Firearms Control One of the primary challenges in effecting firearm control is the ability to create and maintain an accurate register of all legally owned firearms. The Firearm Control System is an integrated solution that enables the management and administration of firearms and associated licenses throughout the lifecycle of a firearm.

The system consists of a firearm register where the details of firearms, owners/officials, security service providers, dealers, importers and manufacturers are maintained and managed. The register is initially created by field registration kits that are used to capture the firearm and owner details. The firearm officials administer the firearm register using a web based application that enables them to review and approve applications, issue licenses and certificates, query the registers and draw reports.

The approval process associated with issuing of firearm license, certificates and permits managed through a central workflow system that ensures compliance with legislation and regulations. Security Service Providers, Manufacturers, Importers and Dealers interact with the firearm officials via a public web site that enables them to submit mandatory returns.

Inmate ManagementThe Inmate Information Management System is focused on both detention and rehabilitation of inmates.

From the admission process any of the detention functions such as Admission Details, Incidents, Personal Details, Discipline and Parole Violations, can be accessed. For rehabilitation inmates can be assigned to work teams, sport, recreation and counselling, generating an inmate’s roster. The system features a cashless society including a token reward system.

The system keeps track of staff in terms of assignments, personal details, medical history and schedules. It allows for the set-up and of committees, with member lists to schedule meetings, update rosters and record minutes. Time-based privileges/restrictions can be defined/ grouped and assigned to inmates. Facility Management allows for facility aspects such as monitoring the security system, managing shift time tables, do cell assignments and log incidents.

This comprises of Logistics: The supply of consumables, Equipment and software for registering the applicants

Census System • The entire Census System management begins with the gathering of household data. The information

is then uploaded into a secure server where we create a multi-sectoral national Cencus Database.

Identification and Civil Management Systems • Registration of population (collection of data, securitisation and transmission of encrypted data). • Compiling of data to produce the national multi-sectoral database in central and backup site (Receiving

and decryption of data application of AFIS and data storage, publication of the list of applicants and correction of details).

• Production and personalisation site for biometric cards, passports, driver's license, resident permits and Civil documentation such as marriage certificates, birth certificates, death certificate.

• Distribution and dispatching of cards with checking points.

Candidate Management The Candidate Management process is effectively divided into three phases, each phase being dependent on the preceding phase.Candidate Management consists of a toolset for maintaining elections and political parties, and assigning logos. Tools are also available for maintaining the variable components of the ballot papers instructions, text, etc

• The first phase consists of the processes leading up to the nominations process finalization of the delimitation, registration of the political parties, definition of the party logos and, most importantly, the naming of the elections and the setting of the registration date and the provisional election date.

• The second phase is the nominations process itself. This will typically occur on the designated registration date. The nominations forms are completed, and all legal requirements will be confirmed to have been completed by the elections officers. The political party representatives will also confirm that the candidate is a member of the party. The nomination forms are then captured. This process involves the capturing of the data of the completed forms. The candidates are checked to ensure that no candidates are standing more than once in an election. The validity of a candidate is then confirmed by an election officer.

• The third phase is the assigning of the candidates to the ballot process. Each delimitation entity can be viewed, with the prototype ballot papers being available. These prototypes can be saved to PDF files. Also available is a text file output containing all of the data and candidate photos required for ballot papers by third-party printers.The generation of the ballot information is essential for the results process.

Results ManagementThe Results Management is for recording, consolidating and communicating the results and consists of a system of comprehensive Warehouse Management.The solution provides • A result form • Collection of results from the voting location (bureau de vote) • Encrpyt secure and transmit data in real time to central site • Decrypt, validate and publish the results • Media: Building of the results centre where results are announced

Class 19E Electric LocomotiveUpgrade and build of the new freight locomotives began in 2006 and currently all the 9E, 11E, 15E, 18E and 19E locomotives are operational. The upgrades was performed by Transwerk the Koedoespoort Depot and were contracted out to different manufacturing manufacturing companies. These locomotives were initially introduced into service from the early 1970's and have been modified considerably during the last 30 years. The modifications were not fully recorded and ‘start’ baselines for the locomotive’s upgrade had to be established.

IETP Conversions and Development• C130 Command, Control and Communications systems and Mirage F1 updates for Spain. Cheetah (Mirage) and Oryx (Puma) publications to IETPs using SGML and AECMA specifications and generation of IETP for Martin Baker seats and IPBs for Royal Air Force and UK MoD. Rooivalk,Pumaand light utility helicopter (Agusta A109).IETP.

System documentation for SA Navy corvettes from Germany. S1000D based set of DTDs and rules and support manuals for artillery and communications systems installed on SA Army vehicles.

CLASS 23E LOCOIn 2015 production started in Durban, with 109 23E locomotives, supplied by Bombardier. The locomotives are introduced into service in 2015

Class 15E and 15ES2 LocosThe main contractor for the new 15E and 19E classes of locomotive is Mitsui & Co African Railway Solutions (MARS), with a large part of the new control systems being developed and manufactured in Japan by Toshiba. The typical data set for each of the classes amounted to about 7 000 pages. The IEMs are available on the WAN and are used to support both scheduled as well as corrective maintenance task and are updated when technical content changes and are republished onto the WAN, thereby ensuring that technical personnel have access to the latest material.

CLASS 20E and 21EIn 2014 the production commenced of 121 20E and 378 21E locomotives commenced in Koedoespoort and are being introduced into service in 2015. The main contractor for the new 20E and 21E classes of locomotive is the China South Railways, with the control systems largely being developed and manufac-tured in China

WORK EXPERIENCE

South African ElectionsThe objective with the legislation for the 1994 elections was to allow as many South Africans as possible to vote and not to limit the voting to people on the (then) South African population register – i.e. to issue eligible voters without identity documents with a Temporary Voter’s Card. The IEC appointed us to accelerate the issuing of TVC’s. We employed and trained 1 500 people and issued 3.5 million TVC’s in six weeks. This was supported by a structured approach to formalise procedures as well progress and problem resolution tracking systems.We participated in several areas of the 1999 and 2004 elections: development of the secure IEC WAN; programme/project manage-ment implementation; planning and implementing logistics, security, administration and training; development of a blueprint for future elections; development of the information system that integrates with the geographical information system and voter roll database to enable supply chain planning and control. Conducting the elections and running of the Operations Centre as a part of the Results Centre.

Nigeria 2002 ElectionsVoters Registration System to produce voter’s rolls per region using paper-based OMR registration forms and biometric verification. Some 80 high-speed scanners processed approximately 72 million double sided voter registration forms over a five month period at 37 sites across Nigeria. The central site consolidated some 13.5 TB of data (68 million records) and we supplied, commissioned and supported the required hardware.

Tanzania and Zanzibar Elections The Tanzanian election covered 26102 registration centres for 18 million voters. The Zanzibar election covered a further of 450 registration centres for an expected 650 000 voters. Elections were scheduled for October 2005. The contract was awarded via the UNDP on 13 July 2004 for the implementation of a comprehensive Voter Registration System. We provided the hardware infrastruc-ture, registration forms, registration consumables and system support up to and including elections.

Zambia 2006 Elections The Zambian election covered 6 700 registration centres, with registration of an expected 5 million voters. We implemented a Permanent Voter Registration System that went live in October 2005, including the AFIS software, hardware infrastructure, all registration consumables and forms.

Malawi 2009 Legislative ElectionsMalawi has some 3900 registration centres countrywide, catering to a voting population of about 6 million. We were awarded the contract for voter registration in March 2008. The system went live in August 2008 and captured all voters for the 2009 elections.

Republic of Guinea ID/PR and 2010/13/15 ElectionsRegistering approximately 6 million voters using 2000 portable, digital registration kits comprising of a laptop, colour printer, webcam and fingerprint scanner. Captured for all applicants; predefined demographic fields, 10 fingerprints and a colour photo and applicants are issued with a registration receipt with their photo printed on it in colour. Data is transferred using a secured flash drive and uploaded to the Central Site for processing through the AFIS. Personalisation of ID cards and printing of voter cards and voter lists are done at the Central Site. The implementation included a Candidate Registration and Result Management System.

Democratic Republic of Congo 2011 Elections The design, development, supply, implementation/training and support of the Candidate and Result Management System for the 2011 Presidential and National Assembly Elections.

Guinea Civil Service CensusUsing mobile biometric capture kits, a full biometric census of civil service employees was conducted. The enrolments was processed through an Automated Fingerprint Identification System to identify and enable removal of duplicate employees. The census included recording of an electronic signature, capturing of all demographics and scanning of official documents related to the appointment of the individual. Provide the ministry with a conclusive unique list of valid matricule numbers and the associated biometrics of the employee. This database is the basis for a clean-up of the payroll and HR systems, whereby reducing the monthly expenditure of the ministry. A total of 22 000 out of 130 000 was removed from the payroll.

Liberia 2011 Elections A need was identified to produce a clean and duplicate free register in an effort to ensure a free, fair and transparent election. In this endeavour, biometrics (facial) technology was chosen; dictated by the use of facial images as the given data available; to be a feasible and qualitative means by which the production of a duplicate free voter register were produced.Requirements analysis, design, customisation, implementation and support of the Candidate Management System used to register Presidential, Senatorial and Representative Candidates. The French UI system included the registration, deduplication and maintenance of candidates as well as reporting and the production of electoral lists and ballot and result templates for printing.

Tanzania 2015 Voter RegistrationDesign and implementation of the EMC Documentum Voter Register and upgrade of the Voter Registration and Result Manage-ment System.

South African Police Services

The Firearms Control Systems or as it is being referred to in short FCS is a state of the art technology embracing system with it’s main business function focused towards managing and controlling the firearms licensing process from manufacturer through the licensing application procedures at the South African Police, culminating in a decision to award and issue of a license to the applicant or in some cases a refusal.

implemented a Document Management System in support of the loan origination process, which is core to their business activities. The intention was to provide a central repository for all documents, which are linked to all funded projects and business activities. The other aspect of the solution was to provide an integrated document management solution for the HR department through the seamless integration of a SAP HR module with Documentum, the selected Document Management System at IDC.

Established the capability to recruit, employ and train election staff.

We also provided programme management capacity during the 1999 General Election & 2000 Municipal Elections.

We managed the election logistics in 1994, 1999 and 2000.

Road Accident Fund

Developed a Master Systems Plan for the Department of Transport. This plan currently serves as a basis for all IT projects pursued by the Department.

Defined systems requirements and business processes for the Road Traffic Infringement Agency (RTIA) that were used as specifications and terms of reference for a tender to deliver required systems. The RTIA is an organisation that is in the process of being established by the Department of Transport to deal with the adjudication of road traffic offences.

An evaluation of the current Information Security Management System was conducted

according to the ISO (IEC) 17799/ SABS / BS and prioritized recommendations made.
