I n previous news-

letters we have

discussed many

facets of Compe-

tency Based Work-

force. Most recently,

we provided insight

into the HRD Functional Management

framework. The notion of using compe-

tencies to support development hinges on

having effective assessment tools. Once

assessment tools are in place, the benefits

are tremendous. Have you ever attended a class

and thought to yourself “Why am I

here?” or “I already know this infor-

mation.” The truth is, most people expe-

rience this phenomenon more often than

they would like to admit. While there are

multiple reasons this happens to nearly

all of us, I will highlight a couple and

discuss how effective assessments can

prevent this from happening.

Developmental requirements are

often imposed on employees based on a

reaction to some situation.

Solution: According to the Office of

Personnel Management (OPM), a needs

assessment is “the process of identifying

the gap between performance required

and current performance.” When a dif-

ference exists, it explores the causes of

the gap and methods for closing or elimi-

nating the gap. These assessments

should be performed by a qualified Hu-

man Resource Development professional

to determine the cause of the gap. If the

gap is due to a lack of knowledge or skill,

a training solution can be incorporated.

If it is due to a performance problem,

Cultural Communication"

course will be accepted March 28

through April 24, 2013. The application

window may close early if the course is

full. This free, online course fulfills

three resident hours of either social sci-

ence or program elective credit required

for Community College of the Air Force

degrees. The course runs from May 2

through August 7. Only enlisted active

duty, Air Reservists or Air National

Guardsmen who are eligible to pursue a

degree in the CCAF program may apply.

E ach Center DP has recently

coordinated on the proposed

ADLS structure and a consoli-

dated update was forwarded to

AETC/A3's programmers. We anticipate

the new ADLS structure will be active

April 1, 2013. Upon activation of the

new structure, access codes will be pro-

vided to the Center DPs, Base Training

Managers, and 3S2X1 Functional Man-

agers who in-turn will provide access

codes to unit training managers and train-

ing focal points.

a training solution is recommended for a

performance problem but rarely is it the

right solution, which proves costly to the

organization.

We live in a “must attend a course to

learn” culture.

Solution: Often, our employees take a

course because that is the way they have

always learned. If they haven’t attended

the course, we assume they are not profi-

cient in the subject area. With the influx

of information made available through

the internet and other electronic media,

people are constantly researching infor-

mation and learning, but we don’t give

them credit for their learning unless they

take the course. A competency assess-

ment tool can eliminate the requirement

for people to take courses that contain

information they already know.

What is in our future? Defense

Competency Assessment Tool (DCAT).

DoD is preparing to roll out DCAT this

year. DCAT is a competency-based data

repository and assessment tool that will

be used to validate competencies and

assess competency proficiency levels.

Employees will conduct competency

based self-assessments that will be re-

viewed and validated by their immediate

supervisor. Look for additional details

in the months to come in this section of

the FD Newsletter. The HRD Functional

ADLS Update

USAF Civilian NEO Courses Moved to ADLS

E ffective immediately, all new hires will enroll in the New Employee Ori-

entation (NEO) on Advanced Distributed Learning Service (ADLS) using

the links provided on the Supervisor Resource Center (SRC) or by access-

ing ADLS from the AF Portal home page. ADLS will have both the

standard AF NEO course and USAF Retiree abbreviated course. Individuals al-

ready taking the NEO course on AFKN can continue but must complete course

work by May 1, 2013 to receive credit. On May 2, 2013 the AFKN NEO course
