1. INTRODUCTION

B. Voc. Programme has been designed by the UGC as per National Skill Qualification Framework (NSQF) of Ministry of Skill Development emphasizing on skill based education in consultation with National Skills Development Corporation (NSDC).

The programme focuses on skill development based higher education leading to Bachelor of Vocation (B.Voc.) degree with multiple entry and exit points.

Its objective is to provide judicious mix of skills relating to a profession and appropriate content of general education, so that they are work ready at each exit point of the programme. It also integrates NSQF within the undergraduate level of higher education in order to enhance employability of the graduates and meet industry requirement.

The curriculum in each of the semesters / years of the programme would be a suitable mix of the General Education Components (GEC) and Skill Education Components (SEC) in a fixed ratio of 40:60.

Total Credits: 1 semester has 30 credits and thus 180 credits for completion of the degree over 3 years.

2. Duration of the Course

Duration of this course will be 3 years i.e. 6 semesters with a flexibility of exit after completion of 2nd & 4th semester.

Diploma / Advance diploma will be awarded to learner after completion of the 2nd & 4th Semester respectively.

3. Admission Procedure

Online Registration i. Candidates seeking admission to the B.Voc (Programme) in different colleges of the University of Delhi are required to register online only. ii. There is a common Web Portal for the centralized registration of candidates and a common registration form for admission to B.Voc and Advanced Diploma Course in the University. iii. Online registration details are available on the following UG admission portal:

http://ug.du.ac.in

• As a first time user, candidate shall create the login details by entering the details in “New User signup” (At the right bottom of the front page of the portal). • In the “New User Signup”, candidate shall provide the email-id, which would be used for any future communication with the University for Admission purpose. • Candidate shall then create a password (of minimum six characters) for online registration purpose. This password does not need to be same as candidate’s email account password, which is used to access one’s email account. • Candidate shall also provide a valid mobile phone number (10 digit number without any prefix). iv. On completion of this process a verification email will be sent on candidate’s email account with a confirmation link, which a candidate shall have to click to confirm the registration. Please note that this email account is same as the one provided by the Candidate in point (ii) above. v. Applicant shall now log on to the UG admission portal to fill the online registration form. In the “Registered User Login” section applicant shall enter “registered email-id” as username and the “password”, which the applicant created in point (ii) above. The same login information is used every time to login to the applicant’s account.

vi. In the applicant’s home area, the applicant shall now start with the online filling of the registration form by clicking “Apply Now”.

vii. The entire registration form is divided in number of sections and applicant needs to fill the details in each of these sections.

viii. In the first section, the applicant needs to fill the Personal details (as in Applicant’s Certificates). In the additional information of the same section, the applicant should mention if the applicant is applying under the category of Kashmiri Migrant (KM) and Children/Widow of Armed Forces Personnel (CW). ix. The applicant shall also mention the address details.

x. All the entries should be saved by clicking at the “Save” button at the bottom of the page. The entries if needed can be edited by clicking on “Edit”. The applicant can proceed to the next section by clicking on “Next” at the bottom of the page. xi. Applicant shall also provide the Academic details. xii. In the Mandatory Upload section, the applicant has to upload the following items:

a) Passport size photograph of the applicant. The specification of the passport size photo is same as that used in the Indian Passport.

b) Scanned signature of the applicant

c) Self attested copy of Class X Board Certificate (for the date of birth)

d) Self attested Class XII Marks-Sheet, if result is announced. (In case Mark-Sheet is not issued by the Board then the self attested copy of the Mark-Sheet downloaded from the respective boards’ website should be uploaded).

e) Self attested copy of SC/ST/OBC/PwD/KM/CW/Baptism (for Christian Quota in JMC only) Certificate, if applicable.

f) Self attested copy of income (for OBC non-creamy layer) Certificate, if applicable.

xiii. The University will accept self-attested copies of documents / papers provided by the

students. It is made clear that if any false attestation / falsified records are detected, the student will be debarred from attending any course in the University / or its Colleges for next five years and in addition, a criminal case under relevant sections of IPC (viz. 470,471,474 etc.) will be instituted against him/her. xiv. Once all the above-mentioned files are uploaded, applicant can preview the entire application form. If any changes are to be made then the applicant can edit it. The applicant can edit different sections by clicking at the label (name) of each section and then choose to edit. All the changes should be saved by clicking the save button at the bottom of each page. xv. In case the applicant does not need to edit the registration form any further and the registration form is completely filled then the applicant can proceed to the online registration payment.

xvi. Candidate’s application submission process shall be completed only after payment of the online registration fee. xvii. Step-by-step guide for filling up the online registration form is given in the UG admission portal .

4. Documents Required at the Time of Admission

The applicants shall be required to produce following documents in original with two sets of self-attested photocopies at the time of admission:

1. Class X Board Examination Certificate

2. Class X Marks-Sheet

3. Class XII Marks-Sheet

4. Class XII Provisional Certificate / Original Certificate

5. Character Certificate (recent)

After payment of the online registration fee, corrections, additions, deletions etc. in any manner shall not be allowed in the registration form. The candidates are, therefore, advised to fill their forms carefully.

6. SC/ST/PwD/CW/KM Certificate (in the name of the candidate) issued by the competent authority

7. OBC (Non-Creamy Layer) Certificate (in the name of the Candidate) issued by competent authority

8. Transfer Certificate from school / college as well as Migration Certificate from Board / University are required from those students who have passed senior secondary exam from outside Delhi

9. At least two passport size self-attested photographs.

10. *Baptism Certificate & a letter from parish priest required for Jesus and Mary College only under Christian Quota. The University will accept self-attested copies of documents / papers provided by the students. It is made clear that if any false attestation / falsified records are detected, the student will be debarred from attending any course in the University / or its Colleges for next five years and in addition, a criminal case under relevant sections of IPC (viz. 470,471,474 etc.) will be instituted against him/her.

5. Reservations and Relaxations

5.1. Reservation of Seats for Scheduled Caste/Tribe Candidates

• 22½ % of the total numbers of seats is reserved for candidates belonging to Scheduled Caste / Scheduled Tribes (15% for Scheduled Caste and 7½% for Scheduled Tribes, interchangeable, if necessary).

• It is a statutory obligation on the part of Colleges to fill all seats reserved for Scheduled Caste /Scheduled Tribe candidates.

• The Colleges shall not refuse admission to any SC/ST candidate on the basis of medium of instruction. Any deficiency in the knowledge of any particular language should be removed, remedial classes for which may be arranged by utilizing grants that are available from University Grants Commission.

• Relaxation to the extent of 5% in the minimum marks will be given to the candidates belonging to Scheduled Caste and Scheduled Tribes to determine their eligibility and merit for admission to the course concerned.

• In case, after giving 5% relaxation, the reserved seats still remain vacant, further relaxation would be given to the extent required in order to fill up all the reserved seats.(AC Resolution A88, 14.6.1983) (EC Resolution 157, 24121.2001).Eligibility in these cases is pass percentage.

The following are empowered to issue the certificate:

(a) District Magistrate/ Additional District Magistrate/ Collector/ Deputy Commissioner/ Addl. Deputy Commissioner/ Deputy Collector/ 1st class Stipendiary Magistrate/ City Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner.

(b) Chief Presidency Magistrate/ Addl. Chief Presidency Magistrate/ Presidency Magistrate.

(c) Revenue Officer not below the rank of Tehsildar.

(d) Sub- Divisional Officer of the area where the candidate and/ or his family normally resides.

(e) Administrator/ Secretary to the Administrator/ Development Officer (Lakshadweep Islands).

Candidates must note that Certificate from any other person/ authority shall not be accepted in any case. If the candidate happens to belong to SC or ST, his/her caste/ tribe must be listed in the appropriate Govt. of India schedule. The Caste Certificate should clearly state: (a) Name of his/ her caste/ tribe (b) whether he/she belongs to SC or ST (c) District and the State or Union Territory of his/ her usual place of residence and (d) the appropriate Govt. of India schedule under which his/ her caste/ tribe is approved by it as SC or ST.

However, if an SC/ST candidate seeks admission under some other category the candidate should satisfy the minimum eligibility requirement for that category.

Note: SC/ST students who get admission under open merit will not be included in the reserved quota i.e.22.5%.

5.2. Reservation of Seats for Other Backward Classes (OBC)

• 27% seats will be reserved for the candidates belonging to OBC.

• At the time of giving admission to an OBC candidate, the College will ensure that the caste is included in the Central List of OBC. The certificate must mention non-creamy layer status of the candidate.

• The OBC candidates shall be given a relaxation of 10% in the minimum eligibility marks of the said course and in the admission entrance test 10% of the minimum eligibility marks prescribed for General Category candidates.

• It is a statutory obligation on the part of Colleges to fill all seats reserved for OBC candidates.

• The Colleges shall not refuse admission to any OBC candidate on the basis of medium of instruction. Any deficiency in the knowledge of any particular language should be removed, remedial classes for which may be arranged by utilizing grants that are available from University Grants Commission.

• If the seats meant for OBC remain vacant after arriving the minimum eligibility, the same may be converted and filled up by other eligible candidates subject to approval from the University.

Note: The merit list for the general category seats will comprise of all the candidates in the order of merit. No one will be excluded from the same. In other words, it will also include SC / ST / OBC candidates, if they come in general merit. The candidate cannot be excluded from the general category merit list just because he belongs to SC/ST/OBC. Such a candidate is entitled to be considered under the general category, as well as under the reserved category. Admission to open category seats will be strictly in the order of merit without excluding SC/ST/OBC candidates.

Candidates seeking admission under SC/ST/OBC category should have certificates in their own name only.

5.3 Reservation of Seats for Persons with Disabilities (PwD)

Five percent (5%) seats in these courses will be reserved for candidates having minimum 40% disabilities.

6. ORDINANCES

6.1 ORDINANCE XV-B

Maintenance of discipline among Students of the University

1. All powers relating to discipline and disciplinary action are vested in the Vice – Chancellor.

2. The Vice-Chancellor may delegate all or such powers as he / she deems proper to the Proctor and to such other persons as he/she may specify in this behalf.

3. Without prejudice to the generality of power to enforce discipline under the Ordinance the following shall amount to acts of gross indiscipline:

a. Physical assault, or threat to use physical force, against any member of the teaching and non-teaching staff of any Institution / Department and against any student within the University of Delhi

b. Carrying of, use of or threat to use of any weapons

c. Any violation of the provisions of the Civil Rights Protection Act, 1976

d. Violation of the status, dignity and honour of students belonging to the scheduled castes and tribes

e. Any practice-whether verbal or otherwise-derogatory of women

f. Any attempt at bribing or corruption in any manner

g. Willful destruction of institutional property

h. Creating ill-will or intolerance on religious or communal grounds

i. Causing disruption in any manner of the academic functioning of the University system;

j. Prohibition of Ragging as per Ordinance XV-C.

4. Without prejudice to the generality of his / her powers relating to the maintenance of discipline and taking such action in the interest of maintaining discipline as may seem to him/her appropriate, the Vice-Chancellor, may in the exercise of his / her powers aforesaid order or direct that any student or students –

a. be expelled; or

b. be, for a stated period rusticated; or

c. be not for a stated period, admitted to a course or courses of study in a College, Department or Institution of the University; or

d. be fined with a sum of rupees that may be specified; or

e. be debarred from taking a University or College or Departmental Examination or Examinations for one or more years; or that the result of the student or students concerned in the Examination or Examinations in which he /she or they have appeared be cancelled.

5. Institutions, Halls and teaching in the concerned Departments. They may exercise their authority through, or delegate authority to such of the teachers in their Colleges, Institutions or Departments as they may specify for these purposes.

6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented, where necessary, by the Principals of Colleges, Heads of Halls, Deans of Faculties and Heads of Teaching Departments in this University. Each student shall be expected to provide himself / herself with a copy of these rules. At the time of admission, every student shall be required to sign a declaration that on admission he /she submits himself / herself to the disciplinary jurisdiction of the Vice-Chancellor and several authorities of the University who may be vested with the authority to exercise discipline under the Acts, the Statutes, the Ordinances and the rules that have been framed therein by the University.

6.2 ORDINANCE XV-C

Prohibition and Punishment for Ragging

Ragging in any form is strictly prohibited, within the premises of College / Department or Institution and any part of Delhi University system as well as on public transport.

1. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under this Ordinance.

2. Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by which dominant power or status of senior students is brought to bear on students freshly enrolled or students who are in any way considered junior or inferior by other students; and includes individual or collective acts or practices which

a. Involve physical assault or threat to use of physical force.

b. Violate the status, dignity and honour of women students.

c. Violate the status, dignity and honour of students belonging to the scheduled caste and tribe.

d. Expose students to ridicule and contempt and affect their self-esteem.

e. Entail verbal abuse and aggression, indecent gestures and obscene behavior.

3. The Principal of a College, the Head of the Department or an Institution, the authorities of College, or University Hostel or Halls of Residence shall take immediate action on any information of the occurrence of ragging.

4. Notwithstanding anything in Clause (4) above, the Proctor may also suo-moto enquire into any incident of ragging and make a report to the Vice-Chancellor of the identity of those who have engaged in ragging and the nature of the incident.

5. The Proctor may also submit an initial report establishing the identity of the perpetrators of ragging and the nature of the ragging incident.

6. If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied that for some reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry, he/ she may so advise the Vice-Chancellor accordingly.

7. When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his / her decision shall be final.

8. On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority under clause (7) disclosing the occurrence of ragging incidents described in Clause 3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication of a student or students for a specific number of years.

9. The Vice-chancellor may in other cases of ragging order or direct that any student or students be expelled or be not for a stated period, admitted to a course of study in a college, departmental examination for one or more years or that the results of the student or students concerned in the examination or examinations in which they appeared be cancelled.

10. In case any students who have obtained degrees or diplomas of Delhi University are found guilty; under this Ordinance, appropriate action will be taken under Statute 15 for withdrawal of degrees or diploma conferred by the University.

11. For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or incitement of ragging will also amount to ragging.

12. All Institutions within the Delhi University system shall be obligated to carry out instructions/ directions issued under this Ordinance, and to give aid assistance to the Vice-Chancellor to achieve the effective implementation of the Ordinance.

Note: Order of the Vice-Chancellor in pursuance of Ordinance XV-C:

Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this Ordinance, the students(s) involved in ragging, shall be expelled for a specified term, designated in the order. Non-students involved in reports of ragging will be proceeded with under the criminal law of India; they will also be rendered ineligible for a period of five years from seeking enrolment in any of the institutions of the University of Delhi. Students against whom necessary action is taken under this note, will be given post decisional hearing, with strict adherence to the rules of natural justice.

6.3 ORDINANCE XV-D

The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (MINISTRY OF LAW AND JUSTICE)

An Act to provide protection against sexual harassment of women at work place and for the prevention and redressal of complaints of sexual harassment and for matters connected there with incidental thereto.

WHEREAS sexual harassment results in violation of the fundamental rights of a woman to equality under articles 14 and 15 of the Constitution of India and her right to life and to live with dignity under article 21 of the Constitution and right to practice any profession or to carry on any occupation, trade or business which includes a right to a safe environment free from sexual harassment;

AND WHEREAS the protection against sexual harassment and the right to work with dignity are universally recognized human rights by international conventions and instruments such as Convention on the Elimination of all forms of discrimination against Women, which has been ratified on the 25th June, 1993 by the Government of India.

AND WHEREAS it is expedient to make provisions for giving effect to the said Convention for protection of women against sexual harassment at workplace.

* Nomenclature subject to approval.

1. There are 50 seats in each course and reservation for OBC/SC/ST categories, as per the guidelines of Government of India in this regard (50% seats are reserved for Christian Community in Jesus & Mary College). The supernumerary seats for PwD (5%), Kashmiri Migrants (5%) and CW (5%) may be filled in addition to existing 50 seats. There shall be no supernumerary seats for any other category.

2. The colleges will enter the number of seats course-wise and category-wise. The fee for each course category-wise will also be entered by the college on the university portal.

3. The minimum eligibility for admission to all B. Voc Courses & Advanced Diploma Course will be 40% marks in 10+2 or equivalent examinations.

4. The registration of candidates for these courses will be online and the registration fee will be Rs. 100/- for General/OBC and Rs. 50/- for SC/ST/PwD. There will be no additional registration fee for Kashmiri Migrants and CW candidates.

5. Basis of selection (‘Best Four’)

(a) One language (English or Hindi) (Core/Elective/Functional)

(b) Any three elective subjects (There will be no pro rata conversion of marks for subjects having any practical component)

(c) Related Vocational subjects may be treated as elective and treated at par with other elective subjects. 2% Advantage will be given to those who have passed related vocational subject and is included in ‘Best four’. Additional advantage of 1% may be given if candidate has studied more than one related vocational subject and includes in ‘Best Four’.

(d) (i) After the registration is over, the data will be provided to the colleges. The Colleges will notify the merit list on the university website as well as college website and carry out the document verification/ counselling on the basis of merit. After due verification of the documents, admission will be approved by the Principal and the candidates will be required to pay the fee online on the university portal.

(ii) In case, the marks of the candidates are same in ‘Best Four’ and number of seats is limited, then aggregate of the qualifying examination will be considered. In case,

the aggregate of marks are same, then marks of language (English/Hindi) shall be considered.

(e) The colleges may constitute an Admission Committee consisting of at least three members to assist in the admission process.

6. There shall be no ‘Additional Eligibility Criterion’ for any category in any college/course.

7. (i) After the registration is over, the data will be provided to the colleges. The Colleges will notify the merit list on the university website as well as college website and carry out the document verification/ counselling on the basis of merit. After due verification of the documents, admission will be approved by the Principal and the candidates will be required to pay the fee online on the university portal.

(ii) In case, the marks of the candidates are same in ‘Best Four’ and number of seats is limited, then aggregate of the qualifying examination will be considered. In case, the aggregate of marks are same, then marks of language (English/Hindi) shall be considered.

8. The colleges may constitute an Admission Committee consisting of at least three members to assist in the admission process.

10. The classes for these courses may begin from September 21, 2016 in light of the above schedule.

11. The grievance committee formed by the college(s) will look after the grievances related to B.Voc. admissions also. 12. The last date of admission for B.Voc. Course is September 23, 2016 (Friday). If a student applies for withdrawal of admission upto September 20, 2016, full fee to be refunded after deduction of Rs. 1000/-. When a student applies for withdrawal of admission on September 21 to September 23, 2016, no fee will be refunded.

13. The colleges may organise Open Days during registration period so as to give wider publicity to the courses.

14. All the by-laws/rules and regulations relating to other regular courses being run in the colleges would apply to these courses also.

15. There should be no limit on the number of courses for which a candidate can apply in a single undergraduate online admission registration form.

16. The college is free to publish its own prospectus which may provide information regarding the college, courses offered and the number of seats in each course, fee structure.
