Biorisk Management Curriculum
Colombo, Sri Lanka; 5-7 September, 2017

A delegation of Dairy Science Park (DSP), The University of Agriculture, Peshawar,
Pakistan completed their consultation on Biorisk Management (BRM) with Sandia National
Laboratoreis (SNL) USA at Columbo, Sri Lanka. The delegation of DSP was led by Mr Arif
Yousaf, Special Assistant to Chief Minister on Law/Convener Task Force on Sustainable
Development Goals, Government of Khyber Pakhtunkhwa and comprised Prof M Subhan
Qureshi Chief Patron DSP, Prof Nazir Ahmad Dean FAHVS, Prof Umer Sadique, Dr Shoaib
Sultan, Dr SB Khan, Dr Farhan A Khan, Dr Hamayun UAP, Prof Ghazala Yasmeen VC WUM,
Prof Azam Kakar World Bank, Mrs Javed Farmer Sausage Co, Irfan Qureshi and Sadia Qurehi

Table 1, deliberating on Animal and Public Health aspects of BRM
SNL-DSP collaboration is the first groups in the world to introduce Biorisk Management
courses in DVM Syllabus. The three days consultative workshop was held in Colombo, Sri
Lanka from September 5th
to 7th
in which experts from from various organizations in
government, academia and the private sector participated.
BRM is a new concept of biosafety and biosecurity, protecting Lab. workers and
environment from pathogens, respectively. A total of 8 semesters including semester 2-9 were
identified in which BRM related courses will be introduced. With the incorporation of these
BRM courses into existing DVM syllabus, DVM graduates will have an additional expertise in
BRM will lead to safe and secure animal products, zoonosis control and public health. Besides
this postgraduate syllabus for General, Veterinary and Medical universities have been developed
which are already started in some universities. Establishing a Centre of Excellence of BRM will
be the ultimate target which will be established at AUP, Peshawar which impart BRM courses in
the region.

Table 2, deliberating on entrepreneurship and Ethics
SNL has been supporting DSP in curriculum development for the last two years and four
meetings have been held previously, at Amsterdam, Dubai, Bangkok and Phuket. A collaboration
was initiated with Khyber Medical University, Peshawar under an MoU, signed by all concerned
under the supervision of Prof Mukhtar Ahmad, Chairman Higher Education Commission of
Pakistan. The MoU intends to develop quality control standards for introduction into local
livestock production, processing, marketing and services network, and for protecting public
health. Two other MoUs were signed with Women University Mardan, and Shaheed Benazir
Bhutto University, Sheringal on Biorisk Management and Entrepreneurship.
At the concluding session Prof M Subhan Qureshi mentioned it as a great day,
completing consultation on integrating Biorisk Management concerns into the DVM curricula at
Pakistani Universities. He was pleased to mention that the global agenda of SNL on BRM was
merged with the local agenda of DSP for food security, health security and economic
empowerment of the youth, accepted by the United Nations as SDG Action 9671.

Table 3, deliberating on legislation and coordination in BRM
DSP has successfully introduced postgraduate courses on BRM at UAP, KMU,
Baluchistan University and BUITMS while WUM and SBBU are in the process of
implementation. Pakistan Veterinary Medical Council has been taken on Board during the fifth
consultative meeting and productive outcome it expected on their behalf.
Mr Arif Yousaf referred to the development agenda of the present government of Khyber
Pakhtunkhwa, focusing on legislation for providing relief to the common people. He has been
attending the DSP-SNL consultation through three consecutive meetings and was inspired from
the aggressive consultative process forwarding the biorisk management agenda. He mentioned
that a Task Force on Dairy Science Park has been suggested through a summary submitted to the
Chief Minister Khyber Pakhtunkhwa, for protecting small businesses on one side and consumer
health on the other. It will hopefully, ensure entrepreneurship development for the unemployed
youth and access of the consumers to Halal and Hygienic food. Mr Arif Yousaf invited the
participants to the Fourth International Conference and Industrial Exhibition on Dairy Science
Park at Konya Turkey on November 1-5, 2017.
Mr Azam Kakar presented traditional souvenirs to the delegates. Certificates of
participations were distributed by the Sandia Team to the DSP delegates.

for Biorisk Management in the Asia-
Pacific Region through collaboration
between DSP and SNL, sponsored by
SNL of the Department of State’s
Biosecurity Engagement Program. The
sponsors have desired to collaborate
with the DSP in establishing a Center
of Excellence on Biorisk Management.
It will be a good addition to the Park
preceded by establishment of Peshawar
Meat Company and Livestock
Business Facilitation Desk-
SMEDA/KPCCI.
A consultative workshop was held
between the experts of DSP and SNL
at Dubai, UAE during May 21-25,
2016, focused at development of Pakistan Biorisk Management Curriculum.
The participants were of the view that the quality control practices in various laboratories of
veterinary, medical, agricultural, and other biological sciences need to be ensured. The livestock
and poultry farms are run without efficient biosafety and biosecurity measures. Similarly the
meat and dairy processing factories and shops are also lacking appropriate training, capacity, and
procedures to prevent health hazards. No exclusive and organized training system is available in
the country to take care of these issues. The participants agreed on the leading role of DSP in
Biorisk Management in Pakistan. The curriculum in practice in various universities of Pakistan
under the supervision of Higher Education Commission of Pakistan will be mapped and
reviewed for presence of Biorisk Management contents.

A consultative workshop was held
at Bangkok, Thailand, participated by
experts of DSP and SNL. The meeting
was held on 14th to 18th November 2016.
The workshop was attended by Ms
Iris Shurdhi and Mr Ahmad Waleed
Joyan. DSP was represented by Mr Arif
Yousaf (Special Assistant to Chief
Minister Khyber Pakhtunkhwa on Law),
Prof M Subhan Qureshi (Chief Patron
DSP/Dean Faculty of Animal Husbandry and Veterinary Sciences-UAP), Engr Irfan ul Haq
Qureshi (President DSP), Mr Nasir Shah (Director QAA-Higher Education Commission of
Pakistan), and Dr Zia Ul Haq (Director ORIC-Khyber Medical University). A 17-points roadmap
was prepared for implementation, covering preparation of contents by UAP and KMU regarding
their curricula and adding BRM topics into it; leadership training on BRM; TOT programs;
allocating a special workshop for BRM concepts and DSP concepts in their upcoming 8th
Annual Health Research Conference of KMU; and leading role of DSP in biorisk management in
Pakistan and the Region, recommending standardization of practices and quality control
protocols at various laboratories of veterinary, medical, agricultural, and other biological
sciences. Livestock and poultry farms will be provided biosafety and biosecurity guidelines.

NM, USA. The meeting was held
on 19th to 21st April, 2017. The
workshop was focused on
awareness of the policy makers
about the biorisk management
(BRM) concepts and identifying
the areas of interventions into the functions of government, academia and private sector
organizations, with special focus on documenting and improving the status of biosafety and
biosecurity associated with laboratory operations, clinics and the human food chain.

The participants recommended that Dairy Science Park may train Food Safety Officers
and develop quality and Halal standards with the cooperation of development partners like SNL,
KMU and others. Diagnostic kits will be developed for detection of pathogens, toxins and Halal
quality. A development project may be sponsored by the provincial government for this purpose.
The provincial government is considering establishment of a Dairy Science Park Task
Force (DTF) to take care of interests of the producers, processors, consumers and service
providers through various ministries. An earlier notification of the DTF was recommended.
