A Rally to RememberGOAL Members Rally - Send Message to Massachusetts Legislators

Gun Owners Action League Rally:Tremendous Turnout!

    Approximately 1,500 residents o

the Commonwealth turned out ona clear, cold and very windy day indowntown Boston exercising theirrst amendment right o ree speechin deense o their second amend-ment right to keep and bear arms.

Several media outlets and helicop-ters looked on as patriots peaceablyormed on the Boston Commonand continued with a march to theState House. Folks rom Pittseld toProvincetown made the trek alongwith homemade signs and ban-

ners and a spirit that even the mostzealous o anti reedom politicianscould not break.

Among the many speakers wereGOALs own Jim Wallace, Jay Beard,Robert Pepi, and Steve Moysey aswell as special guests Yang LI, theSecond Amendment FoundationsAlan Gottlieb and Illinois State RifeAssociations Rich Pearson. Moyseyproudly claimed I went rom Brit-ish subject to American Citizen!as Li likened many o the proposalsto the actions taken by the Chinesegovernment prior to the TiananmenSquare protests. The call or action

echoed to 2nd Amendment sup-porters throughout New England

    yesterday as Connecticut enacted

severe consequences or citizenssimply exercising their rights, withelony charges possible or thosewho do not register lawully ownedstandard capacity magazines.

While the event was a tremendoussuccess, it also underscores the in-credible amount o work gun own-ers in Massachusetts have in theweeks and months ahead. Repre-sentative David Linsky (D-Natick)and Governor Deval Patrick havemade clear their resolve to crimi-nalize an entire class o law abiding

citizens just like Connecticut andwill not stop until the 2nd Amend-ment is rendered dead in the Com-monwealth. Bills limiting magazinecapacity to an arbitrary 7 roundswill eectively ban an entire classo handguns and a orced insurancemandate proposal will rob both lowincome amilies o their right to seldeense and anyone whom an in-surance company denies coverage. With a tremendous amount o sup-port in both halls o the legislatureand certainly in the Governors o-ce it is imperative to KEEP THE

PRESSURE on your State Senatorand Representative. Keep up themomentum!

GOAL would like to thank everyonein attendance at Yesterdays rally ortheir presence and support; we can-not deeat the anti-reedom legisla-tion and politicians without yourdedication and participation! Pleaseencourage your riends and am-ily to join GOAL. We are a 100%member unded organization and

your voice or 2nd Amendmentreedom in Massachusetts.

See pages 12-13 or more photos/coverage.

GOAL Member Yang Li addresses the crowd. Yang has a unique perspective on how important our reedoms are as he was born in China and witnessed rsthandhow an out o control government can trample the rights o deenseless citizens.

WE GUARANTEE THE NEW & USED GUNS WE SELL

I you have not noticed yet there is anew game the anti-Second Amend-ment crowd is playing. In some cas-es it is subtle and overlooked by themedia and the general public. Whenattending many o the gun vio-lence orums that are popping upall around the state the new mantrais that no one is talking about con-scation or none o these propos-als include the government taking

your property. I took part in onesuch orum where John Rosenthalo Stop Handgun Violence toldthe crowd that the ederal cases o

Heller and McDonald ruled that theSecond Amendment is a civil rightso conscation is o the table. Hespoke o this in manner o which hewas pleased that with those rulingsin place the arguments o consca-tions are done away with and theNRA could longer use it as a so-called scare tactic.

The irony o those statements justreeked o a shell game. The very or-ganizations that spent millions odollars trying to deeat those casesare now trying to use them as a pos-itive step orward or what they call

    sensible gun control.

The big deception though is theirdenial o conscation. Technicallythe legislative proposals dont men-tion the government taking any-thing rom us, but lets look at a e wthings.

S.1126 An Act Relative to Firearmsand Firearms Violence led bySenator Creem. Ignoring the incor-rect title since rearm means hand-gun in Massachusetts law, lets lookat Section 5. This particular sectionwould make it illegal to sell, pur-

chase, rent, lease or possess a .50BMG rife or .50 BMG cartridge. While the section does not men-tion conscation it state that merepossession o the rife or cartridgecould result in a 10 year prison sen-tence.

Section 11 o the same bill wouldamend the License to Carry Laws inMGL c. 140, sec. 131 to make it ille-gal or a licensed citizen to purchase, rent, lease, borrow, possess or carryany assault weapon, large-capacityweapon, or large capacity eedingdevice unless they are at a licensed

club. First o all there is only onelicensed club in the Common-wealth. The next issue is that ap-pears that the only way to purchasethese items would only be throughthe club. Again, there is no cons-cation mentioned, but you clearlywould not be able to maintain yourproperty in your own home. Viola-tion would bring into play the pen-alty clauses o MGL c. 269 up to 10

    years in prison.

H.3253 An Act to Reduce Gun Vio-lence and to Protect the Citizens othe Commonwealth led by Rep.Linsky is yet another case in point.Section 1 o the legislation removesthe language that allows a holder oa Class A License to Carry to pur-chase, rent, lease, borrow, possessand carry large capacity weaponsand eeding devices. The languagedoes not actually mention banningor conscation, it just takes awaythe law that allowed them to be pos-sessed under the license.

H.47 An Act to Strengthen and En-hance Firearms Laws in the Com-monwealth led by the Governoris also as clear as mud. Section 24o the bill changes the denition olarge capacity magazine in MGL c.140 sec. 131M to mean: a largecapacity eeding device that such per-son lawully possessed beore the eec-tive date o this act that has a capaci-ty o, or that can readily be restored orconverted to accept, more than sevenbut no more than ten rounds o am-munition, where such device containsmore than seven rounds o ammuni-tion. Then in section 25 demandsthat any magazines previouslyowned not tting this new deni-tion must be disposed o within one

year o the passage o the bill.

These are just a ew examples o thenew shell game that is being played. The new mantra o no consca-tion we are just saying you canthave it. O course that leads to otherquestions. For instance, i the gov-ernment is not going to conscate

it, then why would I want to getrid o it? Their response is that youwould be violating the law and youwould be prosecuted. OK, but a-ter I am prosecuted can I still keepthings since the government wontbe conscating them? Well, no be-

cause now you would be a prohib-ited person and you wont be al-lowed to possess anything. We saidwe wont conscate anything romlawul gun owners.

It is a vicious circle o terminologythat in the end means lawul peoplewill be treated like criminals i theywish to maintain their lawully pur-chased property.

    Problems with Increasing Penalties.

Massachusetts State Senator Ei-leen Donoghue (pictured above) o

Lowell has led S.1131 An Act In-creasing the Penalties or the IllegalPossession o Firearms. This legis-lation seeks to make more amend-ments to the current gun laws inMassachusetts.

Section 1 o the bill would amendthe so-called assault weapon andlarge capacity law in MGL c. 140,sec. 131M by drastically increasingthe penalties or violation. Underthis proposal the possession o asingle post ban magazine (any-thing that will accept more thanten rounds or a rife) would bringa mandatory minimum term o im-prisonment in the state prison ornot less than 2 years nor more than20 years, and a ne o not less than$1000 nor more than $10,000. Asecond post ban magazine wouldbe punishable by 20 years in prison.A pretty high price to pay or pos-session o an inert item by a lawul-ly licensed gun owner. The sectionalso adds language dealing with ur-

    Whats the real agenda here?

At a campaign rally in Columbia,Missouri on October 30, 2008 thencandidate or President, SenatorBarack Obama promised that hewould undamentally transormAmerica. Five days later he waselected as the 44th President o theUnited States o America.

During his initial campaign therewere hints o what was to come, there was the comment he madeat a Pennsylvania campaign stop inApril o 2008 in which he smearedrural Americans as being bitter andclinging to their guns and religion.

Then ater his election in 2009 theconstant chatter started emanat-ing rom the MSM about crimeguns in Mexico being traced to theU.S. Interestingly enough, withinmonths o that constant hammer-ing by the press, the Fast & Furi-ous story broke, the investigationensued and the talk about Mexicancrime guns stopped entirely. No co-incidence there.

Fast & Furious was blocked, obus-cated, and set aside like Obamasbuddy Jay-Z brushes dirt o hisshoulder and the story that seem-ingly never ended has been slowlyasphyxiating in a civil suit since. Thisis rustrating or a number o rea-

sons, especially ater our Presidentsaid, (p) nothing to see he re, noth-ing to worry about then closed thecase or his buddy Attorney GeneralHolder with an unprecedented andunconstitutional Executive Privi-lege order which sealed the docu-ments requested by the investigat-ing committee. To this day manyquestions remain unanswered andthose that ask run into dead ends,so much or the most transparentadministration ever.

(How many times has this guy com-pletely disregarded our Constitu-tion now anyways?)

Not much happened in the remain-ing years o President Obamas rstPresidency, there was the occasionalstory, most oten centered on hear-say like the were working on guncontrol below the radar quotesupposedly said to the Brady Cam-paign, but not much came o thatduring Obama 44.

Ding ding! Start round 2 Obama45. There was no doubt that thetopic o gun control would beront and center or the 2012 Presi-dential campaign, the Republicansall tried to one up each other, talk-ing about how much they respectthe Second Amendment, and theDemocrats all stuck to the usual

    common sense sound bites.

We pretty much knew going intoElection Day where we were head-ing should President Obama be re-elected.

As predicted by many, he won run-ning away and we were o to theraces again so to speak, this time itwas the Obama administration rac-ing or lots and lots o new gun con-trol law and those that care aboutAmerican reedom, saety and tra-dition racing to stop him.

This would be his undamentaltransormation dened.

Disarming law abiding Americansand banning guns would be the pen-ultimate piece o his agenda puzzle, enabling him and those that ollowhim to enact real control over theAmerican people in ways that wehave never seen.

Sandy Hook literally poured gaso-line onto the gun control re andbeore we knew it politicians acrossthe country were making a grossmistake, ling and even worse, pass-ing new legislation while still in a

ull throated uproar in the wake osuch a shocking tragedy.

    Transorming America begins.

President Obama didnt misspeakwhen he said he did not want toundamentally transorm theUnited States, nor did he misspeakwhen he belittled rural Americanscalling them bitter clingers.

Thats exactly how he sees a major-ity o Americans. A man who was

born in HI, raised by parents allover the world and then spent most

o his adult lie in the bubble o aca-demia simply doesnt know better.

He sees guns and he thinks weap-on, crime, murder, bad. To himthey are a symbol o evil, weap-ons or the battleelds o war andshouldnt be owned by Americansbecause in his enlightened opinion,we dont need them.

We the clingers know better. Whydo you ask? Simple, or the mostpart were the ones who are carry-ing those rifes on the battleelds owar. We learned about guns, tradi-tion and love o country because wewere raised here in America with alove or our country, we dont clingto guns, we cling to our reedomand we know the dierence.

There is no evidence o any kind tosupport the gun control agenda.

Yet President Obama and his con-trol crowd continue on their questo transormation and disarma-ment. We the people have to do ev-erything in our power to stop themcold. They have the media and liter-

ally billions o dollars on their side.We have the truth and the bulk othe American people on ours.

The Second Amendment has alwayshad enemies in our governmentand interestingly enough those thatmost vehemently oppose Americancitizens and our Right to Keep andBear Arms oten times representdistricts comprised o citizens who

I have been doing a lot o talking ongun control panels and debateso late. One o the topics that keepcoming up is the whole argumentaround so called high capacity mag-azines, so I thought Id delve intothat topic or this months column.

While the pro-control groups insiston incorrectly calling a magazine aclip, which drives me up the wall, there is even less understanding asto the logic behind magazine capac-ity in the groups calling or theirrestriction. As we all know, andas I explained to a class o collegestudents last week, a magazine is abox like device with a spring loadedfoor plate that stores and eeds am-munition to the loading mechanismo a rearm, which can be a pistolor rife. In the simplest terms, it is aremovable reservoir o ammunitionor the rearm.

The standard magazine or sayan AR15 is thirty rounds o .223Remington ammunition. Forsome campus police departmentsin Worcester, their standard dutyhandgun is a Glock 22 semi-auto-matic, chambered or the .40 cali-ber Smith and Wesson round in amagazine with a 17 round capacity. Many on the gun control debatewould argue that 30 and 17 roundsare too many or a law abiding ci-vilian to own, but what constitutestoo many rounds in a rearm andwho gets to decide? The old adageis that its the bad guys in a reghtthat determine how many rounds

you need! Limiting civilians to anarbitrary number o rounds, such asseven or ten, limits their ability in asel-deensive situation, as the bad

guys (aka criminals) do not abideby the law and so are going to usethe higher capacity magazines nomatter what the law says.

There is a good reason why manu-actures such as Glock providestandard capacity magazines with17 rounds or the popular law en-orcement G22 handgun and Illexplain why. In a lethal orce criti-cal encounter, physiological andpsychological orces come into playthat impact even the most highlytrained shooter in a negative ash-ion. The body becomes foodedwith adrenaline in the ght or fightresponse, heart rate goes throughthe roo, tunnel vision kicks in, timeperception is stretched out and au-ditory exclusion changes the way wehear things. Marksmanship takes anosedive and the sad truth is that, nationally, law enorcement ocerswill miss with 60 80% o theirshots in such an encounter, so morerounds in a magazine is tacticallysaer than ewer1. The same canhappen to a law abiding civilians

who may be orced to use a lowercapacity magazine due to an arbi-trary limitation placed by law. Thisonly makes them more vulnerablein a threat situation and does noth-ing to increase public saety.

So what? Well, real lie is not whatHollywood tells us how guns andammunition work. Bad guys dontalways drop when shot, unless around strikes the central nervoussystem or compromises the skeletalrame. Violent criminals can anddo keep going, even when shot mul-tiple times, and may overpower andkill a victim that is aced with a nowempty rearm. Reloading is notalways an option in a lethal orceencounter, so reducing availableround count only increases tacticalvulnerability and may allow a atallywounded attacker to overpower andkill their target.

By way o a graphic example, amother o nine-year old twins inGeorgia this past January was acedwith a determined home invad-er. Despite hiding hersel and hertwins in an upstairs closet, the in-truder, armed with a crowbar andransacking the house, ound them. The mother, armed with a six-shot.38 special revolver, shot at the at-tacker rom a close range, hittinghim with ve o the six rounds; ourin the ace and one in the neck. Hewas still able to fee the scene anddrive a short distance beore passingout. I he had been that bit more de-termined, angry or high, or he hadan accomplice, the story may haveended tragically or the three amilymembers2. In a deensive situation, more rounds are better than ewer,

as avoiding manipulating the gunand magazine to reload, during theimmense stress o such a situation,is preerable scenario.

Pro-gun control advocates cite thefawed notion that by limiting thecapacity o a magazine, an activeshooter engaged in a mass shootingin a gun ree zone, such as a school, would be orced to reload moreoten. This, they argue, will slowdown the carnage and may allow anunarmed potential victim to over-power the shooter while they arechanging magazines. This is basedon the example where mass killerJared Loughner dropped his reshmagazine on the ground rom hispants pocket and was then tackledby bystanders beore he could re-load. Believing this would alwaysbe the case is a recipe or getting in-nocent people in harms way.

Tests conducted by the BooneCounty, Illinois, Sherris depart-ment revealed some interesting re-sults on both reduced capacity mag-

azines and time to disrupt an active

shooter during a reload3. It mustbe remembered that in an activeshooter situation, where the killerhas picked a gun ree zone, this ispsychologically and psychologicallydierent rom a law enorcementor civilian acing a lethal orce en-counter. The perpetrator may haverehearsed his actions, such as re-loading, over and over again to thepoint o near expert levels.

The tests used a 20 round AR15magazine rst, with the shootermaking aimed shots at multiple tar-gets until the magazine was deplet-ed. Over several runs, the shootersaverage time was 12.16 seconds. Thetest was repeated with two 10 roundmagazines, requiring the shooterto reload once during the course ore. The time taken to complete the20 aimed shots averaged to 10.73seconds less than the 20 roundmagazines. The time to reload wasso short a runner placed 25 eetrom the shooter was unable to geteven halway beore the gun wasback in action.

In a recent survey o 15,00 activelaw enorcement ocers, virtually

all respondents (95 percent) saidthat a ederal ban on manuactureand sale o ammunition magazinesthat hold more than 10 roundswould not reduce violent crime andwould, in act, increase the vulner-ability o law abiding gun owners ina lethal orce encounter4.

So, based on the available data andresearch, we can make the argumentthat the act o reducing magazinecapacity to some arbitrary num-ber would do nothing to stop massshootings, as criminals would ig-nore the restriction anyway, whilelaw abiding citizens would be at atactical disadvantage in a sel-de-ense situation.

    So, hands o our magazines!!

Massachusetts House Speaker An-nounces Gun Control Task Force

On Wednesday, March 13, 2013Massachusetts Speaker o the HouseRobert DeLeo announced the mem-bers o his gun law task orce. TheSpeaker stated earlier in the yearthat he wanted to put together apanel to review the states gun lawsand come up with any suggestions.

Several weeks ago the Speaker had

announced that Northeastern Uni-versity Associate Dean Jack McDe-vitt would chair the task orce. Thelatest announcement nalized thetask orce with the ollowing indi-viduals:

General Robert Cerasoli, FormerMassachusetts and LouisianaInspector.

    Paul Dakin, Revere SchoolSuperintendent.

David Hemenway, HarvardProessor o Health Policy.

John Herman, Associate Chieo the Psychiatry Department atMassachusetts General Hospital.

Natick Chie o Police JamesHicks, who is also the presidento the Massachusetts Chies oPolice Association.

Marylou Sudders Boston CollegeAssociate Proessor, Chairsthe Health and Mental Healthprogram at Boston CollegesGraduate School o Social Work.

Ra Yessayan, the ormer chieo the gang unit in the SuolkCounty District Attorneys oce.

In a recent news article about thetask orce Speaker DeLeo said it

might take up to ve months beorethe panel makes recommendations, perhaps even longer. The Speakercommented that he hoped no leg-islative hearings would take placebeore the panel had completedits work and made its recommen-dations. He also alluded that itsprimary concern was the issue omental illness and rearms and haschosen the people accordingly.

The State House News Service did

contact GOAL to ask us i we weredisappointed in not being includedin the panel. The Service publishedthe ollowing quote in their article.Jim Wallace, executive director othe Gun Owners Action League oMassachusetts, said he did not ex-pect to be appointed by DeLeo. Itsalways nice to be part o the table, but the thought process probablywas i they included us they wouldhave had to include someone likeStop Handgun Violence and thatdoesnt help the situation, Wallacesaid, his only major concern beingMcDevitts recent participation ingun control panel discussions whileleading a supposedly impartial taskorce.

There has been no word on how thetask orce will proceed as to whetherthey will hold open hearings/meet-ings and/or call or testimony romexperts. GOAL will alert our mem-bers as inormation becomes avail-able.

This amendmentwould have criminalized certain pri-vate transers o rearms betweenhonest citizens, requiring lielongriends, neighbors and some amilymembers to get ederal governmentpermission to exercise a undamen-tal right or ace prosecution. As wehave noted previously, expandingbackground checks, at gun showsor elsewhere, will not reduce violentcrime or keep our kids sae in theirschools.

The NRA will continue to workwith Republicans and Democratswho are committed to protectingour children in schools, prosecut-ing violent criminals to the ullestextent o the law, and xing ourbroken mental health system. Letter rom NRA Institute or Leg-islative Action Executive DirectorChris Cox to the United States Sen-ate On Background Checks

    April 10, 2013

    Dear Senator,

I am writing regarding the NationalRife Associations position on sev-eral rearms-related proposals un-der consideration in the Senate.

    S. 649, the Sae Communities, SaeSchools Act o 2013, introduced

on March 21, contains a numbero provisions that would unairlyinringe upon the Second Amend-ment rights o law-abiding gunowners. This legislation wouldcriminalize the private transer o

rearms by honest citizens, requir-ing riends, neighbors and manyamily members to get governmentpermission to exercise a undamen-tal right or ace prosecution. TheNRA is unequivocally opposed to S.649.

In addition, the NRA will opposeany amendments oered to S. 649that restrict undamental SecondAmendment reedoms; including, but not limited to, proposals thatwould ban commonly and lawul-ly owned rearms and magazinesor criminalize the private trans-er o rearms through an expan-sion o background checks. This

includes the misguided compro-mise proposal drated by Sena-tors Joe Manchin, Pat Toomey andChuck Schumer. As we have notedpreviously, expanding backgroundchecks, at gun shows or elsewhere, will not reduce violent crime or keepour kids sae in their schools. Giventhe importance o these issues, voteson all anti-gun amendments or pro-posals will be considered in NRAsuture candidate evaluations.

Rather than ocus its eorts on re-stricting the rights o Americas 100million law-abiding gun owners, there are things Congress can do tox our broken mental health system;increase prosecutions o violentcriminals; and make our schoolssaer. During consideration o S.649, should one or more amend-ments be oered that adequatelyaddress these important issueswhile protecting the undamentalrights o law-abiding gun owners, the NRA will oer our enthusiasticsupport and consider those votes inour uture candidate evaluations as

well.We hope the Senate will replace thecurrent provisions o S. 649 withlanguage that is properly ocusedon addressing mental health inad-equacies; prosecuting violent crimi-

nals; and keeping our kids sae intheir schools. Should it ail to doso, the NRA will make an exceptionto our standard policy o not scor-ing procedural votes and stronglyoppose a cloture motion to move tonal passage o S. 649.

    Sincerely,

    Chris W. Cox

Gun Owners Action League hascontacted the oce o GovernorDeval Patrick today via ormal letterasking that he correct recent errone-ous statements made by the state oMassachusetts Executive Oce oPublic Saety and Security (EOPS).

This week, it cam e to GOALs atten-tion that EOPS had released incor-rect inormation regarding Mas-sachusetts laws which regulate thepossession o large capacity eedingdevices also known as magazines.

    Here is the letter:

    Jim Wallace

    Executive Director

    Gun Owners Action League

    www.goal.org

    March 18, 2013

    Governor Deval Patrick

    State House, Room 360

    Boston, MA 02133

RE: Current laws regarding largecapacity eeding devices

    Dear Governor,

It has come to the attention o GunOwners Action League that the Ex-ecutive Oce o Public Saety andSecurity (EOPSS) is providing mis-inormation to the public regardingthe current large capacity eedingdevice laws. Current Massachusettslaw states the ollowing:

Chapter 140, Section 131M. No pe r-son shall sell, oer or sale, transeror possess an assault weapon or alarge capacity eeding device thatwas not otherwise lawully pos-sessed on September 13, 1994

On Monday, March 18, 2013 I wasorwarded an email or internetposting rom Elisabeth Ryan romEOPSS stating the ollowing:

EOPSS and FRB interpret MGL c.140, sec 131M to say that the largecapacity magazine had to be law-ully possessed in Massachusetts on9/13/94. Otherwise it is illegal.

The rst concern is that this state-ment is actually incorrect. Thereis no mention in sec. 131M o be-ing possessed in Massachusettsand there is no evidence that therewas ever legislative intent to do so.There is actually clear evidence tothe contrary given by MGL c. 140,sec 123 dealing with handgun sales. That statute passed in the same leg-islation in 1998 clearly shows itsintent by including only rearmspossessed under a Massachusetts li-cense.

MGL c. 140, sec 123: Clauses Eigh-teenth to Twenty-rst, inclusive, othe rst paragraph shall not applyto: (a) any rearm lawully ownedor possessed under a license issuedunder this chapter on or beore Oc-tober 21, 1998

As urther evidence, MGL c. 140,sec 131M was amended in Chapter150 o the Acts o 2004 An Act Fur-ther Regulating Certain Weapons

July 1, 2004. Among several amend-ments to the Commonwealths gunlaws, the legislature did not eel theneed to include language limitingpossession o large capacity eedingdevices to be in Massachusetts priorto 1994.

The second concern is that an agencyis claiming to have the authority tointerpret law. It is our understand-ing that interpretations o law arethe purview o the MassachusettsAttorney General or the Courts othe Commonwealth. I there couldbe any argument made regardingthe authority to promulgate regula-tions, there certainly could be nonemade or inserting language thatsimply does not exist.

With the evidence clear that theopinion oered by EOPSS sta be-ing actually incorrect we requestthat your oce issue a letter cor-recting the inormation. This lettershould contain the representationo the law that persons proper-ly licensed can sell, oer or sale, transer or possess a large capac-ity eeding device that was lawullypossessed on September 13, 1994.

We thank you or your quick atten-tion to this problem and hope thatas Governor you would agree pro-viding misinormation regardingrearms greatly reduces the cred-ibility o the agency.

    Sincerely,

Section 2 o the bill mimics theprevious section by adding the in-creased penalties or covert weap-ons. MGL c. 140 sec. 131N describesthese weapons as (i) constructedin a shape that does not resemblea handgun, short-barreled rie orshort-barreled shotgun including, but not limited to, covert weaponsthat resemble key-chains, pens, cig-arette-lighters or cigarette-packages;or (ii) not detectable as a weapon or

    potential weapon by x-ray machines

commonly used at airports or walk-through metal detectors.

The bill goes on to increase mandatoryminimums or violations o specicgun laws. The major problem withsupporting such eorts is that ar toomany lawul citizens can get caught upin the convoluted laws in the Com-monwealth. I the laws are not conus-ing enough, then there is the agencysoering interpretations o the law.

For instance, thousands o licensed gunowners in the Commonwealth havebeen purchasing pre ban magazinesunder the exemption in the law thatallows it. MGL c. 140 sec. 131M spe-

cically states: No person shall sell, oer or sale, transer or possess anassault weapon or a large capacity

eeding device that was not otherwiselawully possessed on September 13,1994.The Massachusetts ExecutiveOce o Public Saety and Security(EOPSS) has issued an interpreta-tion that the language means law-ully possessed in Massachusetts. This simply is not the case and as aresult GOAL has sent a letter askingthe Governor to address this issue.

    March 18, 2013

    Governor Deval Patrick

    State House, Room 360

    Boston, MA 02133

RE: Current laws regarding largecapacity eeding devices.

    Dear Governor,

It has come to the attention o GunOwners Action League that the Ex-ecutive Oce o Public Saety andSecurity (EOPSS) is providing mis-inormation to the public regardingthe current large capacity eedingdevice laws. Current Massachusettslaw states the ollowing: Chapter140, Section 131M. No person shallsell, oer or sale, transer or possessan assault weapon or a large capacity

eeding device that was not otherwiselawully possessed on September 13,1994

On Monday, March 18, 2013 I wasorwarded an email or internetposting rom Elisabeth Ryan romEOPSS stating the ollowing:

EOPSS and FRB interpret MGL c.

140, sec 131M to say that the largecapacity magazine had to be law-

ully possessed in Massachusetts on9/13/94.

That statute passed in the same leg-islation in 1998 clearly shows its

intent by including only rearmspossessed under a Massachusetts li-cense.

MGL c. 140, sec 123: Clauses Eigh-teenth to Twenty-frst, inclusive, othe frst paragraph shall not applyto: (a) any frearm lawully owned or

possessed under a license issued un-der this chapter on or beore October

    21, 1998

As urther evidence, MGL c. 140,sec 131M was amended in Chapter150 o the Acts o 2004 An Act Fur-ther Regulating Certain WeaponsJuly 1, 2004. Among several amend-ments to the Commonwealths gunlaws, the legislature did not eel theneed to include language limitingpossession o large capacity eedingdevices to be in Massachusetts priorto 1994.

The second concern is that an agencyis claiming to have the authority tointerpret law. It is our understand-ing that interpretations o law arethe purview o the MassachusettsAttorney General or the Courts o

the Commonwealth. I there couldbe any argument made regardingthe authority to promulgate regula-tions, there certainly could be nonemade or inserting language that

    simply does not exist.

We thank you or your quick atten-tion to this problem and hope that

as Governor you would agree pro-viding misinormation regardingrearms greatly reduces the cred-ibility o the agency.

    Sincerely,

Evaluating the Next Steps: GunOwners Recoup ater Tremen-dous Anti Freedom Legislation

Now that we have seen the passageo several anti-reedom gun lawsin bordering states the questionremains, how will imprisoning theinevitably non compliant gun own-er stop another insane individualrom perpetrating a mass shooting? The answer is clear, it will not. Fewmedia pundits realize the actualimplications o new laws, and thesad reality is that dozens, perhaps

more, olks will now nd them-selves drowning in the legal systemor unregistered magazines or nothaving a state issued permission slipor their .22 ammo. It is inconceiv-able that politicians can so fagrant-ly violate the Constitution underthe guise o public saety and sum-marily design ineective emotion-ally driven legislation that oers noreal solution.

Needless to say, Governors Malloyand Cuomo adhere to Rahm Em-manuels adage never let a tragedy

go to waste and now the citizens oNY and CT have to wade througha new conusing legal ramework. In several states and on a nationallevel several ar more pragmatic so-lutions have been oered, includingallowing concealed carry by publicschool ocials duly licensed and/or appropriating unds or trainedormer military and police presenceat schools. As has been said simply, the best way to stop a bad guy w itha gun is a good guy with a gun.

In Massachusetts at GOAL we have

and will continue to seek the repealo draconian, complex, and use-less gun laws that run aoul o theConstitution. We are also aggres-sively ghting ongoing attempts torestrict our reedoms in the orm oarbitrary 7 round magazine limitsand mandatory liability insuranceon rearm ownership.

Earlier this month, Jim Wallace,GOALs executive director asked ra-dio pundit Jim Braude, How manyrounds are okay or a criminal? This statement sums up the very

nature o this debate, is it acceptableor the government to dene what

you NEED, and where will the linebe drawn?

Even more absurd is a proposedmandatory insurance requirementor gun owners. This can be likenedto compulsory insurance or theright to speak reely or assemble oreven requiring a policy to preventrandom searches o your home orprivate property. Sadly, the idea isnot all that ar rom reality and inGermany, among other countries,

police are allowed to enter oneshome unannounced to check andmake sure rearms are locked andthat owners have complied withthe state dictated gun laws. Thiswill never happen here is not anacceptable response. It can and itwill i we do not unite and heed thecall to action.

Now is the time to recognize thathere in the Commonwealth o Mas-sachusetts we must FIGHT not onlyto expand our rights, but to changethe nature o the debate and recog-

nize real solutions to the problem oviolence in America. This debate isnot about guns or gun rights; it isabout your civil right to deend yourindividual liberty and your amily.GOAL is asking or your support, i

Stopping them is simple and di-cult all at the same time. Simple inthat we need to come together andsay enough. eel the die contact the top o thecase, then back it OFF one ullturn. Run the empty case up anddown to veriy that the die doesnot contact the case mouth, andtemporarily lock the die in place.

    4. Place a bullet onto the emptycase, re-install the seating steminto the die, and gradually seatthe bullet until you achieve thedesired cartridge overall length.

    5. Remove the dummy roundrom the shell holder and put itaside.

    6. Back the seating stem wayout (or take it out).

    7. Put a round o actory ammointo the shell holder and run theram all the way up.

    8. Loosen the locking nut on thedie and screw the die body intothe press until the die touches theactory round. The crimp shoul-der inside the die body is nowtouching the top o the actorycrimp.

    9. Lower the presss ram to back

    the actory round out.

    10. I the press cams over at thetop o the stroke (like an L-N-Lsingle stage), back the die o 1/4o a turn. I the press does notcam over at top (like a Rock-

chucker or most progressives),screw the die in an additional 1/4turn.

    11. Lock the die in place.12. Remove the actory round, and run your dummy roundback up into the die. Reinstallthe seating stem and turn it untilit touches the top o the bullet.Remove your dummy round andinspect the crimp.

This will get the crimp very close.Adjust as needed, but you shouldnever have to turn the die more than1/2 turn in either direction romthis point onward. I you do, youredoing it wrong. Keep the dummyround you made to use as a gage toaide uture setups when you loadthe same bullets again. For a dedi-cated crimping die, perorm steps6-11 above, using a actory round asa gage to get the crimp close.

    Veriying Proper Crimp

The most valuable tool to help youto veriy that you have the rightamount o crimp is a cartridge

gage. A cartridge gage is a cylindero steel with a very tight version o

your guns chamber in it. To use thegage, simply drop the nished car-tridge into the opening. I it ts in

the gage, it will t in your chamber. These gages are caliber-specic,and allow you to quickly check thecartridges overall length, diameter, and case length.

I the cartridge wont gage, itmight not chamber. I you haventcrimped enough to ully removethe belling, the cartridge will notgage. Also, i you over-crimp, it ispossible to bulge the case just belowthe mouth to the point where thecartridge is out o spec. A case gagewill also detect this condition.

A nal step to veriy that youre notover taper crimping is to make upa dummy round, and pull the bul-let. Inspect the pulled bullet or anydeormation where the case mouthwas previously located. An obviousdent or ridge around the circumer-ence o the pulled bullet can indi-cate excessive crimp.

Five Little Things That Make Reloading EasierHandgun Cartridge Crimping

Judging by the volume o questionsIve been receiving about the sub-

ject, the crimping process or hand-gun cartridges continues to conusepeople that are new to reloading. Inthis article, Ill try to clariy things.

In reloading terms, the crimp is anoperation perormed by a die onthe mouth o the case. Sometimesthe crimp is applied to provide ad-ditional hold between the case andthe bullet. Other times, it can sim-ply be an operation that removes

the belling on a straight-walled caseto allow it to chamber reely. Car-tridges can be crimped using a dedi-cated crimping die as an additionaloperation, or a crimp can be appliedwith a combination seating/crimp-ing die as the bullet is seated. Allhandgun cartridges require somesort o crimp.

There are two types o crimp usedwhen reloading handgun cartridges:the roll crimp and the taper crimp.

    Roll Crimping

With a roll crimp, the diameter atthe very end o the case mouth isreduced, and rolled inward towardthe bullet, leaving a slight radius atthe top o the case. Since the casemouth is embedded into the sideo the bullet, the bullet itsel mustbe o a design capable o acceptinga roll crimp; in other words, thebullet must eature some place orthe crimp to go. Cast lead bulletsdesigned or a roll crimp eature acrimp groove, into which the casemouth is rolled during the crimp-ing process. Jacketed bullets havea eature called a cannelure. A can-nelure is a row o small vertical nsembossed into the jacket around thecircumerence o the bullet. Thepurpose o the cannelure is to pro-vide a place or the case mouth togrip the bullet - that will not deormthe bullets or allow the case mouthto cut through the jacket. Duringcrimping, the case mouth fattensout the small ns when it is rolledinto the bullet.

A roll crimp should not be appliedto any cast lead bullet that does nothave a crimp groove, or any platedor jacketed bullet without a cann-elure. At the very least you will ex-

perience reduced accuracy due to adeormed bullet; at worst youll cutthrough the plating or bullet jacket, which can strip o when red andwind up in the barrel or orcingcone. No good can come o that.

Since a roll crimp provides extrahold between the bullet and thecase, it should be used in applica-tions where bullet pull is likely.

The term bullet pull describesa condition where the bullet in aloaded cartridge works its way outo the case during recoil. This usu-

ally occurs in magnum revolvers, orvery lightweight revolvers that renon-magnum cartridges. Underrecoil, the sudden backward accel-eration o the revolver causes thebullets in the rounds remaining inthe cylinder to pull out o the caseslightly; and each shot causes morepull. This results in inconsistent ig-nition, and can even can cause therevolver to lock up ater a ew sh otsi a bullet protrudes out the ront othe cylinder ar enough to contactthe rame.

When slower burning powders areused, a strong roll crimp can pro-duce more consistent powder igni-tion and velocity. The additionalhold provided by a roll crimp cankeep the bullet in place in the casea tiny raction o a second longer, which results in a more consistentburn. Magnum revolver cartridgesloaded with powders like H110,W296, IMR 4227, or Hodgdon LilGun perorm better with a strongroll crimp (this is oten mentionedin the reloading manual as well).

When Should a Roll Crimp BeUsed?

A roll crimp can be used on any car-tridge that headspaces on the rim, belt, or shoulder, when it is loadedwith the appropriate bullet (seeabove). A dierent type o crimpis needed when the cartridge head-spaces on the case mouth, or when abullet without a cannelure or crimpgroove is used.

    Taper Crimping

Unlike a roll crimp, a taper crimpdoes not leave a radiused edge onthe case mouth. A taper crimp sim-ply fattens out the belling that was

previously done by the expanderdie, and squeezes the case mouthtightly against (but still mostly par-allel to) the sides o the bullet. Ataper crimp leaves a distinct step atthe top edge o the case mouth.

A Cartridge Gage can be used to veriy the proper amount o crimp

Jacketed bullet with a cannelure (L) and cast leadbullet with a crimp groove (R )Both o these bullets can be roll

These bullets have no cannelure or crimp groove, and can be used only with a taper crimp

A Dedicated separate taper crimp die

When Should a Taper Crimp BeUsed?

A taper crimp should be used orany rimless straight-walled or ta-pered case (like the 9mm, .40 S&W,.45 ACP, etc) because these cartridg-es headspace on the case mouth. Ia roll crimp is used on any o these(or other rimless straight-walledcartridges), the round will notproperly headspace in the chamber.Instead, it will likely headspace onthe extractor. I conditions are justright - or wrong depending on how

you look at it a cartridge o thistype with either a roll crimp or toomuch taper crimp can re with thecase mouth pushed into the rifing. This will cause an extreme pres-sure spike which can result in cata-strophic ailure o the cartridge caseand the rearm.

Note that there is no reason why youcant apply a taper crimp to a bulletwith a cannelure or crimp groove, however, the bullet does not need tohave either o these eatures in orderor a taper crimp to be used.

    Crimping Dies

In three-die pistol sets, the seatingdie does double duty as the crimp-ing die. The seating stem in the dieseats the bullet, and the die bodyitsel has an internal contour thatwill produce a crimp on the casemouth. Thereore, the height othe seating stem controls the bulletseating depth (and cartridge over-all length), while the height o thedie body in the press controls theamount o crimp. Combinationseating/crimping dies are availablethat will produce a taper crimp only,a roll crimp only, or either type ocrimp depending on the height othe die body in the press. Dies othe latter type will produce a tapercrimp when the inside o the diebody rst contacts the case mouth;and will leave a roll crimp i the dieis set deeper in the press.

There are dedicated crimping diesavailable or sale by themselves, or

as part o a 4-die pistol set. I a sep-arate crimp die is used, the combi-nation seating/crimping die shouldbe set up only to seat the bullet bybacking o the die body a turn ortwo so that it does not touch thecase mouth during the seating pro-cess.

Many reloaders that use cast leadbullets or semi-auto pistols preera separate taper crimp die. The rea-son is that a combination seating/crimping die crimps the cartridgeduring the seating process, whilethe bullet is still moving. This canresult in a small raised ridge o leadat the case mouth that can aect theway the cartridge chambers/head-spaces. Separating the seating andcrimping operations prevents thisridge rom orming.

    Setting Up The Crimping Die

Here is an easy way to set up a com-bination seating/crimping die:

    1. Take the die out o the press.2. Place a sized and belled (butnot primed and charged) case
