Brief Presentation of AU-PANVAC
Established since 1986 to support Pan African Rinderpest Campaign (PARC): FAO project for Quality Control of Rinderpest
Vaccine (TCP/RAF/6767 and 6766) Two Centers Regional Center: Dakar (Senegal) and
Debre-Zeit (Ethiopia) 1993: The 2 Centres were merged to create
PANVAC Status: In 2004 PANVAC became Specialized Technical
Office of African Union Commission (AUC) AU-PANVAC dealing with :
All veterinarian vaccines Diagnostic Reagents Production & Supply to
Labs
Mandates International Independent Quality Control of
Veterinary Vaccines produced in Africa and imported into Africa.
Produce and distribute essential biological reagents for animal disease diagnosis and surveillance
Facilitate the standardization of veterinary vaccines production and harmonization of their quality control techniques in Africa
Promote the transfer of vaccine production technologies in Africa;
Provide training and technical support services to veterinary laboratories.

Safe storage of Rinderpest Materials 8th Conference of Ministers responsible for
livestock held in Entebbe, Uganda (May 2010) recommended:
That AU Member States speed up the process of Rinderpest virus sequestration, by completing the FAO/OIE questionnaire regarding the inventory of the virus (samples, vaccines), without any further delay; That all Rinderpest virus strains held in Africa be destroyed and what is deemed necessary handed over to AU-PANVAC for safe storage;
The Executive Council decision [EX.CL/Dec.617 (XVIII)] endorsed those resolutions during the African Union summit in January 2011
Safe storage of Rinderpest Materials… Acquirement of Bio-Safety Level 3 (BSL 3)

sequestration and risk analysis for laboratories holding Rinderpest virus” Debre-Zeit 4-7 July 2011 The Objective: To provide the necessary guidelines
to support the activities of Rinderpest virus holding laboratories in maintaining the world free from Rinderpest.
The workshop was attended by representatives from: Countries: China, India, Kazakshtan, Kenya,
Nigeria, Senegal, Mongolia, Cameroon, Botswana, Russia, Mali.
Invited experts from: Italy, Netherlands Japan, UK, France, Germany
