Hello Orchard Park residents,

Firstly, let me thank all the Council members andstaff who helped make our Community Fun Day thesuccess it was, and to all those who attended on theday, giving your support; I hope you and yourfamilies enjoyed the day as much as I and thecouncillors and staff running the event did. Those ofyou who arrived early will have enjoyed seeing theMayor of Cambridge open the event and walkinground each stall. Cllr Nimmo-Smith said he wasdelighted to have been asked to do so and laterwrote to us to say:

‘We both enjoyed it very much and lookforward to future opportunities to supportOrchard Park events. Please thank all yourcolleagues and organisers for a very lovelyoccasion - albeit our visit was a bit brief. Wewere very well looked after’.

This was the second year of the Fun Day and webelieve that with community support it cancontinue to grow. We will start planning for the July2012 event now and would welcome interestedresidents onto the Steering Group so if any of youwish to participate with the planning stages or helpon the say, please contact our Clerk, Gini Wood, on01223 420750 as soon as possible and help us makenext year’s event bigger and better than before!

You will find a full report from the PlanningCommittee in this newsletter. At the current rate ofbuild we expect developers to be off Orchard Parkwithin 2 years. Travelodge has now opened andanother key recent consultation has been the localretail centre.

The Guided Bus has finally opened but I do urgeparents to discourage children from playing close tothe Guideway as buses travel fast along the routeand are very quiet. Do please all take care. You willalso find a transport survey with this newsletter.Please fill it in and help us improve Orchard Park.

Chairman's Report for Autumn 2011

BroadbandWe know that many residents are concerned at theslow broadband speeds on Orchard Park. Virginwas approached by a group of residents andcouncillors but the outcome was not favourableleaving us with continuing broadband failings fornow. BT plans to upgrade their service across thenorth of the City in the next 2/3 years. There areother providers such as Rutland Telecom thoughthe charge for the cabling would have to be met byeach household. Further details can be found at:http://www.rutlandtelecom.co.uk/broadband/.We will continue to look at this important issue.

Staffing NewsThe Community Council are pleased to welcomeAbid Dinn to the team as our sports developmentco-ordinator. Abid has joined us on a volunteerbasis though we hope to make it a more permanentrole when possible. For further informationregarding organised sports activities or if you havean idea regarding a new sports activity on OrchardPark please contact Abid at:

Dear Residents,

What a busy summer it has been! In addition to my usual administration role, the summer has seen mehelping, ‘hands-on’ with the Fun Day, reviewing our landscaping contracts, liaising with Play equip-ment providers to replace broken apparatus and organising the repair of art features within the ‘localareas for play’ to name just a few. Let’s start with the ‘Fun Day’ on the 23rd July: we had fairgroundrides and entertainment for the children, excellent displays such as ‘birds of prey’ flying display, MartialArts display, not forgetting the band and the bar to help the grown-ups ‘chill out’. It was a great dayfor those who came, so if you missed it this year make sure you put it in your diary for next year: thedate (still to be confirmed) will be announced in our next newsletter.

This summer has also seen the long awaited opening of the guided bus, which has brought moreconcerns with regards to safety when crossing the guideway. I have at the request of several residentscontacted the Guided Bus Management team with regards to the lack of barriers at the Buchan Stcrossing; they agreed and a pedestrian guardrail has now been installed; they have also promised thatthe hedgerows will be cut back shortly. However now that the Guided bus is in operation Stagecoachhas removed the commercial bus service within Orchard Park. The Community Council is working veryhard with the District Council either to get a commercial service reinstated or to look at othercommunity transport options, but for the time being please be aware that no buses come on toOrchard Park. Keep checking our website or future newsletters for updates on this situation.

Travelodge has now opened after a long summer of construction work. Complaints regarding Sundayworking contrary to planning conditions were reported immediately to the planning department,however due to timescale before completion enforcement action was difficult. Orchard Park remainsan active construction site, developers must remember that it is where residents live and be consider-ate in how they work.

Sadly Orchard Park has seen a lot of vandalism over the summer particularly near to our sports facility.Unfortunately this takes up a lot of my time and that of the Centre Manager’s.  Repair of vandalismalso uses council budget which could be better spent on other community needs so please be vigilantand report anything you see to me or the police. Also parents please be sure you know where yourchildren are and what they are doing when out in the evenings; peer pressure can be very influentialwith young people.

So to finish with something positive; ‘your Council needs you’! Seriously we do have a vacancy on ourCouncil which we need to fill, it will take up a few hours of your time each month but could be veryrewarding knowing you are contributing to the community with which you live; make your voice heard.Full Council meetings are held on the second Wednesday of each month at 7 pm, if you feel you couldjoin our members please contact me as soon as possible.

The second Orchard Park Family Fun was a greatsuccess. The day dawned bright and clear thoughthe wind certainly blew hard and at times help wasneeded to keep gazebos anchored into the ground.The Mayor of Cambridge, Cllr Ian Nimmo - Smithopened the event at 11.00 am and enjoyed meetingstall holders You can read his thoughts about theevent on his blog at:

As the day progressed and the events got underwaya steady stream of visitors from Orchard Park andNorth Cambridge enjoyed a varied timetable of events.Football and tennis were very popular as was theSkateboard Jam where a constant stream of youngpeople took the opportunity to improve theskateboarding skills and enter the competition.

The Family Fun Day team - mainly your local parishcouncillors along with council staff and led by Amanda- were visible in their stewards T-shirts and hadbeen on the ground since 7.30 am. It has takenmonths of preparation from the Council to get

everything ready but it was fantastic to see it allcoming together on the day

OPCC had the main information tent and many visitorscame to look at the interesting display of historicalphotographs of Orchard Park from Stephen HarperScott or to pick up information about the CommunityCouncil's activities.

There were many stalls, children’s rides, food andentertainment in the arena. The live music wasappreciated as were the martial art, bird of Preyand cheerleading dance displays.

The Community Council wish to say a big thank youto our main sponsors Cotman Housing Association,Land Improvements Ltd and Gallagher Estates LtdThis was the second event and the Community Councilis already starting to plan the third one. Local Recycling Facilities

Following the successful introduction of the new bluebin service, South Cambridgeshire DistrictCouncil has been looking at new ways to extend therange of materials which residents can recycle.

Compared with materials accepted in the blue bin(e.g. card and plastic bottles), you may find that youdo not have items such as unwanted textiles or oldCD's on a regular basis. Even if you only throw awaya small amount textiles or books it makes a bigdifference if you choose to take them to a recyclingbank. Your local recycling area provides an easy andconvenient way to recycle these items.

Textiles and shoe recycling bankIn South Cambs we hope to reduce the amountof textiles and shoes sent to landfill. Residentsliving in Orchard Park can use the local recyclingbank the Sports Ground car park to recycleconveniently wide ranges of items such as:

∙  Clean and dry clothing∙  Shoes∙  Bags∙  Belts∙  Towels∙  Blankets∙  Duvet covers∙  Pillows∙  Sheets∙  Curtains∙  Fabric

Unwanted clothing and shoes are often perfectlywearable and can be used again, providingaffordable and much needed clothing for others.

Items which are not reusable such as fabric and wornout clothing can still be placed in the bank for recycling, just make sure they're clean and dry. Cottoncan be turned into rags for wiping and polishing. Carinsulation and stuffing can be made from knits andwoollen materials. And other materials find their usein a variety of other ways, such as building materials,reprocessed upholstery fibres, and home insulation.

Media recycling bankFrom time to time every household may have olvideos or books they no longer need or want andwonder if they can be recycled. The answer is nowyes, with the new media bank at SportsGround accepting the following items:

∙  Books∙  CD's∙  DVD's∙  Video Tapes∙  Cassettes∙  Computer Games

Items that cannot be used again can still be placed inthe media bank and will be separated from reusableitems. Books unsuitable for reuse are pulped andmade back into paper. Plastic from CD's, DVD's,cassettes and video tape is granulated into pelletsand made into new items such as buckets, traysand stationery items.

Recycling in Orchard Park

Local Research Project - Parents of Children aged 14-19 Wanted for Local ResearchProjectBabcock Research, an independent social research agency, is looking for parents from the Cambridgearea to take part in group discussions on their views about careers advice for young people.

The discussion groups will be relaxed, informal and enjoyable, roughly one hour, with refreshments,and will take place in September or early October. Each person taking part will receive £25 of highstreet shopping vouchers for their time.

The research agency would like to hear from parents who have never been to university and who havea son or daughter aged between 14 and 19 who has passed or predicted good grades at GCSE or ALevel.

Trading Standards, a spotlight on energyWe all want to do our bit to save energy aroundthe home - to be ‘green’ and to save money.However, at Cambridgeshire County Council’sTrading Standards Service we have seen an in-crease in queries from residents about ‘cold call-ers’ selling energy saving schemes, particularlyloft insulation and solar energy, so below we offersome advice to help you.

Solar Energy

Before you start it’s worth taking a look at theinformation provided by the Energy Saving Truston www.energysavingtrust.org.uk or speaking toan advisor on 0800 512012.

For supplier/installer information, the Microgen-eration Certification Scheme can provide a list ofmembers online or by calling 0207 0901082.Membership is not compulsory, but you will needto use a member if you plan to use the Feed-inTariff scheme (a government-backed initiativepaying you for the electricity you generate).

Obtain three quotes to ensure the price and pro-jected savings are competitive and realistic. Ar-range a technical survey, rather than a sales visit,so the quote is accurate, and ensure all quotes arein writing, detailing what’s included. Once you’vechosen your installer read the contract carefullyand ensure their claims about savings and main-tenance costs are included before signing so thatyou have evidence of what you were told.

Remember! If you sign an agreement at home forsolar energy, you should be given 7 days to can-cel. If you need advice on this, ring ConsumerDirect on 0845 4040506.

Loft and cavity insulation

When it comes to insulation, the Energy SavingTrust can provide information on grants and of-fers that can help you cover the cost of it. Theycan also provide a list of installers. It is advisableto use a member of the National Insulation Asso-ciation, the Cavity Insulation Guarantee Agency orthe British Board of Agreement, ideally who hassigned up to a professional code of practice andprovides a 25 year guarantee.

Reducing your energy bills

Start by checking with your current gas and elec-tricity supplier that you are on their best rate.Then compare the prices of other suppliers incase you can get it cheaper – switching suppliercould save you around £237 a year if you haven’tchanged before. You can compare prices on Con-sumer Focus’s weekly pricing factsheets atwww.consumerfocus.org.uk or by contactingConsumer Direct on 0845 4040506 for a papercopy. Also, most suppliers offer cheaper tariffs for‘vulnerable’ customers, so it is worth enquiringabout these ‘social tariffs’ if you are over 60, areon means tested benefits or are on low income. Inaddition, your District Council could offer youadvice on how to reduce the amount of energyyou use in your home by offering a home visit, oryou can get tips by calling the Energy Saving Trust.

Support if you are struggling to pay your energybillsIf you are struggling to keep on top of energy bills,seek help from your local Citizens Advice Bureau,either in person or on the phone on 08444 111444.

Finally, if you feel that you have been mis-sold anyproduct or service – energy or otherwise - or haveany other kind of consumer issue, contact ourpartner Consumer Direct for advice.

The District Council continues to progress a numberof issues as the build out of residential developmentcontinues. At September 13th there were 739dwellings occupied out of an original planned total of900. However since the start of the development theLocal Development Framework Inspector hasdirected that a further 220 dwellings would berequired to meet government housing targets. Preapplication discussions are being carried out for anumber of vacant sites.

Residents can view any registered planningapplications on the district council web site and theymay make representation during the consultationperiod. (usually within 21 days). The Councilcontinues to press the developers and house buildersconcerning completion and adoption of roads anddrainage by the County Council and Anglian WaterServices Ltd. Respectively.

The new electoral register is now being compiled fornext year. New and existing residents are requiredand urged to complete the registration forms as soonas possible. This can be done on line or by filling theform that comes through the post. If residents havenot received this in the welcome pack, or havemislaid the postal application, they should contactelectoral services at South Cambridgeshire District

Council. Residents wishing to check if their name ison the register may inspect this document at theCommunity Council Office during opening hours.

The recent opening of the Travelodge Hotel hasagain highlighted the withdrawal of the formerCiti4/Orchard Park B bus service. This was brought tothe attention of the district council at their meetingin July.

Whilst the Guided Bus B does give a faster service tothe City centre, the walking distance to the tworeplacement bus stops, is unacceptable and isdifficult for many residents.The interchange facility atCambridge Station and lack ofa through service toAddenbrookes for doubledecker buses, means that thepromised improvements topublic transport have yet tohappen at Orchard Park.

Jackie King - your Police Community Support OfficerHello All

The summer is now behind us and we are headinginto Autumn with (unfortunately) darker eveningsapproaching, so please, as always, be mindful ofyour security precautions. Also be aware that wehave seen an increase in burglaries which haveinvolved the theft of cars keys and subsequentlythe cars. This has involved high value cars such asAudi and Mercedes etc. Please ensure that you cankeys are not on display particularly near the doorand particularly if you have a high value vehicle. Ona lighter note there have been no reportedburglaries over the last couple of months.There has been a lot of vandalism at the skatepark over the summer, including breaking thesafety fencing surrounding the ramp area. If thereare any areas on Orchard Park which areexperiencing ASB (antisocial behaviour) pleasereport it. Anti-social behaviour means a wide rangeof unacceptable activity and includes things likevandalism,graffiti and fly-posting, nuisance neighbours andintimidating groups taking over public spaces. Anti-social behaviour can ruin lives and create anenvironment where more serious crime can takehold.By coming forward and reporting anti-socialbehaviour you may prevent the same problemhappening again and you will help make yourcommunity a safer place. Evidence from victimsand witnesses is important because it demonstratesthe distress and annoyance of anti-social behaviour,and shows how it damages the community.There are other things you can do to help thepolice, your local council and other agencies-forexample by joining a Neighbourhood WatchScheme or a resident's association, by becoming aSpecial Constable or a volunteer for victimsupport. You could also attend one of the monthlyneighbourhood panel meetings.As an update regarding motorbikes riding alongthe guided busway. Myself and PC Crabb attendeda report of this behaviour and although theoffender did not stop for PC Crabb he returned tothe scene to meet up with his mates (minus themotorbike) where we both recognised him and PCCrabb is now in the process of dealing with him

for offences committed.I am continuing to do a door to door surgery sothat you can meet me and tell me of any policingconcerns you may have. Planning Committee NewsAs ever it has been a busy time for the planningcommittee over the summer. Gallaghers arepreparing to submit two applications – one for thesite in front of the primary school and the other afresh application for the retail site beside thePremier Inn. They have held some consultation withresidents and are now considering the feedback theygot from that and from the Community Council.

Residents will have noticed that the plans for thelocal retail centre now include far less retail spacethan the previous consented scheme. We all wantshops here on Orchard Park but the size and numberneed to be right for current and future needs onOrchard Park, and so when the formal plans aresubmitted to South Cambridgeshire District Councilwho are the local planning authority and will decideif the plans can go ahead, the Community Council willbe looking very closely at the long term viability ofthe proposed retail space.

It was though good to see that Gallaghers have al-ready taken on board the comments from the Com-munity Council about providing an enlarged flexibleopen space at the retail centre so that we can look at,for example, hosting regular small farmers or craftmarkets. We know many people like to support local-ly produced food and goods but currently that meansa trip into the hectic City centre for residents.

New planning applications also bring with them com-plex negotiations about S106 – often called develop-er contributions – where the County Council look formoney to support transport and education needsand the Community Council for money to supportcommunity needs for public open space, play andcommunity facilities. We are working very hard tomake sure that we get the best deal for Orchard Park,though we also rely on help from SCDC in going upagainst the large legal teams developers field andunravelling the arguments they put forward.

The Guided Bus is now up and running but we knowthat it only provides a service that meets a limitedneed on Orchard Park. Stagecoach has had almost £1million of subsidy so far from Orchard Park and yetfirst changed and then removed all public transport

from inside Orchard Park. The Community Councilthinks this a very poor return for all that investment.We will be asking the County Council, who have alsomore than £6m so far in transport contributions fromOrchard Park, to use some of the transport S106money from the new applications to work with theCommunity Council and SCDC to develop a communi-ty transport scheme. You will find a detailed trans-port survey with this newsletter and please do fill inand return it as it is only with your help that we canfind out what we need on Orchard Park.

The public art at the new Travelodge was formallyopened on 23 September by Cllr Tony Orgee, ViceChairman of SCDC. Terry Cook and Severine Leclairwere community council members on the public artsteering group – also including Travelodge represent-atives and Andy O’Hanlon from SCDC - that chosethe artist Kenny Hunter and his sculpture. The Com-munity Council believes that where public art contri-butions are required by the planning system,developers should include a scheme in the applica-tion site, enhancing the public realm, rather thancommuting the money, and that they should involvethe community in the design and commissioningprocess. Some ideas we will be putting forward toGallaghers to take on through their new applicationsinclude a public Orchard Park clock and a parish sign.

Autumn looks set to continue to be busy. Persimmonhave also been developing plans for another of theirsites and the school will be consulting on their plansfor expansion to a full I Form Entry Primary School aswell. Planning committee meets the last Friday ofevery month at 4.00 pm and meetings are public soplease do come along and listen to the debate.

The next Persimmon development

Ring Fort Road play and sporting area.We are continuing to develop our sporting facilities on Orchard Park though the sad incidences of vandalismthere over this summer has led to the Community Council agreeing to install CCTV to cover the play andsporting areas. Together with the high costs of utilities, this means that a significant amount of theCommunity Council’s money is spent on running the sports facilities annually. We are constantly looking forways to ensure that we can continue to manage and maintain our facilities to the highest standards whilstoffering great value for users and, wherever possible, discounts for residents.

New for 2012 - Tennis membershipsWe are introducing tennis membership schemes and hope shortly to be able to provide a range ofpayment options, including online payment and standing orders. Membership can be taken up at anytime, Members can use the courts without further charges though all games will need to be bookedthrough the Orchard Community Centre office and will be subject to court availability. Membership willinclude floodlighting costs when required but we will review this aspect in a year.

We know that many young people like to play tennis and so our membership scheme is one which offersall family members resident at the same address the ability to use the courts but the lead member willremain responsible for ensuring our conditions of use are met, including appropriate footwear and ourcourt security processes.
