IntroductionThe City of Perth is revitalising its urban spaces into thriving new centres, with parks, public places and facilities that celebrate the city’s culture, natural heritage, and built form. An unprecedented rate of change and expansion has transformed our riverside City and reinforces Perth’s position as a contemporary capital city. The City recognises the immense contribution that artists make to the cultural and economic landscape of the City and supports arts activities that are representative of our unique cultural identity.

The City is committed to supporting transformational local arts activity that strengthen and celebrate the City’s cultural landscape. Through support of emerging, mid-career and established artists, arts organisations and artist-run initiatives, the Arts Sponsorship Program provides a platform upon which the local arts ecology can flourish.

The City’s commitment to championing artists represents a strategic investment in the development of the local arts sector, providing professional development opportunities for local artists, supporting them to live and work in the City and to contribute to strengthening the City’s creative economy, and that of the wider region.

The Arts Sponsorship Program supports initiatives that develop audiences for the arts; locally, nationally and internationally. The program supports the presentation of arts activities that encourage cultural engagement and ensures City spaces are activated with arts activity for residents and visitors to experience.

• activate public spaces with dynamic cultural programming;

• deliver innovative arts activity that represents Perth’s unique cultural identity;

The City of Perth receives more funding applications than it can support. Therefore, successful applications are those that best satisfy the assessment criteria.

Assessment panels may recommend part funding. This decision is carefully considered with the view of maintaining the integrity of the proposal. The City of Perth reserves the right to request further information when considering any application, as well as the right to reject any application that does not meet the criteria.

Arts Initiative GrantsProject CategoryIntroductionThe City of Perth recognises that investment in the arts is central to the vitality, liveability and cultural richness of our City. Through this grant category the City supports projects that represent a broad range of art forms and creative cultural practice, with a core focus on artistic and professional development, and audience engagement. Applicants are encouraged to demonstrate experimentation, innovation and creativity.

Objectives

This grant category supports a diverse range of local arts and culture initiatives that provide a desired artistic outcome for the City of Perth. Arts Initiative grants are accessible to a wide range of applicants and support a variety of activities including, but not limited to, performance seasons, arts industry events, exhibitions, film, photography, multi-disciplinary and community arts projects.

Essential Grant Outcomes

Applicants applying for support in this category must meet the Essential Program Outcomes as identified on page 5.

Eligibility

The applicant will:

• be an Australian legal entity; or

• be an individual with an Australian Business Number (ABN); or

• an applicant that is under the auspice of an Australian legal entity; and have submitted the application not less than four months from the project commencement date; and

• demonstrate ability to meet some or all of the City of Perth strategic community objectives and relevant grant objectives; and

• have all appropriate insurances and licenses; and

• offer a project or initiative within the City of Perth local government area; or

• if not within the City of Perth Local Government Area, the project or initiative demonstrates a direct impact on the City of Perth meeting its Strategic Community Objectives.

In addition, the applicant may not be:

• the Commonwealth or a State;

• an Australian Government Agency;

• an applicant that has outstanding debts to the City of Perth;

• an applicant that has failed to provide satisfactory acquittal reporting for any previous City of Perth funding; or

• an applicant that has already received City of Perth funding for the activity within the same financial year.

The Project will:

• be a stand-alone project and/or will not represent a duplication of the City’s existing arts investments;

• identify a project budget that is at least 50% greater than the grant level requested, the value of in-kind goods and services may be included in the total project budget; and

• occur within the City of Perth boundaries or provide international exposure of the City’s arts landscape to a target audience.

Assessment Criteria

All applications will be assessed against the following criteria:

• the extent to which the proposal contributes towards the achievement of the Strategic Community Objectives endorsed by Council;

• the extent to which the project plan and budget is realistic and provides value for money;

• a demonstrated capacity to undertake all aspects of the project including evaluating and documenting the results;

• anticipated community benefit;

• high quality arts project and personnel;

• demonstrated project financial viability and/or sustainability via evidence of support from other government agencies, business or community organisations; and

• evidence of a realistic budget including payment of creative personnel at award or industry mandated rates where possible and/or applicable.

Funding Limits

Grants of $5,000 to $10,000 are available in this category.

For activities that occur wholly within Metropolitan Redevelopment Authority (MRA) managed areas, the City’s support will not exceed 10% of the total project budget.

Grant Term

The City provides two opportunities to apply for Arts Initiative Grants each year. Applications must provide a public outcome within the specified timeframe.

Round One - Activities must occur between 1 July 1 and 31 January of the relevant financial year. All reporting requirements must be submitted within three months of completion of the project.

Round Two - Activities must occur within February 1 and July 31 of the relevant financial year. All reporting requirements must be submitted within three months of completion of the project.

Program CategoryObjectives

This grant category supports a diverse range of local arts initiatives that provide a desired artistic outcome for the City of Perth. Arts Initiative grants are accessible to a wide range of applicants and support a variety of activities with extended period of programming such as performance seasons, exhibition programs and festivals.

This category of Arts Initiative Grants is expected to support high quality arts activities that demonstrate artistic rigour and generate significant outcomes for the local arts sector, with a core focus on arts audience and sector development.

Essential Grant Outcomes

Applicants in this category must contribute to the Essential Program Outcomes as identified on page 5, in addition to the following essential grant outcomes:

• encourages engagement and participation of local arts community;

• contributes to a unique cultural tourism offering for local, national and international audiences;

• reflects new practices through engagement of new forms of technology and/or multidisciplinary art forms;

• meaningful collaborations which contribute to building and sustaining of a strong local arts economy;

• activates underutilised locations or locations prioritised for activation by the City in interesting and engaging ways;

• increased visibility and understanding of the cultural heritage of the City and its precincts through immersive projects and interventions; and

• utilises innovative technologies to widen audience engagement.

Eligibility

The applicant will:

• be an Australian legal entity; or

• be an individual with an Australian Business Number (ABN); or

• be an applicant that is under the auspice of an Australian legal entity;

• have submitted the application not less than four months from the project commencement date; and

• demonstrates project financial viability and/or sustainability via evidence of support from other government agencies, business or community organisations;

• demonstrated capacity to manage the project by the individual or organisation; and

• evidence of a realistic budget including payment of creative personnel at award or industry mandated rates where possible and/or applicable.

Funding Limits

Grants of $10,001 - $30,000 are available in this category.

Grant Term

The City provides two opportunities to apply for Arts Initiative Grants (Project Grants and Program Grants) each year. Applicants must provide a public outcome within the specified timeframe.

Arts Organisation Development GrantsIntroductionThe City of Perth recognises that investment in arts organisations contributes to a healthy and diversified economy and cultural ecology. Through this grant category the City supports organisations operating within the City of Perth boundaries with a one-off development grant to support the long-term viability and sustainability of their organisation. The grant supports strategic and business planning, financial planning, training, and other organisational development initiatives that are additional to base operational funding and programming.

Objectives

Arts organisations are vital to enhancing cultural life within the City and this grant category supports arts organisations to operate within the City of Perth boundaries, with the aim of developing a thriving local arts industry and supporting a wide range of organisations to operate and present work. The grant is designed to support the ongoing sustainability of organisations, their people and the artists.

Essential Grant Outcomes

As an organisation, you must contribute to achieving the Essential Program Outcomes as identified on page 5, in applying in this grant category.

In addition, the development project will:

• be instrumental to the City’s character and regeneration thereof;

• instigate a positive sense of place within the City;

• stimulate creativity using innovative, multidisciplinary methods;

• generate and openly share new knowledge, ideas and insights;

• provide and endorse professional development for individuals within the arts;

• demonstrate collaboration across the local and/or international arts community; and

• inspire and contribute to a positive future for the arts community across the City.

Eligibility

Applicants will:

• be an Australian legal entity;

• demonstrate ability to meet City of Perth Strategic Community Objectives and relevant grant objectives;

• have all appropriate insurances and licenses;

• offer a project or initiative within the City of Perth local government area; or

• if not within the City of Perth local government area, the applicant is actively seeking, and has identified suitable premises, within the City of Perth local government area.

In addition, the applicant will not be:

• the Commonwealth or a State;

• an Australian Government Agency;

• an applicant that has outstanding debts to the City of Perth;

• an applicant that has failed to provide satisfactory acquittal reporting for any previous City of Perth funding;

• an applicant that has already received City of Perth funding for the activity within the same financial year; or

• an applicant which has received five consecutive years of sponsorship or grants funding from the City.

Additionally the applicant:

• will not have received an Arts Organisation Development Grant from the City of Perth within the past five years;

• will be registered as a Not for Profit association; and

• will demonstrate long term sustainability as a result of receiving the grant.

Assessment Criteria

All applications will be assessed against the following criteria:

• the extent to which the proposal contributes towards the achievement of the Strategic Community Objectives endorsed by Council;

• a demonstrated capacity to undertake all aspects of the project including evaluating and documenting the outcomes;

• anticipated community benefit;

• development opportunities for staff;

• development opportunities for artists;

• improving the sustainability of the organisation; and

• sharing of knowledge and resources to strengthen the industry.

In addition to the following Essential Grant criteria

• the Organisation achieves essential program outcomes;

• the development project is well planned and addresses the current and future needs of the organisation;

• evidence of community appetite for your services; and

• evidence of a realistic budget and timeframe for implementation of the development project.

Funding Limits

Grants of up to $30,000 are available in this category on a first in first served basis until the budget is exhausted.

Grant Term

Arts organisations interested in applying for this category of grant should discuss their proposal with the Sponsorship Officer.

Arts Organisation Development Grants Agreements must be acquitted no more than 12 months from the date of funding approval.

Closing Dates

Applications should be submitted at least four months prior to the commencement of the development project.

SponsorshipIntroductionThe City of Perth recognises that investment in the arts is pivotal to the cultural enrichment and economic diversity of our City. The City supports arts and other cultural experiences that explore our unique cultural identity to attract increased visitation and contribute to the vibrancy of city spaces. Through this sponsorship category the City contributes to projects that represent a broad range of high quality art activity and world class creative cultural practice. Proposals must be driven by significant economic, social and cultural outcomes.

Annual Arts PartnershipObjectives

This sponsorship category supports a diverse range of local professional arts activity that provides a desired artistic outcome for the City of Perth. Arts Sponsorship is accessible to a wide range of organisations that identify arts as their primary objective.

Essential Sponsorship Outcomes

Projects submitted by application in this category must meet the Essential Program Outcomes as identified on page 5.

In addition to the following essential sponsorship outcomes:

• drives social engagement and participation of broader community;

• contributes to a unique cultural tourism offering for local, national and international audiences;

• reflects new practices through engagement of new forms of technology and/or multidisciplinary art forms;

• meaningful collaborations which contribute to building and sustaining a strong local arts economy;

• activates underutilised locations or locations prioritised for activation by the City in interesting and engaging ways;

• demonstrates intrinsic economic impact and have ongoing social and cultural influence.

Eligibility

To be eligible to receive sponsorship from the City, the recipient will:

• be a legally constituted entity;

• have submitted the application not less than four months from the project commencement date;

• demonstrate within the application evidence of meeting defined City of Perth Strategic Community Objectives; and

• demonstrate within the application evidence of meeting defined sponsorship objectives contained within the relevant guideline document.

The City will not consider applications from:

• the Commonwealth or a State;

• an Australian Government Agency;

• an individual;

• an applicant that has outstanding debts to the City of Perth;

• an applicant that has failed to provide satisfactory acquittal reporting for any previous City of Perth funding;

• an applicant that has already received City of Perth funding (including in-kind) for the activity within the same financial year; and

• an applicant that has already applied for City of Perth funding (including in-kind) for the activity within the same financial year and been refused.

The Project will:

• be a stand-alone project and/or will not represent a duplication of the City’s existing arts investments;

• occur within the City of Perth boundaries or provide international exposure of the City’s arts landscape to a target audience;

• applicants must formally identify arts as their primary purpose; and

• be a formally constituted not for profit, benevolent or charitable organisation.

Maximum Contribution

The maximum contribution of cash or in-kind provided by the City of Perth will not exceed 30% of the total event or project budget.

Assessment Criteria

All applications will be assessed against the following criteria:

• the extent to which the proposal contributes towards the achievement of the Strategic Community Objectives endorsed by Council;

• the extent to which the project plan and budget is realistic and provides value for money;

• a demonstrated capacity to undertake all aspects of the project including evaluating and documenting the results;

• anticipated community benefit;

• arts activity of international calibre and suitably experienced personnel;

• evidence of partnerships with other government agencies, business or community organisations;

• demonstrated management capacity of the organisation;

• project concept and planning must be well developed and articulated;

• evidence of a realistic budget including payment of creative personnel where applicable; and

• project attracts broad audience and stimulates local economy.

Sponsorship of $30,000+ is available in this category.

Sponsorship applications that include use of Metropolitan Redevelopment Authority (MRA) managed areas will be subject to the following restrictions on financial contributions from the City:

If 100% of a project is located within an MRA space:

• the MRA must be confirmed as a project sponsor (cash or in-kind); and

• the City of Perth’s maximum contribution will be capped at 10% of the total activity budget

Where the MRA has declined sponsorship for an activity that is exclusively within an MRA managed area, the sponsorship will be capped at 2.5% of the total project budget.

The following areas within the City of Perth are currently managed by the MRA:

• Perth City Link/Yagan Square

• Elizabeth Quay

• Perth Cultural Centre

• Waterbank

Organisations who permanently reside within an MRA area are exempt from these restrictions.

Sponsorship Term

Arts Annual Partner applicants must have an established relationship with the City of Perth Arts, Culture and Heritage Unit. Arts organisations interested in applying for this category of sponsorship should discuss their proposal with the Sponsorship Officer.

Arts Sponsors annual agreements have a maximum term of 12 months.

Closing Dates

Applications should be submitted at least four months prior to the commencement of the activity.

Triennial Arts PartnershipObjectives

This sponsorship category provides up to three years of funding to arts organisations to support program delivery that reflects the City’s identified outcomes and furthers its strategic objectives.

Essential Program Outcomes

Triennial Arts partners must deliver the Essential Program Outcomes identified in the Annual Arts Sponsorship category and demonstrate increased economic, social and cultural benefits as a result of a multi-year arts partnership.

Eligibility

To be eligible to receive sponsorship from the City, the recipient will:

• be a legally constituted entity;

• have submitted the application not less than four months from the project commencement date;

• demonstrate within the application evidence of meeting defined City of Perth Strategic Community Objectives; and

• demonstrate within the application evidence of meeting defined sponsorship objectives contained within the relevant guideline document.

The City will not consider applications from:

• The Commonwealth or a State;

• an Australian Government Agency;

• an individual;

• an applicant that has outstanding debts to the City of Perth;

• an applicant that has failed to provide satisfactory acquittal reporting for any previous City of Perth funding;

• an applicant that has already received City of Perth funding (including in-kind) for the activity within the same financial year;

• an applicant that has already applied for City of Perth funding (including in-kind) for the activity within the same financial year and been refused;

• must demonstrate successful delivery of previously funded projects including satisfactory compliance with sponsor benefits and key performance indicators; and

• must have successfully acquitted a minimum of three years City of Perth Arts Sponsorship funding.

Assessment criteria

All applications will be assessed against the following criteria:

• the extent to which the proposal contributes towards the achievement of the Strategic Community Objectives endorsed by Council in the relevant Guideline document;

• a demonstrated capacity to undertake all aspects of the project including evaluating and documenting the results;

• anticipated community benefit;

• arts activity of international calibre and suitably experienced personnel;

• evidence of partnerships with other government agencies, business or community organisations;

• demonstrated management capacity of the individual or organisation;

• project concept and planning must be well developed and articulated; and

• evidence of a realistic budget including payment of creative personnel where applicable.

The project will:

• demonstrate long term professional development and education opportunities for local artists;

• positively contribute to City of Perth Capital City status;

• provide a substantial and sustaining contribution to the local arts economy; and

• provide opportunity for global engagement and collaboration.

Funding Limits

Sponsorship of $50,000+ is available in this category.

Sponsorship applications that include use of Metropolitan Redevelopment Authority managed areas will be subject to the following restrictions on financial contributions from the City:

If 100% of a project is located within an MRA space:

• The MRA must be confirmed as a project sponsor (cash or in-kind); and

• The City of Perth’s maximum contribution will be capped at 10% of the total activity budget

The Application Process Frequently Asked Questions1) What should I keep in mind when considering

applying for a City of Perth grant or sponsorship?

• Seek additional funding from other sources. With the exception of Arts Organisation Development Grants, the City will not fund the entire cost of your project.

• Consider location of your project and ensure you have all permits and bookings.

• Make your event accessible to broad audiences, consider delivering a free component.

2) Can I assume my project will be funded if it has been funded in previous years?

The City of Perth is committed to ensuring the assessment process is fair and equitable. Annual funding is not guaranteed; your application will be assessed in a competitive environment against all applications received in the relevant category.

3) How many times can I apply?

• Applicants may apply for sponsorship for several projects however each project may only receive sponsorship once in each financial year.

• Projects which have received funding from other City of Perth programs are ineligible to apply, with the exception of Arts Organisation Development Grants.

4) Are the details of my application confidential?

No. The City of Perth must comply with the Local Government Act in regards to making information available to the general public. An assessment of your application will form part of the Council Report which is made publically available on the City of Perth website.

5) How will I know if my application is successful?

The Sponsorship & Grants Officer will contact you in writing approximately twelve weeks after the closing date to let you know the outcome of your application.

6) How long does it take to receive my funding once my project is approved?

The Sponsorship & Grants Officer will contact you to discuss whether you would like your application to be considered for an Annual Arts Partnership.

TicketsThe City of Perth does not accept free tickets or hospitality for Elected Members or staff as part of any sponsorship or grant agreement.

Canvassing of Elected MembersIf prior to the determination of a Sponsorship or Grant by the Council or Committee, a Sponsee (or any agent) canvasses any Elected Member of the City of Perth, or attempts to provide additional information, either directly or indirectly, on any matter relating to the sponsorship to an Elected Member, the person/organisation may be disqualified and the sponsorship or grant excluded from being considered for approval.

In the event supplementary information is requested to be provided to Elected Members, please contact your Sponsorship Officer directly to disseminate this.

Disability Access and Inclusion Access and inclusion is about ensuring that all public services are available to all community members, including those who have a disability, so that they have the opportunity and choice to participate in all aspects of community life.

To the extent that it is practicable, the applicant is required to provide universal access to sponsored events, as outlined in the City of Perth’s Disability Access and Inclusion Plan. The applicant will need to be able to provide a copy of their Disability Access and Inclusion Plan for the sponsored project if requested.

You will be required to report on accessibility of your project on the conclusion of your project as part of the acquittal report.
