The Edom Fire Department is needing help to replace a 300 gal tank on Brush Truck 3. This is a very important apparatus for fighting wildland fire. We are asking local residents for support on this because of the cost. The cost to replace this tank will be around $3,000.00 that the department does not have at the time. July 4th Luncheon Breaks Attendance Records

The 4th of July free luncheon held at 12:30 PM at the Callender Lake Community Center sponsored by the Recreation Committee and The Resale Shop served almost 200 guests. Both of these committees worked many hours preparing the food and community center in red, white and blue with the theme “Let Freedom Ring”. Freedom bells hung from the ceiling along with balloons placed around the center. We have left the decorations up for the month of July to remind all of us that many have given their lives so that we can have our Free-doms.

The committee members planned, purchased, cooked and served all the food, which were Hamburgers, Hot Dogs with all of the trim-mings. Delicious potato salad along with soft drinks, lemon aid and ice tea were available to all. For a sweet treat cupcakes with tiny flags placed on the cupcakes and at 2:30PM the Ice Cream Social served ice cream to all in attendance.

After the adjournment of the August 11th monthly Board meeting the Callender Lake Recreation Committee will provide refreshments of cookies and punch for “MEET THE CANDIDATES”. The community will have an opportunity to meet and ask questions of the candidates for the Board of Directors. A Nomination Committee has been chosen along with four committee members. Be sure and mark your calendar for Aug.11th at 1 PM. This is an important event.

Red Hats

The Red Hats would like to send a big thank you to "The Hood" for inviting us to be a part of their 4th of July pa-rade . We had a great time all dressed up, passing out candy and eating some! .If you didn't see all the cars, trucks and golf carts decked out, not to mentions all the children that were just adorable in their red ,white and blue, then you missed a wonderful celebration of our U.S.A. July 19 we are going to Don Juan for a Fiesta on the Square in Tyler at 12:30. Charisse Holland is our hostess. Some of us will go to the wonderful antique stores afterwards .Will let you know how it goes. August 16th 12:30 we will be going to Bernard's, 212 Grand Blvd. Tyler for a taste of the Mediterranean. If you’ve never been there, it's a must. Becky Sossamon is our hostess. Sep-tember 20th at 12:30 we will be going to Old West Steak House in Athens. They have a great Buffet or you can order a sizzling steak off the menu. Mary Bromhall is the hostess. In October we may be going on a little road trip we will let you know. Board Meeting Minutes Callender Lake Property Owners Improvement Association

14 July 2012

The CLPOIA Board meeting was convened by President John Bradfield at 1:02 pm in the CLPOIA Community Center. Dennis Keith was absent but all other Board members were present; Ted Caro, Vice President; Dick Folkerth, Secretary; Jo Ann Ishmael, Treasurer and Directors Bill Faulkner, Eddie Hueston, Sue Stephens and Rick Tavern. Seventeen guests attended the meeting.

The invocation was given by Ted Caro, who also led the pledge of allegiance.

The agenda was approved as written.

OPENING COMMENTS

President John Bradfield opened the meeting with a few brief welcoming remarks.

OFFICER'S REPORTS

Secretary's Report Dick Folkerth noted that the minutes of the previous meeting had been written by Rick Tavern due to Folkerth's absence. Rick then circulated the minutes via email for review and correction. Then, with no objections, the Board dispensed with the reading of the minutes of the June 2012 meeting. Dick moved that these minutes be approved and filed for record; seconded by Ted Caro and passed.

Treasurer's Report Jo Ann Ishmael gave the Treasurer’s Report that is attached to these minutes and moved that the report be approved and filed for audit. Sue Stephens offered a second and the motion passed.

UNFINISHED BUSINESS

Responses to 82nd Legislature No new responses were offered.

NEW BUSINESS

Maintenance Fund Agreements Jo Ann Ishmael reported we have six new agreements covering about $7200 in back debts, of which about $1000 has been paid while initiating these agreements. She moved that we accept the agreements. The motion was seconded by Dick Folkerth and passed.

Revised Payment Policy Jo Ann Ishmael announced several changes to the written Association payment policy that bring the policy into agreement with recent Board actions and with current practice;

− The policy now provides for payment by credit card or by PayPal in addition to cash or check,

− A late payment fee of 5% of the unpaid balance will be charged if the maintenance fee is not paid before January 1 of each year,

− The late payment fee is actually added to the account on February 1 of each year, and − The Association will abate additional late payment fees for the contract amount of a

Maintenance Fee Installment Plan so long as the property owner maintains the plan in good standing.

Proposed Restriction Amendments Dick Folkerth moved that the Board accept the report of the Restrictions Committee and conduct an election on the proposed amendments by the Association members and further, that the election material include a rationale for each proposed amendment. This was seconded by Ted Caro and passed.

Office Coordinator Job Review Dick Folkerth reported that the Board, acting in Executive session, had reviewed the job performance of Sherri Cole, our Office Coordinator, for the last six months. The general view was that Sherri had been doing an excellent job and merited an increase in salary as discussed in the executive session, so he made a motion to that effect. This was seconded by Eddie Hueston and passed.

COMMENTS, QUESTIONS AND ANNOUNCEMENTS

Guest CA Cockrell reported that three cities and three POAs that had not joined TAMER in the water rate battle against Monarch had been hit with water rate increases of around 40%.

Guest James Ellis discussed use of the Community Center for Bible study and church work. He was advised to fill out a standard request form for use of the center.

Guest Joyce Cox thanked the community for support during her recent health issues.

Guest Charles Tait thanked the Board for major street repairs near his house.

ADJOURNMENT

The motion to adjourn was made by Ted Caro and seconded by Sue Stephens. The motion passed.

COMMITTEE REPORTS

Recreation Committee Ted Caro reported that the July 4th luncheon celebration sponsored by the Recreation Committee and the Resale Shop was a resounding success. Nearly 200 people joined the festivities, with the line sometimes extending out the door. Some of the organizers said they thought it was the largest event ever hosted by a Callender Lake committee with attendance by property owners who never before had attended a community event. The Committee welcomes these newcomers! We hope to see you again.

Thanks to all who worked to make this event a Holiday celebration to remember … and congratulations to Sara Kesler, who won the door prize.

Public Area Maintenance Eddie Hueston reported that Doug Ferris had been mowing and trimming between rain storms as well as removing low hanging limbs over road right-of-ways. Six of the most hazardous dead trees were removed from the Fishing Pier Park and Youth Park by Gustavo Ortiz. Recreational activity at the Swim Park was heavy on the 4th of July and the weekends preceding and following the holiday. Litter was placed in the barrels for the most part. Litter pickup on a regular basis continued inside the dumpster compound, Boat Launch Park and roadsides. Bids have been received to construct iron pipe vehicle barriers at the Briar Grove/CLD triangle and the Fishing Pier Park from two contractors who have performed satisfactory construction in the past for the community. A recommendation will be made at the July Board meeting that the low bids from Keith Dillion of $2,465 for the Briar Grove site and $2,050 for the Fishing Pier Park be selected. A formal vote will be scheduled for the August meeting due to the new requirement about advance notification for Board business. The

tractor, zero-turn mower and small power equipment continue to be well maintained by Doug Ferris. Debra Abbuhl successfully completed repairs to irrigation systems around the Community Center, sign bed and entry gate.

Road Maintenance Bill Faulkner reported that Doug Ferris continued patching potholes on the major streets. In addition, we resurfaced Oak Street between Callender Lake Drive and Elm Street, resurfaced a large area on Elm and made a major repair on Slater Creek Drive. This totaled more than 13,000 sq ft of asphalt.

Community Center Maintenance No report.

Dam Maintenance Committee There was no formal report but there is an indication of misunderstandings between the Callender Lake and Hickory Hills communities about dam mowing.

Architectural Control Committee Jo Ann Ishmael reported that one application has been received for a boat dock with a roof. It was within the guidelines and was approved.

Publicity No report.

Security and Fire John Bradfield reported that a Van Zandt County Sheriff's deputy made a major drug arrest in the community during June. This included charges for possession as well as intent to deliver. The Sheriff's department confiscated the vehicle and the charged person is still in jail, awaiting trial. John believes that other investigations are underway. He also reported that Henderson County deputies have visited the community during investigations.

Fish and Wildlife Rick Tavern reported that there was no activity to report since the Committee had decided to stand-down for the summer and resume activities in September.

Sanitation and Pollution Sue Stephens offered a big THANK YOU to Doug Ferris and Eddie Hueston for assisting with fireworks debris cleanup and further reported that the large dumpster would be available in the new dumpster area over the weekend of Friday, July 20th until Monday, July 23rd.

Restrictions Dick Folkerth reported that the Committee had completed its deliberations and submitted recommendations to the Board for amendments to the Restrictions. These amendments include additions to the definitions; restrictions on dam access; provisions for restriction violation fines; language to bring the restrictions into agreement with the bylaws and with state law and restrictions related to use of the dumpsters and with scavenging material from the dumpsters.

OTHER REPORTS CA Cockrell presented the following reports of interest to the Callender Lake community.

Council of Van Zandt County Communities (CVZCC) The Council Board met to finalize the planning for the bi-annual VISION 2013 legislative trip to Austin on February 19-20, 2013. We are arranging presentations from key State Agencies for immediately after lunch on the 19th. We will then have our reception for VZC elected officials, Senator Bob Deuell & Representative Dan Flynn. Also, we are raising funds so that the VZC Choir will be able to make the trip. The Rotunda in the Capitol is reserved and when the choir sings it truly brings the Capitol to a stand-still. We are working on the development of a VZC Guide Booklet which will include the great activities/businesses located in each town within our county. It should be ready by the end of September and we hope it will generate enough revenue to cover the cost of a small bus for the choir. We are also contacting businesses and

requesting donations to help cover this cost. If anyone is interested in making this fun trip or singing in the VZC Choir, please contact me.

Judge Scott Shinn has tentatively agreed to speak to CVZCC on August 14th about Child Protective Services.

The CVZCC has been pushing for a Ground Water District and it finally appears that the VZC Commissioners Court has assigned two Commissioners to contact Henderson County and determine the feasibility of our County joining Anderson, Cherokee, & Henderson counties in their existing district. Stay Tuned!

The Council also agreed that our initial priorities in 2013 would be to reinitiate attempts to get better results on the County Nuisance Abate Ordinance and to get an Animal Control Ordinance established in VZC.

Greater Lake Palestine Council (GLPC)- Next general membership meeting will be September 22, 2012 at the Chandler Community Center at 7 PM. Guest Speaker will be from the Upper Neches River Authority.

Texas Neighborhoods Together – Next meeting scheduled for August 4, 2012 in the Metroplex-exact site TBD. There will be a seminar in Plano July 28th entitled 2012 HOA Expo-Driving Success-Take the Wheel to Your Community’s Future. It will be conducted by The Dallas/Ft. Worth Chapter of Community Association Institute (CAI). Subject areas to be covered are − Governing Documents (Judd Austin & Henry Oddoe/Austin & Fletcher) , − Understanding HOA Financials,(David Devolt, CPA), − Good Governance : How to Conduct a Meeting (Robert Blend/Law Firm), − Community Maintenance (Andrea Meyer-Smith (Select Management Co,), − CyberTheft at Community Associations (Ruth McLaughin/Mutual of Omaha) and − Legislative Overview (Dean Riddle/Riddle and Williams, PC). The seminar will be located at the Plano Centre, 2000 East Spring Creek Parkway and it is free if you pre-register prior to July 20th. Register on-line at www.dfwcai.org, 2012 Expo.
