  • 12) VSP Report Jim Winnicka) AB 1877 Failed legislation: Medical legislation passed through both houses unanimously, was vetoed by governor.

Link for Covered California website allowed adults to find a link to stand alone vision plans. Did not cost Covered California anything. Increased level of Bureaucracy was reason cited by governors office. CA and HI has tried, everyone in the state except governor wanted to do this. COA actively supported the effort, combined effort by everyone

    b) Policy changes around reimbursement for new VSP practices. Professional fees are currently in review. Getting complaints for established docs noticed new practices were getting higher fees due to fee freeze and VSP calculations. Unin-tended repercussions. Do new docs get paid less? Currently under review by a committee, will let us know what happens.

    c) Current management changes in Luxottica. CEO has left, CFO was named CEO, but resigned shortly after, new CEO is the latest CFO, will see if they settle down soon

    13) COA Report Ron Seger (Trustee) John Rosten (President)1. Bill 492 Update was dropped last 2 weeks of legislative session. Heard in appropriations committee, had passed B&P

committee. For various reasons, in particular the leadership of the assembly, there was a big misunderstanding about what the bill was about. Last 2 weeks, everyone is having bills heard by appropriations, so there is more word of mouth, not written documents. Would have allowed us injections and nothing else. There is already a new bill in the works, and the next ses-sion will be an easier group to work with. Good working relationship with the leaders of both sides. Depends on the election in 3 weeks, but in general, it will be more favorable. One of the key races is district 4. Daryl Steinberg. Richard Pan vs. Roger Dickenson. Supporting Dickensons campaign by COA. Language going forward will be similar to what weve seen. Protocols, formularies, YAG lasers, lumps and bumps, will be included in the new bill. Gives us an advantage to what to expect next time. Biggest delay was in B&P committee, close to a year of time involved. Options were studied thoroughly. Determination of how many procedures are needed will be in the hands of the schools. 9/26 was an editorial by CA Healthline, VP of CAEPS, stud-ied how many procedures they felt was necessary prior to being certified. Good presence on the capitol. Will not know what the members of the B&P committee will consist of. Some will move up to Senate, will not remain in the House. Do not want to make enemies on the way. Leadership should change.

    2. Presidents Council Update: Suggestion for the agenda. 4 societies represented on the committee. Topics for discus-sion. Mtg will begin with Dr. Rosten giving state of COA address. Small group discussion to make local societies successful. 8 tables with each table having a topic. Depending on participants. Each will move through tables 1-8. Membership value, recruitment organization, division of labor, how to run a society mtg, implement COA strategic plan, translate to local level. Maintenance of advocacy effort at the local level. Strategic plan: improve communication with our local society leaders. Each table topic will be presented to the group. How to make society more effective, learn from successful society models. Topics have been set. Last part will be to get feedback from participants, was it helpful? Will it help direct society, was the concept useful? Must identify what is valuable, did committee do their job? Notifications went out 3 weeks ago. Committee members have been calling to enhance participation. All Pres should have been contacted. Bruce has not been contacted. Question: Will there be a venue for discussion for current topics, and not just leadership presentation? Will be an opportunity to talk to John Rosten at the beginning. This years focus will be on leadership training of the society Pres/ elects. May not be adequate time for societies to bring up topics, as the format limits free discussion. Each table will have 20 minute discussion. 8 topics are set in advance. Suggestion from board, to consider having one of tables, or adding #9, to address issues concerning docs. Bringing ideas from societies to COA. Focus for this year was decided by the committee. To involve the committee members at every step of the process. Emphasis was how to run the society, for the new leaders with societies that are struggling. So-cieties need to be viable. But dividing Presidents makes the council less effective. There will still be time for group discussion, the goal was for everyone to participate in smaller group settings. Large groups often leave a small number of participants. Decisions were made by the committee. If any Presidents feel strongly about things, they will have the opportunity to speak up. Open forum for peoples minds to come together. Often recommendations come out of PC for HOD, especially in light of whats transpired in recent legislation. Often it all starts at PC. Rotating nature of 4 societies, will be able to receive feedback and survey.

    3. HOD Update check e-mails for submitting by laws changes, in November, as well as Resolutions.4. Anti-trust policy, cant create agreements where we discuss fees. Bill Howe can provide us with the statement.5. Welsch Allen device used by school nurses, autofrefactor given to parents. Non-providers using technology, illegal for

    nurses to use and dispense.
