Welcome to the Building Communities Conference at South Padre Island. The Lower Rio Grande Valley Chapter of the American Institute of Architects (LRGV-AIA) joined by the American Society of Civil Engineers – Rio Grande Valley Chapter (ASCE) present their 20th annual continuing education conference and trade show.

I want to thank our conference partners RGV AGC and ASCE – RGV Chapter for joining us again this year with their support and for helping to make this year’s conference a success in spite of a continuing weak econ-omy. To all of our attendees, please take note that, as in all previous years, the conference is under South Padre Island’s no-tie-zone ordinance, and it will be strictly enforced.

I hope that each and every one attending enjoys all of the great seminars that our “BCC Programs Committee” has assembled for you this year, especially our keynote presentation during Friday’s General Session – “The Old Way and the New Way”. This year’s keynote speaker is Larry Speck, FAIA, who describes the program, “There are fundamental changes in store for our profession. Maybe a focus on the ascendance of "starchitects" and celebrated baubles for the rich and famous in the recent "era of indulgence" will be replaced by a renewed interest in making great places that enhance the everyday lives of ordinary people. How can we re-define good design to address these sincere interests that will make our profession more relevant to more people?” The LRGV-AIA thanks, as always, all of our wonderful speakers for taking their time to prepare and present to you what are truly some of the finest programs in the country. I invite all of you attending the conference to have a great time, and to hang-in-and-hang-on for the ride of your life as our building industry undergoes more dramatic changes during the next 10 years. On a sad note, this will be my 20th and final BCC as committee chair. It has been my pleasure to serve you in this capacity. C20-T Cultural Landscapes of the Lower Río Grande Border

Presenter: Stephen Fox 9 LUH / HSW / SD / PDH This study tour will focus on a range of cultural landscapes in and near Brownsville. Participants will examine professionally designed landscapes, vernacular landscapes, natural land-scapes, and restored and conserved historic landscapes. Participants will experience landscape ecologies that highlight the ways that human occupa-tion has modified regional landscape settings through agriculture, ur-banization, suburbanization, and architecture along the lower Rio Grande border. The tour will demonstrate the existence of different natural ecologies and of different historical layers of human-designed landscapes in Brownsvil le that reflect broader regional patterns. The bus will leave the South Padre Island Convention Centre at 8:30 a.m. No breakfast will be served; most hotels include breakfast in their rates so please have breakfast before you arrive. The weather will be hot, probably quite muggy, and you will do some walking – please pack your comfortable shoes, cool clothing, and a hat. Sun-screen, insect repellent, snacks, and lots of beverages will be pro-vided.

All continuing education programs will take place at the South Padre Island Convention Centre, 7355 Padre Boulevard, South Padre Island, Texas. All sessions are ninety minutes long unless otherwise noted and if eligible for HSW and/or sustainability/energy efficiency credit, are so designated before each description.

You MUST attend full sessions for in order to claim credit — you are on the honor system and are expected to claim only those sessions that you attended from beginning to end; late arrivals and early de-partures may NOT be claimed.

Record your Learning Unit and Program Devel-opment Hours on the Attendance Form that is included in your registration packet. Non-AIA members may keep and file forms in case of

auditing. AIA members must leave form at the registration area after the last seminar attended. There will be a $10 administrat ion fee for all Attendance Forms not left with us and later returned to LRGV-AIA. Cash, checks, credit cards accepted.

In prosecuting a case there are always emails, correspondences, and other documentation that form the basis of a case, other than expert reports evaluating the construction defects. C20-19 Light - Can it Affect Our Health? Presenter: Jeffrey Knox 1.5 LUH / HSW / PDH Are some light sources “healthier” than others? A light sources spectral composition has an impact on color and how a space feels. The visual photoreceptors in our eyes are stimulated by spectra, they stimulate our brain and allow us to see. But there is another photoreceptor in our eyes that is non-visual. It has been found to control many bodily functions including melatonin suppression. Melatonin regulates our circadian cycle and certain hormone production. Humans need daytime and nighttime to remain healthy. This program looks into how different spectra of light can have both positive and negative ramifications to our health.

With a growing population, the domestic water needs of the City of Laredo and surrounding communities have become a high priority for our neighboring city. This engineering panel presentation will take seminar participants along and introduce them into the multitude of engineering challenges encountered by the design team in bringing this important pro-ject to a successful completion. A technical panel comprised of the civil engineering, environmental engineering, geotechnical engineering, struc-tural engineering, (including interactive FEM modeling), design team, and general contractor will direct the discussion and share their various chal-lenges and the solutions encountered in this most interesting project. C20-16 Color in Culture Presenter: Manuel Hinojosa, FAIA 1.5 LUH / PDH

Origins and meanings of color vary differently from culture to culture and the role of color in architecture is fascinating. The Spanish arrived in the New World with the idea that they were going to change the indigenous population’s language and their beliefs. The Europeans failed to convince the Mesoamerican ancestors that minimal use of color symbolized wealth; contradictory to the belief that use of color represented prosperity. As the Northern Mexico culture evolved and the race to colonize the Texas/ Mexico border took place, a new set of color influences emerged. This session will explore the architectural use and meaning behind color in our borderland heritage.
