about how they responded to the challenges they faced.

As Virginia Beach hosts memorial services and grieves for
the lives lost in Friday's mass shooting inside a city
municipal building, employees also face the challenge of
resuming city services after the killing of 11 public works
and utilities employees.
It's a unique scenario that San Bernardino County officials encountered
after 13 civil servants were killed in a 2015 terrorist attack, and one that
prompted them to document both the challenges and lessons learned when
a municipal government is the site of this kind of tragedy.
San Bernardino County published two reports on its experiences this year.
One report offers a guidebook on preparedness, response strategies and
recovery efforts for others to utilize in the wake of a mass casualty incident

Twelve people, including 11 city employees and one contractor, were killed
and four people injured in Friday’s shooting when a longtime city engineer
opened fire inside a government building located on the city’s municipal
campus. The engineer, DeWayne Craddock, submitted a brief two-sentence
email resignation letter just hours before the deadly rampage, according to
The Virginian-Pilot, which obtained a copy of the email.
In the days, weeks and even years ahead, Virginia Beach government
officials will face a multitude of unexpected challenges as the city’s public
works and public utilities departments cope with the shooting, said those
involved in the San Bernardino’s recovery effort.
The California county’s Environmental Health Services (EHS) department
lost 13 employees when a co-worker and his wife opened fire during a
December holiday party. One other person who wasn’t a county worker
also died, while another 22 people of the 72 people at the gathering were
injured.
“What we found ourselves having to cope with right away was not only
how to provide care and comfort to our traumatized county family
members but how to carry on the very important functions that those
people did in their jobs,” said David Wert, public information officer for San
Bernardino County.
The EHS department conducts restaurant health inspections and officials
found that not only did they need outside help to continue inspection
responsibilities in the aftermath, but—because one of the attackers had also
worked as a health inspector—restaurants wanted to get rid of
certifications that had the gunman’s name and signature.

projects, water quality and right of way issues.
City offices at the municipal center complex where Friday’s shooting
occurred remained closed Monday. Offices were expected to reopen
Tuesday, with the exception of those in the building that was the site of the

shooting, according to a website Virginia Beach set up to communicate
updates about the incident.
Other issues experts said Virginia Beach may have to address in the
aftermath of the shootings include providing benefits to employees and
helping them enroll in workers’ compensation programs, addressing facility
security concerns, temporarily relocating city services from the municipal
center, and deciding what to do with the building that was the site of the
shooting.
Relocating a city office that requires public access might prove difficult,
said Thomas Wiezorek, director of the International City/County Managers
Association’s Center for Public Safety Management.
“We don’t in local government usually have a lot of buildings we can just
move our functions to,” he said.
Though the gunman in Virginia Beach was a city employee with secure
access to the facility, the shooting may also lead to discussions about
restricting public access or adding additional security measures, Wiezorek
said.
“He had the key to the front door basically and when someone has that it’s
difficult to prevent,” Wiezorek said. “It’s a concern, how locked down do we
make public buildings? It poses a question for local government that hasn’t
come up as much.”
In San Bernardino, a government employee’s death was considered a
termination of employment, which ended any medical insurance plans
provided to victims’ families.
“You lost your loved one and were going to lose your benefits in two weeks.
In San Bernardino that happened to be on Christmas Eve,” said Nick Lowe,
president of Critical Preparedness and Response Solutions, a consulting
group that helped write the San Bernardino reports.
To avoid cutting victims’ families off from health insurance in the
aftermath of the tragedy, the county opted to make COBRA payments for
them for up to three years afterward.
Another consideration for city officials dealing with a mass shooting will be
the psychological impact on workers, Lowe said.
“From an emotional perspective, providing benefits and care for victims
will be the most challenging,” he said.
In addition to providing counseling and other services to survivors of the
shooting, first responders may also need assistance after working at such a
horrific crime scene, Wiezorek said.
“They are seeing in Virginia Beach what you would see in a war zone,” he
said.

Obtaining medical treatment and counseling has been a challenge for some
San Bernardino shooting survivors who say bureaucracy has slowed or
denied their access to treatment. One survivor, who suffered nerve damage
and bone fractures in the shooting, had only been able to get prescription
medications approved a month at a time, the Los Angeles Times reported in
2016.
The San Bernardino report says that nearly all workers’ compensation
claims were approved without delay in the first five months following the
shooting, a practice that “may have established expectations for employees
that were not sustainable in the long-term.” The county later rolled out a
stricter process that required a review by a third-party medical expert.
“This added layer of review created frustration among many program
recipients who wondered why processing was now taking longer and why
previously approved treatments were now being questioned, and in some
cases, denied,” the report states.
Then there’s the looming question of what to do with a building that has
been the site of a mass shooting. In Newtown, Connecticut, residents voted
to demolish and rebuild Sandy Hook Elementary, where 20 children and six
staff members were gunned down in 2012.
“Will they even be able to use that building again? Will anyone want to
work there again? Those are things you are going to have to deal with down
the road,” said Wert, the San Bernardino public information officer.
While the San Bernardino shooting did not occur in a government office
building, the county polled workers on their desire to return to the old
office space and opted to totally renovate the EHS department.
“We completely remodeled because we didn’t want them coming back to an
empty cubicle and thinking that is where my friend used to sit,” Wert said.
The renovations took nearly a year to complete.
There’s also the cost.
San Bernardino County estimated its response and recovery efforts totaled
$22.6 million. The largest costs were associated with the closure of county
offices, payment for mutual aid and contract employees to staff the affected
departments, and the real estate costs associated with temporary relocation
and office renovation.

According to a staff report prepared for the CityCouncil meeting, the Statewide Park Developmentand Community Revitalization Program plans todistribute more than $1 billion to criticallyunderserved communities through multiple roundsof awards.
Projects will be judged on assorted criteria,including impact on the community’s recreational,social, cultural, educational, environmental andeconomic conditions; breadth of community-basedplanning; and income and poverty levels of thesurrounding area.
City staffers have identified Seccombe Lake Parkas the most competitive project site.
In its heyday, the 44-acre public park at SierraWay and Fifth Street was a community hub, SanBernardino’s take on New York City’s CentralPark. Yet, successive years of deferredmaintenance and reduced staff presence therecontributed to the park’s gradual deterioration.
“The current condition of Seccombe Lake Park,”the staff report says, “attracts undesirable activity,does not provide safe recreational opportunities forthe community at large and negatively impactsadjacent businesses.”
Revitalizing the area, city staffers say, woulderadicate those issues.
Improvements at Seccombe Lake Park wouldinclude repairing or replacing all irrigation,electrical and lighting systems, the floatingfountains and about 6,200 feet of damagedsidewalk; renovating three restrooms, two bridges,the gazebo/amphitheater and all landscapedareas; and, lastly, installing perimeter securityfencing.

San Bernardino 1986 cold case murder will be featured on TVshow23 hrs ago
San Bernardino County District Attorney Jason Anderson said a 1986 cold case murder in San Bernardino will befeatured on an Investigation Discovery TV show on June 4.
In 1986, Nancy Klinger dropped her children o� with a babysitter and never returned.
Klinger met with Larry T. Hite, who had presented himself to her as an investigator with the San
Bernardino County Sheri�'s Department. She believed she would be posing as his wife as part
of an investigation.
Nearly two years later, skeletal remains were found in a dirt �eld in Highland. Dental records
con�rmed the remains belonged to Klinger.
Hite was initially the lead suspect, but investigators were unable to link him to the death at the
time. Hite relocated to Arizona, where he was convicted of sexually assaulting two women.
Upon his return to California, the investigation was reopened, and he ultimately confessed to
murdering Klinger, said San Bernardino County District Attorney Jason Anderson.
Hite was prosecuted by Deputy District Attorney Denise Yoakum, and in 2015, he was convicted
of �rst-degree murder and sentenced to prison for 25 years to life.
While serving his prison sentence, Hite was killed by his cellmate Travis Smoot. Hite was found
hogtied, impaled, with both ears punctured, and the o�cial cause of death was strangulation.
Smoot told o�cers that he tortured and killed Hite because Hite would not stop talking about a
rape that he had committed but was never convicted of.
This case will be featured on Investigation Discovery's show "True Conviction" on Tuesday, June
4 at 7 p.m. Investigation Discovery is a pay TV network owned by Discovery, Inc. that features
documentary-style programming dealing with true crime subjects.

VICTORVILLE — During this month’s annual Great Race, more than 100antique and vintage cars from Australia, Canada, England, Japan and the U.S.will motor through the High Desert on their way north to the finish line.
After leaving Riverside on June 22, the drivers will take their vehicles up the hilland make a noon pit stop at the California Route 66 Museum in Victorville,where car enthusiasts and the public will be able to snap photos of the motoristsand their classic vehicles.
The High Desert-based museum is one of 18 cities the drivers will visit inCalifornia, Nevada, Oregon and Washington as they travel some 2,300 milesnorth toward the finish line on June 30 at America’s Car Museum in Tacoma,Washington.
Cars built in 1974 or earlier are allowed to participate. In past races, many of thevehicles were built before World War II.
Based on the 100 entries, the Grand Champion of the 2019 event will win$50,000, with the total race purse at $150,000.
After the Victorville stop, the drivers will make stops in Lancaster, Bishop,Gardnerville, Nevada, and back to California, to pause at Grass Valley, Oroville,Chico, Willits and Eureka.
In Oregon, the drivers will stop at Gold Beach, Grants Pass, Crater Lake, Bendand the Hood River before stopping at Vancouver, Washington. After a stop inAstoria, Oregon, the drivers will enter Washington again and make stops atLongview, Spanaway and Tacoma.
Great Race to motor through Victorville
In 1983, car lovers Tom McRae and Norman Miller started the Great Race,taking the title for their competition from the 1965 movie “The Great Race,”starring Tony Curtis, Jack Lemmon, Natalie Wood and Peter Falk.
The film’s setting is a 1908 automobile race from New York to Paris.
Each vehicle will include a driver and navigator, with the teams scored at secretcheckpoints along the route. Teams are penalized one second for each secondthey are early or late. The team with the lowest score wins the race.
Each year, the route of The Great Race is changed. Last year’s route began inBuffalo, New York and ended in Halifax, Nova Scotia.
McRae founded the race on the basis of “honoring families, our great countryand most importantly, God, for making all things possible,” according to TheGreat Race website.
McRae believed it was extremely important to say a prayer in public in every cityto bless the participants and everyone involved with the event, as praising theLord was a staple in his operation, and his unique way of spreading the Gospel.
“And though McRae is no longer with us, his vision for the event and his lovefor old cars still lives on through the continuation of the Great Race,” the websitesaid.

APPLE VALLEY — For the first time, Kaiser Permanente healthcare memberswaited for their names to be called at the new Target Clinic located just beyondthe “Personal Care” product section inside the big-box store.
The Kaiser Permanente-staffed clinic opened Monday. It offers walk-in care andhealth care services to members and non-members inside the newly remodeledTarget store located on Bear Valley Road in Apple Valley.
“No more running my dad to Kaiser in Victorville for blood pressure checks andhealth check-ups,” said Regina Stonesifer, who waited for her father inside theclinic. “My dad lives about two miles from this Target so this is going to beconvenient for the both of us.”
The Apple Valley Target Clinic offers a variety of services including pediatriccare, women’s health care, monitoring and care for chronic conditions includingdiabetes, cholesterol and high blood pressure; basic dermatology services, andtreatment for some illnesses including strep throat, vaccinations, sinus pain,earaches, asthma and cold and flu.
The Kaiser-staffed clinic includes licensed nurse practitioners, licensedvocational nurses and physicians available via telemedicine consultations.
Target clinics don’t provide emergency care. Individuals dealing with a medicalemergency are requested to call 911 or visit the nearest emergency department.
A representative from Kaiser and the in-store CVS Pharmacy told the DailyPress the pharmacy will fill Kaiser prescriptions, but not refills.
Kaiser clinic opens inside Apple Valley Target
In a news release, Larry Oliver, chief administrative officer, Kaiser PermanenteSan Bernardino County Service Area spoke of the partnership between thehealth network and retailer.
“As we continue to expand our presence in the High Desert, Kaiser Permanenteis excited to once again collaborate with Target,” Oliver said, “This new clinicwill combine Kaiser Permanente’s integrated health care system with Target’sfocus on an exceptional guest experience in a familiar, convenient and friendlysetting.”
Regarding clinic costs, Kaiser members pay the same copay, coinsurance, ordeductible they pay for a regular visit to Kaiser.
For non-members, the clinic accepts a variety of non–Kaiser Permanente healthcoverage. Non-members typically pay a copay, coinsurance, or deductible,depending on the plan details.
For those with no health coverage, a standard out-of-pocket office visit usuallycosts $85. Additional services, like lab tests and exams, will cost more.
The Apple Valley location is the third Target Clinic affiliated with KaiserPermanente to open in San Bernardino County and the 18th in SouthernCalifornia. A Target Clinic in North Fontana opened in 2014, and another one inMontclair opened in 2018. The clinics are all located within Target stores andprovide walk-in care, along with the convenience of the Target Pharmacy.
In January, Target officials announced that the Apple Valley store wouldundergo a major remodel that included an upgrade of departments and theaddition of the Kaiser-staffed health clinic.
In March, city officials announced a 2019 groundbreaking of a new three-storyKaiser Permanente medical office building on a 10-acre parcel along EscondidoAvenue west of the Walmart Supercenter in Hesperia, the Daily Press reported.
Tentative plans for the nearly 55,000-square-foot medical building in Hesperiaincludes 46 exam rooms, 16 primary care offices, physical therapy center, eightspecialty care offices.

thanks to a summer youth discount that will continue through Aug. 31.
“Summer is a great time to get out and explore,” said Omnitrans spokesperson Wendy Williams.
“We hope the discounted summer youth fare will make it more a�ordable for youth and
families to get to the community pool, a skate park, the library, a mall or the movies.”
Youth have a choice of paying cash on board or paying by phone using the Token Transit
mobile app. Customers can text TOKEN to 41411 to download the free app. With the mobile
app, riders can purchase fares by phone in advance, then save them their smartphone wallet
until they are ready to board.
When the Summer Youth Fare was �rst o�ered in 2017, more than 39,000 trips were tallied in
June and July. In 2018, the total jumped to nearly 50,000. For 2019, the discount is being
extended to include August.
Omnitrans o�ers youth discounts on its 7-day and 31-day bus passes year-round, but there is
not a youth discount for single rides except in summer. In comparison, the regular single ride
rate is $1.75 and a 1-day pass is $5.
The summer youth fare is good on all Omnitrans bus routes serving the San Bernardino Valley,
including 26 local routes, three freeway express routes, �ve OmniGo community shuttle routes
and the sbX bus rapid transit line in San Bernardino and Loma Linda.

More than 400 small earthquakes have hit a section of Southern California over the last few days.
Residents in the area have felt rattled. But experts don’t expect major seismic activity from the recentactivity, concentrated in the Riverside County community of Glen Avon, which they are calling the GlenAvon Earthquake Swarm.

“Swarms of small magnitude events are relatively common in this area, extending from Riverside toChino,” the Southern California Seismic Network said in a report. “Based on past historic recordings thisswarm is only expected to generate events of magnitude less than 4.0.”
The network, a project by Caltech and the U.S. Geological Survey, said the area where the quakes haveoccurred has “no major mapped fault but relatively abundant small seismicity indicating a local network ofsmall fractures and faults. Earthquakes in this area are probably related to the tectonic loading of thenearby San Jacinto and San Andreas faults.”

Most of the quakes have been below magnitude 3.0 and were not noticed by residents. But several havebeen felt.
“Recently, it’s been like a roller coaster. Like, I was minding my own business, and then the earth is likeshaking and I don’t know what’s … going on,” resident Viriginia Hidalgo told KCBS-TV.
“It’s nonstop. They think I’m crazy. My husband is like, ‘You’re crazy. It’s a truck that’s passing by.’ No, it’snot a truck,” Joanna Lopez told KABC-TV.
It has been almost five years since California experienced its last earthquake of magnitude 6 or stronger.Scientists say this calm period will end, and they give warnings about seismic dangers ranging from theBig One on the San Andreas fault to catastrophes that could come from lesser-known faults, such as theHayward or Newport-Inglewood.
Researchers also recently discovered that the state has experienced 10 times more earthquakes thanpreviously known. They documented 1.8 million earthquakes in Southern California over the last decade,the vast majority so small that they had been undetectable to computing systems. Previously, only180,000 earthquakes were on record for the last 10 years.
Scientists are now better able to identify previously undiscovered faults, detect patterns of movingearthquake swarms — like the one in Riverside County — and identify faint clusters of foreshocks thatoccur before a larger earthquake.

California Gov. Gavin Newsom overruled a parole board’s decision to free Charles Manson follower LeslieVan Houten on Monday, marking the third time a governor has stopped the release of the youngestmember of Manson’s murderous cult.
Van Houten, 69, is still a threat, Newsom said, though she has spent nearly half a century behind bars andreceived reports of good behavior and testimonials about her rehabilitation.

“While I commend Ms. Van Houten for her efforts at rehabilitation and acknowledge her youth at the timeof the crimes, I am concerned about her role in these killings and her potential for future violence,” hewrote in his decision. “Ms. Van Houten was an eager participant in the killing of the LaBiancas and playeda significant role.”
It was the first time Newsom rejected parole for Van Houten. Former Gov. Jerry Brown denied her releasetwice.
Van Houten was 19 when she and other cult members stabbed to death wealthy Los Angeles grocer LenoLaBianca and his wife, Rosemary, in August 1969. She said they carved up Leno LaBianca's body andsmeared the couple's blood on the walls.
The slayings came the day after other Manson followers, not including Van Houten, killed pregnantactress Sharon Tate and four others in violence that spread fear throughout Los Angeles and riveted thenation.
No one who took part in the Tate-LaBianca killings has been released from prison.
Earlier this year, Newsom reversed a parole recommendation to free Manson follower Robert Beausoleilfor an unrelated murder. Beausoleil was convicted of killing musician Gary Hinman.
At parole hearings, Van Houten described a troubled childhood that led her to use drugs and hang aroundwith outcasts at school. When she was 17, she and a boyfriend ran away to San Francisco during the so-called Summer of Love in 1967.
She later encountered Manson while traveling the coast. Manson had holed up with his “family” at anabandoned movie ranch on the outskirts of Los Angeles when he launched a plan to spark a race war by

committing a series of random, terrifying killings.
Despite her youth at the time of the crime, abuse by Manson and more than four decades of good behavior,Brown rejected parole for Van Houten in 2017 because he said that she still blamed the cult leader toomuch for the killings.
A Los Angeles Superior Court judge upheld Brown's decision last year, finding that Van Houten posed “anunreasonable risk of danger to society.” An appeals court will decide whether to uphold or reject thatruling by the end of July.
Manson and his followers were sentenced to death in 1971, though those punishments were commuted tolife in prison after the California Supreme Court ruled capital punishment unconstitutional in 1972.
Van Houten's case was overturned on appeal and she was later convicted and sentenced to seven years tolife in prison.
Tate's sister, Debra Tate, has routinely shown up to parole and court hearings to oppose the release of anyManson follower. Even though Van Houten didn't take part in her sister's killing, Tate said she didn'tdeserve release under any circumstances.
Supporters of Van Houten said she had been a model prisoner who mentored dozens of inmates andhelped them come to terms with their crimes.
Van Houten's lawyer said in January after her latest release recommendation that the parole board foundshe had taken full responsibility for her role in the killings, so Newsom would have a harder timeoverturning the decision to release her.
“She chose to go with Manson,” attorney Rich Pfeiffer said. “She chose to listen to him. And sheacknowledges that.”
Manson died in 2017 of natural causes at a California hospital while serving a life sentence.

In that ruling, the judge barred the department,now led by Sheriff Chad Bianco, from enacting anypolicy that prohibits legal U.S. residents – includingthose who aren’t citizens – from seeking a permitto carry a concealed firearm.
Arie van Nieuwenhuyzen, a legal U.S. residentborn in The Netherlands, claimed his rights wereviolated in 2017 when the Sheriff’s Departmenttold him he could not apply for a permit becausehe is not a U.S. citizen.
He sued Sniff in federal court last October and wasjoined in that action by several gun rights groups –the Calguns Foundation, the Second AmendmentFoundation, the Firearms Policy Coalition, theFirearms Policy Foundation, and the MadisonSociety Foundation.
Sniff at the time said thelawsuit was politicallymotivated to help Bianco, hisopponent in the sheriff’s race.Bianco unseated Sniff lastNovember and took office inJanuary.
Sniff was criticized for longwaits for concealed weapon permits during histenure, a trend he blamed on a lack of funding toprocess permit applications and a spike in demandfor permits after the 2015 San Bernardino terrorattack.

During the campaign, Bianco, then a sheriff’slieutenant, said anyone who wants to carry aconcealed weapon – and who isn’t barred by legalor mental health concerns – should be allowed todo so.
In an emailed statement, Bianco said: “Aspromised, I have directed our (concealed weapon)policies to reflect the current law and offer qualifiedapplicants the opportunity to obtain a permit in anexpeditious and non-political manner.”
A sheriff’s spokesman said the department hascreated an application process in which peoplewho want to get a permit for a concealed weaponcan submit their information and pay fees online.
Since taking office, Bianco also has authorizedfour new training facilities where people seekingconcealed weapon permits can take mandatorysafety courses, and follow-up courses, that willallow them to carry concealed firearms. There arenow nine training facilities “to further expedite theapplications process and reduce the previousbacklog,” Lt. Chris Durham said.

Moreno Valley will consider raising the mayor’spay by $7,200 a year to $20,412 annually — a 54percent increase.
Also on Tuesday, June 4, council members couldset the stage for later increasing council salariesby 60 percent from $13,212 a year to $21,144,after the 2020 election. The mayor’s pay would geta boost from that as well. The mayor wouldcontinue to receive a “mayoral stipend” that wouldkeep his or her compensation at $7,200 per yearabove council members’ pay, City Manager TomDeSantis said.
The council is set to meet at 6 p.m. Tuesday at theCity Hall Council Chamber, 14177 Frederick St.
Traditionally, the council members and mayor —whose increase would take effect next month —have earned the same amount.
The change is proposed, City Attorney MartinKoczanowicz said, because Moreno Valley went toa directly elected mayor in 2016. Mayor YxstianGutierrez became the city’s first elected mayorthen, and was reelected in November. Before that,mayors were appointed by the council and councilmembers took turns filling that role.

Koczanowicz said that directly elected mayorshave more responsibilities that require a greatertime commitment than the duties of previousMoreno Valley mayors.
“There is a difference,” he said, adding that statelaw allows elected mayors to be paid more thanother council members.
As for the general council pay increase, it would bethe first since Jan. 1, 2007, Koczanowicz wrote ina report. Council members would receive $1,762per month — $21,144 per year — beginning Jan.1, 2021.
Gutierrez and Councilwoman Victoria Baca saidthe proposal to boost the mayor’s pay is warrantedbecause of the increased responsibilities. Both willhave a vote when the proposal comes up for adecision.
However, three former Moreno Valley councilmembers — one of whom served as mayor —disputed the notion that Gutierrez, because he iselected, is busier than his predecessors.

came up short in his bid to be elected mayor in2018.
Former Councilman George Price added: “I don’tbuy the argument of greater responsibility.”
Moreno Valley officials earlier proposed a muchlarger pay increase for the mayor before backingoff.
As for the $7,200 increase up for considerationTuesday, Baca said it is “a pittance compared tothe work that he does.” She said she intends tovote for the increase.
For his part, Gutierrez said in an email that hedoes things earlier mayors didn’t.
Gutierrez cited as examples signing contracts andordinances, interviewing and selecting applicantsfor city boards and commissions, luring potentialbusinesses to the city and representing all of thecity’s more than 200,000 residents, as opposed toabout 50,000 in one of Moreno Valley’s fourdistricts.
Richard Stewart, who was on the council 24 yearsand was mayor multiple times, said there is adifferent approach to appointing people to boards.
“What’s different now is the mayor is doing all theinterviews by himself,” Stewart said. “In the pastthe mayor and council did it together. It’s not anadditional duty for the mayor.”
As for signing contracts and ordinances, Stewartsaid that isn’t new.

Stewart said that, when he was mayor, he helpednegotiate with businesses interested in coming totown and presided at ceremonies when they did —including the Moreno Valley Mall in the 1990s.
And even though he represented a specific councildistrict, not the whole city, Stewart said that asmayor he fielded calls from residents across thecity.
“Theywant totalk tothemayor,”he said.
“Personally, I think our mayor (Gutierrez) is doinga tremendous job,” Stewart said. “He attends a lotof events. He represents our city well. But I think inthe past our mayors did just as much.”
Not so, Baca said. Gutierrez is “absolutely” doingmore, she said.
“We have a very energetic mayor who hostsconferences and brings new ideas back to thecity,” Baca said. “He does a lot. He has put

Here are some fast facts to help you understand what you will see.
What is the point-in-time count?
For three days every January, nearly 8,000 volunteers participate in an orientation and then fan outacross L.A. County to record the number of homeless people whom they see on the street, and the numberof tents, lean-tos and occupied vehicles. Pasadena, Long Beach and Glendale also conduct their owncounts.
What happened with this year’s count?
Much of it occurred late at night in the county’s roughly 2,160 census tracts. In places that are tougher ormore dangerous for volunteers to reach, such as riverbeds and alleys, the Los Angeles County Sheriff’s

Why does the count matter?
The results aren’t just something for politicians to celebrate or worry about come election time. Realdollars are tied to how many people volunteers find living on the street. The federal government divvies upresources based on these numbers, giving the places with the most homeless people the most resources.
Similarly, the state allocated $500 million last year to help find solutions to the crisis playing out on thestreets of L.A. and other cities. Half of that money was distributed based on the size of the point-in-timecount. This year, Gov. Gavin Newsom has asked the state Legislature to approve a one-time infusion of$650 million to open emergency shelters, provide rental assistance to struggling tenants and underwritethe construction of permanent housing, among other uses. A sizable portion of that money will bedistributed based on the point-in-time count.
What was last year’s total?
The 2018 count found that Los Angeles County had 52,765 homeless people, which was a slight dip fromthe year before.
How could they know there were that many people?
Well they didn’t. This number is an estimate and some critics ding the county’s bean counters for theirimplied precision. After volunteers go out, the records are then sent to the Los Angeles Homeless ServicesAuthority, which uses them to create statistical estimates by weighting the volunteers’ observations withresults gleaned from their survey of homeless people. Separately, workers survey thousands of homelesspeople to come up with estimates of how many people live in each car, lean-to and tent.
But using a different analysis of the survey, a local nonprofit estimated that 102,278 became homeless atone time or another during 2017.
What’s changed since then?
Money is beginning to flow from the city and county into programs and projects to construct morepermanent housing and shelters. Los Angeles spent $619 million last year on homelessness.
Mayor Eric Garcetti declared a shelter crisis and created the “A Bridge Home” program, with the goal ofplacing at least one temporary shelter in each City Council district. So far, though, just three shelters haveopened across the city, while others have been slowed by construction delays and political opposition.Similarly, many council members have been slow to follow through on their promise to build at least 222units of supportive housing in each district by July 1, 2020. While some have exceeded the goal, others,including a district in the San Fernando Valley formerly represented by Councilman Mitchell Englander,have committed to building little to no units at this point.

Why is the homeless population likely to grow this year?
L.A.’s red-hot housing market has made it difficult for people already living on the edge of poverty tocontinue to afford their rent. Many are being forced into the streets. Government officials have struggledto keep up. The city and county have launched various programs to add affordable housing units,temporary shelter beds and permanent supportive housing. But construction has been slow and often metwith backlash from neighboring residents.

Los Angeles county leaders were heartened lastyear by a slight 4 percent dip in the homelesspopulation. But they are preparing for bad newsthis year, with count numbers being releasedTuesday expected to surge above the nearly53,000 people previously reported as homeless.
The Los Angeles Homeless Services Authority willbe unveiling the results from January’s homelesscount — which update figures from the 2018 count— during a county Board of Supervisors meeting.The numbers would not include the homelesspopulation in Long Beach, Glendale andPasadena, which conduct their own counts. LongBeach is also set to release their results onTuesday.
City and county leaders have also stated over thepast month that they were bracing for highernumbers just on the preliminary data released byother counties showing drastic increases.Economic conditions such as rising rental costs,and reports from the field, also would make theincrease in Los Angeles unsurprising, they said.
“Everyone is kind of on alert, and Los Angeles hasto be equally alert,” Supervisor Mark Ridley-Thomas said in a briefing with reporters in lateApril.

Ridley Thomas and others have said that thecounty is fortunate to have funding initiatives suchas the Measure H sales tax passed in recent yearsto boost public dollars for homeless services, andbelieve that the increase would likely be higherhad such funding not been available.
Other public funding boosts such as PropositionHHH, a $1.2 billion bond measure, were approvedby voters in the city of Los Angeles to helpaffordable housing developers finance theirprojects. And state measures and legislation arealso marshaling additional funding for housing andshelter projects, with Los Angeles city alonereceiving $85 million in state emergencyhomelessness funding last year.
And now, with the expectation that the numberslikely will show worsening conditions in not onlyLos Angeles, but also the Southern Californiaregion, Ridley-Thomas and other elected officialsand leaders are pressing for additional publicdollars from the state.
And they have an ally in the new governor, GavinNewsom, who proposed $1 billion in his budget toaddress the homelessness crisis in California. Thestate last year reported to the U.S Housing andUrban Development Department nearly 130,000people homeless on a given night in January 2018,out of the more than 552,000 people who werereported as homeless across the country.

expanding and put into wider practice ideas thatwere first tested out through efforts funded byprivate dollars.
“I’d love to raise $5 billion, but it would take us along time to do it,” said Elise Buik, president of thephilanthropic organization United Way of GreatLos Angeles.
Buik believes the growing homelessness crisis ispartly because of a lack of public funding over thepast several decades, and a reflection of the factthat government agencies have “under-invested inthis issue for decades and we’re paying the price.”
“The way you get to scale on any issue is publicpolicy and public dollars,” she said, adding that“philanthropy has been at the table on this issue,and I think was a catalyst in many ways for gettingthe public sector to focus on this.”
The organization that Buik leads was among theearliest promoters of the permanent supportivehousing model and that spearheaded thecampaign to get Proposition HHH passed, and isgenerating overall support for other efforts toaddress homelessness.

Los Angeles, the largest city in the county, haslong had the lions’ share of the region’s homelesspopulation, who are concentrated mostly indowntown Los Angeles. But the issue has creptinto the outskirts and the suburbs of not only LosAngeles city, but across other parts of the countyin areas like the San Gabriel Valley.
Many leaders in these communities are faced withthe challenge of addressing the needs of theirhomeless constituents, as well as facing businessowners and residents who demand that somethingbe done immediately about the presence of peopleliving in tents and vehicles on sidewalks, alongconcrete riverbeds, within undeveloped lots andthroughout neighborhood parks.
Many of the leaders say their greatest challengehas been resistance, from some residents, to theidea of constructing subsidized housing in theirneighborhoods and near schools, to create moreaffordable housing options for people who arehomeless.
Councilwoman Nury Martinez’s northeast SanFernando Valley district in Los Angeles had areported 2,825 people homeless last year, with thesuburban communities in her area typically theones that have absorbed the housing projects andshelters. But fewer projects and temporary sheltersexist on the west side of the Valley, wherehomelessness has become a more noticeableissue in recent years even in communities typicallyviewed as more affluent.

burden of sheltering, housing and providingservices to people who are homeless.
“It is an incredible challenge, up and down our city,with the resistance that sometimes some of theseorganizations and housing projects face, and thatwe have to learn to overcome,” she said.
While celebrating the opening of a homelessservices and housing campus in North Hollywoodlast Thursday, Martinez said that the numbers tobe released Tuesday will reflect more hard yearsahead.
Those numbers will be “nothing to be proud of,”she said. But she added that she believes peoplecan be convinced if they were to tour permanentsupportive housing and hear the stories about thepeople who live there.
She touched on the need for gaining the public’strust during her remarks Thursday, in which shesaid she was looking toward “our mayor andeverybody on the city council to make sure webuild projects faster and that we do them right …so that the community can actually embrace themand be part of the solution.”
With the homeless count expected to go up, somewho now provide services and shelter to people inneed say the greatest obstacle they continue toface is resistance from communities.
“Regardless of what those numbers say, the city isstill fighting hard that NIMBYism (Not in MyBackyard-ism) issue,” said Kelly Bruno, presidentof the National Health Foundation.

Bruno, who was previously the director of the SanFernando Valley-based multi-generational seniorcenter ONEgeneration, said they worked closelywith residents to gain their buy-in, including invitingthem to help design the facility and helping themwith projects to improve their neighborhoods.
But even with the success of getting the Pico-Union facility built, much more needs to be done tomake a dent on an issue that has been a problemlong for the people the homeless count numbersrepresent.
“The reality is that everybody is suffering,” shesaid. “I don’t know how else to put this. Everyonewho is homeless is suffering right now.”
“The count, it’s important, but after 10,000 people,I’m numb,” Bruno said. “What does it matter?10,000 is a huge amount of people. Anythingabove 53,000, does that make it better or worse? Ithink that’s horrible.”

The state’s housing cost problems are well documented. Nine of the 15 metropolitanareas with the highest median home values in the country are in California, with those inSilicon Valley topping the list at $1.2 million, according to real estate website Zillow.Many interest groups involved in housing issues have broadly agreed that the answershould involve more homebuilding, preserving existing housing stock and advancingprotections to renters vulnerable to eviction.
At the beginning of the year, it appeared support was coalescing around bills aimed atmaking inroads in those areas. Newsom made housing a centerpiece of his campaign in2018, promising to more than quadruple housing production and provide stability fortenants.
Bolstering that momentum, a coalition of Bay Area city leaders, nonprofits, developersand labor groups decided to support a series of proposals to address housing problems, apreviously unseen level of unity behind such a robust housing package.
But the effort split the Democratic supermajority in control of the Legislature, exposingdivisions between lawmakers over how to address the rising costs.
The first major measure to meet its demise in May was Senate Bill 50, a plan by stateSen. Scott Wiener (D-San Francisco), to allow midrise apartment construction near railstations and four or more homes on parcels of land in most single-family neighborhoodsacross the state. The bill attracted national attention for its efforts to spur homebuildingin communities that had already been developed and for fierce opposition fromhomeowners worried about changes to their neighborhoods.

shelved SB 50 in the Senate Appropriations Committee he chairs. Portantino, aDemocrat who represents the wealthy bedroom community of La Cañada Flintridgeoutside Los Angeles, has said the bill was too punitive because it took away power fromcities and counties to plan for housing. A powerful bloc of community and localgovernment activists largely from suburban areas shared Portantino’s criticisms andagitated against the bill up and down the state, and their pressure led to its failure.
The demise of SB 50 alarmed the State Building and Construction Trades Council, whichrepresents construction workers in California. The organization was part of a broadcoalition that threw its weight behind the measure, arguing it would boost the productionof homes, including those for low-income residents.
After the bill was shelved, Cesar Diaz, the group’s legislative director, fired off a letter toPortantino and Senate leader Toni Atkins (D-San Diego), saying the state wouldn’t beable to put together a comprehensive housing plan without measures to increasedevelopment as robust as SB 50.
“What you see is basically how hard it is to get housing policy done in the state ofCalifornia,” Diaz said in an interview.
Diaz’s letter also asked the lawmakers to support two bills aimed at preventing steep renthikes and evictions. But soon after SB 50 failed, those measures faced their own trouble.
As of early May, Assembly Bill 1482 by Assemblyman David Chiu (D-San Francisco)included language that would have set a cap for annual rent hikes statewide at 5% plusinflation. A companion measure co-written by Bonta, Assembly Bill 1481, would haveprevented landlords from evicting their tenants without first providing a reason.

Both bills faced stiff opposition from landlord and real estate interests who had helpedcrush a ballot initiative last November that would have allowed for the expansion of rentcontrol statewide.
The California Apartment Assn. and the California Assn. of Realtors are big players instate politics, spending nearly $700,000 combined in lobbying, for example, in just thefirst four months of this year. The two groups said that the renter protection measureswould stifle the homebuilding needed in California to counteract a shortage of availablehomes.
In response, Chiu and Bonta began to chip away at their bills. First, they agreed that theirplans would expire in 2030, and the rent cap wouldn’t cover apartments built in theprevious 10 years, among other changes. Then Chiu agreed to raise the rent cap to 7%plus inflation and to make the policy expire in five years. And finally, on Wednesday, justdays before a legislative deadline for the bill to advance, Chiu agreed to speed up the rentcap’s expiration to three years.
That decision led the Realtors’ association to drop its opposition. Hours later, the billsqueaked through the Assembly by three votes — with 17 Democrats voting against AB1482 or abstaining from the vote. And though Bonta had also agreed to limit hisantieviction measure to three years to mirror Chiu’s bill, he ultimately didn’t bring it upfor a vote in the Assembly before the deadline.
Chiu said he was elated that a rent cap would be debated in the state Senate. But thechanges he was forced to accept mean that the bill won’t provide sufficient protection forrenters, he said.

“I suspect that in three years we will not have solved the housing crisis completely and wewill likely need to revisit this,” Chiu said the night the bill advanced.
It’s also far from a sure thing that AB 1482 will pass both houses of the Legislature by amid-September deadline. Even though the Realtors’ group no longer opposes it,landlords still do.
The new three-year expiration date in the bill simply ensures that renter advocates willtry to pass another, stronger measure, said Deb Carlton, a lobbyist for the CaliforniaApartment Assn. She said apartment developers need certainty from governmentagencies about rent control policies if they are going to invest in building and unless arent cap bill comes alongside a moratorium on local rent control policies, her group willremain opposed.
The failure of SB 50 provides even less of an incentive for landlords to go along with arent cap, Carlton said.
“Pointing all your guns at the rising of rents when you’re not solving the issue by creatingmore housing is just poor public policy,” she said.
Despite the setbacks, legislators and activists pushing for a big set of housing bills thisyear are holding out hope that one could come together. Later this month, Newsom andthe Legislature must reach an agreement on a new state budget that is likely to providemore funding for low-income housing construction and other housing and homelessnessprograms, and money could also be used as leverage for policy changes.
And, Diaz said, some of the proposals that have been set aside could be revived.
“You still have a lot of time in this legislative session to take a bill, modify it, and actuallyadd a lot of the components to have a good package,” he said. “It’s a work in progress.”

Those are the findings of the AirQuality Life Index (AQLI), a newtool produced by the EnergyPolicy Institute at the Universityof Chicago, which we lead. TheAQLI combines frontier researchin health and economics withnearly two decades of satellite-derived measurements of

The data are striking: The AQLI identifies air pollution as the single greatest threat to humanhealth globally, with its toll on life expectancy exceeding that of communicable diseases such asmalaria and tuberculosis and even behavioral risks like cigarettes, given current smoking rates.
Though some particulate matter is generated by natural sources such as dust, the primarysource of urban particulate matter pollution is energy use. The fossil fuels that power 80% ofthe global energy system, including transportation, industry and electric power, produceparticulate matter pollution during combustion, releasing it into the atmosphere. From there,the tiny particles enter our lungs, where they can bypass the body’s natural defenses andspread well beyond our respiratory system.
The world continues to use fossil fuels because they are cheap and reliable. But in their pursuitof the economic growth needed to reduce poverty and expand wealth, policymakers have toooften failed to structure energy markets so that their price reflects the very real health costs ofthis pollution. Without a change in direction, residents in many global cities will pay for these“externalities” through shorter and sicker lives.
The good news is that progress ispossible. The AQLI’s data revealthat China, in particular, hasmade important strides sincedeclaring a War on Pollution in2014. Ambient particulatematter pollution levels fell bynearly 12% across the nationbetween 2013 and 2016, withlarger declines in key urbanareas and reports of further

achieve deeper reductions. Chinese Premier Li Keqiang seemed to acknowledge this fact in aspeech delivered earlier this year in which he called for greater cost-benefit analysis andaffordability of pollution reduction efforts.
What China is seeking, India hopes it has found. This week, the Modi government andenvironmental regulators in his home state of Gujarat will announce that they have greenlit apioneering project in Surat, a heavily industrialized coastal city of 4.5 million people. Ambientparticulate matter pollution levels there are triple the WHO’s guideline, costing residents 2.5years of life expectancy.
The pilot project will create the world’s first cap-and-trade market for particulate matterpollution. About 350 industrial facilities in Surat will operate under a mandatory emissionscap, with credit trading unleashing market forces to identify the most cost-effective compliancemechanisms. This system will allow the least efficient polluters to benefit from inexpensivereductions achieved by more innovative plants, a major departure from costly, command-and-control style regulations that mandate the use of particular technologies. Researchers from theUniversity of Chicago and Yale University will evaluate the program’s benefits and costs to testwhether it is effective in practice.
There is good reason to believe such a system can work. The U.S. used a cap-and-trade marketto address sulfur-dioxide emissions that were causing acid rain in the 1990s. The programslashed SO2 emissions by 40%, and benefits exceeded costs by an incredible 40 to 1 ratio. Asimilar program for nitrous-oxide emissions in the U.S. has also estimated benefits that easilyexceed its costs.
If it works, Surat’s groundbreaking effort will serve as a model for cities and nationalgovernments around the world battling deadly air pollution. It will add a powerful new tool tothe arsenal of policymakers seeking to avoid a future in which residents’ lives are cut short bydirty air, and it will do so in a way that is cost-effective enough to avoid stunting the urgentneed for economic growth.

Emerging automation technologies will look different and displace a large number of women,said Mekala Krishnan, fellow at the McKinsey Global Institute and one of the report’s authors.Advancements could take the form of Alexa-like virtual assistants replacing clerical tasks,wider adoption of cashierless checkouts and artificial intelligence replacing customer-serviceworkers at call centers.
And that technology could change the jobs done by women in the way robotic arms in factoriesput downward pressure on mostly male manufacturing jobs in the U.S. in recent decades.
“The new wave of automation is much more than manufacturing and robots,” she said inan interview. “The sectors and occupations for which automation will play a role will vary
widely and women could be equally impacted as men.”
Clerical work, such as by secretaries, schedulers and bookkeepers, is an area especiallysusceptible to automation, and 72% of those jobs in advanced economies are held by women,the McKinsey study said. Service workers, including those employed in retail and food service,are also susceptible to automation, and include women in high numbers.
The study looked at 10 of the world’s largest economies, including the U.S., China and India, andfound that 107 million jobs held by women are at risk of being displaced by automation, or 20%overall of female employment. That nearly matches the 21% of jobs held by men at risk of beingdisplaced.
The McKinsey study isn’t projecting mass job loss due to automation. It forecasts that 171million new jobs held by women will be created by 2030—and the rate of job growth could beslightly larger for women than for men over that time period. That is largely because womenhold the majority of jobs in one of the fastest-growing fields: health care.
The study considers the number of full-time equivalent jobs at risk, allowing that many jobswill be partially automated. For example, a nurse may spend less time in the future on dataentry as smart diagnostic machines and voice-recognition technology improve.
In developed countries, a larger share of jobs are on the line. In the U.S., 24% of female jobs and26% of male jobs are at risk to automation, McKinsey said.
The elevated automation risk found by McKinsey is consistent with another recent study by theInstitute for Women’s Policy Research. That study found that while women make up 47% of theU.S. workforce, they account for 58% of workers employed in fields facing the highest risk forautomation.
To land jobs expected to be created in the next decade, many women will need to obtain newskills and move into different occupations. The McKinsey study is cautious about projectingthat will happen, noting women face several barriers to gaining the skills they will need totransition to in-demand jobs. Men may have an easier time transitioning to new occupations oradapting to technological change, according to the study’s authors.
Among the barriers faced by women is that they take on a higher share of unpaid care work,including child care, leaving them with less time to seek the education needed to make jobtransitions. Other challenges include more difficulty moving for jobs, smaller representationamong students of science, math and engineering and reduced access to technology, especiallyin emerging economies.
“If women are able to navigate the necessary transitions, they may be able to maintain, or insome cases slightly increase, their current share of employment,” the report stated. “However,if women are not able to make these transitions effectively, their share of employment coulddecline” because some women would drop out of the labor force entirely.

Colin Goddard lay in a pool of his own blood, hoping his racing heart would not tip offthe approaching gunman that he was still alive. The shooter hovered over Goddard,paused and fired two more bullets into him anyway.
Goddard survived the April 16, 2007 massacre at Virginia Tech, which killed 32 peopleand was the worst school shooting in U.S. history. Twelve years later, he tries not todwell on the day, but he has dozens of constant reminders: bullet fragments lodged inhis body, leaching toxins into his blood.
Like hundreds and possibly thousands of shooting survivors across the country,Goddard, a 33-year-old father of two, is suffering a lesser-known and oftenunrecognized side effect of gun violence: lead poisoning. When he was shot in hisFrench class that spring day, one bullet pierced his right shoulder cleanly, but threeothers shattered when they hit his hips and left knee. Because the fragments did notpose life-threatening risks, trauma surgeons left them in his body—a common andwidely accepted practice in emergency rooms throughout the United States. Now, withhis blood lead levels seven times higher than what is considered safe, Goddard faceslong-term health risks, including neurological problems, kidney dysfunction andreproductive issues.

The metal’s toxicity is well-documented, but only wildlife have so far benefitted fromefforts to outlaw its use in bullets, and even those results have been limited. Californiaon July 1 will become the first state to ban lead hunting bullets, the culmination of ayearslong battle that pitted environmentalists against the National Rifle Associationand other gun-rights groups.
“I was told, ‘You’re going to be fine in the long-term,’ and that’s not right,” Goddardsays. “It throws you back when you realize you’re not out of the woods yet, and thisterrible day is not entirely behind you.”

With roughly 80,500 nonfatal gunshot injuries annually, a vast number of Americansevery year experience a version of Goddard’s worst day, according to the U.S. Centersfor Disease Control and Prevention (CDC). Tens of thousands more don’t live throughtheir ordeal. In 2017, the most recent year with available data on mortality, morepeople in the U.S.—nearly 40,000—died from firearm injuries than in any other yearsince at least 1968, when the government first started keeping track electronically. Itwas the third consecutive year that the U.S. saw a rise in the rate of gun deaths.“Doctors think we solved the lead problem because we took lead out of paint and wetook lead out of gas,” Goddard says. “But we still have these very acute, very severeproblems within a big population of the country—a population that’s already beenvictimized in a significant way.”

In 2017, when the CDC released its first report linking lead toxicity to bulletfragments, the health agency said at least 457 adult shooting survivors tested positivefor elevated blood lead levels from retained bullet fragments between 2003 and 2012.As its main source, the CDC pulled data from 41 states participating in the Adult BloodLead Epidemiology and Surveillance (ABLES) program, which requires labs andhealth care providers to report blood lead level test results to their state healthdepartments. The program requires states to specify the sources of lead exposure—paint versus bullets, for example—but many states did not comply. That made itimpossible for researchers to draw conclusions on the full magnitude of the nationalissue, and the true tally was likely far higher than 457, says CDC epidemiologistDebora Weiss, the report’s lead author.

It’s even harder to collect such data today. Since it released the report, the CDC hasstopped studying the issue—citing a drop in the number of states willing to submitsufficient information—and the federal government eliminated the program’s fundingin 2013. When it restored funding in 2015, only 26 states were part of the program,according to the CDC. “The biggest unanswered question,” Weiss says, “is whether thenumber of cases is increasing, becoming a trend.”
There is no evidence the exposure has slowed. In at least 12 ABLES states that do trackdifferent lead exposure sources, roughly 300 people tested positive for elevated leadlevels from retained bullet fragments between 2012 and 2018, according to dataobtained by TIME. During that time period, more than 200 people in California testedpositive for elevated blood lead levels from retained bullet fragments, as did 28 peoplein Missouri, according to the states’ health departments. In Michigan, where the Flintwater crisis created a heightened awareness of the dangers of lead, nearly 60 shootingvictims tested positive for lead toxicity from bullets between 2012 and 2016, the mostrecent year with data, health officials said.
“There’s clearly sufficient research that substantiates cause for concern. There’s nodoubt about that,” says Donald Smith, a professor of toxicology at the University ofCalifornia, Santa Cruz, whose research team helped the state ban the use of leadammunition by hunters. While studying the effects of lead toxicity in Californiacondors—one of the world’s largest birds threatened with extinction—the researchersfound the creatures were dying in droves or being severely sickened from lead poison,primarily by eating the carcasses of animals that had been shot with lead ammunition,but also by being shot with lead bullets themselves. “Take it from the condors,” Smithsays. “Embedded lead from ammunition poses significant toxic concerns.”
Decades of research into the effects of lead-tainted paint, fuel and drinking water haveshown its devastating impact on humans and forced policy changes. In 1978, the U.S.banned consumer uses of paint containing lead. In 1996, the federal government wenta step further, prohibiting the sale of leaded fuel. The public health crisis in Flint,Mich. put the national spotlight back on lead in 2014 when the city’s water supplybecame contaminated with it after officials switched water sources.
Because lead is common and inexpensive, it has long been the metal of choice forproduct manufacturers in many industries, including ammunition, says MichaelHelms, a firearms historian in Baton Rouge, La. The material is also heavy and dense,

Helms says, which helps bullets maintain consistent trajectories as opposed to thosemade with copper. This ensures maximum damage when a target is hit. Of the 9 billionammunition rounds produced in the U.S. or imported into the country each year, 95%are made with lead components, according to the National Shooting SportsFoundation, a gun trade group. “If you have the misfortune of being shot,” says retiredU.S. Environmental Protection Agency toxicologist Mark Maddaloni, “the bullet isprobably going to be made of lead.” Yet when it comes to how much we know aboutthe internal impact of lead from retained bullets, much is shrouded in mystery.
That’s partially because it’s difficult to detect. Lead poisoning’s symptoms—fatigue,headaches, abdominal pain, nausea—are often mistaken for common illnesses like thecold or a stomach bug. “It’s really difficult sometimes for physicians who are treatingthese patients years after they’ve been shot to diagnose and figure out exactly what theproblem is,” says Dr. Jennifer Cone, a trauma surgeon who frequently operates ongunshot victims in Chicago. “If somebody has these symptoms, it’s much morecommon for them to have menstrual cramps or a virus or gastroenteritis.”

In February 2017, Goddard, the Virginia Tech survivor, was a new father and a gradstudent at the University of Maryland, so he dismissed his fatigue as a naturalbyproduct of his busy life. He’d never considered he might have lead poisoning, butafter his mother read the CDC’s report, she emailed him to suggest he get his bloodtested. “I think it’s a good precaution,” she wrote, “but I wouldn’t worry at this point.”

Ten days later, Goddard’s blood test came back. His blood lead level was 37micrograms per deciliter. On average, a healthy adult has a blood lead level of 2micrograms per deciliter, according to Maddaloni, the retired EPA toxicologist. Whilethe World Health Organization says no level of lead exposure is considered safe, theCDC recommends taking action when blood lead levels are above 5 micrograms perdeciliter.
Goddard underwent surgery later that year to remove some of the bullet fragments inhis hip, which only slightly decreased his blood lead levels. While toxicologists insistthe remaining 50 or more pieces need to come out, doctors say it’s too dangerous toremove them. Now, the business-development director in Bethesda, Md., has toswallow 31 pills a day as part of his chelation treatment, a chemical process used to ridthe body of excess or toxic metals. The treatment only works as long as he takes thepills. If he stops, the lead levels rise again and he’s back to where he started.
“It feels like you’re a frog in boiling water. You don’t know these small changes in youuntil it’s too late,” says Goddard.

Unless there’s an immediate danger—if the bullets are near a major organ like theheart, or a large blood vessel—or unless the pieces have surfaced near the skin and areeasy to remove, surgeons leave them in. Of the roughly 1,000 gunshot victims treatedevery year at the University of Chicago Medicine alone, up to 75% walk out with bulletsstill in their bodies, according to Cone, the trauma surgeon. Every day, at least onepatient is patched up with a retained bullet, she says. And at SSM Health Saint LouisUniversity Hospital in St. Louis—which, according to FBI statistics, has the highestmurder rate among major cities in the nation—up to 75% of the roughly 450 annualgunshot victims leave with retained bullet fragments, says trauma surgeon Dr. CarlFreeman. “Oftentimes going in to get the bullet causes more harm than good,” saysCone. “We cut through healthy tissue, blood vessel and nerves, and it can cause a lot ofscarring or other issues down the road.”

Often, the body will naturally form a protective barrier of scar tissue around a bullet orfragment, resulting in little to no damage, Cone says. “In the past, it’s been thoughtthat these bullets are completely benign,” she adds. But sometimes, as years pass, thefragments dissolve and start making their way through the bloodstream, causing leadpoisoning.

from the rampage on Nov. 5, 2017 that killed 26 fellow congregants, including six closefriends. “To remove it all,” Workman says of the shrapnel, “they basically would havehad to tear my leg apart.”
As a gunman wearing all-black tactical gear and a ballistic vest opened fire in thechurch she’d attended most of her life, Workman dropped to the floor and hid behindequipment in the sound booth in the back of the sanctuary, where she works as atechnician. “My brain was like, you’re never going to eat a chocolate chip cookieagain,” she recalls. “That’s the first thing that came across my head.” But survivalmode kicked in and she started counting the number of reloads and rounds fired whileducking her head side-to-side to avoid the shooter. And then she was hit.
Compared to others, her injury was minor, Workman says, and she was off crutchesand back to work within weeks, but she suddenly started losing control of both of herfeet. “I fell up the stairs at my house about four or five times in two weeks,” says the21-year-old from La Vernia, Texas. “I knew something was wrong.” Her conditionbaffled her and her doctors. It wasn’t until almost a year later that Workman learnedshe had a blood lead level of 10 micrograms per deciliter, which was triggering footdrop, which causes her to lose control of the muscles that let her raise the front partsof her feet. “I’m not a person who cries a whole lot, but when I actually found out whatwas causing the problem, I just broke down immediately,” she says.
Workman, who later married another survivor of the church shooting, now has to wearbraces on both feet, but she’s gotten her blood lead levels down to 2 micrograms perdeciliter through chelation. In the immediate aftermath of the tragedy, Workman saysno medical professionals had advised her to get tested for lead toxicity. Now, she andher family want to save other shooting survivors from suffering the months ofuncertainty that plagued her before she was correctly diagnosed. So in December2018, Workman’s mother-in-law, Julie Workman, a nurse who also survived themassacre, traveled some 200 miles to Santa Fe, Texas, to warn the victims of the latestmass shooting about the dangers of lead in bullets.
She passed the message on to Sonia Lopez, whose daughter, Sarah Salazar, survived amass shooting at Santa Fe High School that killed 10 people on May 18, 2018. Sarahwas shot three times, leaving her with approximately 20 shotgun pellets embedded inmultiple parts of her body, including her left lung and around her spinal cord. One ofthe major veins on the left side of Sarah’s neck was severed, her jaw had to be wiredshut, and she lost a significant amount of flesh on the left side of her left arm.

The 17-year-old honor roll student also complained of headaches, fatigue and light-headedness after the shooting, but it never occurred to Lopez, 53, that her daughtercould have lead poisoning.
Heeding Workman’s warning, Lopez demanded doctors test Sarah’s blood. They foundshe had a blood lead level of 21 micrograms per deciliter. On April 12, Sarah had six ofthe roughly 20 pellets surgically removed and was put on the same chelationtreatment as Goddard and Morgan Workman. A month later, her blood lead level wasstill at 15, meaning doctors will have to consider more invasive surgery in the chestand lung. “She just feels sick all the time,” Lopez says of her once-active daughter.

The last time the government regulated lead ammunition on a national level was in1991. After researchers found some 2 million ducks were dying each year fromingesting spent lead shot left by hunters, the U.S. Fish and Wildlife Service outlawedtheir use in hunting migratory waterfowl. For the last decade, conservationists havebeen pushing the U.S. to expand restrictions to hunting of other species, because theysay lead in hunting ammunition still poisons and kills between 10 million and 20million animals every year. But wildlife advocates have faced fierce opposition fromgun rights advocates.
In 2017, when President Barack Obama’s administration announced a ban on leadammunition on federal wildlife refuges on the last full day of his presidency, the NRAcriticized the move as an “attack on our hunting heritage.” The ban was reversed assoon as the new U.S. Interior Secretary under President Donald Trump took over. “Itis a losing battle in the Trump administration,” says Jonathan Evans, anenvironmental health legal director at the Center for Biological Diversity, aconservation group that has unsuccessfully challenged the NRA in court over banninglead ammo.
Conservationists have since shifted their focus toward making progress at the statelevel. Besides California, more than 30 other states have imposed less-stringent ruleson lead ammunition used by hunters, according to the Humane Society. “We know itcan be done,” Evans says.
For animals, maybe, but not necessarily for humans. Doctors are growing more awareof the risks human shooting survivors face from lead, but many feel their hands aretied by a lack of research into treatment alternatives for gunshot victims whose bodiesare saturated with bullet fragments. “We’re not doing enough for them,” says Dr.Ikenna Okereke, the University of Texas Medical Branch’s chief of thoracic surgery,who is treating Sarah Salazar. “It’s a huge problem, and I’m seeing it more and more.And if I’m just one physician seeing it more and more, it’s just the tip of the iceberg.”
