Message With great pleasure, I congratulate BJMPMBAI

for another year of continued success and constant growth as a Mutual Benefit Association (MBA). Since

2001, BJMPMBAI was committed to provide quality mutual benefit services to its members by providing insurance,

pensions plans, educational plans and other financial services. After sixteen (16) years, the success of BJMPMBAI can be seen in the

increasing numbers of its members.

I would also like to congratulate the hard—working officers and staff of BJMPMBAI. With you all serving BJMPMBAI, I am certain that it will remain to be one of the most productive MBAIs. With the theme of this year’s anniversary entitled “Maasahang Daan sa Makabuluhang Pamumuhay,” we expect that BJMPMBAI shall continue to formulate new ways in providing quality financial services to its members and ensure that the members’ contributions are used efficiently in programs that would ultimately redound to the benefit of the members.

As BJMPMBAI continues to grow, we expect that it would continue to pursue its mandate as “an excellent provider of mutual benefit services to its

members,” and shall perform its endeavors with reliability, empowerment, accountability, commitment and transparency.

There is no denying that as we live from day to day, perhaps at a certain period, many of what we have to contend with would seem so wrong there is nothing we can hope to do to mend them, until something of an idea would just appear to prompt us that we are not meant to carry the world all by ourselves.

Someway somebody has to be somewhere to come to our aid, the reason why some others have to link arms with us to make for a crowd essential to grow enough force to ease up our load.

Such was the aim that fathered the BJMP Mutual Benefit Association Incorporated (BJMPMBAI) sixteen years ago, and true to being thus sired, it has since taken on the continuous stride to help beef up the members’ crop in the main area of their labor.

Simply said, even in so modest a manner, the BJMPMBAI has for the last 16 years been the embodiment of a strong and able alliance among the vast membership who each has to depend on one another’s capacity to respond in times of scarcity as it is in times of plenty.

It all spells for what the Association has become as an achiever after that long and trying span of years.

On the basis of the common efforts by all concerned in the Association amounting to the handiness of services it is able to extend and as suitably, expressed in its anniversary theme, “BJMPMBAI, Maaasahang Daan sa Makabuluhang Pamumuhay”. Message As though it was only yesterday when it came

to its birth, the BJMPMBAI is now 16 years old or a sweet sixteen like it is said of adoringly young girls.

Be that for a girl, or for BJMPMBAI, it brings a happy thought, and for the latter it is a time so momentous as to have

caused a spanning from that which was nothing to a concreteness of a future that is now.

Sixteen years is certainly a time to delight, especially when abundance abound, as clearly there is and for which the BJMPMBAI celebrates every phase of its growth marked out by an anniversary-each time presaging a bold attempt at harvesting plentiful yield in other times ahead for the benefit of the members.

Without a doubt, the members who are mostly active BJMP members are constrained to get themselves better with the benefits derivable from their Association, which affords them ways to make things still at reach even when these tend to be scarce.

I, therefore, wish the BJMPMBAI more success for celebrating its 16th Anniversary and General Assembly with its theme “BJMPMBAI,

Maaasahang Daan sa Makabuluhang Pamumuhay”.

President’s Report This is the 16th Anniversary of the Bureau of Jail Management and Penology

Mutual Benefit Association, Inc. (BJMPMBAI) that we are

celebrating today. As such, we can claim to have realized the goals set to be accomplished for the period falling within that

span of time. It is proven each time its accomplishment

is surpassed by that which comes after a previous as for the MBAI to savor every time also the pleasure

of being one of the finest mutual benefit associations. The core of this worth is not bereft of truth that our Association is founded on the returns of our labor that is made even more passionate by a desire to improve somehow the level of its members’ social and economic state.

Sixteen years is more than just a time needed to prove our perseverance, particularly because during that length of time there were overpowering pressures, yet we stood strong as we have always been to assert that our Association is not only intended to show endurance but also, and most of all, to attain specific success. We cannot be shattered because our membership is a coagulation of firm-willed individuals who cannot allow their Association to just go for naught by refusing to get even thickly closer when circumstance tends to break them up.

As I present this President’s Report on the affairs and status of our Association from January 1, 2016, to December 31, 2016, in compliance with Section 1, Article X of the Association’s Amended By-Laws, I deem it proper to raise some as to serve an update for the general membership to have enough understanding of what they need to know about what goes on in their Association. Primarily, we now have a wider scope of what we need to have in our operation considering the stature we have earned before the eyes of our equals from the different sectors of our community.

With the Board’s fiat, the Association had taken lead of the plentiful prospects for the growth of its possessions, particularly for the advancement of the members making use of its products and services by fine-tuning its processes for a trouble-free use. It had continued extending assistance for ventures of unburdening members from loans with excessive interest via its debt consolidation program.

Reckoned from the beginning of its incorporation, the Association has struggled unhampered to make for itself the distinction of being provider of mutual benefit services to its members in terms of insurance, health care, educational, medical and financial aid by way of its loaning packages.

Without a doubt, these plusses could not have come that easy sans the sincere involvement of all stockholders - - from associate members made up of their kinsfolks - - to regular members who all worked to improve the living condition of their families, as well as to advance the interest of the Association.

Progress is never attainable singly. It is always achievable only when done jointly. To this end, the Directors of the Board have to play their role in as intensely as allowable as they always have done thus by not holding back

their direction and insight to reach the Association’s goal even during times when the sailing goes rough and tough.

It is just fit also for the Association to recognize in no uncertain terms the unconditional espousal of its cause by the BJMP Chief, Directors of Directorates, the Regional Directors, RESJOS, the Extension Offices’ In-Charge and the endlessly reassuring shepherding of the Insurance Commission. Most of all, the Association cannot set aside for another time the expression of its profoundest gratefulness to the membership at large who, inspite of unintended inadequacies, have continued to remain zealous and unstinting in going about with their responsibilities as they help pursue the aims of their Association.

With numerous other quarters backing the Association, it will gain more heights as to enable it see through and securely the path in the furtherance of its service as to ensure those under its motherly care that the BJMPMBAI truly deserves a grand niche in the mutual benefit association endeavor as evidenced by praises endowed from the Insurance Commission and its unbroken approval of the Association’s renewal of license to operate.

The BJMPMBAI grows unimpededly as the number of its membership swells by 1,082 or an overall of 13,777 as of December 2016. Its officers, including the RESJOS and In-Charge of extension offices, have almost been one in convincing likely entrants to register through information drives all over the nation.

With the members’ continuing patronage, our total assets have ballooned to Php 1.37 billion as of December 2016 as against PHP 1.170 billion a year prior or a rise of around PHP200 million. From January 2016 to December 2016, 5,156 members secured loans that resulted in loan releases amounting to Php 757,911,732.00. For the numerous members availing themselves of the loan package, the Association anticipates the figures to surge taking account of a large array of low-interest loan products tendered for the members to take advantage of.

The BJMPMBAI maintains coverage of the Credit Life Insurance (CLI) meant to prevent members of their heirs from being deducted in case of contingencies resulting from outstanding loan balance. The Credit Life Insurance assumes payment of the loan balance of a deceased member. As such, any death benefits to be received by the heirs is not bound to be deducted.

Many members are still unable to know what is Equity. The equity is the amount set aside primarily as members’ savings with the Association. Members must remember that they are contributing a membership fee to the Association with one-half of the amount serving as payment for their insurance coverage while the other half goes to the equity or savings. Savings are also earning interest and can be withdrawn upon retirement, resignation or in case of death. The equity, therefore, serves as a financial security in such case as old age, unemployment or even death of the member.

From January 2016 to December 2016, forty-one (41) members passed away. Their beneficiaries were paid a total of Php 12,208,114.28 embodying the amount of insurance benefits paid to their heirs and expected to lessen their worries for the future at the time that their bread winners are not around anymore to provide for their needs in life. Further, a total of Php 4.321 million was released as payment of equities including interests for members who retired, resigned, dismissed from service and/or transferred to other agencies.

No matter how minimal I have narrated what ought to be told to the general membership, I entertain no doubt at all that even with the least that was said, our Association is consequently seen appreciated after that as very still the radiant image of an organization standing up high and above over all expectations of success we all desire to relish now and for all time.

The extent of the success of any organization is measured by the impression left in the lives of people involved in it. Incidentally, the BJMPMBAI is specially situated as to a helpful conduit by which the country’s progress may be interpreted as intensely able to address and reduce poverty to allowable level. Its ability to reach up to and hold contact with reliable sources of knowledge on the changing needs of the citizens here and around are instantly usable as to determine what measures have to be done.

Our Association has not at any time reneged on its community and social responsibility that must always go side-by-side with what it aims for its own advancement and immovability. Time after time it has engaged itself in conservational activities as helping out marginalized sections of the community through distribution of educational supplies and materials and in the preservation of ecological balance, oftentimes in collaboration with mother BJMP.

1. Acknowledgement of the Incumbent Board of Directors, Officers, Visitors and Guest;

General Manager Clarito G Jover, Master of Ceremonies, acknowledged the presence of the incumbent members of the Board of Directors by individually announcing their names while seated at the presidential table. He recognized the presence of the BJMP Regional Directors, the BJMP Regional Executive Senior Jail Officers, the BJMP MBAI Extension Offices In-Charge, members physically present at the hall and the Guest Speaker together with his party.

2. Invocation/Singing of the National Anthem;

The Emcee requested Independent Director Antonio O Gerente to deliver the invocation to be followed by the singing of the national anthem. Thereafter, Reverend Father Antonio O Gerente delivered the invocation and the Philippine National Anthem was sung by members, guests and visitors.

3. Welcome Remarks of the Chairman of the Board;

Director Arturo W Alit, Chairman Board of Directors, delivered his welcome remarks. He welcomed the participants and opened his speech by telling a story of an old man and his 15 years old nephew who was very sure of himself and tested if the old man was already deaf. The young boy asked his uncle three times if he was in good health but received no reply. It turned out however that his uncle had answered him twice and that he was the one who failed to hear. Director Alit explained that there were persons who failed to grasp the reality of life as if they know everything. He explained that it was the reason why he imparted the story. He told the body that the Association must looked back and examined the past and find out what were the things that MBAI overlooked and must be corrected because the Association is still far from its goal but could reach the achievements by hard works. Finally, he goad everybody must work hard for the Association.

4. President’s Report;

Director Armando M Llamasares, BJMP MBAI President delivered the President’s Report on the affairs and status of the Association from June 30, 2014 to July 01, 2015 in compliance with Section 1, Article X of BJMP MBAI Amended By-Laws which were flashed on the screen.

The President acknowledged the collective efforts of all stakeholders in the success of the Association. He cited the role played by the associate and regular members, the wisdom and guidance of the Board of Directors, the unwavering support of the BJMP top Management, the BJMP Chief of Directorates, the BJMP Regional Directors, RESJOS, the Officers In-Charge, the guidance of the Insurance Commission and the unwavering support of general membership. Referring to the growth of the Association, he reported that as of May 2016, the BJMP MBAI grew to 13,263 members or with an increase of 568 new members He continued that the assets of the Association also grew to Php1.203 billion. He continued that the loans released by MBAI as of June 2016 totalled Php669,590,966.80 and paid the amount of Php13,561,690.83 as insurance benefits to the members who died and also paid Php4.813,000.00 as equity dividends. Finally, he reported the involvement of the Association in social services projects in Pampanga and Tanay, Rizal after which ended his report.

5. Treasurer’s Report;

The Emcee requested the Treasurer, Director Doris R Dorigo to render report on theBJMP MBAI Audited Financial Report for year 2015 which was flashed on the screen. Director Dorigo opened her report by telling members that the Association was able to operate in 2015 in good business climate. She told the body that her report on the Financial Statement of the Association covered the period ending December 31, 2015. She started her report by announcing that the assets of the Association in 2015 totaled Php1,170,404,054.00 compared to Php963,363,097.00 in 2014. As to the loans extended to the members, she said that the loans released by MBAI grew slightly from Php591,116,972.00 in 2014 to Php693,928,967.00 in 2015 explaining that the increased was the result of the new policy implemented by the BJMP in the net take home pay of members. With regards the no- current assets, she reported that the Association was able to acquire thru purchase a one hectare lot along Congressional Avenue while its investment in Treasury Bonds decreased slightly to P37,965,540 as compared to Php38,615,94.00 in 2014. And to highlight the BJMP MBAI 15th Annual General Membership Meeting, She proudly reported that the Association became billionaire mutual benefit provider in April 2016. Reporting on the liabilities of the Association, Dir Dorigo told the assembly that the Claims Payable of the Association was slightly lower at Php4,382,993.00 compared to Php4,645,314.00 in 2014. With regards to the Aggregate Reserve Benefit for 2015 she told the members that it reached Php265,436.00 while the Equity Value Reserve was Php409,726,140.00 while the Loans Payable stood at P60,000.00. She announced that the Equity Value Reserved of the Association totaled Php409,726,140.00 that is being utilized for loan needs of the members. As to comprehensive income of the Association, she proudly reported that it reached P118,190,336.00 in 2015 while the Gross Income reached Php118,190,336.00 compared to Php110,051,348.00 in 2014. Finally, she reported that the financial position of the Association was duly audited by Acyatan and Company, the Association’s external auditor.

6. Presentation of Awards;

The Emcee requested Hon. Ferdinand George Andaya Florendo to present the awards to “Outstanding Extension Office” and “Outstanding Officers In-Charge” for 2016 assisted by the Chairman, the President and Director Serafin P Barretto Jr, Chairman, Awards Committee with Director Dorigo reading the citations. The awardees as “Outstanding Officers In-Charge” were JO2 Gemmelyn S Satol of Region ARMM, JO1 Claire V Galavia of Region 13, JO2 Lucia M Cardenas of Region 9 and SJ02 Connie L Conte of Region 6 while the “Outstanding Regional Extension Office” was Region ARMM. Aside from the Plaque of Recognition, the awardees for Outstanding Officers In-Charge received cash gifts of P5,000.00 each while the Outstanding Regional Extension Office received a plaque and P10,000.00 cash gift received by JO1 Satol in behalf of the ARMM Extension Office.

7. Message of Hon. Ferdinand George Andaya Florendo;

After the awarding ceremony, Director Armando M Llamasares introduced the Guest Speaker, Hon. Ferdinand George Andaya Florendo, Deputy Commissioner, Financial Examination of the Insurance Commission.

Deputy Commissioner Florendo recognized the officers of the Board and congratulated the Association in behalf of Commissioner Dooc on its 15th Anniversary citing the anniversary theme of “Serbisyong Maaasahan, Tugon sa Pangangailangan” as appropriate for the event. He recognized the good operation of the Association but suggested that the BJMP MBAI must focus more on its members expressing his hope that the Association would be true to its theme. He compared the commitment of MBAI with that of President Duterte to the Filipino people who pledged that services must be provided efficiently for their good. He advised the Association not to wait for members to die before giving the benefits that they deserve. He enumerated the different ways to provide better services like improvement of products, review of organizational system that would increase and facilitate benefits and to identify better options. On the other level, he informed the Assembly that the Insurance Commission as a regulatory body would regularly perform its mandate adding that IC would work for the reduction of taxes on non-life products and life insurance to ensure that the benefits would be utilized in attaining more benefits for the members. He informed them that in few months, the Insurance Commission would issue circulars on health care programs so that health providers must provide efficient basic health care to members in order to attain conclusive protection. At the end and in behalf of IC Commissioner, he lauded the Association and hoped that MBAI would be at the forefront of change and commended the more than 12,000 members for their continuing support and confidence to the Association and advised them to continue to be more vigilant and participate in the programs of MBAI.

8. Presentation of Plaque of Appreciation to the Guest Speaker;

The Chairman and the Vice Chairman presented the Plaque of Appreciation to Hon. Deputy Commissioner Ferdinand George Andaya Florendo with Director Dorigo reading its contents. A token gift was also given to Deputy Commissioner Florendo for gracing the AGMM. All members of the Board and officers of the Association shook hands with the Deputy Commissioner as gesture of gratitude.

III. MEETING PROPER

9. Determination of Quorum; The Chairman, Director Arturo W Alit asked Director Ester Apin-Aldana, Secretary if there was a quorum to conduct business.

Director Aldana replied that all members of the Board were present including its officers and 2 Independent Directors. She told the body that 117 were present at the hall while 6,261 represented by proxies. She reported that Notices on General Membership Meeting were posted at the BJMP National

Headquarters, BJMP Regional and Provincial Offices in compliance with Section 3, Article X of the Amended By-Laws. She continued that all Regional Directors and RESJOSs were notified about it and requested to disseminate the information in their areas of jurisdiction. Finally, she told the assembly that of 13,263 members as of May 2016 Twelve Thousand Sixty Four are voting members and therefore 6,380 were considered present for the 15th Annual General Membership Meeting representing a quorum as required by Section 2, Article X of the BJMP MBAI By-Laws as Amended. With the information, Director Alit called the meeting to order.

10. Approval of the Minutes of 14th AGMM;

Director Alit called the attention of the Board to the Minutes of 14th Annual General Membership Meeting on July 4, 2014 for comments.

Director Diony D Mamaril moved to defer the reading and instead moved for the approval of the Minutes of Meeting dated July 4, 2014. Director Leopoldo D Morante Jr seconded the motion. Director Alit called for any objection and hearing none pronounced the Minutes approved.

11. Ratification of all Acts and Deeds and Resolutions Approved by the Board of Directors and Management;

The Presiding Officer requested the Secretary to read all the Resolutions approved by the Board from July1, 2014 to June 30, 2015 for ratification of the Assembly. Director Aldana read all 34 Resolutions approved by the Board which were flashed on the screen. After all resolutions were read by Director Aldana she moved for the approval of all resolutions, corporate acts and transactions as authorized by the Board of Directors including the financial statement and records of the Association during the previous year as reflected in the Minutes of Meeting. Director Michael E Vidamo seconded the motion of Director Aldana. Director Alit asked for objection and hearing none, pronounced that all Resolutions, corporate acts, transactions of the Board and Officers during the previous year including the financial statement reported by the Treasurer were ratified by the Assembly.

Director Morante moved that a resolution be approved by the Board pronouncing that all resolutions from July 31, 2015 to June 30, 2016 read and presented by Director Aldana and flashed on the screen and were ratified by the General Assembly without opposition. The motion of Director Morante was seconded by Director Vidamo and pronounced approved by the Presiding Officer without objection.

12. Closing Remarks.

Director Alit requested Director Diony D Mamaril, the BJMP MBAI Vice Chairman to deliver his closing remarks.

Director Mamaril opened his speech by reminding everyone that in compliance to the requirement of the Association’s By-Laws, the Board of Directors must fulfilled their obligations to come together and review their works for the last twelve months including the gains that were achieved and the weaknesses to be amended and filled up. He added that everyone has a role to perform and must examine if their performance was well enough done or not. He ended by expressing his hope that by next year, the members would meet again with more success in many terms. After the closing remarks of the Vice Chairman, Director Alit inquired to the body if there were other matters to be taken.

Governance ReportThe BJMPMBAI, in its desire to adhere to corporate best practices in governance, has seriously taken into consideration the recommendations of the governing bodies in recognizing the rights and equitable treatment of its members, puts due recognition to the role of the Board of Directors, strengthens the responsibilities of the Management Staff and officers and accords greater importance on disclosure and transparency in its business operations.

To enhance the economic well-being of its members and return to them the financial value to the premiums entrusted to the Association, it continuously embarked on protecting the rights of members, delivering tailored-fit, customized and most responsive insurance, affordable products and meaningful services to its members.

In acknowledging that the success of the Association is not only because of its members, the important role of the Board of Directors, Management Staff and its Officers must also be given greater emphasis through open opportunities for upgrading their capabilities, levelling up their professional competencies and enhancing their level of morale and welfare.

The established and accepted corporate governance principles and best practices was best manifested by the Association through adherence to its Manual of Corporate Governance.

Also called as social conscience, the BJMPMBAI has continuously integrated in its business model this corporate self-regulation. Corporate Social Responsibility or CSR is a mechanism that goes beyond compliance and statutory requirements as it delved in real corporate actions far off the interests of the Association but to further some social good. The Association believes in the business policy that operating with a CSR perspective brings about long-term profits. CSR also guided the Association in the fulfillment of its mission to answer what it represents for its members and the community as well.

EDUCATION

BJMPMBAI made positive contribution to social need for education. It specifically helped in the Scholarship Program by accommodating the request for advertisement sponsorship as fund raising of another organization supporting college scholars. Relatedly, donation of 10,000 units of Books on Corrections were distributed to all its members with the end in view of capacitating them further to effectively perform their duties and responsibilities as public servants.

SERVICES TO THE MARGINALIzED SECTOR OF THE SOCIETY

Of note, five (5) members of the Board of Trustees and two (2) from the Management Staff are active in rendering free service and financial assistance to persons with restored liberty. They became involved through fundraising activities and community volunteering. Engagement in CSR initiatives can be a powerful tool to improve the perception of the staff on the Association.

FEEDING AND NUTRITION ADVOCACY PROGRAM

Also, BJMPMBAI co-sponsored a supplementary feeding and advocacy program for children of Barangay 28, Caloocan City. The objective of the project is to increase awareness of families on their nutritional needs and also to inform the barangay of the significance in addressing malnutrition issues in the community. Forty three (43) parents and guardians from Barangay 28 Main Hall, Kapanalig St., were provided with placemats with the Pinggang Pinoy information that they can refer to for nutritional needs particularly of children. Using these placemats in their respective dining table will remind them of the importance of a balanced diet and teaching them how to understand nutrition labels. Nutrition IEC materials such as placemats and tarpaulins have been reproduced and distributed to identified families.

Aside from the sharing of these nutrition IEC materials as tool to promote literacy to address the nutrition information problem, the need to know about nutrients and other substances in food in relation to health and growth was also discussed and explained to the families present. It was designed to assist the target families in acquiring the knowledge necessary for sound or healthy diets geared to contribute to the improvement of the whole family diet and nutritional well-being.
