Item: ASS004-18 Tender for Kogarah School of Arts Heritage Roof Rectification

Recommendation (a) That, under Section 178 (1) (a) of the Local Government (General) Regulation 2005,

Council accept the tender that is recommended for T17/033 Tender for Kogarah School of Arts Heritage Roof Rectification as outlined in the report.

(b) That the General Manager be authorised to sign the Contracts with the preferred Contractor on behalf of Council.

(c) That Council inform the unsuccessful Tenderers of the resolution.

Executive Summary 1. The purpose of this report is to advise Council of the results of the tender process completed

in accordance with Part 3, Division 1, Section 55 and Section 377 of the Local Government Act 1993, for Tender for Kogarah School of Arts Heritage Roof Rectification and to seek resolution from Council on entering into a Contract with a successful Tenderer to appoint as the Principal Contractor to carry out the proposed contract works.

2. This report explains the background for Council to decide if it wishes to enter into a contract with the entity recommended as the Principal Contractor. The report details the tender process supporting the recommendation for Council’s consideration, with the confidential matters being contained within the confidential attachments.

Background 3. The Kogarah School of Arts Building is located in Bowns Road, Kogarah and was built 1886.

The building was restored and/or refurbished during the 1980’s.

4. As part of the Georges River Council s94A Plan (2017), $200,000 was allocated to replace the heritage slate and metal roofs at Kogarah School of Arts. Hector Abrahams Architects was engaged by Council to develop the scope of works and technical specifications for the Welsh Penrhyn slate roof and True Oak ‘Deep’ corrugated roof.

5. Council Officers prepared a Request for Tender for Kogarah School of Arts Heritage Roof

Rectification.

6. The Director Assets and Infrastructure appointed a Tender Evaluation Committee for the Tender prior to advertising, and all tender documentation was reviewed by the Manager Project Delivery prior to issuing.

7. Tender documentation included: a. RFT T17/033 - Kogarah School of Arts Heritage Roof Rectification b. General Conditions of Contract Incorporating AS4000-1997 (as amended)

8. The Tender Evaluation Committee determined the Tender Evaluation Criteria prior to

advertising the tender. The essential criteria and mandatory criteria was determined as follows:

Essential Criteria

Best value for money Lump sum price and trades break-up prices; Schedule of hourly rates.

Demonstrated capacity and technical ability to carry out the works under the Contract: Specific experience and expertise in design and construct contracts; Company profile; current commitments for main and sub-contractors; Proven capacity to meet deadline; and Plant and equipment available to complete the works.

Demonstrated managerial and technical capability, qualifications, experience: Quality experience and quality references of the Tenderer; Nominated site personnel CVs and previous work history; and Nominated sub-contractors CVs and previous work history with the Tenderer.

Capacity to achieve the program: Program shows critical paths and detailed tasks required to achieve

deliverables for the project; and Sequencing of the works.

The proposed methodology: Traffic and pedestrian management plan; and Storage of materials.

Demonstrated capacity to fulfil the WHS and environmental requirements including insurances.

Mandatory Criteria

Insurances: Public Liability min. $20M Workers Compensation Comprehensive Vehicle(s) Insurance.

Compliance with quality assurance standards and systems of quality assurance.

Degree of compliance with Work Health & Safety requirements.

Conformity and compliance of the Tenderer’s submission with the RFT.

Accreditation to BNG Conserve.

9. T17/033 Tender for Kogarah Library Roof Rectification was advertised in the Sydney Morning Herald and Tenderlink on 20 February, 21 February and 24 February 2018.

10. The tender closed at 10am Tuesday 13 March 2018 in the presence of the Tender Opening Committee. Three (3) submissions were received via Tenderlink from the following companies:

a. Jag Building & Bricklaying Pty Ltd b. Murphys Remedial Builders Pty Ltd c. Smith Zak Constructions Pty. Ltd.

No late submissions were received.

11. The Tender Evaluation Committee individually assessed the submission, and met on 21 March 2018 to review the submissions and seek any clarifications. Details of the Tender Evaluation Committee and these meetings are provided in the confidential attachment.

12. The Tender Evaluation Committee completed the tender assessments and the evaluation process and identified a tender that represents best value for money.

13. The Tender Evaluation Committee recommends that under Section 178 (1) (a) of the Local Government (General) Regulation 2005, Council accepts the tender identified as the preferred Contractor as outlined in the confidential attachment to this report.

Financial Implications 14. Georges River Council s94A Plan (2017) funds of $200,000 plus additional non-budgeted

funds of $300,000 from the Asset Management Reserve Investment that has a forecast balance of $8,551,211.11 at 30 June 2018.

Community Engagement 15. Community engagement will be conducted including ample notification of all building users

prior to construction. A letterbox drop of surrounding residents will also be undertaken to inform them of the works and a site contact during construction.

Background 3. As part of the Stronger Communities Fund, Georges River Council allocated $1.5 million to

the Customer Service Hubs Project. This project included the following key elements: a. Kogarah Library Roof Replacement b. Design and refurbishment of GRC Service Centres and Kogarah Library c. Customer service self-service kiosks d. Refurbishment of Kogarah Library forecourt library area e. New Contact Centre Technology

It is noted that prior to amalgamation, Kogarah Library Roof replacement was placed on a capital works list due to issues with the existing roof including significant leaks.

4. Council Officers prepared a Request for Tender for Kogarah Library Roof Rectification.

5. The Director Assets and Infrastructure appointed a Tender Evaluation Committee for the

Tender prior to advertising, and all tender documentation was reviewed by the Manager Project Delivery prior to issuing.

10. The Tender Evaluation Committee individually assessed the submission, and met on 20 March 2018 to review the submissions and seek any clarifications. Details of the Tender Evaluation Committee and these meetings are provided in the confidential attachment.

12. The Tender Evaluation Committee recommends that under Section 178 (1) (a) of the Local Government (General) Regulation 2005, Council accepts the tender identified as the preferred Contractor as outlined in the confidential attachment to this report.

Financial Implications 13. Within budget allocation – this project forms part of the Stronger Communities Fund

Customer Service Hubs Project which has a total budget of $1,500,000.

Community Engagement 14. Community engagement will be conducted including ample notification of works to

Kogarah Library patrons when dates are finalised with the successful Contractor.

(c) That Council inform the unsuccessful Tenderers of the resolution.

Executive Summary 1. The purpose of this report is to advise Council of the results of the tender process completed

The report details the tender process supporting the recommendation for Council’s consideration, with the confidential matters being contained within the confidential attachments.

Background 3. In 2016, Georges River Council commissioned a Building Assets Condition Assessment of

all aquatic facilities within the Council area. The purpose of these reports was to review all aspects of the facilities including structural, electrical, mechanical, hydraulic and fire to develop a long term capital works program.

4. The Cardno Building Assets Conditions Assessment identified the need to replace all pool equipment for the 50m pool including filters, heaters and dosage equipment to ensure compliance of current Australian Standards.

5. As part of the Georges River Council s94A Plan, $970,000 was allocated for the Sans Souci Pool Plant Room. These funds were identified in the 2017-2018 Budget to ensure that the works would commence in winter 2018.

6. In 2017, Cardno were engaged to develop a detailed scope of works for the project. The scope of works included:

o Minor building modification and repair work to the existing plantroom building

o Provisional sum for possible concrete spalling to the existing concrete roof

o Repair/upgrade of existing items in plantroom

o New amenities area and external works

The new plant room also incorporated new on deck showers, change rooms and amenities. The specifications call for detailed design, installation and commissioning of pool plant.

7. At the March 2018, Council resolved the following: (a) That Council accepts the Tender from Dapcor Building Services Pty Ltd, in the amount of

$973,909.55, after having regard to all the circumstances, as the tender that appears to be the most advantageous and appoint Dapcor Building Services Pty Ltd as the Principal Contractor under the Contract Number T17/039 Sans Souci Pool Concrete Remediation and Refurbishment Works.

(b) That the General Manager be authorised to sign the Contracts with the preferred Contractors on behalf of Council.

(c)That Council Officers inform the unsuccessful Tenderers of the resolution to decline to accept those tenders.

(d) That the General Manager provide a report on how much it would cost to replace plant and replace heat exchangers and any other part of the pool that is required to be replaced with a view to inclusion in 2018/19 budget process.

Works commenced on the Sans Souci Pool Concrete Remediation and Refurbishment Works on 3 April 2018.

Amenities.

13. The tender closed at 10am Thursday 23 March 2018 in the presence of the Tender Opening Committee. Four (4) submissions were received via Tenderlink from the following companies:

a. Cooper Commercial Constructions Pty Ltd b. Dapcor Building Services Pty Ltd c. Matrix Group Co Pty Ltd d. Sullivans Constructions Pty Ltd

No late submissions were received.

14. The Tender Evaluation Committee individually assessed the submission, and met on 30 March 2018 to review the submissions and seek any clarifications. Details of the Tender Evaluation Committee and these meetings are provided in the confidential attachment.

15. The Tender Evaluation Committee completed the tender assessments and the evaluation process and identified a tender that represents best value for money.

16. The Tender Evaluation Committee recommends that under Section 178 (1) (a) of the Local Government (General) Regulation 2005, Council accepts the tender identified as the preferred Contractor as outlined in the confidential attachment to this report.

Financial Implications 17. Georges River Council s94A Plan (2017) funds of $970,000 plus additional non-budgeted

funds of $500,000 from the Aquatic Facilities Reserve Investment for the additional plant and equipment. This Reserve has a forecast balance of $1,538,808 at 30 June 2018.

18. Community engagement will be conducted including ample signage around the site, posters and website messages advising customers that the Sans Souci Pool will be closed from 3 April 2018 until September 2018 to facilitate the refurbishment works.
