MissionStatement

TheKemertonVillageHallCommi>eeaimstorestoreandmodernise theVictoria Hall, making it suitable for a wide range of ac0vi0es, whilerespec0ng the historic fabric and character of this cherished communityasset. Our aim is to provide a safe, accessible andwelcomingbuilding,whichwillaccommodateabroadprogrammeofac0vi0es,educa0onandentertainment for all local residents.We aim to administer the buildingefficientlyonbehalfofparishioners.Webelievethatnow,morethanever,public spaces are crucial for fostering a sense of village iden0ty and forcrea0ngaposi0veandintegratedsociety. TheCommi>eehopesthatbybreathingnewlifeintotheHallitwillcon0nuetoactasavitalhubforthecommunityforgenera0onstocome.

Kemertonisavibrantcommunitywithbeau,fullandscapesandarichhistory.However,itsuffersfromalackofacentralsocial,recrea,onalandeduca,onalfacilitysuitableforusebyallsec,onsofthecommunityatall,mesoftheyear.

KemertonVillageHallwasconstructedin1903.Overrecentyears,itsagehasbecomeapparentandthefacili,esnolongeradequatelyservetheneedsofitscurrentusersandallmembersofthecommunity.Themainissuesareasfollows:

• Thekitchenfacili,esarepoorandspaceislimited;

• Thetoiletaccommoda,onrequiresupda,ngtocurrentstandardsandtoprovideindependentdisabledtoiletfacili,es;

• Theexis,ngspaceisinflexibleformul,pleusersresul,nginrestrictedaccessat,mes;and

• Thebuildingasawholeisnotenergyefficient.

WhilstconsiderableeffortshavebeenmadeovertheyearsbyKemertonVillageHallCommiAeetomaintainthestructureoftheHall,wearenowinadownwardspiralofreducedbookingsatlowratesbecauseoftheHall’spresentcondi,onandthelackofavailableday,mespaceduringschoolterm,mes.Withreducingincome,itisbecomingmoreandmoredifficulttomaintainthebuilding,whichleavesthedis,nctpossibilityofclosureifthesitua,onbecomesuntenable.

TheprojectforextensionandrefurbishmentoftheHallseekstoaddresstheseissuesby:

• Providingalargerkitchenarea,suitableformee,ngsandwithdirectaccessavailabletoallac,vityspaces;

• Adequatestoragefacili,esforHallequipment;

Byconcludingthisproject,wearehopefultoachieve:

• Anincreaseofuptakeofcommunityspiritedeventsforallmembersofthecommunity;

• Provisionofsuitablefacili,esforallagesandabili,esatall,mesoftheday,withtheaimofincreasingcommunitycohesionandfosteringac,velifestylesforall;

• Moreenvironmentallysoundaccommoda,on,intermsofactualbuildingfacili,esaswellasinreducingtheamountofunnecessarycarjourneystootherhallsinthevicinity.

ThecommiAeebelievestheimprovementoftheHallinaccordancewiththeproposalssetoutinthisplanwillcreateamoreappropriate,useableandsympathe,cse^ngforallcommunitybasedeventsandac,vi,esatall,mes.Theexis,ngfacili,esatKemertonVillageHallarewoefullylackinginmanyrespectsandtheHallisinneedofsomeessen,alandsignificantrepairs.Theprojectofextensionandrefurbishmentwillenableustomorefullycomplywithcurrentregula,ons,providemoderntechnologicalfacili,es,moreavailablespaceatmore,mesofthedayandprovideanaArac,veenvironmentforpresentvillageresidentsaswellasalegacyforfuturegenera,ons.WewishtohelpreducethegloomypossibilityofthevillagecommunitybecomingfragmentedandwehopethevillagewillcometogethertohelpprovidetheHallitdeserves.

Historyofthevillage

Kemertonparishisapproximately5.8kmlongby1.2kmwideandslopesdownfromthesummitofBredonHillinthenorthtotheCarrantBrookinthesouth.Thehillprovidesanimposingbackdroptothevillageandisanintegralpartofitshistoryandcharacter.Atthesummitisawell-knownIronAgehillfort,KemertonCamp,surroundedbyimposingditchesandearthramparts.Insidethefortisalargeaccre,onoflimestonecalledtheBanburyStoneandknowncolloquiallyastheElephantStone.OntheinnersouthrampartisasquarestonetowercalledParsonsFolly,orKemertonTower,whichwasprobablybuiltc.1765bythesquireofKemerton,JohnParsons,andhasbecomeaniconiclocallandmark,seenfromalldirec,onsformanymiles.

KemertonisoneofastringofseAlementsencirclingBredonHillandisanancientvillagewithagriculturalroots.Kemertonisfortunateinthatmuchofthelandscapesurroundingthevillagehasretaineditspre-warappearance.Itremainsdominatedbyagricultureandissetinapatchworkofarableandgrassfields,interspersedwithorchardsandwoodland.

KemertonisaCotswoldvillagecomprisingapproximately196dis,nctbuildingsorbuildinggroupsin2011.Thereare189separatedwellings,providinghomesforaround400inhabitants.Two-thirdsofitsbuildingsdatefrom1850orearlierandmuchofthevillageisofspecialhistoricinterest.Almostallhistoricbuildingsareatleastpartlybuiltfromlocallyquarriedhoney-colouredlimestone.AsisthecaseinmostCotswoldvillages,avarietyofarchitecturalstylesandmaterialsisinevidence,butanoverallvisualharmonyisachievedthroughtheprevalentuseoflocalstoneinbuildingsandboundarywalls.

Analysisofthe2001censusandtheParishPlanques,onnaireresultsshowsthatKemerton’sdemographicmixissignificantlyweightedtowardsolderpeople.Ithasahigherpercentageofpeopleaged50andoverthantheWychavondistrictaverage.Inrecentyears,thenumberoffamilieswithyoungchildrenhasincreased,withahigherpercentageinthe0–4agegroupthanthedistrictaverage.

KemertonisservedbytheCheltenham-Tewkesbury-Eveshambusservice(540/545)whichoperatesthroughoutthedayfromMondaytoSaturday.Kemertonhastwochurches,ashop/postoffice,pub,acupunctureandalterna,vehealthclinic,pre-school,shoo,ngequipmentsupplierandanaturereserve.TheVillageHallistheprinciplevillagerecrea,onalfacilitywhichisrunasaregisteredcharityandmanagedbytheKemertonVictoriaHallCommiAee.

HistoryoftheHall

On15thMay1897,amee,ngwasheldinKemertontodiscussQueenVictoria’sJubileefes,vi,es.ItwasagreedthereshouldbeapermanentmemorialtotheQueenintheformofaVillageHallwhichwasfelttobeafi^ngtributetoQueenVictoriaandamuchneededaddi,ontothevillage.

Severalyearsoffund-raisingfollowedtoraisetheprincelysumof£500forbuildingcostsandtheVictoriaHallfinallyopeneditsdoorson22ndApril1903,justin,mefortheMayDaycelebra,onsandthecrowningoftheMayQueen.Teapar,es,rummagesalesandconcertsallfollowed,buttheworkoffundraisingfortheHall’supkeepcon,nuedthroughtheyears.

Successivegenera,onsofresidentsaddedanewextensionandentranceasamemorialtoKingEdwardVII,laterastageandcommiAeeroomwasaddedandmorerecently,anentrancefoyerandlavatories.

TheHallcurrentlyprovidesapproximately215m2(2,300l2)offloorspace,alongwithkitchenandlavatoryfacili,es.Itisusedduringweekdaysinschoolterm-,mebytheKemertonEarlyYearspre-school.OtherusesincludeKemertonWomen’sIns,tute,KemertonGardeningClub,CotswoldCutlassFencingClub,KemertonParishCouncil,KemertonVillageHallEntertainmentsCommiAee,KemertonEveningLectures,KemertonConserva,onTrustandKemertonOrchardWorkers.Italsoplayshosttooccasionalcommunityeventssuchasfêtes,quiznights,appleandharvestfes,vals,concertsandsocialgatherings.

Kemertonhasalongtradi,onofrecrea,onalevents,whicharegreatsourcesoffamilyentertainmentandhelptoengenderastrongsenseofcommunity.Today,thereisanannualvillagesummerfêteorfairandregulareventsforallagesaroundtheChristmasperiod.

However,Kemertonisunfortunatelyseenasarela,velyunsustainableseAlement,comparedwithlargevillagesandurbancentresbecauseofitshighrelianceonprivatecaruse,inspiteofafrequentbusservice.VillagesustainabilitywouldcertainlybereducedbythelossofkeyservicessuchastheVillageHall.Itisthereforeofupmostimportancetoretainandimprovethecurrentlevelofthe

servicesandfacili,estheVillageHallprovides.Itisofkeyimportancethatathrivingvillagehallismaintainedandenhancedasafocalpointforthecommunity’sac,vi,eswhichiswhytheTrusteesarekeentocon,nueinthespiritofpreviousgenera,onsinraisingthefundstoprovideahallwhichmeetsthecurrentandfutureneedsofthevillage.

TheKemertonVillageHallCommiAeewasestablishedin1968toadministerthecharitycreatedwhentheHallwasconveyedtothetrustees.TheirmainpurposeistoholdtheVillageHallontrust:

“fortheuseoftheinhabitantsoftheParishofKemertonandtheneighbourhoodwithoutdis,nc,onofsexorofpolicitalreligiousorotheropinions,andinpar,cularforuseformee,ngslecturesandclassesandforotherformsofrecrea,onandleisure-,meoccupa,onwiththeobjectofimprovingthecondi,onsoflifeforthesaidinhabitants”

Thecurrentmembersoftheteamare:

JohnisthenewChairmanandTrusteeoftheCommiAeeandarela,velyrecentresidentofKemerton.HeisalsoisaTrusteeofBerkeleyCastleandSpetchleyGardens,sohasplentyofexperienceinthesupervisionandguardianshipofimportantassetsforthecommunity.Johnenjoysboa,ngandisthePresidentofTheDinasCrossRegaAaandCwmyrEglwysBoatClub.Previously,JohnwasaDirectorofSotheby’sbetween1979and2009andDirectorofChorley’sauc,oneersbetween2009and2016.Currently,Johnisaconsultantandoccasionalauc,oneerforChorley’sfineartauc,oneers.Hisotherinterestsaregardeningandwalking.

Johnbelievesfrui,onoftheplanstorefurbishandextendthevillageHallwillbeofgreatbenefittothevillageandthesurroundingarea:

“Iamkeenthatthepre-schoolbeabletocon,nueitsimportantworkinbeAersuitedsurroundings,andthattheHallitselfwillbeavailabletothecommunityatany,meoftheday.WewillbeabletoincreasetheuseoftheHallmarkedly,theaddi,onofafinenewkitchenandac,vityroomwillbeagreatnewasset,aswillthenewloosandentrancehall.

Thepresenthallisnotfitforpurposeinthe21stcentury;itisdilapidatedandinurgentneedofrenova,on,thisrenova,onandtheproposedextensionwillenablethehalltobecomethecentreofacommunityonceagain.”

Secretary- EmmaBulley

EmmaisthenewSecretaryoftheCommiAeeandhasbeenaresidentofKemertonsince2004.Emma’scommiAeeexperienceincludesbeingamemberofthe‘FinancialandGeneralPlanningCommiAee’atStBenet’sChurchinKemerton,whichconvertedmanyaspectsofthechurchtomeettoday’sHealthandSafetystandardsandHistoricalChurchesConserva,onregula,ons.AspartofthatcommiAee,shealsoprojectmanagedthecompletestrippingbackandrefurbishmentofthehousekeeper’scoAage,soshehasmuchwelcomeexperienceofrenova,ons.Inbusiness,Emmawas

EmmahasusedthevillageHallregularly.HerchildrenaAendedthepreschooland,withherfamily,shehasaAendedmanyothervillageeventsattheHall.Emmabelievestradi,onandprogresscanworktogethertobenefittheHallandtoprovideanexcellentandmuchneededservicetothelocalcommunity:

“Thepreschoolisavitallife-lineforlocalfamiliesandhasbeenfantas,callyrunformanyyears.Asithasbecomesuchasuccessthevillagenowneedsitsownspacesothattherestofthevillagerscanu,lisetheVillageHallthroughouttheweek.Ibelievethisnewconfigura,onworksbeau,fullytoaccesstheavailablespaceforlunchclubsandPilates,forexample,andmanyotherac,vi,esthatthecommunitywouldliketouseitfor.Itkeepsthetradi,onalfeelofthebuildingwhilstmodernisingthefacility,preservingitsusabilityandtheintegrityforyearstocome”

ElectedTrustees- AdrianWilliams

AdrianisarecentresidenttoKemerton,havingpreviouslylivedinTewkesbury.HeisoneofthenewmembersoftheCommiAee.

HeistheMDofasmallcompanybasedinBredondesigning,manufacturing,installinganddistribu,ngproductsusingsolarenergyastheprimarypowersource.Heisakeenmountaineer,climber,skimountaineerandhasestablishedaclimbingclub“theTewkesburyMountainGoats”whichisveryac,vethroughoutthemountainrangesoftheUKandEurope.Family,friends,hisdogandgardeningtakesuptherestofhis,meandhecanolenbeseeneitherrunningupBredonHillwithhisdogorintheCrown.

Adrianstronglybelievesthatifavillageisgoingtobecomeaclosecommunityratherthanjustapicturesqueplacetoliveitneedsafocalpointwherepeoplecanmeetandenjoyamul,tudeofac,vi,esinasafeandpleasantenvironment:

“TherearetoomanyvillagesacrosstheUKthatfailtoaAractyoungerfamiliestomoveintotheareabecausesuchameni,esaremissing.TheplaygroupisanintegralpartofKemertonbutitdoesrestricttheuseoftheHallbyothergroups.IfKemertonistothriveforgenera,onstocomeitmustcon,nuetosupportthefirstclassplaygroupservicescurrentlyprovided,offeraviablespaceforotherac,vi,estogrowandtoencourageagreaterusefromthewiderKemertoncommunity.”

PhilYerburgh

PhilwasborninthevillageofKemerton,wherehisfather’sfamilylivedfornearlyacentury,andhasthereforeknownthevillageallhislife.Interes,ngly,hisGreatGrandmotherwasoneofthepeopleresponsiblefortheini,albuildingoftheHallandcanbeseen,alongwithherhusband,intheinauguralphoto.

PhilhimselfhaslivedinorclosetoKemertonfor40years.Duringthat,mehehasbeeninvolvedwithanumberofvillageac,vi,essuchastreasurerfortheRSPBcommiAeeandthechurch,assis,ngwithvillagefetesandfairsandbeingon‘openvillage’commiAeesinthepast.

Professionally,PhilisaBuildingSurveyorandProjectManagerwith40yearsofexperienceinproperty.Hehasworkedforanumberofverylargeorganisa,onsonawiderangeofbuildingprojectsandthereforebringsmuchexperiencetothecommiAee.Heiss,llac,veintheProjectManagementfield,currentlyworkingonspecialisedprojectsinLondon.

Hismainotherac,vityisWoodturning.HedisplaysatnumerousshowsduringtheyearincludingshowsatChippingCamdenandatCroomeCourt.

RachelHill

RachelisanewmemberoftheCommiAeeandmovedtoKemerton,fromCheltenham,in2013.Rachelisalsoatrusteeofawork-basedPensionSchemewithresponsibility,amongstothers,forsafeguardingassets,investmentgrowthandregulatoryaspects.Sheisalawyerinthepropertyindustryandsoisabletoprovidevaluableinputonlegalissues,aswellasbeabletohelpwiththeproposeddevelopmentaspectsoftheHall.Rachelhasayoungsonatprimaryschoolandababydaughter.Whennotbeingkeptbusybyherchildren,sheenjoystravel,interiordesignandPilates.

Rachelbelievesthepresenceofathrivingandac,veHallinthecommunityisparamountforallmembersofthecommunityandthevitalfunc,onsuchahallcanofferlocalfamilieswillbeofgreatvalue:

“Withayoungfamily,Iampar,cularlymindfuloftheimportantroletheHallcanplayinensuringthatfamilieswithyoungonesfeelintegratedintheruralcommunity,byprovidingparentswiththeopportunitytosocialisewithotherparentsandtherebyaccesssupportnetworks.”

DebhasbeenontheCommiAeesince2011andhasbeentheCommiAee’sTreasurersinceMay2013.ShemaintainstheHall’swebsiteandorganisesHallbookings.Shehasbeenheavilyinvolvedandsuppor,veofmanyvillageandschoolac,vi,esbothinKemertonandBredonforthepast30years.Withfourchildren,allofwhomaAendedlocalschoolsandpre-schools,Debhasservedonschoolandpre-schoolvoluntarycommiAeesraisingfundsforeduca,on.ShehasalsohelpedraiseannualfundsforKemertonConserva,onTrust.ShethereforehasvastexperienceofcommiAeeandfundraisingwork.DebalsodevelopedthelocalForestSchoolwhichisavailabletolocalschoolchildrenintheholidays.Since2011,DebhasbeenthemanagingdirectorofKemertonEarlyYears&ForestSchoolC.I.C.InJune2016,DebwontheWorcestershireCountyCouncil’sEnvironmental&Educa,onVolunteeroftheYearaward.

DebbelievestheplansfortheHallwillprovidemuchneededextraspaceforawiderangeofac,vi,es,forawiderangeofthecommunity:

“TherefurbishmentofthemainHall,toiletfacili,esandkitchenwillgreatlyenhancethegeneralappealoftheHalltootherusersandbenefitthewidercommunity.IpersonallywouldwelcometheopportunitytojoinaPilatesgroupduringtheday.Otherac,vi,eslikeatoddlergroup,musicanddancesessionsorcoffeemorningswithparen,ngclassescouldalsobeofferedtofamiliesofpre-schoolchildren,ifaseparatespaceforsuchac,vi,eswasavailable.”

DianehaslivedinKemertonforover40yearsandher3childrenwereallbornandraisedinthevillage.Duringtheseyears,shehasservedontheKemertonVictoriaHallManagementCommiAeemany,mesasrepresenta,veofvariousHallusersandasSecretaryandViceChairman.OneofherfirstmemoriesoflifeinKemertonistheprominentroletheVillageHalltookduringtheQueen’sJubileeCelebra,onsin1977,servingasthefocalpointforvillageac,vi,es:

“IrecallhowimportanttheHallwastothecommunitybackthenandhowitservedtobringresidentstogether,makingthevillageaveryfriendlyandaArac,veplacetolive.TheproposedplansfortheHallarethebestopportunitytoraisetheprominenceoftheHallonceagain.”

TheVillageHallhasalsoservedDianeandherfamilyinmanywaysacrosstheyears.IthasprovidedsupportinthepastforherfamilybytherunningoftheMother&BabyClinicrunbytheGPsurgery,Mother&ToddlerGroup,KemertonPre-School,YouthClub,YoungPeople’sTheatreGroupandYoung

Chris,naistheParishCouncil’srepresenta,veontheVillageHallCommiAee.ShehaslivedinKemertonsince2007whereherhusbandrunsafamilyfarm.ShegrewupinLondonandwenttouniversityintheUSA.Shehasworkedinfinance,designandmusic.ShehastwochildrenwhoaAendedKemertonEarlyYearsandOverburyFirstSchool.Shehasagreatinterestintheartsandperformsasasinger-songwriterwithherband‘Chris,naKulukundis’.

SaskiaisanewmemberofthecommiAeeandhaslivedinKemertonsince2011.SaskiarepresentstheKemertonConserva,onTrustintheCommiAee,whichworksinassocia,onwiththeKemertonEarlyYearsandForestSchoolinprovidingspaceinthewoodlandforthechildrentoexperiencetheForestSchool.

SaskiahasadaughterwhoaAendedtheKemertonEarlyYearsandForestSchoolandisgratefulthattherewasandcon,nuestobesuchafantas,cfacilityinthecommunity.Shebelievespre-schoolfacilitycreatesameaningfulsupportforyoungfamilieslivingintheareaaswellasaAractsyoungfamiliestoKemertonandthesurroundingvillagesandconsequently,itisafacilitythatthecommunityneedstonurture.AsamemberoftheKemertonConsera,onTrustandasamother,Saskiaseestheimportanceofretainingavibranthubsuchasthepre-schoolinthecommunity.

TheclubusesthemainHallroom.Whilstthisprovidesadequatespace,theclubfeelsthiscouldbeimprovedbyproperstoragefortheHallequipment.Currently,theClubfeelssomewhatconstrictedbythepresenceoftheHall’schairs,whicharecurrentlystackedhighinthemainHall,andalsothepresenceofpre-schoolplayitems,whichalsoarestoredinthemainHallduringtheclubsuse.

TheTrustfeelsimprovedhea,ng,ligh,nganddisabledfacili,eswouldmaketheHallmoreaccessibleandappealingtoarangeofusers.TheTrustusestheHallfortalksandillustratedpresenta,ons,soimprovedaudio-visualequipmentwouldbewelcome.

KemertonEarlyYears&ForestSchoolC.I.C

TheHallhashousedaplaygroupforpre-schoolagedchildrenforthelast50years;growingfromaparentrungrouprunningafewmorningsaweektoadailyservice.Thepre-schoolisnowrunasaCommunityInterestCompanyandemployssixqualifiedstaffwithaboardofvolunteerdirectorsoverseeingtheadministra,onandlegalobliga,ons.ItisOFSTEDregisteredandwasrated“good”attherecentOFSTEDinspec,onlastOctober.

Localdemandandincreasingpressureonparentstoworkhasmeantthepre-schoolnowneedstooccupytheHallMondaytoFridayduringterm,mefrom8:30amun,l3:30pm.Thepre-schoolhasplacesforupto25childrenperdayandoffersthegovernment’s15and30hoursfundedprovisionforeligibleparents.

Thecurrentloca,onofthetoiletsandcloakroomareaattheentrancetotheHallmeansthatthepre-schoolneedstohaveexclusiveuseoftheHallduringitsopera,onalhours.Thisisduetotheregula,onsplaceduponearlyyearseduca,onproviderswhichareformulatedtoensurechildrenaresafeandsecureintheirlearningenvironment.TheoutdoorspaceattherearoftheHallandthesmallroomleadingofftherearentrancearefundamentaltoahighqualitylearningenvironment.However,astheyaresofarfromtheloca,onofthetoilets,extrastaffareneededtobeabletotakeadvantageofthesespaces.AsanexampleofhowtheHall’scurrentcondi,onandlayoutisinadequateforthisuserduetotherequirementplacedonthepre-schooltocomplywithgovernmentregula,ons,thepre-schoolhadtopurchaseacoupleofmobilesinkunitstocomplywithanOFSTEDrequirementforwarmrunningwaterforhandwashingthatwasclosertowherethechildreneat.

EveninguseoftheHallbyotherclubsandorganisa,onsmeansthepre-schoolneedstoputawayandsetuptheirmainplayspacemostdays.Thepre-schoolcatersforchildrenaged2to5,sothepre-schoolneedsandhasnumerousandvariousequipmenttocaterforthosedifferingagesandstagesofearlyyearseduca,on.Equipmentis,diedawaybuthastoremaininthemainHallandtheotherroomsduetoinadequatestoragefacili,esattheHall.ThishasobviousrepercussionsforthemarketabilityoftheHallforotheruses.

ThehighceilingandwindowsmeanthemainHallisdifficulttoheatinthewinterandkeepcosyforthechildrenandnoiselevelsmakeitmuchharderforchildrentohearinstruc,ons.Proposalsforproperinsula,onandanewandefficienthea,ngsystemwillbeextremelybeneficial.Thepre-

Theparentssupportthepre-school’sfundraisingeventsandthepre-schoolalsoprovidessomevillageac,vi,esliketheannualpancakeracesandcoffeemornings.Thepre-schoolisproudtoconfirmithasbuiltupafundoverthepastfewyearstoenableittoofferasignificantsumtothenewextensionprojectandthecommiAeeexpressesitssinceregra,tudetothepre-school,thechildrenandtheirparents.

KemertonEntertainmentsCommiAee

TheKemertonEntertainmentsCommiAeewassetupfiveyearsagotoputonarangeofinteres,ngeventsattheHall.Thoughnownotac,ve,duringthefouryearswhentheEntertainmentsCommiAeehostedeventsintheHall,itsuccessfullyaAractedawiderangeoflocalresidentstoFishandChipnights,quizandcurrynights,childrens’filmnightsanddiscos.Theac,vi,esoftheKECweresosuccessfulthattheireventssoldoutand,whilstnotmo,vatedbyprofit,theydidmanagetomakemoneywhichhelpedpromoteandprovidefurtherentertainmentsforthevillage.

ThefoundingmemberandChairpersonofKemertonEntertainmentsCommiAee,KirstyCartwright,hasexpressedtothecommiAeeherwriAensupportoftheproposedplanstorefurbishandimprovethehallandhasofferedtosupporttherefurbishmentofthehallwithsomeofthemoneytheEntertainmentsCommiAeeaccruedwhilstitwasac,ve.ThecommiAeeisextremelygratefulforthiskindoffer.

WhilsttheEntertainmentsCommiAeewasac,ve,itbecamecleartoitthattheHallwasnotaneasyplacetoholdevents.ItistheEntertainmentsCommiAeeviewthattheHalltendstobecold,thetoiletsarerundownandthereisnointegratedaudio-visualsystemwhichwasarealdeficiencyfortheEntertainmentsCommiAee’sevents.Thelackofproperdisabledfacili,eswasalsoaproblem.Kirstywholeheartedlyencouragesthelocalcommunitytosupporttheplanstorefurbishandextendthebuilding,whichwillmakeitsomuchnicertouseandwelcomingtovisit.

Whenthehallismodernisedandthepre-schoolmovedtotheirownroom,Kirstyan,cipatesthattheKemertonEntertainmentsCommiAeemayriseagaininoneformoranothertomeetsomeoftheneedsofthecommunitybyprovidingfunac,vi,esandeventsforKemertonandotherlocalresidentsandhasexpressedadelightintheideaofhos,ngeventsinanewlyrefurbishedVillageHallinKemerton.Shebelievestheexci,ngplansfornewclassesandeventswhichtheVillageHallCommiAeehasinmindwillgohandinhandwiththekindofac,vi,esandeventstheEntertainmentscommiAeecanprovide.

TheVillageHallCommiAeeisexcitedbythepossibilityoftheKemertonEntertainmentsCommiAeebecomingac,veoncemoreandwhatthiswouldmeanforthecommunity.

KemertonEveningLectureshavebeenregularusersoftheVillageHallsincethe1950’s,whentheywereorganisedbytheextra-muraldepartmentofBirminghamUniversity.Theymeetasanadulteduca,onclassduringAutumnandSpringfor10weeklylecturesperterm,withtopicsthatrangefromlocalhistorytoecologyandarthistory.TheyaAractupto40or50aAendeesfromthevillageandbeyond,andmakeadis,nc,vecontribu,ontothelifeofthevillage.

TheHallhasofferedanimportantandvaluedcentralmee,ngplace.Asaudienceexpecta,onsoflecturingstandardsandpresenta,oncon,nuetorise,thegroupwouldwelcomeimprovementstotheHall’sfacili,es,especiallytohea,ngandtoaudio-visualprovision(e.g.amplifica,onanddigitalprojec,on).Thekitchenhatchisusefulforservingintervalrefreshments,butitisfeltanupgradegenerally,yetinpar,culartoprovideadishwasher,wouldbe,mely.Thesmall,domes,covencannotcopewithhea,ngfoodforagroupofanysizeandusingthehobispoten,allydangerousasitisinshadowbecauseofthepoorligh,ng.

KemertonEveningLectureshasexpressedtotheVillageHallCommiAeethatitwishesiteverysuccessinbringingabouttherefurbishmentandimprovementofthehall.

KemertonGardeningClub

KemertonGardeningClubwasformedin2011inresponsetoanemailenquirysentoutbyavillageresidentaskingwhethertherewouldbeaninterestinalocalgardeningclub.Theresponsewasveryposi,veandKemertonGardeningClubhasgonefromstrengthtostrengthintheensuingyears.

ChrisAtwellhasbeenChairmansince2012andtheclubnowhasinexcessof50members,mee,ngmonthlyatHall.Manymembersareresidentinthevillage,butalargepercentageofmembersarealsodrawnfromthesurroundingvillagesofWestmancote,Bredon,OverburyandAston-on-Carrant.

TheHallprovidesanadequatevenueforourmee,ngsaswellasbeingthevenuefortheclub’ssocialoccasionssuchasplantsalesandquiznights.

WhilsttheclubfeelstheHall,initspresentstate,meetstheirneedsinmostrespects,theydoseetheneedformanyimprovements.Thefactthatitisthevenueforthepre-schoolduringthedaycanbeadistrac,onfortheclubandtheclubfeelswouldbehugelybeneficialifthepre-schoolwereabletohaveaself-containedareafortheirac,vi,es,therebyallowingfulluseoftheHallbyothers,includingthehighlypopularandwell-aAendedclub.

TheParishCouncilareawarethatsteadyprogresshasbeenmadesincelastyearandarepleasedtoseeanenthusias,cnewCommiAeehasbeenrecruitedandisbusyrefiningtheplans,wri,ngabusinessplanandpreparingtoapproachthecommunityandgrant-givingbodiesforfinancialsupport.

KemertonVillageHallhasbeenthemee,ngplaceforKemertonWomen’sIns,tuteforanumberofyears.Itistheplacewheretheirmonthlymee,ngsareheldandwheretheylendtheirsupporttofunc,onsliketheVillageFetebyorganisingrefreshmentswheninvitedtodoso.

ItisapparenttotheWIthattheVillageHallisinurgentneedofrepairandrefurbishmentpar,cularlythekitchenandtoiletfacili,esandthatthishasbeenthecaseforsome,me.Intheirview,considera,onshouldalsobegiventoaccessibility,assomeoftheirmembershavemobilityproblems.TheCommiAeehavewelcomedtheWI’sthoughtsandbelievethenewentrancetothehallwillimproveaccessibilityforall.

TheWIhaveexpressedtheirfullsupporttotheVillageHallCommiAeeinendeavouringtogetthenecessaryimprovementworksdoneassoonaspossible,inorderthattheVillageHallcancon,nuetoprovideKemertonwithasocialspacewheremanygroups,includingtheWI,cancon,nuetomeetandthrive.

StNicholas’Churchisverysuppor,veoftheVillageHallanduseitprimarilyasavenuefortheirfairsandotherfundraisingevents.FortheChurch,theseeventswouldnormallytakeplaceatweekends,sothelackofweekdayday,meavailabilityisnotakeyissueforthem.However,theyhavestatedthatwhentheywishtohostabigeventattheHall,sucheventcanuseeverybitoffloorspace(especiallyinbadweather)sothespaceoccupiedbythepre-schoolequipmentinthemainHallisanissueforthem,despitetheeffortsthatthepre-schoolstaffwillinglyputintohidingsuchequipmentaway.ItistheChurch’sopinionthatthestateofrepairandlackofbeAer

Oftherespondentswhowereinfavourorneutraltotheproject,67haveindicatedtheywouldbewillingtohelpwithfundraising.Thisamountsto70%ofsuchrespondentsandthisisanimportantfactorwhenconsideringhowtheCommiAeecanraisethelargesumsrequiredtocompletetheproject.Ofthosewhowerenotinfavouroftheproject,7ofthemneverthelessstatedtheywouldbepreparedtoassistthecommunitywithfundraising.TheCommiAeefeelsbolsteredbythisoutstandinglevelofsupportoffered.

AllofthecurrentusersoftheHallhaveexpressedtheirfullbackingtotheproposals,asmen,onedinthe‘currentuses’sec,onabove.

Followingonfromthe2015ques,onnaire,theCommiAeeinvitedthecommunitytoviewrevisedproposedplansatthe2017SpringAGM.Duringthatmee,ng,itwascleartheVillageHallisdeartoeveryone’sheartsandmanyvaryingviewswereexpressed.Otherop,onswereputforwardbyresidentsfordiscussion,allofwhichwerethencarefullyreviewedandresearchedbytheCommiAee.Thesearesetoutbelow:

• Buildanewhallinadifferentloca,on–TheCommiAeeunderstoodtheadvantagesofreloca,onoftheHalltoaloca,onwherebyon-siteparkingcouldbeprovided.However,alersurveysofthelocality,nosuitablealterna,veloca,onwasfoundeitherduetoproximitytoexis,ngbuildings,poten,alplanningissuesinadesignatedAreaofOutstandingNaturalBeautyandlackofprominence.Further,costsofthelandpurchaseaswellascostsofanewbuildwouldbeconsiderablymorethantheproposedrefurbishmentandextensionplansoftheexis,ngHallandawillingsellerwouldneedtobefound.Thisop,onwasthereforediscounted.

• DonothaveavillagehallinKemertonatall–TheCommiAeeappreciatethatthereisavillagehallintheneighbouringvillageofBredonaswellasOverbury.Bredonvillagehallisalargehallapproximately30minuteswalkawayalonga40mphroad,whichmaynotbesuitabletocertaintypesofuser.OverburyvillagehallisagainlargeandapproximatelythesamedistancefromKemertonbutalsoisanoldbuildingwiththesameissuesthatKemertonVillagehallsuffersfrom.SuchHallswouldrequireresidentstohavetransportortowalksomedistancealongroadswithfairlyfasttrafficwithnostreetligh,ngandwhichinsomeplaceshavenarrowfootpaths.Ac,vi,estakingplaceforlocalsatKemertonwouldbemoreconvenientandcloserforresidentsandthereforemoreenvironmentallyfriendly.Kemertonitselfconsistsofapproximately400residentswhichwouldbenefitfromacommunitycentreonitsdoorstep.

• Carryoutacheaper,morebasicrefurbishmentoftheHall–TheCommiAeehaveconsideredthisandacknowledgesthatrefurbishmentoftheHallisgreatlyneeded.TheHallisveryrun-

Exis,ngorganisa,onsinthevillagethatusetheHallarelistedabove.Whilstthisisadiversesetofusers,servingarangeofagesofthecommunity,thereremainsasignificantamountofunmetneedand,viatheconsulta,onreferredtoabove,discussionswithexis,ngusers,discussionsinformallyaroundthecommunityofKemertonandthelocality,aswellasamongstthecommiAeemembers,thefollowinghasbeeniden,fied:

• WithoutimprovementsandtheextensiontotheHall,exis,ngusershaveindicatedtheymayneedtomovetheirac,vi,es/provisiontoothermoresuitablepremisesoutsideofKemerton;

• Individualsorgroupswishingtostartac,vi,esinKemertoncannotdosobecauseofalackofadequatefacili,esandavailablespace,par,cularlyduringtheday,me;

• Thosemembersofthecommunitywhomayhavetransportproblems,suchtheelderly,peoplewithdisabili,esoryoungfamilies,havenosuitableplacetomeet,par,cularlyduringtheday,me,whichiswithinwalkingdistanceoftheirhomes;

ExtensionandImprovementproposals

DetailedPlanningPermissionfortheproposalshasbeengranted.Thepermissionisforthedemoli,onoftheexis,ngstores,kitchen,passageandofficewiththeconstruc,onofnewlevelaccessentranceviaacoveredporchandentranceporch,newstorage/ac,vityarea,newsecondac,vityareawithentrancelobbyandWCaccommoda,on,newkitchenandrefurbishedWCaccommoda,onincludingspecificdisabledtoilet.Architectdrawingsfortheproposals,togetherwitheleva,onsareproducedatappendix3.

Exteriorrefurbishment

Theproposalistocarryoutthegeneralrepairsandredecora,onrequiredtotheexterior,withtheaddi,onofnewclearersignage,improvedoutdoorligh,ng,solarpanelsandanewmainentranceatthefrontofthebuilding.

Internalrefurbishment

Efficient,newinsula,onandahea,ngsystemtothemainhallisproposedtobeinstalledtogetherwithnewflexibleligh,ngadaptableaccordingtothetypeofevent,newblackoutblinds,newcurtainsforthestageandimprovedsecondaryglazing.Generalrepairandredecora,onwillbecarriedoutthroughouttheinteriorofthemainhall.Alargerservinghatchwillbecreatedtothenewkitchen(seeextensionproposalsbelow).Anewintegratedvisualprojec,onandsoundsystemisproposedtobeinstalledandtheexis,ngtheatrelightswillbefullyserviced.Thecurrentstackedchairswillberemovedandplacedinaseparatestorageareawithintheproposedextensionandthepre-schoolequipmentwillberemovedfromthestageandmainhallareaandhousedwithinadesignatedac,vityarea(seeextensionproposalsbelow).

Occupyingthesamepartofthebuildingastheydocurrently,thenewfacili,eswillincludeaproperdesignateddisabledtoilet(withbabychangingfacili,es)aswellasreorganisedandrefurbishedfacili,esgenerally.Theexis,ngmainentrancewillbeclosedupandreplacedwithafulllengthglazedwindowandthecurrentfoyerwillbecomeausefulspaceforstorageofvisitorscoatsetc.

Extension

Theexis,ngyetpoorextensionareawillberemovedandreplacedwithalargerextension.Giventheextentoftheproblemswiththeexis,ngextension(aspreviouslymen,oned)arebuildofthisareaisadvantageousinmanyrespects.

Anew,greatlyenlargedkitchenwillallowfor6ormorepeopletoworksimultaneously.Itwillbelitwithbrighttaskligh,ngandtherewillbemoregenerousworksurfacesoverthefiAedfloorunits.Alargeservinghatchwillconnecttothemainhallandinthecentreofthekitchen,awoodenfarmhousestyletableandchairswillserveitspurposeperfectlyforsmallerget-togethers,communitylunches,groupbakingandothersimilarcralac,vi,esandcommiAeemee,ngs.Thekitchenwillalsohaveacateringstove,adishwasherandrefrigerator,aswellaslotsofstorageandoutdooraccesstotherearofthebuilding.Thekitchenwillalsohaveafurtherdoor/hatchconnec,ngtothenewac,vityspaceintendedforthepre-schooluse.

ThevillageHalliswellknowntothecommunity.Mostresidentswillhaveusedthehallinavarietyofwaysovertheyearsandhavefondmemoriesofspending,mewithfriendsandfamilythere.However,theHallneedstobebroughtbacktotheaAen,onofthewholelocality.Theavailabilityoftheproposedfacili,esforhireandeventsneedstobehighlightedwidelyonceitiscompletedandavailable,ifnotbeforehand.Anac,veandenerge,cpromo,onandmarke,ngstrategywilladdressthisissue.

• Mainareasarepricedbetween£11and£15perhour.Areasthatcanaccommodateupto200personshavepricesupto£22perhour.

• Smallerareasarepricedbetween£5and£8.50perhour

TheHall’schargingratesarecurrentlywithinorslightlybelowtherangeofchargingratesinthelocality.SlightincreasesinlinewiththelocalchargingrateswouldbeconsideredbytheCommiAeefollowingthecomple,onoftheimprovementproposalsbuttheCommiAeewillbemindfuloftheneedtoaAractusersintheini,almarke,ngstagesandwouldwishtokeeptheHallavailabletotheen,recommunityratherthanoutpriceitsservice.

Ongoingmaintenance

ItisclearthatwithoutcarryingouttheproposalstotheHall,theHallwillcon,nuetodeteriorateatasteadypaceandsomerepairworksarebecomingsocrucialthatiftherepairsarenotcarriedout,deteriora,onwillberapid.Ithasbeenmen,onedthatwithouttheproposals,somemajorrepairandrefurbishmentwouldberequired,whichwouldbecostly.TheproposalswouldensurethatthoserepairsandrefurbishmentwhicharenecessarytothemainpartoftheHallwouldbecarriedoutandforthoseareaswherevastrepairsarerequiredsuchastheexis,ngextensionarea,thenewextensionwouldalleviatetheneedforimmediateexpensiverepairstothatexis,ngareaandforfurtherrepairswhichwouldnodoubtbeneededagaininthelongerterm.Byprovidingbrandnew,uptodateandefficientfacili,esinthenewproposedextension,thiswillresultinlessoverallmaintenancebeingrequiredinthelongterm.

Thehea,ngsystemintheHallandthekitchenequipmentareinpoorcondi,onandnotfitfortheuseswhichtheHallwouldliketoaAractforthecommunity.Theywillonlyrequirefrequentcostlymaintenanceandeventuallycompletereplacementinthefuture.Priortothat,theirexistenceonlyservestobeinefficientandoff-pu^ngforpoten,alusersoftheHall.Anewhea,ngsystem,withimprovedinsula,onandsecondaryglazing,willprovideefficienthea,ngfortheen,reHall,makingu,litybillslesscostly,maintenancerequirementslessfrequentandcostlyandhelpgivetheHallacosyandwelcomingandsafeatmospherefor

Thoughnownot ac,ve, during the fouryearswhenwehostedevents inthehall, theEntertainmentsCommiAeeaAractedawiderangeofresidentstoourFishandChipnight,quizandcurrynight,childrens’filmnightsanddiscos. Ibelieveall ourevents soldoutand,whilstnotmo,vatedbyprofit,wedidmanage tomakemoneywhichhelpedusbookandpromotefurtherentertainmentsforthevillage. Iamsurewewillsupporttherefurbishmentofthehallwithsomeofthemoneywehaveaccrued.

Asyouareaware,thehallisnotcurrentlyaneasyplacetoholdevents.Ittendstobecold,thetoiletsare run down (though clean), and there is no integrated audio-visual system which was a realdeficiency for us. The lack of proper disabled facili,es was also a problem. I wholeheartedlyencourageyoutorefurbishthebuilding,whichwillmakeitsomuchnicertouseandwelcomingtovisit.

When the hall is modernised and the pre-school moved to their own room, I believe that theEntertainmentsCommiAeemayriseagaininoneformoranothertomeetsomeoftheneedsofthecommunity by providing fun ac,vi,es and events for Kemerton (and other local) residents. Theexci,ng plans for new classes and events which I understand the Village Hall CommiAee have inmind,willgohandinhandwiththese.

KemertonEveningLectureshavebeenregularusersofKemertonVictoriaHallsincethe1950’s,whentheywereorganisedbytheextra-muraldepartmentofBirminghamUniversity.Wemeetasanadulteduca,on class during autumnand spring for 10weekly lectures per term,with topics that rangefromlocalhistorytoecologyandarthistory.WeaAractupto40or50aAendeesfromthevillageandbeyond,andmakeadis,nc,vecontribu,ontothelifeofthevillage.

The Victoria Hall has offered an important and valued central mee,ng place. As audienceexpecta,ons of lecturing standards and presenta,on con,nue to rise, we would welcomeimprovements to the hall’s facili,es, especially to hea,ng and to audio-visual provision (egamplifica,onanddigitalprojec,on). Thekitchenhatch isuseful for serving interval refreshments,butanupgradetoprovideadishwasherwouldbe,mely.Thesmall,domes,covencannotcopewithhea,ng food for a group of any size, while the hob is in the cook’s shadow because of the poorligh,ng.

AsayoungpersonlivinginKemerton,Ifeelthereisn’tmuchformyfriendsandItodointhevillage.WehavetotravelmostlytoTewkesburyorCheltenhamtotakepartinsportsac,vi,es.MyfriendsandIwouldliketochangethatbystar,ngayoungpeople’sBadmintonClubattheVillageHall.

Wehavebeentoldthatthereusedtobeanac,veBadmintonClubinKemertonandwehopethatoncewegetgoing,someofthoseenthusiasts(ofallages!)willjoinus.WearecurrentlythinkingofwaystoraisemoneyfortheequipmentwewillneedandhopetogetgoingonthoseeffortsthisSummer.

Unfortunately,wehavefoundsomeofourrankslessthanenthusias,caboutusingKemertonVillageHallasthevenueforournewclub.Itisratherrun-down,coldandthetoiletfacili,esarepreAygrim.Anothermoreprac,calproblemisthattheligh,nginthemainhallisinsufficienttoeffec,velylightabadmintonsession,especiallyinwintermonths.Theinconveniencecausedtothepre-schoolbyaskingthemtopackawayalltheirequipmentinorderforustoplayisalsoawkward.Sadly,thesefactorshaveputusoffstar,ngtoplayBadmintonintheHallforthe,mebeing.

MyfriendsandIreallysupporttherefurbishmentplansthattheCommiAeeareplanning.Ifthehallwasnewlydecorated,brightlylitandwarm,withaniceplacetoshareacupofteaalerwards,wewouldbeveryhappytohostourBadmintonclubthere!Wealsoreallybelievetherearemorepeopleinthevillagewhowouldjoinusoncewestarted,andwouldreallyenjoythiscommunityac,vityinthenewlyrefurbishedhall.

IrunabusyDanceAcademyinWinchcombeandhaveasmystudentssomechildrenwhoresideinthevillageofKemerton.Overtheyears,Ihavethoughtofbranchingouttorunaler-schooldanceclassesinanaddi,onalloca,onandIbelieveKemertonwouldreallyfitthebill.IknowthereisnotdedicatedparkingattheHall,butIfeelthereisampleparkingonthesurroundingroadsasdanceclassestendtohaveonlyupto8students,andtheyareusuallydroppedoffbyparentsandcollectedlater.

ThoughIamawareofrivaldanceschoolsalsoopera,nginthearea,IbelieveIhaveauniqueofferingwithamixedrosterofdancestylestaught,pre-schoolclassesandadultclasses.Ialsohavethesupportofmyexis,ngstudents.

IrecentlyaAendedaneventattheHallwhichisalovelyhistoricbuilding.Whilstinnowaywishingtocri,cisethefacility,IfeltthatinitscurrentstateofrepairIcouldnotconsiderstar,nganewventurethereatthis,me.Theun-modernisedtoiletswereapar,cularproblem,andthebuildingingeneralfeltcoldandheavily-worn.Thepresenceofplayschoolequipmentonthestage,whilstunderstandable,wasmessyandunconducivetoachievingthecalm,focusandelegancewestrivetowardsindance.Unfortunatelythesefactorscombinedtomakeitunsuitablefordanceinstruc,oncurrently.

Sincethatvisitsomeweeksago,IhavebeeninformedofthewonderfulplanstheCommiAeehavetoupgradeandmodernisethebuilding,andwouldliketobekeptinformedoftheprogressofchangessothatIcanplanforthefuture.IamsurethatKemertoncouldbeawonderfulvenuefordance,andthatmydanceschoolandmystudentscouldbringgreatbenefitstothecommunitythere.

IverymuchlookforwardtotherefurbishmentoftheVillageHallinKemertoninthecomingmonths.Oncetheworkiscomplete,Iamplanningafortnightlylunchclubfortheelderlyresidentsofthevillage.Theluncheswouldhaveagentlewelcomingatmosphere,withhotdrinksandapieandmashlunch.Dependingonthepopularityoftheevent,Iexpecttohostthelunchesaroundthetableinthenewlyexpandedkitchen.

Initscurrentstate,alunchclubisnotfeasibleduetotheunmodernisedkitchen,theinefficienthea,nginthehall,thecoldWCfacili,esandthegeneralrun-downatmosphere.

MyfriendsandIThanktheCommiAeefortheirsterlingeffortstobringabouttherefurbishmentandverymuchlookforwardtorunningalunchclubtoofferawarmwelcometothemoreisolatedmembersofthecommunity.

Havingrecentlymovedbacktothevillagealeranumberofyearsoverseas,Iwassurprisedtofindthattheresonoac,veYouthClubintheVillageHall.

Mychildrenare12and10anditwouldbegreattohavesomewhereinthevillageforthechildrento‘hangout’atonaFridayevening.

AsachildgrowingupinKemertonIhavegreatmemoriesofaAending‘YouthClub’intheHall,itwasafunsafeenvironmentandlonglas,ngfriendshipswereformed.Kemertondoeshavefewerfacili,esthansomeoftheothervillagesnearby,soitwashugelypopularandalsoaAractedotherlocalchildrenfromoutsideofKemertontoo.

Unfortunately,alerrevisi,ngthehallrecently,IwassurprisedastohowcoldandunaArac,veitfelt.ThekitchenfeltaliAlerundown,thetoiletshadthesamecoldgroAyfeeling,andfeltquiterundowncomparedtoothervillagehalls.Itdidn’thavethefeelingtobeabletocreateamodernenvironmentforthechildrentoenjoy.Tobehonestithasn’treallychangedinover45years.

However,Idobelievethatthe,mehascomeagainforagoodold-fashionedYouthClub.TherearelotsofchildrenthathangoutattheBredonplaygroundforhoursonendwhichisfine,butdemonstratesthattheydon’tactuallyhaveanywheretogo.SoIapproachedtheideawithmychildrenthisiswhattheythoughtwouldwork:

• OnceortwiceamonthonaFridayeveningorSaturdayalernoon.• £2entryperchild.• Drinksandsnacksavailabletopurchase,andmaybeahotdog.• Gamestoenjoyliketabletennisanddodgeball.• Acralareaorotherquietac,vity.• DefinitelybackgroundmusicandmaybeaDJsome,mes(couldbeoneoftheparentsifthere

wasasuitablesoundsystem).• Cooking/cupcakedecora,ng,ifthekitchenwassuitable.• Aquietroomtochattoanadultforthosechildrenwhomaybeexperiencingissuesathome

orschool.• Theyalsofeltthatitneededclubrulesforbadbehaviourandbadlanguage.• AnannualDisco/Christmasparty.• And….acoolnamefortheclub!

Alerdiscussingthisprospect,IwouldlovetoheadateamtogetaYouthClubgoingagain.Butinthehallscurrentstate,itisnotthemostaArac,veofvenues.IunderstandthatthereareplansfortheHallandthiswillbeahugeassetforthevillageiftheyweretogoahead.
