REPORTS .1 Economic Development Department Activities The Executive Director, Economic Development introduced Parul Neufeld, Economic Development Officer, who provided a PowerPoint presentation and verbal update on the upcoming Abbotsford Business Walks, taking place October 3-5, 2017. The Executive Director, Economic Development provided an update on Investment Attraction initiatives including: new investment leads; Quarter 2 Hiring Demand reports; and an update on the Invest Canada – Community Initiatives (ICCI) translation project. The Executive Director, Tourism, provided an overview of Tradex and Tourism and highlighted “Eat, Play, Love” campaign; the success of Media Fam to promote agriculture in the community; update on Municipal and Regional District Tax (MRDT); and update on the 5-year plans with Tourism and Tradex Management Agreement which should be finalized soon. The Community and Special Events Coordinator provided a verbal update on filming in Abbotsford; highlighted significant community events; and displayed a wrap up video featuring all of the Canada 150 events in the community.

City of Abbotsford Economic Development (CAED) Report to Business, Innovation, Growth and Attraction (BIGA) – November 21, 2017

Business Retention and Expansion Since the last meeting, staff have continued working one-on-one with businesses in Abbotsford. We have followed up with 28 meetings, addressing concerns such as expansion needs, labour issues, marketing toolkit support and business planning needs. Abby Business Walks 2017 – October 3, 4, 5th The third annual Abby Business Walks kicked off Small Business month as it took place from October 3-5th. This Business Retention and Expansion (BRE) program brought together elected officials and community stakeholders in capturing the pulse of Abbotsford’s business community. Staff will delve into further details of the results from this year’s event during the Committee meeting. A&Co Downtown Planning Meeting – October 16, 2017 Economic Development and Planning staff participated in a neighborhood planning meeting with the Abbotsford Downtown Business Association, local entrepreneurs and business owners that are a part of A&Co to better understand their needs and what they envision for their downtown businesses. A desire for more vibrancy in the downtown by means of hosting more community events, public spaces, and downtown beautification were key themes. Community Futures Board of Directors Meeting – October 17, 2017 Staff attended the October 17, 2017, Board of Directors meeting in Chilliwack. Staff provided the board with an update on current economic development initiatives and upcoming events in Abbotsford. Small Business BC – Information Session – October 30, 2017 As a follow-up from the Business Walks, staff coordinated an information session by Small Business BC on information relative to the Canada-BC Jobs Grant. This event was well attended by local business owners and entrepreneurs. Fraser Valley Mega Job Fair – April 5, 2018 Economic Development has collaborated with Abbotsford Works, Community Futures, and the School District 34 to organize a mega job fair for April 5, 2018. This event is targeted to job seekers and employers from all sectors across the Lower Mainland. The group is meeting regularly to coordinate the logistics of the job fair and exhibition. Agriculture Sector Ag-Tech e-Newsletter – Silver Hills Bakery Our third agriculture technology e-newsletter on Silver Hills Bakery was published in September. Since this publication, The BC Food Processors Association, who produces an annual print magazine profiling member stories, has requested to feature the article and highlight the benefits of Silver Hills contribution to agri-innovation and the benefits of food manufacturing in Abbotsford. This magazine will be published in January.

Net Zero Waste Facility Tour To better understand and support the needs of this local business, staff participated in a facility tour at Net Zero Waste, who utilize the organic waste produced in households and commercial operations and transform this nutrient rich material into supercharged soil for use in gardens. Staff are working closely with Net Zero Waste to expand their reach to the Ministry of Agriculture as well as within the community. The advancements of Net Zero Waste will be highlighted in an upcoming CAED Ag-tech e-newsletter. Pacific Agriculture Show – January 25-27, 2018 The 20th Annual Pacific Agriculture Show will be held at the Tradex Exhibition Centre, January 25-27, 2018. http://agricultureshow.net/ The Pacific Agriculture Show will showcase the latest and most innovative equipment and technology for the agriculture industry. Investment Attraction Since the last meeting we have being working with a number of new investment leads and continue to foster our pipeline. It is great to see some of these leads slowly coming to fruition. Finding the right Industrial space is certain size categories are becoming more challenging with a tight market. Some key mentions since last report include:

• Commonwealth Supplies have now moved to Abbotsford and have applied for their business license.

• Grand opening of the new Structure Craft facility is now scheduled for November 16th which will be exciting. Many of their customers have been invited along with the Mayor and staff.

• ACI foods with Brodie Gunning as their CEO are continuing their growth plans. They have been purchased by a American pharmaceutical company. They are still hoping to remain in Abbotsford and two possible industrial units were presented as opportunities to them two weeks ago. The company is moving forward exploring more R&D opportunities along with their processing. They are planning to purchase some agriculture land to grow hemp. They also still plan to be listed on the stock exchange by year end.

• Virtual reality centre who have a Alberta HQ are now opening a franchise in Abbotsford and have found a location. They are currently waiting for their business permit for extra washrooms to be installed. They had hoped to open in time to take advantage of the Christmas holidays however, with current processing times this won’t be possible.

• Staff are continuing to work the a group of young entrepreneurs who are looking for a location to open an food to table, higher end restaurant in Abbotsford that will be called The Bridge

• Staff are also working with some Turkish investors, a well-established manufacturing business (also located in Ft Myers Florida) who are looking for industrial property 10,000 sq ft min.

HQ Vancouver Economic Development met with HQ Vancouver to discuss marketing initiatives underway to attract foreign investors; the parties aim to enhance BC’s reputation as an international business hub with discussions underway between HQ Vancouver and the province for HQ Vancouver to become the centralized investment hub. In turn this will create high value jobs, and have positive economic spinoffs for domestic businesses. Staff will continue to explore collaboration opportunities with HQ Vancouver. ICCI The ICCI translation project for 2017 has included the translation of our Economic Development Infographics, a downloadable e-book, three videos. The CAED website has been updated to include links to both the translated Punjabi and Chinese infographics on the home page. We have now just started to finalize the the Marketing ToolKit business plan for translation and those will be ready for addition in the coming weeks. Staff embarked upon an outreach campaign to key Canadian associations, federal Trade Commissioners and Provincial representatives in key markets to push out the translated materials for their use. To further support our International Marketing Blueprint, staff submitted a ICCI grant funding application for 2018 to continue with our project to pursue key sector markets in China and India. The second component of the grant application was to request funding to expand the capabilities of our website and marketing materials to 360 and/or 3D capabilities to better market to our key sectors. By marketing our sectors and utilizing new technology we will not only be showcasing Abbotsford’s key industries, we will also be highlighting that Abbotsford is ready ...“tomorrows thinking today”. GIS Site Selector As outlined in the City of Abbotsford press release dated November 2, 2017 and the GIS Planning press release on November 7, 2017, Abbotsford is the first City in Canada to launch the new GIS Microsite. The site’s six different interactive data tools (Demographics, Community Profile Infographic, Business Data, Smart Mapping, Compare Communities and the GIS location analysis tool) offer robust data to investors looking to make investment decisions in the City of Abbotsford, as well as provide valuable market intelligence to existing businesses and other community stakeholders. The whole microsite and all six tools are mobile friendly. The new microsite can be found on CAED website, from the locate here tab or at www.abbotsfordsitefinder.ca Staff will go over the new microsite and key features during the meeting.

Hiring Demand – Quarter 3, 2017 (July – September) The City of Abbotsford Economic Development has a license with Vicinity Jobs network to access their Hiring Demand Analysis reports. With businesses in Abbotsford having challenges finding skilled labour, the statistical information that this software provides promises to be extremely helpful in informing workforce development needs, employers and educators.

Highlights from Quarter 3, 2017:

• Q3, 2016 saw Abbotsford at 1,744 job postings; Q3, 2017 we are at 2,283 – a gain of 539 postings over the same quarter last year.

• Abbotsford is second only to Langley, in the South Fraser Region for number of third quarter postings at 2,496, with Chilliwack a distant third with 959 postings.

• Fraser Health was the top employer in the Fraser Valley and South Fraser; however in Abbotsford it was bumped by the Abbotsford School District.

• In the most recent quarter, the share of full-time postings was higher in Abbotsford (43.4% of all postings) than the average in the South Fraser region (40.2%).

Tourism MRDT Renewal The MRDT renewal submitted in September has been reviewed and approved by Destination BC who have now sent the application through to the Ministry of Finance for final approval. DBC passed along some positive feedback about our renewal saying it was one of the best they had received yet. Destination Sales & Marketing Management Agreement A new five-year management agreement between the City and Tourism Abbotsford has been drafted. The agreement covers anticipated measurables relating to occupancy, room rate, length of stay, and Net Promoter Score, and outlines expectations for delivery of visitor services. The agreement will be going to council in late November for consideration and approval. Tourism Abbotsford Society At the September 21st Special General Meeting, the TAS board approved updated bylaws for the Society. The updated bylaws ensure alignment with the new BC Societies Act, and the transition application with the Registrar of Companies has now been completed. Tourism Winter Mingler Our last tourism mingler of the year is Wednesday, December 6th at Tradex. The event will provide an opportunity to officially launch our 5-year strategic plan, and highlight our 2018 tactics. As well it will give Tradex a chance to showcase some details of the facilities new 5-year plan. Tourism Abbotsford Re-Brand We are in the midst of receiving proposals for our rebrand and website redevelopment. RFP’s will be reviewed in late November with shortlisted companies being interviewed in early December. We hope to have the preferred partner identified and lined up to begin work immediately in the new year, with a new brand and website ready for roll out sometime in mid-2018.

Tradex Economic Impact Analysis A Tradex economic impact analysis was completed in October. The detailed analysis shows that the direct impacts affecting Abbotsford on GDP, Labour Income, Employment and Taxes are significant, contributing in total almost $7.0 million in GDP, $5.2 million in wages and generating 366 jobs and almost $2.5 million in taxes. When taking into account all direct, indirect and induced impacts, the Fraser Valley Regional District gained over $9.3 million in GDP, almost $6.6 million in Labour Income with 397 jobs and almost $3.1 million in Taxes. For the BC economy as a whole, GDP was $10.8 million higher due to Tradex activities, and the Labour Income was almost $7.1 million higher with 405 jobs being created. And governments were $3.4 million better off because of Tradex. These numbers reinforce what a great benefit Tradex has been for the community and region, and what a great success story we have on our hands. Operable Walls A business case for the addition of two operable walls was presented to and approved in concept by the Tourism Abbotsford board in October. The addition of operable walls in Hall A would lead to a greater ability to book multiple small events, enhancing revenue opportunities. Further detail on this investment opportunity can be found in the draft Tradex 5-year plan. First Night We have decided to postpone First Night this upcoming New Year’s Eve, but are planning to bring it back for December 31st, 2018. The past two years have both seen Tradex lose money, in particular last year when the heavy snowfall deterred many people from coming out. The goal is to find a signature sponsor and to confirm the 2018 event as soon as possible. Parking Operations WestPark has been chosen as the parking management supplier, and the work required to get the meters operational for the first event in January is underway. We will be rolling out communications to our clients and to the public in December once final details have been solidified. Inclusive Employer Award On October 19th Tradex was awarded the “Mayors Award” for Outstanding Commitment to Inclusive Hiring at the Inclusive Employer Excellence Awards. Hosted by Abbotsford Works, Abbotsford Community Service, and Communitas, this award reflects the efforts that Tradex has put in the past few years to developing relationships with local community groups and in providing an environment that is supportive and inclusive for all.

Hypothermic Half Race The Hypo-Half will be back in Abbotsford on January 21. Brave the cold on Abbotsford’s trails at this half marathon or 5km community run!

Community of Momentum – Year in Review This past year the community of Abbotsford experienced more outdoor events and supported these events more than ever. Estimated over half a million people enjoyed themselves by attending festivals, got active by attending walks/runs/bike events, enriched themselves by attending Cultural events and just had fun by attending unique events like FoamFest, BC Hops Fest and Roadside. 2017 saw a 22% increase in participation.

Foam Fest Update Here are the registration stats and report from the organizer from the Foam Fest event that took place June 3, 2017.

A great stat from Abbotsford was there were 146 families of 4/5 members at the event. This shows the affordable family pass was a hit. We had 60% female participation with the average age from 25-45 years old. In terms of spending on 365 Sports Operational side Abbotsford is unique as our crew is there for 2 weeks. Foam Fest is back for 2018! Date is Saturday, June 2. For 2018, the Foam Fest team will be finishing up the USA tour and take a week to clean and prep the kit in Abbotsford. This means the crew of 16 is staying for 2 weeks, renting, servicing and re-building elements in our kit purchased locally. The next chart shows the 2017 registration stats; a great snapshot of where participants travelled from.

Economic Impact Events In 2017, the City of Abbotsford saw 160 outdoor community events with an estimated total attendance of 505,075. Some events were multi-day therefore Abbotsford experienced 303 days of outdoor community events. Using the same methodology as last year for comparison purposes - Based on attendees, a conservative dollar amount of $10 was assigned to local attendees and $100 to visitors/day. What was not considered was the expenses event organizers incur in hosting the events (ie) fence rentals, portable wash room rentals, equipment rentals, first aid costs, security costs, marketing costs, artists & performers, prizing, permit costs, venue rentals, food costs, etc. Given the complexity of each of the 160 event needs, we assigned a conservative expense amount of $4000 per event. Adding our expense estimate, the total economic impact for events in 2017 in our community totals $ 17,050,935 – 21% increase over 2016.

Volunteerism is so important to a vibrant economy/complete community. Using the data from #of days of events, estimated #of hours and #volunteers per event, a conservative 72,720 hours of volunteerism was generated through outdoor events. Events Fraser Valley Regional Tech Forum – October 10, 2017 The inaugural Fraser Valley Regional Tech Forum was held on October 10th at the Best Western in Mission, BC. The forum was hosted by SRCTec, in partnership with regional stakeholders, and was designed to bring together industry, government, academia, key influencers and community stakeholders within the current Fraser Valley technology sector ecosystem to discuss ways to support growth in this fast developing sector within our Region. The event included panel discussions on Local Tech Start-Up War Stories, Fundraising: From Angel to Series A, and Developing and Retaining Top Talent, and included several networking opportunities. The intent of this event is to inspire, support, and help lead the local technology community and ecosystem to create a better future for all.

Structure Craft Grand Opening – November 16, 2017 The Grand Opening Ceremony of the new 50,000 sqft facility in Abbotsford, B.C on Thursday, November 16th took place on November 16, 2017 at 3:00 pm. The Open House and BBQ provided an opportunity to network with other industry professionals, as well learn about Dowel Laminated Timber (The first all wood mass timber product in North America ) and to see the world's largest DLT manufacturing machine in action. Excellence in Manufacturing Consortium (EMC) Breakfast – November 22, 2017 Excellence in Manufacturing Consortium (EMC) – is hosting a special Industry Briefing, to discuss issues affecting manufacturing and to learn how EMC’s not-for-profit resources and activities across Canada are being deployed throughout British Columbia. Learn how industries are leveraging the expertise, experience and resources that already exist in manufacturing communities throughout Canada and how that advantage increases through peer networking with other manufacturers. Discover how manufacturers of all sizes and sectors are gaining access to world-class best practices and a comprehensive toolbox of resources and value-added programs designed to help them grow and become more competitive. Stakeholders/ community partners also benefit from these resources through EMC’s collaborative approach. The event is free for manufacturers and community partners, with breakfast and refreshments provided. 22nd Annual Business Excellence Awards – November 23, 2017 The 22nd annual Business Excellence Awards, presented by the Abbotsford Chamber of Commerce, will be held at the Tradex on November 23, 2017. The awards recognize outstanding organizations and individuals in Abbotsford that strive for excellence in our community. Economic Development has sponsored the “New Business of the Year” award again this year. Quest Workshop on BC Energy Step Code – November 28, 2017 QUEST is hosting a one day workshop that will help product manufacturers, suppliers, local government representatives, business associations, and educational institutions better understand and explore the business opportunities linked to the BC Energy Step Code and the pathway to Net Zero Ready Construction. Other CIP Working Group Staff hosted its first working group meeting which was an introductory meeting which offered up a chance for the members to become acquainted; appoint a working group Chair; and discuss what innovation meant to them. At the group’s next meeting, held at the UFV Campus, discussion took place regarding the hosting of the 2nd Annual Elevate Abbotsford Forum (as per Pillar 2 in our Strategy). The Elevate Forum is tentatively scheduled to take place in February, 2018 at UFV Student Union Building. ABBOTSFORD, BC – November 2, 2017: To continue its support for innovative business interest in Abbotsford, the City has upgraded and is re-launching their award winning GIS site selector website. Continuing with the trend, Abbotsford is again the first community in Canada to have the updated system, which is essentially a one-stop data resource portal. Using Geographic Information System (GIS) software, the website provides immediate access to in-depth information, and high level demographic information to build on City of Abbotsford Economic Development’s investment attraction program. Impact Analysis: NOC2016 Upgrade and 1-Digit NOC Allocations

Scope and timing of updates Effective July 1, 2017, we upgraded to the new NOC2016 specifications and rolled out the following improvements / enhancements to the NOC classification of job postings:

Added 939 new job titles to our job titles database, which the software can now allocate to NOCs,

Cleanup and accuracy adjustments for a small set of existing job postings Introduced allocation of job postings at a 1-digit NOC level of postings that are not

sufficiently specific to be allocated to 4-digit NOCs, but contain sufficient information to enable 1-digit NOC allocation. (In past data, such job postings would have been included in the Other / Unknown category)

Impact Summary This change will impact the allocation of some job postings to NOCs (employment categories), but not the overall volume of job postings or any of the other reporting criteria (location, NAICS, etc). As a result of the addition of new job titles, between 8% and 10% of the job postings that would have been left in the “Other / Unidentified” occupational category historically, are now being allocated to specific occupations at a 4-digit NOC level. This affects between 2% and 3% of all job postings. Slightly over 50% of all postings that would have remained in the “Other / Unidentified” occupational category in the past, are now being allocated to 1-digit NOCs. These are still separated from other job postings that are allocated at 4-digit NOC level, as they appear under generic 4-digit NOC codes under each 1-digit NOC category, in the format “0000 – Management Occupations (unidentified subcategory)”. Below is a list of the most significant changes resulting from the upgrade to the NOC 2016 specifications and general accuracy improvements:

Managers at the banks that cannot be allocated to any other management jobs NOC are now being allocated to 0122 - Banking, credit and other investment managers

Any postings with a job title “representative” at the banks that cannot be allocated to a NOC are now being put into 6235 - Financial sales representatives

Investment Advisors that have historically been allocated to NOC 1114 - Other financial officers, are allocated going forward to 6235 - Financial sales representatives

Real Estate Sales Associates have historically been reported under 6623 - Other sales related occupations. Going forward, they are reported under 6232 - Real estate agents and salespersons

Sales Coordinators have historically been reported under 6623 - Other sales related occupations historically. Going forward, they are reported under 1123 - Professional occupations in advertising, marketing and public relations

Postings with job title “Software Developer” have historically been reported under NOC 2173 - Software engineers and designers historically. Going forward, they will be reported under 2174 - Computer programmers and interactive media developers.
