Overview of DND Real Property Assets

• DND administers the largest real property holding in the Federal Government to support the Canadian Armed Forces • 21,000 buildings (incl.12,000 military housing units) • 2.25 million hectares of land • 5,500 km roads • 3,000 km water, storm, sewer pipes • 16,100 works
Role & Strategic Intent of ADM(IE)

“ADM(IE) will build and deliver a safer, more secure and sustainable real property portfolio within five years and will continue to provide the services and environmental advice needed to meet the CAF operational requirements”
• Functional authority for: • Real Property and immovables lifecycle • Environmental protection and stewardship • Indigenous affairs • Fire protection and respiratory protection • Ionizing radiation regulation and safety
Indigenous Affairs • From the PM Mandate Letter
“No relationship is more important to me and to Canada than the one with Indigenous Peoples. It is time for a renewed, nation-to-nation relationship with Indigenous Peoples, based on recognition of rights, respect, co-operation, and partnership”
• Role of National Defence – Uphold the crown’s duty to consult with respect to any land
transaction / utilisation – Participates, as required, in federal treaty negotiations with
Indigenous groups – Works with Indigenous groups in the remediation and return of lands
previously impacted by military activities – Cooperates with Indigenous and Northern Affairs Canada, provincial
and municipal partners 4
DND / CAF activities • As the largest holder of Federal land and infrastructure, present in
many communities across Canada, DND/CAF values its relationships with Indigenous groups.
• To effectively manage military activities on Defence land and in areas surrounding it, DND seeks to foster constructive relationships with local Indigenous groups. Base and Wing commanders proactively foster these relationships.
• DND respects and actively implements the obligations that have been agreed to in treaties with Indigenous groups – 70 historic and 27 modern treaties now being implemented across
Canada – Crown is currently in negotiation with Indigenous groups on up to
another 100 modern treaties. – DND is actively working on 14 treaties.

DND/CAF Activities (con’t) • DND/CAF undertakes consultations with Indigenous groups
when contemplating activities that may have a negative impact on Aboriginal and treaty rights.
• DND/CAF consults on issues such as military exercises off DND owned land: ex Op Nanook, OP Nunalivut.
• For property disposals, construction projects, remediation projects, exercises, etc., DND is striving to be as diligent as possible in the consultation of potentially affected / interested Indigenous groups.
• DND/CAF implements the obligations in finalized treaties.

Indigenous Affairs: DND Challenges • Large land owner susceptible to Aboriginal claims
• CAF operational mandate and related training requirements can be at odds with the land use preferred by Indigenous Groups, impacting their traditions
• Many munitions sites no longer under DND custody (owned/claimed by Indigenous Groups)
• TB approvals required for exemptions from policy to accommodate reconciliation efforts
• Litigation
• Many significant issues to address with few personnel 7
