that need clearer next steps• Understand GMP/BROP grading• Complete GMP/BROP document• Identify steps needed to set up monitoring of
BC, BR, and TR [if we have time]
Big Picture
[9:00-9:50]
• Objectives: At the end of the session, the CFs will be able to:– Appreciate their accomplishments in Barrier Removal: Big
Picture– Identify relevant key indicators in the management focus
Presentation
1. The overarching objectives of MPA Governance (BR framework)
2. The phases of MPA Governance (PEP 2 methodology)
1. MPA Governance Framework (BR): Objectives
Based on the cohort hypothesis:
• Improve MPA governance• Improve MPA enforcement
• Each MPA should reach 1 level higher or maintain Level 3 “enforced” or higher by July 2012
Why MPA governance and enforcement?• Identified as the 2 key BR strategies during
initial evaluation of TOC documents in March 2010 (Cebu workshop).
• Governance = the processes by which leaders are selected and how organizational policies are formulated and reviewed
• Enforcement is an important part of Governance and essential to MPA success so we highlighted it
TWG [in place with EO]
• Integral part of the BR and Social Marketing infrastructure
• Assist with implementation of MPA governance (BR) and Social Marketing campaign
• Done, but needs strengthening
PEP Methodology:the four Phases of MPA Governance (BR)
PCRA-FGDs, Community Reef Survey and MPA Effectiveness [April-May 2011]
Planning [MPA-GMP] [May-June2011]
Implementation [June 2011-June2012]
Monitoring and Evaluation
1. PCRA
• Setting up ManCom-Done, but needs to be guided constantly and strengthened
• MERF Baseline-Done, but need to inform Monitoring Plan [CR portion], updated annually
• Community reef monitoring-Done, but need to inform Monitoring Plan and strengthen the team; updated annually
• PCRA FGDs-Done, but need to be updated annually• MPA Effectiveness-Done, but need to be repeated in
June 2012
2. Planning (BROP) [all done]
• But, needs enhancement/improvement: How?– Workshop [later today]– Sessions: A combination of workshops and
presentations [later in Module 3]• TWG and ManCom Strengthening [June 24]• Climate Smarting our MPAs [June 30]• Setting up the Enforcement Continuum [July 6]• MPA Financing [July 7]• Site Visit in Handuman [MSN Awarded]
3. Implementation
• Implement MPA Governance plan as part of the MPA, in coordination with TWG and ManCom
Implementation of MPA Governance and Management Plan BR
Implementation of Monitoring Plan CR
June 2011-June 2012
• Monitoring Plan [TR, BC, BR metrics] ongoing and in progress feedback
• MPA Effectiveness [annual]
4. Monitoring and Evaluation-[Monitoring Plan and MPA Effectiveness]
Implementation of Monitoring Plan CR
June 2011-June 2012
Summary
• Discussed the four phases of MPA Governance (BR)
PCRA-FGDs, Community Reef Survey and MPA Effectiveness [April-May 2011]

management focus
• Objectives: This session will present:– The cohort analysis on MPA rating – Identify critical management focus: areas that needs
improvement
• Expected output– Improved Action Plan [key activities to address relevant
indicators]
• Process:– Presentation– Series of Workshop: Groups, Individual and grouping
• Materials:– Action plan– Series of Workshop: Individual and grouping
Guided Assessment 1: Whole Group
• Identify the relevant indicators in each management focus that requires work or maintain [if achieved] to up to Level 3

How to get to level 2 and 3?
Collaborative patrolling and surveillance, records maintained and open to everyone; Education program sustained for public awareness; Fishing
effectively stopped within MPA; Illegal and destructive fishing reduced outside of MPA [5 km radius]; Budget from LGU or other resources allotted
and accessible for MPA management; MB active and supported by legal instrument; MPA; billboards/boundary markers maintained
Ordinance passed and approved; MP adopted and legitimized by the LGU; MB formed and functional; Budget for Year 1 allocated;
Enforcement initiative allocated; Boundaries delineated; Signboards and billboards; MPA outposts and other structures; Biophysical
monitoring [7/17]
Level 1: 10/17

INDICATORS. Build on this Level fast; use this
Level to build evidence to get to the
next Level:

Improving your MPA-GMP
[2:30-4:00]
Objectives:
• At the end of the session the CFs will be able to:– Explain how the MPA Governance and
Management Plan (MPA-GMP) fits into the PEP Methodology and Campaign plan
– Identify gaps in the document and finalize your MPA GMP
Process:
• Presentation [30 minutes]– Objectives of the MPA Governance and
Management Plan (BROP) – What is the MPA-GMP?– MPA-GMP Template– Run through the whole MPA-GMP document and
grading system
Objectives of MPA-GMP:
• To be the steering document for all MPAs to achieve governance and enforcement [Level 3 ‘enforced’]
• To consolidate the results of all the PCRA into action plan and provide a guide for implementers
• To clarify who, what, how and when for MPA governance plus source, support needed
What is MPA-GMP (BROP)?
• A guide for the implementers (TWG / ManCom) that analyzes results of PCRA and offers a road map for improving MPA governance
• A document containing what, when who, budget
• A living document that will be enhanced throughout the Module 3
Rundown of documents:
• MPA-GMP Format– Please take into account dates for:• Vulnerability Assessment [CC stuff]• Fisheries Survey [Biomass]• Biophysical survey [monitoring]
• Grading system
Individual Work Time: 3:00-4:00
• Finalize MPA-GMP [taking into account grading system]
• Deadline for submission: 11:00 PM emailed to me CC Ariela and Your PPMs
