Tactical Flag Command Center (TFCC)Warfare Doctrine*

• The Battle Watch Captain (BWC) and the TFCC provide the Composite Warfare Commander (CWC) with realtime Command and Control (C2)– Accomplished thru networks, tactical pictures and

situational awareness within each warfare area

• Teambuilding Approach is Central to Success– Use of syndicates is important in establishing relationships

across the Carrier Strike Group (CSG) or Battle Force• Adopt a “Band of Brothers” mentality

– Syndicates include: Warfare Commanders (WC), Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5I), Link, Command Tactical Picture, etc.

TFCC Doctine (Cont.)• Balance of Information Flow– TFCC Keeps WCs informed of the Commander’s intent and

any supporting info to help execute the mission– WCs and other team members keep TFCC informed– One of BWC’s most important responsibilities is to monitor

good two-way communication flow between WCs and TFCC– Common situational awareness is vital in TFCC and CWs

• Mission-Type Orders are Key– The BWC and WC’s should avoid issuing tactical commands– Allows on scene CDR discretion on how to accomplish the

mission

Tactical Command and Control*• Tactical C2 systems integrate available real-time

sensor data and critical data bases into useful tactical pictures.

Global C2 System-Maritime (GCCS-M)

• Enhances the operational commander's warfighting capability and aids in the decision-making process by:– Receiving, retrieving, and displaying information (including

intelligence data) relative to the current tactical situation, and the readiness of neutral, friendly, and hostile forces

– Supporting near-real-time responses using multi-level secure external communication (NIPRNET, SIPRNET, JWICS), local area networks (LANs) and direct interfaces with other C5I systems
