• Nov. 2016 Prop 51 Passes: CCCCO recommends to the Governor to fund approved FPP projects with Prop 51 over a three‐year cycle, with 29 projects in Year‐1 funding.

2017‐18: Governor approved 5 (Jan 10, 2017), then added 6 (June 9), then 4 more (June 15) Governor approved 15 of the 29 Projects.

• 2018‐19: CCCCO Recommended the remaining Year‐1 projects.2018‐19: As of January 10, 2018, Governor approved four of the remaining Year‐1 projects plus one additional Safety project.

Leaving 10 projects from Year 1 unfunded at this time – this may change

Trends– 2004 to 2008 saw an average annual escalation rate of 6.48% in construction costs,

ranging from 4.6% to 8.9%, per year, equating to an increase of 36.7% over this 5‐year period. (RS Means)

– The last 12 months construction costs escalated 4.9% (ENR)– Highest % increase per year over the last 40 years (1971) 11.8%– Industry expects increases in construction costs in the 8‐11% per year in the next several

years.

Today’s Factors– Hurricanes, wildfires in Northern California, California’s high speed rail, and school

construction bonds in excess of $32 billion ($9 billion State, $23 billion local). (EdSource)
