2. Review DRAFT redistricting options 1-3 for Elementary Schools

3. Complete online survey related to the DRAFT options to provide valuable input to the committee.

Project Objectives

• Provide capacity relief to Trebein Elementary – 116 students over the school’s capacity

– Main Elementary School, which is adjacent to Trebein, has available space.

2. Beavercreek Township has provided detailed information about future planned housing. This information, along with scanned notes from the meeting, have been provided.

Redistricting Guidelines / Criteria

• Balance building utilization. Wherever possible, ensure that buildings have equitable utilization across the district.

– Building utilization should not include the use of portable or semi-permanent spaces in the total building capacity.

• Minimize the impact on students. When making boundary adjustments, attempt to minimize the amount of students impacted with any adjustment.

– Make all efforts to minimize the amount of times any single child must move through a rezoning plan.

• Use major roads and natural boundaries whenever feasible to define attendance zones. Minimizing the amount of students that need to cross major roads or other barriers such as railroad tracks maximizes the safety and security of students.

Redistricting Guidelines / Criteria

• Maximize walkability. Whenever possible,assign students closest to their homeschool to maximize the number of studentswho can safely walk to school. Thisminimizes transportation cost and isfavorable by most communities.

• Establish clear feeder patterns andcontinuity. Make all efforts to establish aclean feeder pattern system, which reducesthe amount of students who get split whenthey continue to the next school type.

– If it is necessary to split a school zone toeffectively feed into the next level (i.e. Elementaryto Middle), make all efforts to divide a largeenough population so the students continue to thenext level with some familiar faces. In otherwords, aim for a balanced split as opposed todividing a small percentage of a school if a split isnecessary.

Redistricting Guidelines / Criteria

• Efforts will be made to ensure an efficient system of school bustransportation. Make every effort to account for school bus andparent commuting patterns when determining a boundaryadjustment.

• Make all efforts to establish contiguous zones. Avoid creating‘satellite’ zones, or zones that are not connected to the primaryattendance zone.

• Make all efforts to minimize the division of clearly identifiablecommunity components (i.e. apartments, residential subdivisions)

• All data was incorporated into Geographic Information Systems (GIS) to enable quick, accurate, and efficient analysis, and also to help facilitate redistricting options.

2. Data Analysis / Assimilation

The use of planning blocks were created to help the committee and public obtain an understanding of the impact on moving an area one way or the other.

Key data have been analyzed by these planning blocks, such as total number of students living within each block.

2. Data Analysis / Assimilation: Background Report

Each committee member has been provided with a background report, which is also available to the public (see Meeting 1 materials online).

The report expands the extensive knowledge each committee and public member already has about Beavercreek City Schools, and enables all stakeholders to share a message that is consistent and accurate.

Online Map• An online map has been developed to further inform the committee

and public on the work of the committee.

• Current zones and options can be viewed on the map.

• Other features can be turned on/off on the map, including planning blocks.

• Map is customizable, and can/will be updated during the process to show new options along with other information requested by the committee.

• Site can be viewed on any device, including mobile devices and tablets (with internet connection).

Options were developed with BCS redistricting criteria in mind.

The committee may:

A. Use or disregard baseline options.

B. Improve upon the baseline options.

C. Develop new options from scratch.

Options Development To expedite the process and empower the community, it is best to begin with a series of baseline redistricting options.

The district has formulated a committee to work on developing redistricting options.

Committee is comprised of school principals, and administrative staff who work on school planning, student assignment, and transportation, and special programs.

• The public’s feedback has been incorporated into options for the committee’s review, but the committee has been advised to only change options per public suggestions if it brings the options closer to adherence to the redistricting criteria.

Members of the public have the opportunity to participate in the process in many ways:

• All materials shared with the committee have been made available on the Redistricting Study webpage located on the BCS website, or you can go directly to the redistricting page (managed by Cropper GIS) at www.bcsredistricting.com

• The redistricting web-page contains a feedback form that allows the public to provide any feedback regarding the process at any time. This information will be shared with the committee, and will be made public.

• The Public Information Session on December 18th is designed to share with the public the DRAFT options that are under consideration, and to solicit feedback on the options from you. We will be presenting the options and allowing you to review large maps and discuss your thoughts with the committee and/or consultants.

• Committee is expected to finalize recommendations at this meeting, which will then be presented to the School Board in either February or March 2019.
