    Geoff Kolberg, Chief Engineer, informed Members that Contract No: AE 660-000-002/6would not be presented at this meeting because there is additional information that needsto be compiled first and reviewed by Legal.Contract No: KH 2208-000-002Tack Weld &Misc. Structural RepairsMillard E. Tydings Memorial BridgeEWA No.1Increase Executive Secretary's Delegated Authority

    Geoff Kolberg, Chief Engineer, presented this Extra Work Authorization (EWA) toIncrease the Executive Secretary's Delegated Authority. The work and cost for repairswere initiated after the bridge was re-inspected under the new Authority BridgeInspection policies. Legal has been advised and noted that this contract will need to betaken to the Board of Public Works (BPW) within 30 days. Christina Thompson, BudgetDirector, approved the availability of funds.ACTION: Based on discussion of Extra Work Authorization No.1 for ContractKH 2208-000-002, a motion was made by Member Halsey and seconded by MemberCalhoun to approve that the Executive Secretary's Delegated Authority beIncreased. The motion was carried unanimously.

    Contract No: KH 2155-000-002Northbound 1-95Perryville Weigh StationMillard E. Tydings Memorial BridgePermission to Award

    Geoff Kolberg, Chief Engineer, presented this contract and requested permissionto award it to Midasco, LLC. Christina Thompson, Budget Director, approved theavailability offunds.ACTION: Based on discussion ofthe contract, a motion was made by MemberHalsey and seconded by Member Calhoun to award the contract to Midasco, LLC.The motion was carried unanimously.

    Contract No: MA 549-000-006MdTA Electronic Toll SystemReplacement and Operations - Traffic Gates &Lane Operation AdjustmentsFort McHenry TunnelIncrease Executive Secretary's Delegated AuthorityExtra Work Authorization #'s 7, 8

    Geoff Kolberg, Chief Engineer, presented these Extra Work Authorizations(EWA's) requests to Increase the Executive Secretary's Delegated Authority. Geoffexplained the increases were due to implementing a new LED light system on the trafficgates and to support toll lane operation adjustments during ongoing toll plazareconstruction. Christina Thompson, Budget Director, approved the availability offunds.ACTION: Based on the discussion of Contract MA 549-000-006, a motion wasmade by Member Calhoun and seconded by Member Halsey to recommend to thefull Authority that the Executive Secretary's Delegated Authority be Increased. Themotion was carried unanimously.

    Revised Draft CTP Cash FlowSam Triandos, Acting Chief Planning Officer, provided a brief verbal discussion

    of this topic. She indicated to the Members that this item would again be presented to theAuthority at their next scheduled meeting on July 23, 2008.ACTION: None

    ETL Project Changes

    Geoff Kolberg, Chief Engineer, provided a presentation to the Members regardingETL scheduling updates to coordinate with the current Draft CTP Program. The ETLschedule was changed due to funding constraints.ACTION: Chairman Woodford suggested revisiting this after it is presented anddiscussed at the next Authority Meeting on July 23, 2008.

    Long Range Capital Needs (LRCNS) PresentationOverview of JFK and Hatem Facilities

    George Fish, Northern Region Administrator, provided this presentation. Therewas a discussion of the many projects that the JFK and Hatem facilities need, such as the

    Chesapeake House and the Maryland House. Itwas also mentioned that the facility isproactive regarding the lighting issues and the goal is to have 90% lights working.MdTA is currently working with the Department of General Services (DGS) onimprovements to energy efficiency and the lights will fall under this contract. Georgealso brought to the Members attention that the current Maintenance Wash System is notworking properly and needs repair.ACTION: NoneFOLLOW UP: Chairman Woodford would like to know the costs of using aCommercial Contractor for the Wash System.Long Range Capital Needs (LRCNS) PresentationJFK and Hatem Inspection Report

    Geoff Kolberg, Chief Engineer, presented an update to the Members regardingcurrent inspection processes on the JFK and Hatem. Geoff indicated the EngineeringTeam under Dan Williams is diligently working to identify significant repairs as well aspreservation needs.ACTION: Member Calhoun noted that it would be beneficial for Public Relationsofthe Authority for the public to know what we are doing with regard to inspectiondiligence. In this regard, they may better understand whywe need their supportespeciallywhen making repairs to bridges.Long Range Capital Needs (LRCNS) PresentationJFK and Hatem Facilities

    Richard Jaramillo, Assistant Capital Program Manager, provided this presentationto the Members regarding the Long Range Needs for the JFK and Hatem Facilities.ACTION: NoneTravel Plaza Gap Contracts

    Dan McMullen, Deputy Executive Secretary, provided this presentation to theMembers regarding discussion of a possible new procurement for operating the twoservice centers at the plazas. He requested the Members' consideration for an extensionofa 6 month contract between MdTA and HM Host, who is the current operator of thetwo centers. An update will be provided at the next Authority meeting.ACTION: Based on discussion of the new procurement on the Travel Plaza GapContracts, a motion was made by Member Whitson and seconded by MemberCalhoun to approve the actions presented. All of the Members unanimouslyrecommend moving forward with the extension contract and asked that an updatebe presented at the next scheduled Authority meeting.

    Contract No: KH 1502-000-006MD24/I-95/MD 924 InterchangeClosed Session - Confidential Matter

    Sandi Clifford, Deputy Attorney General and Cannina Perez-Fowler, MDOTProcurement Officer, provided a presentation on this contract to the Members. Since thecontract is still pending a waiver request from MDOT and MBE approval, a closedsession was held with the Members to discuss.ACTION: Based on discussion of the contract, Members unanimouslyrecommended this Contract be brought to the full Authority at the next scheduledmeeting.Contract No: NB 879-000-002Nice Bridge Toll Plaza Roadway Improvements

    Geoff Kolberg, Chief Engineer, provided the presentation to the Members. TheAuthority previously rejected the first bidder, Corinthian, due to numerous errors in theirbid package. Corinthian protested and MdT A denied their protest as not responsive inaccordance with COMAR 21.06.02.03B(2). Facchina, the second bidder was determinedto be acceptable and MdTA legal concurred. Geoff informed the Members that thiscontract would be brought back before the Capital Committee for approval.ACTION: NoneOpen Road Toiling Presentation

    Bob Jordan, Manager of ITS, provided the presentation to the Members to briefthem on open road tolling of the Inter-County Connector and 1-95 Express Toll Lanes.Open Road Tolling (ORT) is a means of collecting revenue through an electronic devicesuch as an EZ Pass transponder or overhead cameras. ORTis a system that has no cash,ticket or other manual toll collection method available.ACTION: NoneContract No: KH 271-000-002RMD24/I-95-MD 924 Interchange

    Geoff Kolberg, Chief Engineer, provided an update to the Members about theContract. This contract had all bids rejected due to MBE issues. Daisy Contractors whowas the low bidder took the matter to Harford County Circuit Court. The Court's ruled inDaisy's favor and found that we were negligent in not awarding the Contract to them.MdTA staff has met with Daisy and are in the process of completing negotiations toaward the contract to Daisy.ACTION: None
