    AGENDAMember Woodford called the meeting to order at 9: 15 am. Before we begin, we want to confirm with legalthat we will be operating under our new procedure using Resolution 07-06 that was approved by AuthorityMembers at the last meeting. Assistant Attorney General Sandi Clifford concurred that the members coulduse the new procedure based on Resolution 07.06.Introductory Comments Geoff KolbergGeoff asked the members if their books arrived on Saturday, June so" . Members indicated they had receivedtheir books timely. Geoff reminded staff to tum off all cell phones during this meeting.

    3. Highway Advisory Radio System Bob Jordan 15 minThe purpose of this presentation is to describe MdTA's Highway Advisory Radio System (HAR) to theMembers. HAR systems have been utilized at the Authority primarily to broadcast traffic related messages toMotorists. Our current system is similar to the Statewide System and SHA's system.A new HAR system is proposed for the Kennedy Highway; updating the 2 HAR systems at the Bay Bridge to breplaced with one new coordinated system. HAR systems for the ICC and 1-95 ETL projects are budgeted andplanned for construction and in the future may provide toll information for the 1-95 ETL and ICC.Engineering has identified a solution consisting of a synchronized HAR (new technology) at the Bay Bridge tohelp multiple sites that overlap in coverage, synchronize with GPS and digital systems. This will require theupgrade of existing sites and a third site. MdTA will maintain and operate all three sites. The CHART upgradehas also been completed. These HAR systems are included in contract MA-937-000-006 which will be presentto Members today for approval.Members Woodford, Rieg andAffleck-Bauer thanked the stafffor this updated information and will reviewthe contract later in the agenda.

    4. Fog Detection &Warning System for theNice Bridge Sam TriandosSam started her presentation by announcing that she was sitting in for Dennis Simpson who was unable to attenthe meeting. Dennis had made previous presentations to the Capital Committee regarding his testimony at aPublic Hearing and the ongoing discussions with Mirant regarding the system. Today's presentation will be toseek approval from the Capital Committee regarding a letter from the Executive Secretary to Mirant Mid-Atlantic, LLC regarding discussion on a formal agreement (MOU) to proceed with design, installation andmaintenance of a fog monitoring/warning system for the Governor Harry Nice Bridge. The cost of the design,installation and maintenance of the system would be the responsibility of Mirant Mid-Atlantic, LLC. Theexpectation is that the MdTA would design and install the facility with reimbursement for all expenses fromMirant Mid-Atlantic LLC. The approximate cost of the warning system is $200,000 and the design will take 1months. Advertisement can be next summer 2008 and Construction will last approximately 6 months after NTThe project is expected to be completed during fiscal year 2010.Member Woodford asked the members if they had any questions and then asked the Members to support amotion. Member Rieg recommends a motion to support the letter to Mirant regarding discussion on aformaagreement to includefunding responsibility for design, installation and maintenance of this fog detectionsystemfor the Nice Bridge. Member Affleck-Bauer seconds the motion.Chairman Woodford says all members in agreement say Aye. All members reply Aye.

    5. Contract No. KH-271-000-002R-Improvements to 1-95/MD 24 Interchange - John F. KennedyMemorial Highway Keith Duerling

    The 1-95/MD24 Improvement Project extends along 1-95 from 600 feet north of the MD 24 bridge over 1-95 to700 feet south of the 1-95 bridge over Winters Run stream and along MD 24 from Edgewood Road to 3,200 feenorth of the MD 924/Tollgate Road intersection. In coordination with the State Highway Administration (SHAthe Maryland Transportation Authority (MdT A) has identified a two-phase program for re-developing thisinterchange. Phase I includes reconstructing portions of the existing 1-95/MD 24 interchange and construction

    a bridge and exit and entrance ramps that will upgrade the existing MD 24 and MD 924/Tollgate Roadintersection to a grade-separated interchange. Phase II will be incorporated into 1-95 Section 200.We re-advertised and the lower bidder was Daisy Contractors who was unable to meet MBE requirements. Ware going to the 2nd bidder - but we are not asking for approval today as we need to wait and discuss this actionwith Daisy and send them a formal letter.Mr. Duerling presented this contract. Member Woodford asked do you want action to reject this bid - or waiMembers agreed to wait to hear further discussion from Ron Freeland, Executive Secretary regardingdiscussions with Daisy.6. Contract No. MA-549-000-002 -MdTA Electronic Toll System Replacement &Operation Keith Duerling

    The Maryland Transportation Authority is currently constructing two new toll facilities - The IntercountyConnector and I-95ETL. These roads are intended to operate as congestion-priced Open Road Tolling (ORT)facilities; i.e. toll level will vary between peak and off-peak hours and no cash payment will be offered. Vehiclewill travel at normal highway speeds and tolling will be fully automated and all-electronic. The ETC NextGeneration Contract included those facilities in the Scope of Work for the contract; however the finalrequirements could not be fully specified in the initial documents. The complete work to deliver, operate, andmaintain the tolling systems for these facilities is being handled through an Extra Work Authorization (EWA).Geoff Kolberg said that initially this contract was brought to the full authority for discussion and broughtback to the Capital Committee for review and approval. Upon review of contractor price sheets and staffcomparison data, the amount of the extra work authorization was deemed to be acceptable. Authoritymembers at their June 28, 2007 meeting delegated authority to the Capital Committee to approve the extrawork authorization upon the Committee's determination of the reasonableness of the amount.Mr. Duerling presented this contract which was recommendedfor approval by the Capital Committee.Upon a motion by Member Ajjleck-Bauer and seconded by Member Rieg, members agreed to award EWno. 3 to Contract no: MA-549-000-002 in the amount of$46,21 0,613.89for open road tolling.

    7. Contract No.FT-2067-000-006 -Fort McHenry Tunnel - Electric Vault Renovation Keith Duerling 5 minElectric vaults distribute electrical power to roadway lighting and signal controls.Most ofthe existing electric vaults are currently functioning, but due to their age, availability of spare parts, anto maintain high availability, their replacement is in order. The new vaults will be relocated above ground and

    proposed cabinets will be stainless steel. The new vaults will reduce long-term maintenance cost and increasereliability.Mr. Duerling presented this contract which was recommendedfor approval by the Capital Committee. In asmuch as the Contractor's MBE program as submitted had been determined to be acceptable and a satisfactorexplanation had been providedfor the difference between the contractor's bid and the engineer's estimate,upon a motion by Mr. Woodford and seconded by Mrs. Ajjleck-Bauer, members unanimously approvedContract no: FT-2067-000-006 in the amount of $593,000.00. A summary of the details of this contract areattached hereto and incorporated herein.

    8. Contract No: HT-2080-000-006-Baltimore Harbor Tunnel - Electric Vault Renovation Keith Duerling

Thisproj ect involves the paving of the maintenance yard adjacent to the southbound roadway near the MarylandHouse Rest Area. Work on this contract includes, but is not limited to: Construction ofa lean-to-storage facilitConcrete bins for waste disposal materials, Concrete bins for storage of materials, Install bollardsChain Link Fence, New swing gates, Full depth pavement construction, Stormwater management facilityMr. Duerling presented this contract which was recommendedfor approval by the Capital Committee. In asmuch as the Contractor's MBE program as submitted had been determined to be acceptable and a satisfactorexplanation had been providedfor the difference between the contractor's bid and the engineer's estimate,upon a motion by Mrs. Rieg and seconded by Mrs. A.fJleck-Bauer, members unanimously approved Contracno: KH-868-000-006R in the amount of 462,914.80.     JFK &WPL - Installation of Highway Advisory RadioTransmitters and Signs Keith Duerling

    This work shall consist of furnishing and installing synchronized A.M. Highway Advisory Radio CHAR) stationMultiple HAR's at the Bay Bridge and Kennedy Highway will be synchronized through GPS to broadcast thesame audio with overlapping coverage. Each station shall have a digital recorder, a NOAA weather bandreceiver, a station real-time monitor, an antenna, and all necessary cables, wiring harness and telephone lineinterface.Mr. Duerling presented this contract which was recommendedfor approval by the Capital Committee. Uponmotion by Mrs. A.fJleck-Bauer and seconded by Mrs. Rieg, members unanimously approved Contract no: MA937-000-006 in the amount of $660,532.75. A summary of the details of this contract are attached hereto anincorporated herein.11. Contract No: KB-889-000-002-EWA-

    FSK - Cleaning, painting and miscellaneousStructural repairs Keith DuerlingThe Aulson Company was awarded Contract No KB 889-000-002 for cleaning and painting the Francis ScottKey Bridge, for a bid price of $18.8 M. Notice to proceed was 6/14/04 with contract duration of 730 days. Theproject completion date was June 15,2006. During performance of the contract the platform system used toaccess the bridge repeatedly experienced failures despite continuous inspections by the Authority's consultant.

    Deficiencies that were discovered were corrected by the contractor. In November of 2005, MdTA requested thecontractor to remove the access platforms in preparation for winter, and return in the Spring 2006 to complete tremaining work. A time extension was granted to December 16 2006, to compensate for the winter shutdownand inclement weather.

    Mr. Duerling presented this contract which was discussed by the Capital Committee. Upon motion by Mrs.Rieg and seconded by Mrs. Ajjleck-Bauer, members unanimously approve EWA Contract no: KB 889-000-0in the amount of $950,000 with an amendment in the settlement agreement that includes language from legto support conditions of the settlement. A summary of the details of this contract are attached hereto andincorporated herein.

    NEW ITEMSSam Triandos introduced a Ms. Megan Blum, who will work in the Division of Planning, Environmental SectioMs. Blum will be helping Glen Smith on his various projects. Sam commented that the Planning Division isnow fully staffed.UPDATE ITEMS1. Nice Bridge Improvements Study

    (Comments from Spring Workshops) Glen Smith 10 minThe purpose of this briefing is to inform the Capital Committee of the outcome of the Nice Bridge AlternatesPublic Workshops which were held on May 31 st in Maryland and June 7th in Virginia, and to identify the nextsteps for the project. The workshops provided an opportunity for the Study Team to provide information on thproject purpose and need, the preliminary alternates, and the assessment of the surrounding environment. Boththese workshops were well attended by the public.Members unanimously agreedpresentation was good.
