Overview

Globalization the integration of countries and peoples of the world means that the Brampton business community operates within both a regional and global business environment International (and Domestic) Business Investment (Attraction) has been identified as one of seven economic development priority themes at the beginning of this term of Council by Economic Development Committee and endorsed by Council January 28 2015 in resolution ED004-2015 The purpose of this report is to provide Economic Development Committee with a special announcement regarding the fDi Cities of the Future Award as well as supplemental information regarding actions designed to drive positive economic outcomes

Background

Brampton was an American Cities of the Future 20132014 recipient This prestigious acknowledgement was awarded by Financial Times (London UK) through its fDi Intelligence division (Note fDi is the acronym for foreign direct investment in this sense meaning the act of attracting new local business investment from international sources) This designation from a highly-respected international organization positioned Brampton with a competitive advantage as a choice location not only within the Greater Toronto Area (GTA) but also among North South and Central American location competitors (municipalities)

This designation was a key selling feature when marketing and promoting Brampton internationally in 2013-14 and also assisted to raise Bramptons brand and image within Canada and particularly within the GTA The award attracted attention to Brampton as a thriving competitive location for businesses to invest and succeed

Brampton applied once again for the 20152016 designation in the mid-sized city category by submitting an extensive entry survey detailing Bramptons international business attraction strategy international marketing program and infrastructure attributes The efforts of multiple Economic Development staff people were required to devise and execute the attraction strategy and marketing program

Current Situation

Brampton has once again achieved recognition from fDi Intelligence with multiple awards for 2015-2016 announced mid-April 2015 as follows

bull Mid-sized American Cities of the Future - Brampton ranked 9th overall bull Mid-sized American Cities of the Future - Brampton ranked 7th for business

friendliness

bull Mid-sized American Cities of the Future - Brampton ranked 3rd for connectivity

bull Mid-sized American Cities of the Future - Brampton ranked 1st for fdi strategy

American Cities of the Future is the largest regional rankings we publish in terms of geographical ground covered and it is an intensively competitive field that we survey Despite a global slowdown in FDI last year we have found many bright spots in the investment landscape of the Americas and all of the cities that appear in these rankings should be proud of their strengths and are encouraged to make most of them when pitching for FDI projects said Courtney Fingar editor-in-chief of fDi Magazine 1

Further to the American Cities of the Future awards fDi Intelligence announced in May 2015 that Ontario is the North American leader in attracting foreign capital investment for the second straight year Ontario outperformed US states and other Canadian provinces in 2014 in several key areas including leading for the second year in a row for foreign capital investment receiving US $71 billion2

The award designations have tremendous value when introducing Brampton to investors by offering a respected third-party non-biased opinion regarding Bramptons value proposition as an investment location The designations immediately create an environment of trust as well as curiosity from the investor creating the right first impression which is key to Brampton Economic Development staff opening the door to a more thorough meeting to discuss business opportunities with the investor

Considering Bramptons rapid rate of population growth Brampton may move into the large city category (pop 750000-2000000) for the next bi-annual award in 2017 where competition for any top ten ranking will be fierce Therefore this important point of distinction for Brampton both within Ontario and beyond Canadas borders will be leveraged over the next two years in appropriate marketing tools and sales tactics A formal strategy to leverage the award is currently being formulated and will include tactics such as website social media print collateral electronic collateral personal selling and more

Financial Implications None There were neither application fees nor membership fees associated with this award The marketing tools which will be used to leverage the prestige of the award will be funded through the 2015 Economic Development and Tourism approved budget

To create a shortlist for fDis American Cities of the Future 201516 the fDi Intelligence division of the Financial Times collected data using the specialist online tools fDi Markets and fDi Benchmark In total 421 locations were analysed for the study Data was then collected for these 421 locations under five categories Economic Potential Business Friendliness Human Capital and Lifestyle Cost Effectiveness and Connectivity In addition surveys were collected under a sixth category FDI Strategy This category is the only qualitative category and does not feed into the overall result For this category there were 105 submissions - locations submitted details about their strategy for promoting FDI which were then scored by fDis judging panel which this year included regular fDi columnist and FDI consultant Daniel Malachuk

Cities in the study were categorised according to population Those locations with immediate city populations below 100000 were categorised as Micro locations of which there were 37 Small locations (208 locations) had immediate city populations between 100000 and 350000 Mid-sized locations (of which there were 77) had an immediate city population more than 200000 and a wider larger urban zone (LUZ) over 750000 or an immediate city population over 350000 There were 49 Large locations with immediate city populations more than 500000 and an LUZ population over 1 million or an LUZ of more than 2 million Major locations (50) had an immediate city population of more than 750000 and an LUZ over 2 million or an LUZ of more than 4 million people

Methodology for Determining Award Rankings3

To create a shortlist for fDis American Cities of the Future 201516 the fDi Intelligence division of the Financial Times collected data using the specialist online tools fDi Markets and fDi Benchmark In total 421 locations were analysed for the study Data was then collected for these 421 locations under five categories Economic Potential Business Friendliness Human Capital and Lifestyle Cost Effectiveness and Connectivity In addition surveys were collected under a sixth category FDI Strategy This category is the only qualitative category and does not feed into the overall result For this category there were 105 submissions - locations submitted details about their strategy for promoting FDI which were then scored by fDis judging panel which this year included regular fDi columnist and FDI consultant Daniel Malachuk

Cities in the study were categorised according to population Those locations with immediate city populations below 100000 were categorised as Micro locations of which there were 37 Small locations (208 locations) had immediate city populations between 100000 and 350000 Mid-sized locations (of which there were 77) had an immediate city population more than 200000 and a wider larger urban zone (LUZ) over 750000 or an immediate city population over 350000 There were 49 Large locations with immediate city populations more than 500000 and an LUZ population over 1 million or an LUZ of more than 2 million Major locations (50) had an immediate city population of more than 750000 and an LUZ over 2 million or an LUZ of more than 4 million people
