( Since(2004,( the(Ministry(of( Finance,( in( accordance(with( the(mandate((of( Law( No.( 17( of( 2003( on( State( Finance,( has( gradually( increased( the(accountability( of( state( finances(while(maintaining( its( transparency( through( the(Performance( Based( Budge?ng( (PBB)( system.( The( implementa?on( of( the( PBB(system(aims(to( facilitate(performance(management(while( improving(the(overall(quality(of(public(services.(( (( In( rela?on( to( the( PBB( system,( this( manual( was( developed( to( help(relevant( K/Ls( in( tagging( the( budget( as( mandated( by( the( Ministry( of( Finance(Regula?on( (PMK)(No.( 136( of( 2014,(which(was( revised( by( the( PMK(No.( 143( of(2015( concerning( the( Guidelines( for( Developing( and( Reviewing( the( Work( and(Budget( Planning( of( Ministries/Agencies( (RKA$K/L)( and( the( Approval( of( Budget(Implementa?on(List((Da*ar,Isian,Pelaksanaan,Anggaran/DIPA).,

( In(order(to(support(the(movements( in(mi?ga?ng(global(climate(change,(the( Government( of( Indonesia( is( commiled( to( reducing( the( Greenhouse( Gas(emission((GHG)(to(26%(from(the(scenario(of(Business(as(Usual((BAU)(by(2020,(and(41%,(with(the(interna?onal(supports,(through(climate(change(mi?ga?on(ac?vi?es.(At( the( 21st( Conven?on( of( Par?es( (COP)( of( the( United( Na?ons( Framework(Conven?on( on( Climate( Change( (UNFCCC)( held( in( Paris( in( December( 2015,(Indonesia(renewed(its(commitment(to(reduce(the(GHG(emission(to(29%(by(2030.

Indonesia's(commitment(to(GHG(emission(reduc?on(acted(upon(and(set(forth(in(the(Presiden?al(Regula?on((Perpres)(No.(61(of(2011(on(the(Na?onal(Ac?on(Plan( for( Greenhouse( Gas( Emission( Reduc?on( (RAN$GRK).( The( presiden?al(regula?on(stated( that(RAN$GRK( is(a(guideline( for( the(ministries/agencies( (K/L)( to(do( the( planning,( implementa?on,( monitoring( and( evalua?on( of( GHG( emission(reduc?on(ac?on(plan.

In(the(current(period,(the(K/L,that(has(a(mandate(to(contribute(to(GHG(emission(reduc?on(are:

( As(described(in(the(previous(chapter,(K/Ls(are(expected(to(iden?fy(outputs(related( to( climate( change(mi?ga?on( in( an( independent(method,( also( known( as(selfnassessment.(The(iden?fica?on(process(can(be(conducted(by(assessing(whether(the(contribu?on(of(outputs(have(a(direct(or( indirect(nature( in(aspects(of(climate(change( mi?ga?on,( which( includes:( (i)( reduc?on( of( GHG( emission;( (ii)( carbon(sequestra?on;( and( (iii)( stabiliza?on( of( carbon( stocks.( Therefore,( if( an( output( is(iden?fied(as(being(associated(with(at( least(one(of( the( three(aspects(above,( then(the(output(is(categorized(as(contribu?ng(to(climate(change(mi?ga?on.(

( Moreover,( selfnassessment( of( output( should( be( conducted( by( the( work(unit,(given(that(the(work(unit(understands(the(objec?ves(and(outputs(of(ac?vi?es(in( full(detail.(Only(a]er(selfnassessment(can(each(K/L(perform(budget( tagging( for(climate(change(mi?ga?on.(

( To(assist(the(process(of(selfnassessment,(work(units(can(use(the(distribu?on(of( climate( change( mi?ga?on( ac?vi?es( as( stated( in( the( Presiden?al( Regula?on((Perpres)(Number(61(of(2011.(The(Presiden?al(Regula?on(describes(all(mi?ga?onnrelated( fields,( including( the( defini?on( of( mi?ga?on( ac?vi?es( and( the(implementa?on( of( mi?ga?on( to( support( GHG( emissions( reduc?on.( The( Perpres(states(that(the(ac?vites(of,RAN$GRK(covers(six(areas,(namely(agricultural,(forestry(and(peat(land,(energy(and(transporta?on,(industry,(waste(management,(along(with(suppor?ng(ac?vi?es.(

( Furthermore,( the( Perpres( Number( 61( of( 2011( divides( climate( change(ac?vi?es(into(two:(Core(and(Suppor?ng(Ac?vi?es.(Core(ac?vi?es(are(considered(as(ac?vi?es(that(have(direct(impacts(on(GHG(emissions(reduc?on(and(sequestra?on,(whereas( suppor?ng( ac?vi?es( are( ac?vi?es( that( have( indirect( impacts( on( GHG(emissions(reduc?on(while(suppor?ng(the(implementa?on(of(core(ac?vi?es.(

( Tagging( the(budget( for(climate(change(mi?ga?on( is(a( strategic( ini?a?ve( in(order( to( facilitate( the( iden?fica?on( of( outputs( and( amount( of( the( budget(alloca?on( for( each( climate( change( mi?ga?on( ac?vity.( The( main( focus( in( the(process( of( tagging( the( climate( change(mi?ga?on( budget( is( to( ensure( that( the(ac?vi?es( are( iden?fied( and( truly( reflects( the( purpose( of( climate( change(mi?ga?on.( In( this( case,( certainly( the( success( rate( is( very( dependent( on( the(contribu?on(of(K/L( in(the(reconcilia?on(process(that(will(determine(the(climate(change(mi?ga?onnrelated(outputs.((
