Case Study: Turnkey Contracting at Mazagan Beach Resort, El Jadida (Morocco) for Kerzner International Developments

CHALLENGEKerzner's EUR 500.00 Million Mazagan Beach Resort in El Jadida, Morocco was falling behind schedule and faced a delay of up to a year. The General Contractor on site was facing challenges in generating the levels of skilled workers required and in producing output levels that could help close schedule gaps. Brentford was initially engaged by the client with the objective of deploying its ex-Atlantis workforce for the project in Morocco. However, it soon became apparent that the restrictions on bringing in foreign labour to Morocco would not allow foreign national ex-Atlantis operatives to work in Morocco. A different solution was sought and the client then challenged Brentford to commence work on site as a contractor and take over available packages such as Warehouse Management, Special Finishes, Retail Areas and Clubs on a Turnkey / Subcontract basis. Brentford bid on and secured seven separate Interiors contracts, to be executed over a period of 1.25 years. The contracts were complex in nature, as an example, the main Special Finishes contract comprised of over 120 individual types of finishes, including traditional Moroccan finishes such as hand carved Tadelakt which could only be executed by artisans.

SOLUTIONSince working in Morocco required hiring of local resources, Brentford first established testing and training facilities on-site to ensure the competence of its workforce. Over a period of two months a workforce of over 1000 was sourced, tested, trained and deployed to the site. Concurrently, Brentford’s project management team was mobilized to Morocco from the Middle East and India to supplement locally hired staff. Within a period of two months all key contracting management and operation departments were established and relationships were forged with local suppliers and sub-contractors. While many hurdles were encountered which impeded project execution, over a period of time Brentford adapted and successfully executed turnkey contracts and sub-contracts, which were delivered in-line with the accelerated schedule.

OUTCOMEBrentford successfully completed the projects and was able to deliver against Kerzner's quality standards. Brentford contributed to controlling the schedule slippage and contributed to the Resort’s on-time opening. Based on its experience on the site, Brentford Interiors developed a track record for Turnkey Interior Fit-outs.

Description: In many cases clients may not be in a position to avail Brentford's Contract Hire services, due to project commercial / contractual constraints or country-specific legal restrictions on Contract Hire activities. Brentford developed its Unit-Rate Contracting service as a solution to these challenges. While Unit-Rate Subcontracting allows contractual and legal compliance, its key characteristics deliver a higher level of service with cost risk mitigation and budget control.

Overcomes legal barriers in jurisdictions where Contract Hire activities are restricted

The Client is progressively billed based on a contractually agreed, all inclusive unit-rate which will only be applied to completed works meeting quality standards

Case Study: Unit Rate Sub-Contracting at Khalifa Port, Taweelah (UAE) for Hyundai (Korean Emirates Foundations)

CHALLENGEOne of Brentford’s client was awarded the main piling contract for the Khalifa Port in the Abu Dhabi Port. The Client’s scope was to install 784 piles for the container terminal area. Each pile cage was 21 meters in length and weighed 2.45 Tonnes and was to be fabricated on an extremely aggressive schedule. Brentford was awarded the cage fabrication sub-contract on a schedule that required delivery of 25 cages per day. Since fabrication was to be executed on site, there were numerous challenges related to logistics and establishment of infrastructure.

SOLUTIONWith the help of its parent company, Brentford engaged and mobilized a team of 50 operatives which included Foremen, Steel Fixers, Welders and Helpers. The team was mobilized to site in 15 days from the contract award date and achieved an optimal production rate within 7 days of commencement. During the production process Brentford encountered several incidents of work stoppage due to factors completely unrelated to Brentford. Some instances included, site wide work stoppage, equipment failure and bad weather conditions. The work stoppages exacerbated Brentford’s schedule and intensified performance parameters.

OUTCOMEAs a result of strong planning and site supervision, Brentford was able to overcome site challenges, both, foreseen and unforeseen. The project was delivered on schedule and within specified quality specifications. Based on its site performance Brentford developed a stronger relationship with the Client and was able to secure additional contracts.

Case Study: Technical Services at Q-Chem-II, Messaid (Qatar) for Daewoo Engineering and Construction Company Ltd.CHALLENGEConstruction on the Qatar Chemical Plant was severely impacted when the owner’s Third Party Inspectors discovered large volumes of rejections within the welds on the process piping section of the plant. Accordingly, Daewoo implemented a regime of stringent third party trade testing for all technicians involved in pipe fabrication. As a result, there was a mass exodus of contractor technicians who did not pass the trade tests. This led to a drastic shortage of skilled technicians on the site and posed a schedule risk which exposed the main contractor to severe penalties. As part of its recovery strategy, the main contractor engaged additional contractors and as part of this initiative Brentford was approached to provide Technical Services.

SOLUTIONBrentford’s technical associates conducted an investigation on site to understand the scope of pipe fabrication as well as the operative testing procedures. Brentford determined the factors leading to the high rate of rejection and the critical elements of the employer’s trade test. The company activated our organization in Delhi, Baroda, Chennai and Kochi in India to source technically skilled tradesmen who would meet the project’s requirements. Brentford deployed 120 highly skilled technicians within 3 weeks’ time.

OUTCOMEAll of the operatives Brentford deployed successfully passed the third party skill test administered by the Third Party Inspectors on their arrival at site. Brentford achieved tremendous success in carrying out repair works and new fabrication in record timing. The timely completion of repair jobs and the "repair free" nature of the works were key factors in the successful completion of the project on schedule.

Operations and MaintenanceDescription: Companies that operate manufacturing facilities, plants, warehouses or any other type of ongoing operations often face challenges in sourcing and maintaining technical resources. Further, most major planned maintenance on plant and facility operations are conducted periodically. As such, maintenance works occur over a short period of time and require a surge of highly skilled technical operatives who can complete these activities within the shortest period of time, and in compliance with the Client’s quality and safety parameters.

Case Study: Operations and Maintenance at Atlantis - The Palm, Dubai (UAE) for Kerzner InternationalCHALLENGEAtlantis, The Palm is a USD 1.8 Billion resort located on the Crescent of Palm Jumeirah in Dubai. The resort boasts the largest water park in the Middle East and North Africa, including a series of aquariums that house a collection of over 60,000 marine creatures. Management of water quality for the aquariums and the water park is one of the most mission critical and challenging functions at the resort. Since the resort was the first of its kind in the region, prior to opening the resort, the Client was finding it challenging to select an Operations and Maintenance contractor capable of executing the Water Quality Management contract. The scope of the contract would involve management of the salt and fresh water pumping systems as well as the quality of water used in the water park and in the aquarium ecosystems.

SOLUTIONBrentford was shortlisted as a bidder on the Water Quality Management tender and the company’s technical services team executed an exhaustive study on the qualitative requirements of the project. Although the company had not executed projects of this nature before, Brentford was awarded the contract based on its ability to produce qualified personnel with proven experience in the field. Immediately after winning the bid for the contract, Brentford deployed a highly competent team of technicians and met all of the Client’s commencement and mobilization milestones.

OUTCOMEThe initial contract was awarded for duration of one year commencing in 2006. Based on Brentford’s performance, the Client renewed the contract for a period of three years, from December 2007 to December 2010. It is a matter of pride for Brentford that in December 2010 the contract was renewed once again for a further three years, making the cumulative period of the contract seven years.

Brentford Institute of Technical Training (BITT) was established to develop the competencies and increase the value of

the operatives employed by Brentford and by the clients of DSS. The main goal of the Institute is to actively bridge the

gap between the skill levels available in India and the skill levels demanded by clients in the Middle East. By building up

the capabilities of its operatives through direct client input, BITT has been able to deliver a higher level of satisfaction to

all stakeholders. The overall mission of the Institute is to ensure that all operatives “hit the jobsite running”.

BITT prides itself on its ability to actively assist clients in gaining an effective combination of safety, cost

effectiveness, and quality by delivering operatives who have proven themselves valuable to client sites.

The BITT Experience

BITT understands that with the right technical and behavioral training, operatives are far more likely to succeed on any

site. BITT’s training program is not targeted at new or unskilled resources. Instead, each operative is skill tested at the

beginning of the program to ensure that he meets the defined skill standard for acceptance into the institute. By

comparing skill, quality and productivity results at the time of entry and at the time of exit, BITT is able to determine the

levels of improvement delivered through its training program and assess the future potential of each graduate.

The BITT Programs

Training at BITT is a holistic and multidisciplinary experience that focuses on providing operatives with the requisite

technical knowledge, safety awareness, discipline and overseas project site orientation.

The five core areas of training at BITT are:

• Technical Training (Practical and Theory)

• Safety Training

• Employer, Site and Host Country Familiarization

• Language (Technical Terms)

• Behavior and Discipline

To ensure personalized and direct education, operatives are placed in small groups averaging 12 operatives per

instructor. Training content is divided between the five focal areas with the theory component being 25% and practical

training under close supervision being 75%. To mimic typical jobsites, each training day is comprised of 10 hours of

instruction with a 1 hour lunch break.

The BITT Faculty

BITT’s instructors are qualified by TAFE Australia (Technical and Further Education) and follow TAFE methodologies to

provide focused and intensive training specifically designed to provide operatives with practical education and client

required skills to succeed on projects in the GCC. Most of the BITT faculty members are ex-Military engineers and

believe in the development of operative discipline through strict enforcement of daily schedule and facility rules. BITT’s

training team is able to monitor operatives closely, on a 24 hour basis, on and off the jobsite and are effectively able to
