I choose to leave at the end of my current term rather than extend for another two years because it is what is best for our thriving institution – it is the best time for transition to a new Director. I will remain active with DKI APCSS, and in the Indo- Asia-Pacific region. Please stay in touch with me, and I will look forward to seeing you all again.

From August 15 to August 19, we conducted aworkshop in Myanmar entitled “Building an InclusiveSecurity Sector in Myanmar.” We also hosted asuccessful alumni event in which 42 alumni fromMyanmar participated. Together with the U.S. Defense Attaché, we hosted analumni event in which over 30 Mongolian alumniparticipated. On behalf of the Mongolia APCSSAlumni Association, Colonel Munkh OchirDorjjugder EC05-2 and ORA10-1, accepted the award

for 2015 DKI APCSS Alumni Association of the Year.Director Leaf also presented alumni achievementawards to a cohort of Mongolian alumni for theirsuccessful work on developing the plan for securingthe 2016 Asian European Summit.

Following the CHODs conference, Director Leaf traveled toSri Lanka where he served as a distinguished speaker at theKotelawalla Defense University. The Sri Lanka DKI APCSSalumni and the Sri Lanka Chiefs of Service hosted theDirector for an alumni reception at the Sri Lanka Air Forcemuseum. Over 60 alumni participated in the event. Keyalumni in attendance included Air Chief Marshal KolithaGunatilleke, Chief of Defense EC04-2, Air Marshal GaganBulathsinghala, Commander of Air Force EC05-1 andLieutenant General Crisanthe De Silva, Commander ofArmy EC07-2.

On September 16, 2016, DKI APCSS celebrated its21st anniversary. More than 150 guests participated inthe event, including employees of DKI APCSS,members of the newly established DKI APCSSAlumni Association, our newest alumni fromAPOC16-3, and a group of Hawaii-based DKI APCSSalumni. One of the keynote speakers was an alumnusof the very first DKI APCSS course, EC96-1,Mr. Peter Adzuara (U.S.).

We recently completedan alumni-focusedworkshop atKing’s College inLondon entitled“Management of theIndo-Asia-Pacific’sMaritime Future.”This event broughttogether 16outstanding DKIAPCSS maritimesecurity alumni to develop shared perspectives on regionalmaritime security challenges and provide a platform for wider, ongoingvirtual discussion among a community of maritime practitioners and scholars.

Dr James Boutilier (Canada), SEC99-1and ORA11-1, was honored with the2016 Conference of DefenceAssociations Institute Vimy Award.This prestigious award is presentedannually to one prominent Canadian

who has made outstanding contributions towards thesecurity and defense of Canada and the preservation ofits democratic values. The Award honors the braveryand sacrifices of the Canadian soldiers who werevictorious at the Battle of Vimy Ridge in April 1917.

Assistant Commissioner of Police TaibSabot (Malaysia), CSRT07-1, recentlypassed away in his home town ofKuching Sarawak Malaysia. We aredeeply saddened by the loss of one ofour ohana; and we offer our sincere

condolences and sympathy to his family and friends.

The Maritime Security Challenges (MSC)conference series (www.mscconference.com) isCanada’s only maritime security-oriented

conference, held in Victoria,British Columbia, every two years.From October 3rd to 6th, MSC16,the seventh iteration in the series,will gather maritime securityexperts and practitioners fromaround the Indo-Pacific to discussissues of mutual interest, includingmodernizing maritime services, therise of non-traditional maritimeactors (such as China’s maritimemilitia), and prospects forcooperation on these issues. TheMSC series has strong links withDKI APCSS, having been foundedby Dr. James Boutilier, analumnus of SEC99-1 and ORA11-1, andushered through its growing pains byDKI APCSS Professor Kerry Nankivell.The DKI APCSS-MSC bond remainsstrong, as MSC16 is organized byalumni Dan Baart ASC16-1, AshleyMilburn ASC12-1, and Brett WitthoeftASC09-1, and DKI APCSS faculty andstaff play key roles in MSC16
