The name of Cheonan is recorded as 「Dosol」 at the part of Cheonan in actual record book of King Sejong, Chosun dynasty. 「Dosol」 has the same meaning as an 「Ideal land / Utopia」 and contains the meaning of 「Best Town to Live In」.

Cheonan is the city of patriotism and fidelity, key place of transportation in connection with all directions, and the future city overflowing with dream and hope.

The population of Cheonan city has been increased sharply and the budget was increased 2.4 times with the rapid urbanization and industrialization for the recent ten years. And the necessity to build Safe Community where people can enjoy peaceful life in industrial society cannot be overemphasized and the wishes to live in Safe Community, healthy city, and happy city are the earnest desires of citizens. Safe Community must be carried out as a key task of city affairs.

We recognized that it is impossible to build Safe Community without prevention of crimes and safe life is the very happy life of citizens. To be the Safe Community, We have implemented diverse and numerous programs to build Safe Community by focusing on the safety from crimes, traffic safety, home safety, and community safety as the top priority among public promises of the fourth period of civilian election.

First of all, Cheonan city established 「Cheonan-Asan Citizen's Safety Integration Control Center」 for the first in Korea to protect life and property of citizens from crimes. As the result, numbers of occurrences of five major crimes in Cheonan city has

been decreased by 3% compared to last year and we believe that the integration control center has significantly contributed to the reduction of crimes.

Next, we have signed MOU agreement with Affiliate Safe Community Support Center in Ajou University. Also we had basic survey to build Cheonan Safe Community and selected specific road map and tasks to carry out. And we are establishing the Cheonan Injury Surveillance System for continuous monitoring of our work. We will continue without interruption until zero through the various programs

To make Cheonan Safe Community will let us hear vivid voices containing Cheonan citizens' wishes by confirming passionate efforts and fruitful results of Cheonan city.

We believe that the designation as International Safe Community is not an ending period but is a new starting point. For on-site evaluation, We will show what we have done to be Safe Community and do our best in building Safe Community Cheonan by modifying and supplementing lacking parts.

Cheonan city promises to do all efforts by faithfully implementing and practicing based on the International Safe Community criteria to be 「The Most Comfortable and Safe Community Cheonan」 to live in for all citizens.

The Development of civilization of materials and advanced technology in the modern society has provided us with lots of conveniences in our life. However, together with this, various social risks were also increased. In particular, as Cheonan city is expanded rapidly and with the increase of dynamic population, injury problems of citizens have emerged. The efforts of the city were required for minimizing social and economic losses by protecting citizens from mental and physical injuries.

The concept of Safe Community was originated from the adoption of a manifesto of 「all human beings have an equal right to health and safety」 in 「The First World Conference on Accident and Injury Prevention」 held in Stockholm 1989. At present, all cities of the world are participating in efforts for building social and systematic infrastructure that citizens can live safely through advocation of Safe Community at community level.

Cheonan city also has recognized the importance of safety promotion of citizens by reducing injuries under the vision of 「The Most Livable Safe Community, Cheonan」. We are positively implementing 4 strategies and 65 tasks of programs such as safety from crime, traffic safety, home safety, and community safety with the target of improvement of quality of life of citizens.

First of all, in 2006, we had established 「Basic Plans for Making Cheonan Safe Community」 and also had organized Safe Community Task Force Team. In 2007, we had enacted ordinance regarding the establishment and operation of a Cheonan Safe Community Committee and had composed the committee as well as working level cpmmittee. 「Cheonan-Asan Citizen Safety Integration Control Center」 was also opened as a part of various efforts and we had established mid and long-term plans of Safe

Community project and had consisted of 41 departments and implemented 89 projects in 2008.

When on-site evaluation is carried out, we feel confident that various efforts and accomplishments of Cheonan city would be fulfill the criteria as International Safe Community. It is expected that all members such as citizens, social organizations, administration institutions, and the city council are implementing in solidity will become precious foundation for building Safe Community.

In the City Council, we will fully support to be International Safe Community for improvement of quality of life of citizens.We know very well that designated International Safe Community does not mean completely safe from all accidents. That means that all members of community are continuously and positively endeavoring to reduce injuries while aiming for more safer community. The efforts to build Safe Community are led to reduction of citizens' injury rate and psychological stability and citizens can enjoy comfortable and happy life by realizing the city images to 「Great Safety Under the Sky / Cheonhadaean」.

The designation as International Safe Community will be a important momentum for the entire city to be upgraded in one step higher as healthy and Safe Community going beyond simple individual health.

Finally, I sincerely hope together with all citizens that Cheonan city will try continuously and positively to protect citizens safely from various risk factors.

I would like to express my sincere appreciation to Mayor of Cheonan City, Sung, Moo-Yong and other members of Safe Community Committee who have endeavored lots of efforts for Cheonan citizens to enjoy high quality life in safe and pleasant social environment.

Cheonan city is now recognized as an advanced industrial city which develops in the most fast pace for the past ten years through introduction of advanced industrial complex and expansion of convenient transportation based facilities such as high speed train and metropolitan subways. However, various crimes and accidents, which were accompanied in the process of urban development. But from 2005, with the help from 「Cheonan Safe Community Program」, which was jointly carried out by Cheonan city and police, life of citizens could return to safety and peace again.

Police will continuously establish safety of citizen as the top priority policy target, expand IT security infrastructure including CCTV for minimizing occurrences of crimes, and reduce traffic accidents through diverse traffic safety education in the future. And we will do our best efforts by implementing security policies to be with citizens such as sharing security information utilizing text messages of mobile phones and for Cheonan citizens to have safe life from crimes and accidents. I firmly believe that the efforts of Cheonan city, police, and all citizens have implemented until now will be sufficient for us to be designated as International Safe Community.

I hope Cheonan city to be a leap one step further as a Safe Community designated internationally in the future with pride and confidence.

For Safe Life of Citizen

I sincerely appreciate members of working level committee including Mayor of Cheonan City, Sung, Moo-Yong who work hard for International Safe Community designation of 「Cheonan City Where Citizens are Happy to Live In」.

The police is now operating house on children safety protection near schools for the safety of growing children, bicycle patrol groups in addition to new establishment of regional patrol groups, increase of police manpower, crime protection diagnoses per theme, efficient operation of check-points, and increases of installation of CCTV for minimizing social and economic losses by protecting mental and physical injuries of Cheonan citizens. In addition, we have formed the common sympathy that it is necessary for local autonomous organizations to try together with the police for safety of citizen and have established and are operating efficiently 「Cheonan-Asan Citizen Safety Integration Control Center」 by combining forces of Cheonan City, Asan City, Cheonan Seobuk / North West, Dongnam / South East, and Asan Police Station.

「Safe Community」 does not mean a local community is completely safe from accidents already but I understand that it means a city that tries continuously and possitively to reduce injuries of members of local communities. In these days, keys of competitiveness of cities are safety, convenience, and comfortableness. Cheonan Seobuk Police will also cooperate positively so that Cheonan City also can be designated as International Safe Community and we can increase brand value of a Safe Community. We will look forward that citizens can enjoy safe and convenient life through designation as a member of International Safe Community.

On the occasion of 「Application as a Member of International Safe Community」, first of all, I would like to express my sincere appreciation for citizens who have passionate attention and supports so that Cheonan city can take off in compliance with the era of internationalization as one man who is in charge of safety of citizens.

We are now living by enjoying various conveniences provided by state-of-the-art culture and civilization of the 21st century but many people are wounded or losing life in a day due to occurrences of unintentional and intentional injuries by rapid expansion of cities and progress of industrialization. In this viewpoint, our comfortable life always co-exists with accident risks and we cannot deny the facts that we live, in reality, in the situation to be directly and indirectly exposed to risks of physical injuries and economic losses in our daily life.

The implementation of 「International Safe Community Project」 is a key project for improving quality of life of citizens of Cheonan city by protecting citizens' safety from risks in our life and fire protection institutions are also participating positively. Among them, since majority of accidents are caused from absent-mindedness as well as carelessness, we are intensively carrying out education, training, and PR to induce attention to safety. In particular, 「Designation as International Safe Community」 in this time will provide the foundation for Cheonan to be firmly settled as a Safe Community in the world both in name and reality. We shall not forget that we are all main players in this issue and hope everyone can march forward one step by one step for the target.

Interests, Attentions andCautions Breed Safety

In these days, the efforts to requirements of healthy life to the maximum by reducing injuries of accident occurring in daily life and by promoting safety are the worldwide trend as attention to well-being and health.

Since All people have equal rights to enjoy healthy and safe life and safety of individual is the very base for enjoying happy life, mutual cooperation among all persons and institutions in every field is important.

The efforts of Cheonan city to build the most livable Safe Community by implementing 「International Safe Community」 are very timely and it will become a momentum to build more safe and happy school environment by improving quality of life of all members such as students, parents, teachers and school employees.

Cheonan Office of Education tries to protect and rehabilitate children in crisis through operation of 「Wee Center」 and also does its best efforts for improving health and safety of students through diverse effective programs.

We desire together with educational communities for Cheonan city to be designated as a International Safe Community for protecting citizens safely from various injuries and also we will do our best efforts for realizing Edu-First Cheonan education so that we can hand over safe and healthy society to our next generation.

Overview of Cheonan City

Cheonan city is located in the north east of Chungcheongnam-Do of the Republic of Korea

(East longitude 127°, North latitude 36°) and its area is 636.21㎢. As the central pivotal

city located 83.6㎞ away from starting point of highways Seoul, the city is a key place of

transportation for connecting three south provinces (Chungcheong-Do. Jeolla-Do, and

Gyeongsang-Do) in railroad, highways, and national roads.

Climate is distinct in four seasons and in summer, it is hot and very humid and in winter,

it is cold and dry. Annual average temperature is 11.5℃ (Max. temperature 33.5℃, Min.

temperature -15.6℃) and average rainfall is 1,043.20㎜. (110 days of rainy days). Rainfall is

heavy in summer and autumn and influences of tropical low pressure typhoon occurring at

the south west of the Northern Pacific hit the area 2-3 times per year.

Cheonan has a topography and geographical features of the most comfortable region

under the sky with fertile farmland in the harmony of mountains and rivers. The name of

‘Cheonan’ was first used in the 13th year of reign of King, Taejo of Goryeo (A.D. 930) when

Cheonan regional government was installed and a governor general was first appointed.

Cheonan had been developed in division of Cheonan-Gun, Mokcheon-Hyeon, and Jiksan-

Hyeon until it was unified as Cheonan-Gun in 1914 through Joseon period and in 1914, it

was unified as Cheonan-Gun but in 1963, Cheonan-Myeon and Hwanseong-Myeon were

merged to be promoted as Cheonan city and the name of county was named Cheonwon-

Gun and had controlled 12 Myeons. Afterward, Cheonwon-Gun was transformed into

Cheonan-Gun (January 1, 1991) and by combining Cheonan city and Cheonan-Gun (May

10, 1995) and it became the current Cheonan city. Administration territory of Cheonan city

is 4 Eub/town, 8 Myeon, 16 administration Dong, and 30 legal Dong/village and its area is

636.21㎢ and takes 7.4% of total area of Chungcheongnam-Do of 8,598㎢ [Fig. 1-1].

Population is in a trend of fast growing from 445,485 people as of December 2002 to 547,662 people and the number of household is 209,512 in December 2008.

Population at the time of promotion to a city in 1963 was about 197,360 people and looking at population status per ten years period, in 1973, it was 204,641 people, 258,494 people in 1983, and 306,190 people in 1993, it showed average increase of 3.7% and in 1995 when Cheonan city and Cheonan-Gun were merged, it was 334,800 people and in 1999, it was 406,052 people in 132,292 households and afterward, population increase rate showed annual average 5% and in 2000, it was 425,135 people and in 2008, it was increased to 547,662 people in 209,512 households with population increase rate of annual average of 3.6%.

Cheonan city total population increase rate is average 4.2% for the recent 12 years and population of elderly over 65 years old is a total average 6.1% (7.3% of total population,2008) and it shows that the city is progressing in an aged society <Table 1-1>.

ChapterⅠ | Overview of Cheonan City

As of December 2008, 406 companies (Number of employees; 27,791 people) are tenants of 13 industrial complexes and number of manufacturing companies is 1,405 companies (Number of workers; 63,307 people) and number of businesses was 34,919 (Number of workers; 188,109 people). With convenient transportation conditions connected to railroad and highways in all directions, many companies are moving into Cheonan city and in particular, relocation of state-of-the-art companies like Samsung is very active.

There are 139 schools (68 elementary schools, 27 middle schools, 21 high schools, 2 special schools, 12 universities, and 9 graduate schools) and educational infrastructure is built sufficiently and the city was designated as a lifetime education city in July 2007 by government and educational environment is maturing.

Not only in the past but also at the present, Cheonan is on the way to country from Seoul and from country to Seoul as the symbol of meeting and departing is famous 「Cheonan Three Streets」. At Cheonan Three Streets, in early October (For five days) of every year, 「Cheonan Heuntaryeong Festival」 is held and with thema of Heungtaryeong / excitement plays, dance, music, and clothes which all permeate emotion of Cheonan, a festival is displayed. Until now, a total of five times of festivals were held and as the number of participants from overseas is also increasing, the festivals are changed to become international festivals. Besides, numerous large and small cultural arts festivals such as Cheonan Pan Festival, Cheonan Asia Dance City, and folklore plays of Lunar New Year's full moon welcoming are being held.

Cheonan is not only a city of cultural heritage but also a city of fidelity. As main remains, there are Wirye fortress which was the first capital of Baekje Period (B.C. 18-660), Gwangdeok Temple founded by a famous monk of Jajang during the 12th year of reign of King, Seondeok of Shilla dynasty (643), Gakwon Temple located at Taejo Mountain which was the central lace of unification of later three kingdoms, Sajeokgal monument at Bongseon Honggyeong Temple built to protect pedestrians from thiefs during the 12th year of reign of King, Hyeonjong (1021), Heunji Temple of Seonggeo. which was a temple protecting the nation of Goryeo, Independence Hall preserving the history of Korean race by overcoming Japanese attacks, and relics of a patriot of Yoo, Gwan-Soon where people can feel kindling seed of fire of independence movement.

Background of Cheonan Safe Community

Since unity of Cheonan city and Cheonan-Gun in 1995, Cheonan is expanded continuously with the increase of population and after 2000, speed of growth was more accelerated. As a key place of transportation connecting three southern provinces with stretches of Gyeongbu (Seoul-Busan) line highways and railroads running south and north in the middle of the city and Janghang line railroad and a highway between Cheonan-Nonsan are stretched in south west direction, because of the development of transportation and roads networks, there are many dynamic population.

Due to recent opening of high speed train (2004), Metropolitan sunways (2005), and development of new Cheonan city, dynamic population is increased more and problems of citizen injuries by external factors such as crimes have emerged as main social issues.

Accordingly, the necessity for projects to protect citizen from mental and physical injuries and to minimize social and economic losses was recognized in Cheonan city and Safe Community project was started as a promise project with citizens from 2006.

1. Survey on Injury and Safety Status

In Cheonan city, in order to find out injury and safety related status of Cheonan citizens,

we have implemented analysis using diverse administration data and community household

survey regarding injury status, investigation of awareness on safety, and safety environment

in 2007.

2. Injury Death Status

In 2005, the injury mortality of Cheonan citizens was 57.4 (per 100,000 persons). It was

15.1% (298 persons) out of total death and ranked as the third cause of death of Cheonan

citizens. Compared to this, the injury mortality of korea was 63.6 (per 100,000 persons).

The proportion of injury death among the total death were 12.1% and it ranked as the

fourth cause of death. The proportion of Injury death by gender was 18.2% male, 11.1%

female and it was higher than the national proportion of injury death by gender of 15.6%

male and 9.0% female <Table 3-2>.

As the proportion of injury death to total death by age groups, it was known that injury

was the biggest main cause of death for people under 40 years old [Fig. 3-1].

As injury mechanism, intentional self harm injury took 39.3% of total injury deaths and it

was common for male and female over 20 years old. Besides, as main injury death causes, it

was turned out in pedestrian traffic accident, traffic accident of motorcycle riders, and fall.

3. Injury Occurrence Status

As the result of household survey, experiences with occurrences of injuries in the past one year were 1.8% of total respondents. It was found out that injury occurrence experiences were many in Eub/Myeon region, male, and 0-6 years old, 7-11 years old, and over 65 years age group.

4. Awareness on Safety

As the result of household survey, 81.4% of respondents answered positive answers saying injuries are possible to prevent but level of fears about injury occurrence was also found out as high, too. In particular, it was found out that people fear about seriousness of crimes or safety of streets in nights . People mainly contact and acquire information related to safety through TV, newspaper, radio, neighborhood, and Internet etc. [Fig. 3-4, 3-5, 3-6, 3-7].

5. Safety Environment

We have implemented the diagnosis on safety environment using checklist by facility type in six regions, Cheonan city. It was investigated that there were differences in levels of safety environment according to diagnoses target facilities in six regions. (Table 3-5, 3-6, figure 3-8).

▒ Basic Plan of Cheonan Safe Community

As the analysis on injury and safety status, the proportion of injury death out of total death was higher than the entire national average and 84% of Cheonan citizens felt fear about injury occurrences by accidents. Also considering the fact that 57.2% of respondents feel fearful of security situation of crimes, The priority fields of Cheonan Safe Community were established in suicide prevention, traffic safety, safety from crime, and safety for vulnerable groups(elderly/children). As basic projects for this, plans for building network and partnership to implement Safe Community project, building injury surveillance system, and development of program performance management indicator were established as top priority.

| 3 | Programs for High Risk Group, Environment and Vulnerable Groups

Programs that target high-risk groups and environments, and programs that promote safety for vulnerable groups.

In Cheonan city, as priority projects with the objects of high risk ages and environment, vulnerable groups (infant and child, elderly, the disabled, and etc.), traffic safety, crime safety, and suicide prevention project are selected and are positively implemented.

4. Demonstrative Project of Cheonan Injury Surveillance

Cheonan injury surveillance system is built to report through Internet network with hospitals located in Cheonan city and eight 119 rescue teams. Cheonan injury surveillance system has developed programs until October-December 2008 and is operated with a server in Cheonan city. We have completed program development by December 2008 and for one month in January 2009, we have implemented demonstration project to find out whether program operation has no problems and to draw out improvement points. As the result of operation of demonstration project, there were no problems in program operation but the following problems and improvement points were drawn out for the quality management.

1) Problem of reliability and fidelity of input data

management, education, and incentive for persons in charge

2) Necessity of on-site sample survey of hospital for securing reliability of input data

3) Build separate firewall for OCS data transmission of hospital.

4) Upgrade programs for drawing out statistics of injury surveillance systems

2. Evaluation on the Management of Cheonan Safe Community

1) Evaluation by theme of implementation program

This evaluation was implemented in order to improve future implementation of project and managerial aspects by clearly measure and evaluate how much Cheonan Safe Community project was implemented efficiently. Among all Safe Community projects implemented in Cheonan city after 2006, 84 programs, which are the result of reviews based on contents, were selected as evaluation objects and they were evaluated [Fig. 5-3].

Safe Community project after 2006 were classified by injury mechanism, that is traffic accident, falling injuries, addiction, burn / fire, suffocation, suicide, industrial injury, natural disaster, crime, violence , sexual violence, abuse, and all injuries. All injury showed the highest (37.1%) and traffic accident showed 13.5%.

As the result of analyzing program by target group such as infanct and child, students children, adolescent, adult, elderly, laborers, agricultural farmers, the disabled, foreigners, and general Cheonan citizens. The number of program with all ages was the most (43.9%) and program with children was the second highest (11.2%).

As the result of classification by target environment such as home, school, road, school, public facility, industrial places, nurturing facility, agricultural regions, and all environment, projects with public facility were the most in 26.4% and projects with the all environments were the second highest in 25.3%.

Program by implementation methods such as education and PR, environment modification program, enforcement and monitoring. Education & PR and environment modification program were implemented the most in each 48.5% and 37.4% respectively, monitoring was 8.1%, and enforcement was shown in 6.1%.

As the result of analyses of programs by target group in linkage of environment and implementation method, it was found out that they were implemented evenly as programs for child showed 46.2% in schools, each 15.4% in public facility and all environments, road, and each 7.7% in nurturing facility and home. And environment improvement was implemented in 33.3% and programs related to education and PR were implemented in 66.7%, 50.0% of programs to adolescent were implemented in schools and as implementation methods, education and PR were implemented mainly in 72.7%. For the Programs to elderly, 14.3% were implemented in home environment and 42.9% in public facilities and ad for implementation methods, education and PR were 37.5% and modification of environment was appeared as 50.0% [Fig. 5-4, 5-5].

As the result of analyses by injury mechanism, programs of infant and child were 40.0% in traffic accident, 40.0% in all injuries, and 20.0% in fire / burn. As program for adolescent, suicide was many in 22.2% and fire / burn in 22.2%. As elderly program, they were composed of fire / burn in 42.9%, falling injuries in 28.6%, programs for suicide and all injuries were each 14.3% [Fig. 5-6].

이고, 안전도시사업의 도입, 추진, 평가, 국제안전도시 네트워크 일원이 되기 위한 공인 절차 및 공인 이후의

지속적 추진방안 등에 대한 발전적 논의를 토론하며, 천안시 안전도시사업의 성공적인 수행을 위한 토대를 마
