T h e B r i t i s h i n d u s t r y h a d s e c u r e d on ly 1 n e w o r d e r s i n c e O c t o b e r 1975 a n d G o v a n S h i p b u i l d e r s L t d , a s a n e x a m p l e , h a d t a k e n n o o r d e r s s i n c e t h e m i d d l e of 1974 . T h e i n d u s t r y a t p r e s e n t e m p l o y e d s o m e 7 0 , 000 d i r e c t l y a n d p r o b a b l y a s m a n y a g a i n i n d i r e c t l y . T h e e m p l o y m e n t w a s h e a v i l y c o n c e n t r a t e d i n a r e a s a l r e a d y f aced w i t h s e r i o u s u n e m p l o y ­m e n t p r o b l e m s .
