MISSION STATEMENT

To assist, stimulate, and enhance economic development in Big Spring, Texas,

subject to applicable State and Federal laws and the Bylaws and the Articles of

Incorporation. To utilize its Sales Tax Revenues to increase the job opportunities

available to the citizens of Big Spring by assisting the expansion of local businesses

and attracting new business activities to Big Spring.

Transport Handling Specialist assist railroads and

users of railroads in solving transportation issues that

range from the storage of products and fleets to the trans-loading of commodities. With the assistance of Big Spring EDC, THS has enhanced the competitiveness of industrial activity in Big Spring and has developed the industrial property. Since October 2012 Big Spring Rail has provided service to over 1,341 rail cars. October 2012-December 2012: 17 rail cars January 2013-December 2013: 235 rail cars January 2014-September 2014: 1,089 rail cars

Western Container– employees 100 full time positions

A high performance company dedicated to being the premier manufacturer of PET containers for the Coca-Cola Bottling System. The company was established in 1979 by a group of Coca-Cola Bottlers who acted on the long-term need to offer a central distribution point and a reliable source of high quality low-cost plastic bottles.

Ft. Worth Pipe/Savage-employees 42 full time positions with up to 60 plus by year end

The Ft. Worth Pipe Big Spring, Texas yard is located 45 minutes east of Midland off of Interstate 20. Opened in 2013 to serve Cline Shale & Permian Basin operators, having over 45 acres of land for pipe storage, rail access, trucking, forklifts, clean and drift crews. This site also serves as a trans-loading facility for other industry related goods.

Hi Crush-employees 6 full time positions

Provides the handling and management of frac sand once it reaches the destination terminal. Through a network of strategically-located destination terminals, they are able to service customers on short notice, while reducing logistics costs and minimizing trucking detention fees.

Progress on the UPRR 10% Plan is nearing completion. Plans to develop the 312 acre site owned by the EDC have been approved and at this juncture, PIC is waiting for UPRR, MOU and is poised to begin the 30% Plan. Estimated capital investment approaches $100 million. The site is designed to handle unit trans and or crude oil to rail cars for distribution through the nation.

In order to meet the increasing sewer and water infrastructure needs that will allow growth and expanded business opportunities to occur in the northern portions of the City, the City found it necessary to make certain repairs and improvements to infrastructure specifically, to bore under Interstate 20 in order to lay sewer lines that will increase sewage capacity to the northwest quadrant of the city. BSEDC provided financial assistance in the amount of $1,000,000 to the City to fund such infrastructural improvements with the expectation that new jobs will result and existing jobs will be retained as a result of the improvements.

The Permian Basin, Howard County and Big Spring are growing at a rapid pace. The oil and gas industries are booming and with all the activity and there is much planning needed to accomplish future goals for the community. BSEDC along with the City of Big Spring agreed it was necessary to hire a professional service to assist with the study, development and preparation of a new and updated Comprehensive Plan for the City and its extra territorial jurisdiction and a new Airport Master Plan for the McMahon Wrinkle Airport and Industrial Park. BSEDC provided $284,203 as reimbursement for professional services fess incurred for the study, development and preparation of the Comprehensive Plan.

The Big Spring EDC website is very user friendly and informational.

Since the launch of the website many inquiries have been requested. During the year from October 2013 to September 2014, the website has had 19,493 visits with 82.75% of those hits being new visits. It is very important in this day and time to keep up with our ever changing communication technology. With this new site Big Spring Economic Development has accomplished just that.
