Page 8 STREAM April—June 2012 NIA XI Hires New IDP Workers NIA Region XI in its thrust on Participa- tory Approach Program in irrigation de- velopment, under the lead- ership of Re- gional Man- ager Julius S. Maquiling, hires new Irri- gators Development Workers to implement the institutional development program particularly to the new proposed irriga- tion projects in the four provinces of this region. Qualifications of these workers are College Graduates with Bachelors Degree in Agriculture, Social Work, Community De- velopment and other related Social Sciences with interest in community organizing. Applicants underwent deliberation with the members of the Personnel Selection Board (PSB) of the Regional Office. Thirteen (13) blessed applicants were accepted as IDOs, namely; Dennis Llorca, Anelean Amor Manongtong, Ma. Isabel Gana, Eleora Avila, Elando Junior Punzalan, Aileen Pajota, Ze- rio Jun Mangubat, Irene Bontilao, Jori elorde, Rosella Man- sueto , Lemuel Alvior, Estrellita Butad and Ricardo Mendez. To train, equip and orient these newly hired IDOs on their work, a Pre-Deployment Training initiated by the Institutional Development Section (IDS) of Engineering and Operations Di- vision (EOD) of this region was conducted on May 21-25, 2012 at NIA XI Conference room. Hall of Fame Awards, the highest honor in the search for the Most Outstanding IAs nation- wide are all won grand slam by NIA-XI IAs awarded to Balisong San Vicente Irrigators Association (BASIA), Inc., Libuganon RIS, Da- vao del Norte and Basak Pangutosan CARP IA (BPCIA), Compostela Valley being the title holders of Most Outstanding IAs in three con- secutive years for the NIS and CARP-IC cate- gories respectively. Simultaneously, BPCIA won the Most Outstanding IA in CIS category. Each win- ning IA receives plaques of recognition and cash awards. The NIA-XI Dance Troupe wins the Grand Prize Winner award in the Cultural Dance Competition. Performing for the common dance, the troupe presented a Ma- ranao Tribe dance showcasing the “Malong” dance called “Landap”, in Maranao, it means Malong. For the Choice dance, the group performed the Kaday- awan Ethnic Street dance conveying the Bagobo Tribe tradition and culture during harvest depicting abundance of crops, flowers and fruits as waling- waling, durian and the presence of Eagle to symbolize Davao’s trademark. Arriving Davao on May 13, 2012 with his team, Aubrey Sarmiento and PAIS staff, right after lunch, he directly traveled to Lupon IS for project inspection. Next day, May 14, 2012, he had a meet- ing with NIA-XI regional and IMO managers tackling his field observations in which he gave his constructive comments and advises as to prioritize what the top management requires. He emphasized to be Proac- tive and keep abreast – no Saturdays and Sundays to accomplish work. Up by a call, Adm. Nangel took a break. With his team and accompanied by RIM Julius S. Maquiling, rushed to meet DA Sec. Proceso J. Alcala in preparation for the arrival of Hon. President Benigno C. Aquino. After the function at luchtime, he resumed meet- ing with the NIA-XI staff and took issues of importance. Late afternoon, they left for Davao del Norte to discuss irrigation issues with Hon. Governor Rodolfo del Rosario. On May 15, 2012, on convoy with DA Sec. Alcala, attended the 5 th NIA -XI IA Congress held at Banaybanay, Davao Oriental where he rendered his message to the irrigators from all over region 11 after which they proceeded to Compostela Valley. NIA XI Hires New IDP Workers

NIA Region XI in its thrust on Participa-tory Approach Program in irrigation de-v e l o p m e n t , under the lead-ership of Re-gional Man-ager Julius S. M a q u i l i n g , hires new Irri-gators Development Workers to implement the institutional development program particularly to the new proposed irriga-tion projects in the four provinces of this region. After the training, the newly trained IDOs were deployed to four Irrigation Management Offices, Davao del Sur, Davao del Norte, Compostela Valley and Davao Oriental to start their Or-ganizing Work in their areas of assignment. Maquiling led the get together … the Boodle Way at lunchtime at the regional office cov-ered court. This is the first time that NIA-XI regional office staff took and ate meals the Boodle Way and everyone enjoyed it. NIA-XI HITS THREEFOLD VICTORIES NIA-XI garners three victories in a row: Champion in Volleyball Women’s division; Hall of Fame awards grand slam of NIA-XI Irrigators Associations (IA) and Grand Prize Winner in Cultural Dance Competition during the 49th NIA Anniversary Irrigation week at NIA Central Office, Quezon City on June 18-22, 2012. The Volleyball Team Women’s division is pro-claimed Champion and victorious when they defeated contenders from other regions in the finals winning over the games with no loses. This is the championship they now restore and gets back the title they once lost in 2011 Sportsfest. NIA-XI has been a viable region for so many years. We share strategies which indeed have helped knowledge seekers transfer the technologies they learned from us to their stations. But, seldom or never do we say that NIA-XI has been PROACTIVE in the performance of functions. It is either that, we are unaware of it; has not been able to verbalize it; or we just at times fail to analyze that being proactive has made us one consistent viable NIA-XI. Then, what is Proactive? The dictionary defines it as controlling a situation by causing something to hap-pen rather than waiting to respond to it after it happens; taking the initiative by acting rather than reacting to events. RIM Julius S. Maquiling advocates transparency in project implementation by bringing into the open, in public every transaction we made with the contractors via the ceremonial contract signing. His being proactive has certainly upheld NIA-XI’s dignity as the government stan-dard bearer in irrigation development. It takes a smart RIM to initiate this move. In the recent national tree planting activity held simultaneously on June 8, 2012, NIA-XI regional office and its Irrigation Management Offices with its Irrigators Associations (IAs) bared support to National Greening Program on the protection of the environment that it planted 22,300 fruit and forest trees within Davao City, the Davao Provinces and Compostela Valley against the commitment of 33,200 trees. Our being Resourceful and Proactive have made us adherent to the program of the national government. NIA Adm. Antonio S. Nangel during his visit to NIA-XI on May 14, 2012 constructively encouraged us to be more Proactive as in his field inspection, he observed that something should be improved. On June 18, 2012 in the opening program of the 49th NIA Anniversary at NIACO, in his speech, among other concerns, he informed that DA Sec. Proceso J. Alcala commended the tree plant-ing activity counterpart of the NIA and pleased that we are proactive. Inasmuch as, being Proactive is not new to us, in fact, an attitude common to NIA-XI regionwide, Adm. Nangel’s challenge to be more Proactive shall bear a direc-tion in us that in every task, we should comply with ut-most ingenuity.

Upon approval of their respective appoint-ments, Engr. Amado B. Serrano of Davao del Sur and Engr. Edgardo P. Salvado of NIA XI Equipment Division both retired employees of NIA XI, Davao City immedi-ately performed their duties and responsibilities as consultants on PIDP projects (core A and core B) in all regional offices of Visayas and Mindanao. Contract packages were specified with its corresponding monetary value sent by its funding institution, cou-pled with the duration of their contract. As of now, the two new consultants started their activities at NIA Region XI and coordinated their activities with the PIDP point persons of the different regional offices.

TWO (2) NIA XI RETIREES BECOME PIDP CONSULTANTS

NIAESP:

NIA XI NIAESP officers started to scout for a new health-care provider for its members since Clinic Card will lapse its contract by August 2012.

NIA EMPCI:

Last May, 2012 General Assembly of NIA EMPCI XI was conducted & elected new set of officers to man the opera-tion of the cooperative. Coordination with the Federation of Cooperatives has started to provide training assistance for the officers and members. Meeting of the new set of officers has not yet been scheduled up to the present.

As of the First semester of CY 2012 there were eight (8) employees and eleven (11) daily employees who went on CTI for NIA Region XI.

Stewardship, free but responsible and noble trusteeship of the Earth, Earth also called Mother Nature, is our only planet home, and as such is called Mother Earth – giver and sustainer of life for all. One of the easy ways we can help is to plant trees, a single tree will absorb one tone of carbon dioxide over its lifetime. The National Greening Program (NPG) launched by the government under Executive Or-der Nos. 23 and 26 of His e4xcellency Benigno Simeon C. Aquino is the country’s major program that addresses concerns in climate change, food security, biodiversity loss and lacked of economic opportunities. The NIA has undergone several rehabilitation projects in the river systems to im-prove productivity of the Irrigation system/services and has maintained landholdings that could be planted with trees for protection purposes. There is a constant degradation of Kipaliku RIS watershed as a result of both natural processes and manmade activities, hence, government intervention is necessary to rehabilitate, protect and enhance the

capacity of the watershed to provide nature’s service. The project site is situated in Salao and lungaog Creeks, of Kipaliku River Irrigation System and in the easement of the reservoir of Lungaog Creek. The sixty nine (69) hectares of government owned titled property shall be developed into a protection forest in line with the NGP by the NIA, DENRO CENRO and the Kipaliku RIS Federation of IAs (KIRISFIA) and the LGU – Sto. Tomas, Davao del Norte. On May 29, 2012 we conducted an information dissemination and panned out activities re this NGP. The attendees were NIA Division Manager A, Cornello M. Bautista, Jr. , Engr. Edwin T. Chavez, Renato E. Cosmod and IDD personnel: CENRO – Panabo City Jose U . Salvador, CESE and her assistant, LGU Sto. Tomas – Vice Mayor Daniel Batusalem, Jr., Barangay Cap-tain benign Andamon, Chairman of Chairman Charlmeyne Fernandez of the Municipal Disaster & Risk Management Council of Sto. Tomas, the Presidents of KIRISFIA and some residents thereat. Jose U. Salvador reported that all Filipinos should be in-volved in the NGP and that we are now in an emergency situation. This NGP coverage is 1.5 Billion trees covering about 1.5 Million hectares for a period of six years from 2011 to 2016 in forestlands, mangrove and protected areas, ancestral domains, civil and military reservations urban areas, inactive mine sited and other suitable lands. The plan of activities included the mobilization, provision of sticks and fertilizer, labor in clearing and holing, hauling of seedlings from DENR’S nursery at CLONAL, Magdum, Tagum City to Lungaog Check dam. On June 28, 2012 at 10:00 in the morning tree planting started and participated in by the LGU of Sto. Tomas, DENR – CENRO of Panabo City, NIA – Davao del Norte personnel, PENRO of Davao del Norte Marcia G. Isip, CESE, CENRO of Panabo City Jose U. Salvador, CESE KIRSIFIA together with LGUs and Sangguniang Kabataan of Sto. Tomas. Before the tree planting started. A short program and signing of the Memorandum of Aggrement NIA and DENR-CENRO and Tripartite agreement DENR_CENRO and NIA and KIRSIFIA was conducted. There were about 2,000 pieces provided by DENR_CENRO and 350 pieces of seedling of narra, 370 pieces Lawaan, 580 pieces mahogany with distance of 5meters and NIA provided 50 pieces f various varieties of fruits, like jackfruit, rambutan, pomelo, durian, and mango were planted along the easement of Lun-gaog checkdam. The KIRISFIA will complete the planting by the firsrt week of July 2012 and take care and take charge of the tress planted. THEREFORE, LET US PLEDGE OUR LIVES AND FORTUNES TO AID THE GREAT TASK OF EARTH’S REJUVENATION AND WITH CONFIDENCE AND FAITH, EACH DO OUR PART AS A TRUSTEE OF EARTH.

NIA-XI has a 120-member contingent to the said NIA Anniversary celebration and tournament arena with RIM Julius S. Maquiling at the fore from whom the group has gathered strength. He facilitated logistics and inspired the delegation by his support. Ms. Jennifer Quijano represented the region’s envoy of goodwill as NIA-XI’s muse. Clad in vio-let shirts and white shorts bearing the region’s standard col-ors for the tournament, the delegation fostered teamwork in playing the games while resonating the spirit of sports-manship in games and contests. Apart from the major win-nings, NIA-XI delegates have pursuits in other events though minor. In Sportsfest, Dart team placed 1st runner up and the Chess Team made it to the 2nd runner up. Volleyball men, Badminton and Table Tennis Teams and Ms. Estrellita Butad, NIA-XI’s talent and bet to the NIA Idol portion have done their best and pledged to get more trainings and practice to excel in the match. In the search for the most outstanding IAs, Upper Sinayawan Farmers IA (UPSFIA), Padada RIS, Davao del Sur gar-nered 2nd runner-up in NIS category and Awao Communal IA (Awao CIA), Compostela Valley got 1st runner up in the Search of the Most Outstanding IAs nationwide, CIS-CARP category. The 49th NIA Anniversary irrigation week celebration opened with a parade of all delegations on June 18, 2012 around the NIA central office premises where each NIA region was identi-fied with the color code. A program that followed where Adm. Antonio S. Nangel graced the occasion and rendered the inspirational message. It was highlighted with selection of NIA Muse. The commemoration of NIA’s beginnings was culmi-nated with the awarding of the Most Outstanding IAs and NIA Officials outstanding performers for CY 2011 with DA Sec. Proceso J. Alcala, Senator Pia Hontiveros, Cong. Marc Douglas S. Cagas IV among other distinguished guests.

This year’s long-week 49th NIA Anniversary Celebration has been very memorable which started on June 18 and culmi-nated on June 22, 2012 at NIA Central Office, Quezon City. The affair includes competition among Regional Offices on Sportsfest, Choral, Cultural Dance, Fun Games and others. The activity culminated on June 22 with no less than the DA Secretary Proceso J. Alcala as the Guest of Honor. One of the program highlights was the awarding of the Nation-wide Most Outstanding Irrigators Associations (IA) under National Irri-gation System (NIS), Communal Irrigation Systems (CIS) and CARP Categories. This is a regular annual search of NIA to give due recognition to IAs with exemplary performance. For the past years, NIA Region XI has been very proud for the most number of IA Awardees to receive Cash Award and Plaque of Recognition as the Most Outstanding IAs during the NIA Day Celebration especially those who received Hall of Fame Awards that gives the region fame and honor. As usual, the IDP staff of this region supports the IA nomi-nees in preparation for the national validation for NIA’s an-nual search for the Most Outstanding IA which is done prior to NIA Day celebration. IDP staff evaluated and checked IA records and performance in terms of operation, financial, or-ganizational management and discipline. Points from addi-tional indicators like cooperative, community involvement, gender and development awareness and other services given to its members and community are also considered. Region XI’s CY 2011 nominees namely: NIS Category – Upper Sinayawan Farmers Irrigators Association (UPSFIA) of Hagonoy, Davao del Sur; CIS Category –Basak Pangutosan CARP Irrigators Association (BPCIA) of Nabunturan, Com-postela Valley Province; CARP Category – Awao Communal Irrigators Association (ACIA) of Monkayo, Compostela Val-ley Province. During the Awarding Ceremonies on NIA’s 49th Anniver-sary Celebration, CY 2011 IA nominees of this region came home with overwhelming pride and honor. They brought with them big amount of Cash Awards and Plaques of Recogni-tion. For CIS Category – BPCIA still the Most Outstanding IA (3rd time winner) with P200,000.00 Cash Award & Plaque of Recognition. For NIS Category – UPSFIA won 2nd runner-up with Cash Award of P75,000.00 & Plaque of Recognition. For CARP Category – ACIA also won 2nd runner-up with cash price of P 30,000.00 and Plaque of Recognition. Region XI IA Hall of Fame awardees were also recognized with Cash and Plaque of Recognition. Balisong San Vicente IA (BASIA) of Dujali, Davao del Norte received Hall of Fame under NIS Category while BPCIA of ComVal received Hall of Fame under CARP Category. Both IAs received P50,000.00 and Plaque of Recognition. Being partners in irrigation development, NIA continu-ously supports the IA . Traveling expenses (Plane tickets and perdiems) of the IA awardees were shouldered by NIA under its IDP Fund. IDP staff from regional office were present to assist them in their travel and accommodation in NIA Central Office. IA Awardees and the IDP group of this region are very grateful for the untiring support of Regional Manager Julius S. Maquiling, Engineering & Operations Manager Encarna-cion S. Soriano, Finance and Administrative Division Man-ager Caridad K. Sison, IMO Managers Cornelio M. Bautista, Jr. of Davao del Norte, Carlito A. Carrasco of ComVal and Edgardo T. Maquiling leads NIA-XI Regional Office Tree Planting

June 8, 2012 is declared as National Tree Planting Day in commemoration of the 49th NIA An-niversary and in line with the National Greening Program of the government. In observance hereof, NIA-XI and its Irrigation Management offices in Davao del Sur, Davao del Norte, Davao Oriental and Compostela Valley simultaneously planted fruit and forest trees to abide with the mandates of greening the environment. NIA-XI planted a total of 20,800 trees both forest and fruit trees in 25.94 hectares. NIA Regional Office planted 2,000 fruit and forest trees in a two(2) hectare area located at Barangay Kibalang, Marilog District, Davao City. It is in accordance with the ne-gotiation undergone with the Davao Light Aboitiz Foundation, Upper Kibalang Agro Forestry Farmers Association (UKAFA) and the National Irrigation Administration, Region XI (NIA-XI) which agreement is provided in a Tripartite Memorandum of Agreement yet to be signed. The place is a protected agro forest area with a total of about 1,500 hectares under the stewardship of UKAFA members granted by the Department of Environment and Natural Resources (DENR) of which 500 hectares are watershed area of the Davao Light and Power Corporation (DLPC) under the management of Aboitiz Foundation. The DENR organized UKAFA, a people’s organization composed of the recipients of the stewardship titles. For the June 8, 2012 tree planting activity, Kibalang Elementary School owns the site and therefore, the beneficiary of the tree planting. RIM Julius S. Maquiling led NIA-XI regional office tree planting activity. At 8 am of June 8, 2012, a

short program was held onsite Kibalang Elementary School and attended by a total of more than 300 partici-pants – 30 NIA Staff, more than 25 UKAFA members, 5 military men who at the same time extends security and more than 200 parents, teachers and pupils of the school. RIM Maquiling gave his message that truly inspired and raised awareness about Trees in his song. UKAFA’s president and Principal Eric Amistad of Kabalang Elem School rendered their speeches. The briefing on the me-chanics of actual planting was given by UKAFA officers and with their assistance, the activity was undertaken smoothly. At the strike of 10 in the morning of June 8,

2012, after the program, RIM Maquiling made the first planting. In just about 30 minutes, the 2,000 seedlings were planted. Cul-minating the activity was a sumptuous lunch with the all the planters.

Honoring Region XI’s Outstanding Performers

NIA Region XI culminated the NIA’s 49th Anniversary Celebration with a victory fete held at the NIA Covered Court last June 27, 2012. The day started with a simple Eucharistic Celebration presided by Msgr. Nards Vicente, DCD from the San Pedro Parish of Davao City with the Roman Catholic community of NIA Region XI and the NIA Administrator himself, Engr. Antonio S. Nangel. After the mass, a modest merienda for all was served that set the people for the next event, the victory program proper.

Blessed with the successful sports and cultural events bested by the Region XI’s staff during the National Anniversary Celebration at the NIA Central Office last June 18-22, 2012, the Region earned the 2nd Place in the over-all competition. All who did exert effort for this place were again duly rec-ognized, honored and received additional awards to wit;2ndRunner-upinChess, 1st Runner-up inDar-tand hailed as Champion in Volleyball game and Cultural Dance competition.

The victory program gave away recogni-tion of all Outstanding Performers of the four (4) Irrigation Management Offices (IMOs) of Region XI, namely the Davao del Sur, Davao del Norte, Davao Oriental and Compostela Valley IMOs. The recogni-tions were given to Outstanding IMO Managers (Engr. Ed-gardo T. Draculan for Davao del Sur, Engr. Cornelio M. Bautista, Jr. for Davao del Norte, Engr. Jimmy J. Ceros, Sr. for Davao Oriental and Engr. Carlito A. Carrasco for Com-postela Valley). The office also had given due recognition to themost Outstanding IAs coming from the different provinces of the Region as well as an utmost respect to the IAs who bested in the National Level search for most outstanding IA both for NIA and CARP and also to the Agri-Pinoy Rice Achievers Awards. In a special way, the office gave a special recognition to the Re-gion’s Top Collector on Irrigation Service Fees, namely Engr. Benjie Nierre of Davao del Sur IMO, the Institutional Development Group which groomed the IAs in its bestand, the State Auditor Mrs. Graceta P. Manos of the Commission on Audit who expressed an all-out support to the plans and programs and for the effective value for money audit of the agency’s expendi-tures.

With the achievements gathered by the IAs and staff of the Region, the celebration was also awestruck by the presence of the three (3) prominent political figures, to name, Hon. Cong. Anton Lagdameo of the 2nd District of Davao del Norte Province, Hon. Cong. Carmen Apsay and Hon. Cong. Romel Amatong of Districts 1 & 2 respectively of Compostela Valley Province. This was the very first time in Re-gion XI for so many years that an event in the regional office has honorably at-tended by these Nobilities. At that, they even showed their full support and committed to contribute, in one way or the other especially on the financial aspect, for the irrigation development that will benefit their constituents and will eventually contribute in the rice self-sufficiency program of NIA. This commitment was then expressed in the finan-cial support they promised for the IA’s participation to the 2ndMakina-Saka 2012 to be held at the World Trade Center – Pasay City on July 4-7, 2012.

A bountiful and luscious banquet was feasted by all after the victory program which was followed by joyful singing and merry dancing of the NIA Management and staff. This event was exemplary noted for its uniqueness with “the principle of connectivity” led with heartfelt dedication of the Regional Manager Engr. Julius S. Maquiling. At the end of the day,simple as it seemed, the celebration left a remarkable harmonious relationship among the prime stakeholders of irrigation – NIA Management and staff, IAs and the Law Makers of Region XI.
