A. PROJECT HISTORY

The Engineering & Utilities (E&U) department within the Division of Physical Plant (PP) at Florida Atlantic University (FAU) is, along with other duties, responsible for the operation and maintenance of Building 5 – Central Energy Plant (CEP) and the production of chilled water necessary to support the University’s air conditioning systems. The CEP is an original campus building dating to the mid-1960s. Notwithstanding infrastructure additions and modifications over the years, a significant portion of the CEP is in as-designed original condition. The Cooling Tower Replacement (CTR) project discussed within this document seeks to replace end-of-life equipment and reconfigure distribution pumps and piping to allow CEP equipment to be operated in a dynamic, flexible, and redundant environment that minimizes energy and operational costs and reduces energy consumption and greenhouse gas emissions.

B. GENERAL PROJECT DESCRIPTION

Cooling Towers (CT) are pieces of mechanical equipment that serve to reject heat to the atmosphere and are required for the operation of the air conditioning system. There are five (5) CTs located at the CEP with a total design capacity of 7,000 tons. However, due to the condition of the towers capacity is limited to about 4,200 tons. The FAU campus requires between 4,000 and 5,500 tons of cooling depending on the season.

The CTR project will demolish the existing cooling towers at the CEP. New towers will be installed providing a capacity of approximately 7,500 tons. A common manifold and variable speed pumping system will be built so that any tower can operate with any chiller. A common manifold allows operation of the most efficient equipment that meets the demand and thus minimizes energy usage and cost.

C. PROJECT GOALS

The Cooling Towers Replacement project will demolish the existing five (5) cooling towers, build a common pump house, and install a common water supply manifold with variable speed pumps and five (5) new cooling towers.

D. DESIGN OBJECTIVES

Develop a design and construction plan that allows the removal and replacement of five (5) cooling towers, the construction of a pump house, common manifold and install five (5) cooling towers while maintaining chilled water service to the campus.

E. CONSTRUCTION DELIVERY METHOD

In accordance with F.A.C. 6C-14.0055.(2), the following responses are presented for Chancellor’s approval for the selection of Construction Management as the project delivery method:

Building 5 – Central Energy Plant is located in the center of campus and due to the amount of underground utility services in place relocation while maintaining campus utilities would be extremely difficult and costly. The best alternative is to refresh the existing infrastructure at the current location.
