platform (IWPB)
The Initiative of Wood Pellet Buyers (IWPB) is intended to evolve into a joint initiative involving
companies which produce, procure or trade solid biomass for energy purposes or operate biomass
plants. The IWPB has been mandated to develop an effective and credible sustainability
(certification) scheme for the procurement of sustainable biomass.

3.3 Outreach activities
i. Circular Economy Labs
The Labs are intended to give the circular economy a recognizable place on the agenda in a number
of important sectors and to explore directions to realize the circular economy with parties involved.
In the series of debates, solutions are sought for specific bottlenecks and organizational problems.
The insights gained are used to accelerate the transition towards the circular economy in practice
and to increase the opportunities for companies to actually get started.

4. Subsoil systems
It is important to control the activities in the subsurface, especially in urban regions. This enables the
use of geothermal sources to produce energy, in some cases combined with storage of carbon
dioxide, and/or with soil sanitation using innovative techniques to render sustainable results.
a. CATO‐2
The CATO‐2 programme's mission is to facilitate and enable integrated development of CCS
demonstration sites in the Netherlands. The programme's ambition is to help realize two or more
large demonstration sites for the integration of CO2 capture, transport and storage in the
Netherlands before 2015. CATO‐2 contributes in maintaining the internationally leading knowledge
and technology position for CCS for the Netherlands. A reputation for which the basis was
established in CATO‐1.

CATO‐2 PhD Excursion Bergermeer
b. Platform Planning & Subsoil
The platform Planning and Subsoil focuses on an integrated approach in subsoil construction, thus
laying the connection between the other research areas within COB. To assist parties in the
combination of Planning and Subsoil, COB coordinates various studies in this area. The Platform
connects parties, initiates new projects and supports applied research. The focus is on governments
and authorities as well as all professionals engaged in spatial planning.

c. Analysis of the Dutch CCS program as a knowledge network
The CATO R&D programme is analysed from an innovation perspective. The goal is to elicit motives
for participation in the program, preferences for the way knowledge should be produced and
disseminated, and the manner of cooperation within the network. The study uses network analysis
and qualitative interviews with the participants of the program.

5. Sustainable finance
A stable financial sector that seeks to create long term value is a necessary condition for a
sustainable economy. The Sustainable Finance Lab emphasizes that the financial sector needs to pay
more attention to sustainability risks and should make sufficient financing available for the required
energy transition. Activities of SFL in 2013 were aimed at both financial stability in general (money
system, capital buffers of banks) and financing of a sustainable economy (risks of fossil fuels,
financing of technological innovation).

a. Sustainable Finance Lab
The Sustainable Finance Lab (SFL) aims to promote effective sustainability of the financial sector: a
stable and robust financial sector that contributes to an economy serving humanity without
depleting its environment. The SFL operates as a network of scientists and experts with a small
secretariat.
Initiative of USI and Triodos Bank. In cooperation with DNB, AFM, financial institutes and various
knowledge institutes. In dialogue with financial institutes and policy makers. Contact persons: Rens

b. The carbon bubble: a systemic risk to the EU’s financial system?
The “carbon bubble” refers to the excess CO2 emissions potential of corporations, mainly in the form
of mineral reserves, which implies a substantial overvaluation of carbon‐intensive firms. This study
aims to determine the impact of the carbon bubble and environmental crises on financial markets
and institutional investors, and develop recommendations that limit adverse effects of the carbon
bubble and facilitate a "greening" of financial markets.

c. Technology entrepreneurs take funding into their own hands
The objective of this project is to offer 30‐40 entrepreneurs the opportunity to make a well‐informed
decision whether or not they wish to be involved in the further development of alternative financing
possibilities. To this end SFL prepares a background document in which available knowledge about
financing issues and alternative forms of finance is put together. SFL then organizes a meeting for
entrepreneurs where the urgency of the problem is outlined and where possible solutions, such as
credit unions and crowd finance, are presented.
