7 (a) Public Consultation

• Draft EIA Report was submitted to TSPCB on 17-02-2018 and TSPCB issued Paper

Notifications for Public Hearing (PH) to be schedule on 31-03-2018, However District

Collector postponed the Public Hearing on 31-03-2018 (Saturday) citing law & order

issues because of Hanuman Jayanthi Shoba Yatra to be conducted on same day all

over District and TSPCB gave News Paper Notifications in the same Newspapers

about the Post postponement on 31-03-2018.

• TSPCB issued Fresh News Paper Notification for Public Hearing to be schedule on

08-06-2018 with more than 30 days notice in the both English and Telugu Newspaper

on 07-05-2018 (Newspaper notifications attached below).

• As scheduled the PH was conducted on 08-06-2018 at the proposed site of

expansion.

• On obtaining the minutes of the public hearing dated 18-06-2018 from TSPCB, final

EIA report is prepared incorporating the industry’s response to the issues raised in

public hearing and submitted to the MoEF&CC for its appraisal

7.a.6: Project Proponent Response to Public Hearing Issues with action plan and time frame with financial budget AVR ORGANICS Pvt. Ltd., Yawapur and Maddikunta (V), Sadasivpet (M), Sangareddy District, Telangana State

Public supported the existing unit going for setting up of API manufacturing unit (expansion project) with suggestions. 13 persons have spoken and 17 representations received and all are supported. Following is the Industry response to the Public Hearing issues. We noted down all their suggestions and observations raised by them.

Time Frame with Financial Budget: Expansion investment is Rs.250 Crores excluding the existing investment of Rs. 35 Crores (Total Rs. 285 Crores); Total capital cost allocated towards environmental pollution control measures is Rs.26.05 Crores including existing cost and 20.5 Crore per annum towards the recurring cost (operation & maintenance). Time frame for EMP is prior to operation i.e., 2 – 3 years. Enterprise Social Commitment (ESC) Budget of Rs. 138 lakhs has been earmarked @ 2.5 % of the proposed capital investment (Rs. 250 Crores) as per approved ToR. Time frame for the allocated ESC Budget mentioned above is 5 years. This will be in addition to the ESC allocation based on Net Profits per annum by Ministry of Corporate Affairs.

He informed that he is the Founder chairman of the District Environment Protection committee. He informed that the industry is proposed to be expanded from 8 acres to 102 acres. He informed that he does not know the present status of the industry as he has came from far. He informed that due to establishment of industry that there will be employment to the youth. However, in the disguise of employment there cannot be any damage. If the industry is run in accordance with environmental norms, there will not be any problems. For the last 20 years, due to chemical industries there has been lot of damage caused in the district. There was no drinking water for the people and cattle. Lot

We welcome his observation and suggestion.

Existing industry is operating with all necessary pollution control equipment. We regularly ensure to comply with the consent conditions issued by TSPCB.

An additional amount of Rs. 2605 lakhs are earmarked in our expansion proposal towards Environmental Management Plan with an estimated recurring cost of Rs. 2050 lakhs.

We will ensure to operate all required pollution control equipment and reduce the pollution within the regulatory standards.

We are also proposing 10m width

We have already planted 4000 nos. of trees in existing and expansion area during “Harita Haram” conducted by Telangana Government in 2017. In this rainy season we have started plantation in the greenbelt area all around the expansion boundary with 10 m width and other greenbelt areas in the expansion project. We will install best pollution control equipment for Air, Water on obtaining the CFE from TSPCB. After installation only we will obtain the Consent for Operation from TSPCB for expansion project. We will install online monitoring systems on the exhaust of Boiler flue gas and ETP-ZLD outlet to know the status of treatment within the standards. Also will install the online VOC monitor at ware houses,

At the same time the Government is also striving towards environment protection with programs like “Haritha Haram”. The industries in rural areas have to provide employment to the local youth. He expressed that the industries in Telangana State are providing employment to outsiders. The industries have to give priority to SCs, STs & BCs in the providing employment. As the industry is using the land in the area, they have to provide employment to the local SCs, STs, & BCs. If the candidate has technical qualification, technical job shall be provided. Study circles shall be established for training the local villagers of 10-20 villages in the 10 Kms radius of the industry, so as to improve the skills for obtaining jobs. The green belt shall be provided with local fruit local bearing trees. The CSR funds of the industry shall be expended in the surrounding 10 villages and shall not be expended elsewhere. He requested the MoEF&CC to grant clearance to the project.

Also will install the online VOC monitor at ware houses, production block and at the entrance and these online monitoring systems will be connected to TSPCB and CPCB as per guidelines. We will submit the 6 monthly status of Environmental Clearance conditions to MoEFCC (online) on obtaining the EC from MOEFCC. In first year we will provide the RO drinking water
