During the past five years, the Center for Global Development has become the mostimportant voice aiming to inform and influence the way in which the rich countriesbehave toward the world's poorest citizens. The Center does this through rigorousresearch and informed advocacy, remembering always that our clients are the world'smost disadvantaged people, who rarely have a chance to affect the actions of the richcountries that often directly affect them.
The Center came into being as a result of thoughtful advice from a core group ofWashington insiders. They told me that the U.S. government and the other G-8 powershad few trusted sources of information and analysis about development policy choicesthat have direct and significant consequences for the poorest countries. The Center wasestablished to fill that gap; I think most observers would agree that it has done soremarkably well.
The scope and depth of the Center's work in its first five years is breathtaking. Recentactivities reflect the powerful impact of that research. Areas addressed include aid effec-tiveness, debt and development financing, global health, trade and migration, education(particularly of girls) and the effectiveness of the multilateral institutions, such as theWorld Bank, the IMF and the Global Fund to Fight AIDS, TB and Malaria.
Two recent events highlight the impact of this work: the billions of dollars in debt reliefnegotiated by Nigeria with its creditors based on analysis and proposals developed by CGD;and the direct technical assistance provided by the staff of CGD to Liberia at the request ofits new president, Ellen Johnson Sirleaf, Africa's first elected female head of state.
The Center's annual Commitment to Development Index, which ranks 21 rich countriesaccording to the development friendliness of their policies and practices in six areas such asaid, trade and security, has given much-needed structure to the global debate about whichrich countries do the most-and least-to support poor people's efforts to improve their lives.
The extraordinary breadth and quality of the work of the Center has been achievedbecause of the superior talent recruited by CGD's president, Nancy Birdsall, and by theleadership that she has provided. If, in the future, CGD is deemed to have had some realinfluence on improving the quality of life of the world's poorest people, it will be becauseof the skill, insight, effectiveness and dedication of that team.

At the Center for Global Development we believe that changes in the policies and practices ofthe United States, other rich countries, international corporations and institutions matter forpeople in developing and emerging market countries, and that our research and policy advo-cacy can make a real difference in their lives. I am delighted at how effective we have been inour first five years, and proud that we have established a solid reputation for independent, evi-dence-based analysis and ideas. Looking ahead, I am confident that we will continue toexpand and deepen our work. Certainly development advocates face immense challenges inmaking our global system more friendly to the world's poor majority.
The ingredients of our success are straightforward: an engaged and supportive Board, world-class scholars dedicated to real-word change, and the finest professionals in communicationsand management. This happy combination has been possible because of the generous start-upgift of our Board Chairman, Ed Scott, and the financial support of individuals and of people inthe foundation, corporate and official worlds. Ed's deep impatience with the needless toll ofpoverty and disease and his conviction that Americans and others in the rich world are funda-mentally generous and well-meaning has kept us on course.
I hope our friends and supporters will enjoy this overview of our accomplishments. I hope alsothat our potential to do more is evident. We are ambitious. Our goals include: major reforms ofthe flawed aid "industry"; new, bigger and predictable financing of key global public goods,especially to combat malaria and other tropical diseases; an international initiative, led bydeveloping countries, to promote credible impact evaluation—including of microfinance andAIDS prevention and treatment programs; migration policies of OECD countries that will maxi-mize the "brain gain" for sending countries; getting the immense costs that climate change willimpose on the world's poorest peoples on the global agenda; and rethinking the challenge ofout-of-school girls, most of whom we now know are members of socially excluded groups intheir own countries.
I am immensely grateful to our friends and supporters who understand the logic of policyleverage—that even small adjustments in policies and habits and rules of the rich world canimprove the lives for millions of the world's poor and disadvantaged. To change one child'slife for the better—by donating money for a school meal or an immunization—is to be gener-ous and fortunate. To have an opportunity to work for a better aid or trade bill, or a more effec-tive IMF, or a program that attracts private investment in clean water or new seeds—and tothus transform the lives of millions of children and of their children and grandchildren—is tobe truly privileged.
I encourage you to take a few minutes to read this short report on our first five years. I hopethat you will be inspired join with us in a common effort to transform more lives and make abetter world for us all.

Opening Markets: Trade & MigrationWhat can the rich world do to help poorpeople in developing countries share inthe benefits of global markets? Theanswer may be simple: let them work.Identifying and encouraging rich-worldpolicies and practices that remove barrierspoor people face when trying to work toimprove their lives is the starting point forCGD's work on trade and migration, two ofthe seven components in CGD’s signatureCommitment to Development Index, whichannually ranks 21 wealthy countries.
The CDI's trade component shows thatsome countries that consider themselvesmodel global citizens, Japan andNorway, for example, have some of thehighest barriers to products produced indeveloping countries. In Trade Policyand Global Poverty (2004), senior fellowWilliam Cline estimates that global freetrade could lift some 400 million peopleout of poverty. The widely cited figurehas helped to ensure that the potentialeffects of better trade policy in reducingglobal poverty cannot be overlooked.
In Delivering on Doha: Farm Trade and thePoor (2006), senior fellow Kimberly Elliottprovides a detailed analysis of trade-dis-torting agricultural policies in rich coun-tries; how and why agricultural reform is
essential to a successful Doha Round; andwhy the poorest countries also will needeffective aid and complementary policiesto overcome internal bottlenecks, such asinadequate roads, ports and customsauthorities, which limit their ability torespond to market opportunities.
Barriers to developing-country exportscontribute to immigration pressures. Ifpoor people cannot find decent jobs intheir own countries, they will go wherethe jobs are. While most of the rich-world migration debate focuses on theimpact of migrants on receiving coun-tries, CGD's work focuses on the effectsof labor mobility on the people whomove, and the countries they leave. Thisemerging area of work looks beyond theimpact of remittances, which haveattracted considerable attention, to shedlight on the many other effects of migra-tion that remain poorly understood.
Give Us Your Best and Brightest: TheGlobal Hunt for Talent and Its Impact onthe Developing World (2005), by non-resi-dent fellow Devesh Kapur and JohnMcHale, provides an in-depth look at thedevelopment impact of skilled migrationand offers practical suggestions for moredevelopment-friendly policies. Let Their
People Come: Breaking the Gridlock onGlobal Labor Mobility (2006), by non-resi-dent fellow Lant Pritchett, argues thattemporary labor permits allowing a mere3 percent increase in the rich-world laborforce would offer the developing worldannual benefits worth $305 billion, morethan aid, Doha Round trade liberalizationand the annual savings from debt reliefcombined. His practical proposal for aworkable system of permits includes twoinnovative components: labor-sendingcountries take responsibility for ensuringthat temporary workers actually returnhome, while host countries take respon-
sibility for certifying labor shortages inspecific industries.
Research fellow Michael Clemens hasbegun new research on the effects ofemigration on developing-countryprospects. His current focus is an assess-ment of the impact of the exodus of sub-Saharan nurses and doctors—the so-called “brain drain”—on health in theregion. An emerging conclusion: lack ofproperly paid jobs in the region, ratherthan job offers from overseas, is the coreof the problem.

How to improve the effectiveness of devel-opment assistance has been at the core ofCGD's work; the Center quickly made itsmark as an intellectual leader in a fieldcharacterized by polarized positions.
Aid is the first of the seven componentsin CGD's Commitment to DevelopmentIndex (CDI). Designed by research fellowand index architect David Roodman, theaid component penalizes “tying” (requir-ing that aid be spent on the donor's con-sultants or products), low selectivity (aid-ing countries that are middle-income orcorrupt) and the proliferation of smalldonor projects that burden recipients. Byintroducing a quantifiable measure of aidquality, the CDI has transformed cross-donor comparisons that had focused onthe volume of dollars transferred.
Measurement aside, debate rages aboutwhether aid works: is it money wasted,or should aid be doubled? CGD hasshed light on these questions with arange of research, from econometricanalyses to case studies. In 2003, WilliamEasterly, then a CGD resident senior fel-low, along with Ross Levine andRoodman, published research challeng-ing a World Bank finding that aid works
in well-governed countries. A year later,CGD fellows Steven Radelet and MichaelClemens showed that some types of aid,such as infrastructure investment, doindeed stimulate short-term growth. In2004, CGD published Millions Saved:Proven Successes in Global Health, casestudies of more than a dozen large-scaleprograms that demonstrate how, in par-ticular circumstances, outside help canbring about impressive improvements inhealth. Separately, Clemens and CGDcolleague Todd Moss demonstrated thatprogress toward the MillenniumDevelopment Goals is likely to be slowin many countries regardless of howmuch aid they receive. These works arecontributing to the understanding of whyand how to reform aid policies andapproaches, and to the potential and lim-itations of aid in different settings.
As donors have sought to do business innew ways, CGD has provided insightsfrom a careful look at the evidence. Inthe United States, for example, theMillennium Challenge Account (MCA)was established in 2002 to provide largeamounts of flexible assistance to coun-tries that do well in three areas: rulingjustly, investing in people and fostering
economic freedom. CGD has made sig-nificant contributions to the design ofthis new U.S. program: in 2003, theCenter published Radelet's ChallengingForeign Aid, which set forth many of theguiding premises of the new aid pro-gram. Later, CGD launched the MCAMonitor to provide rigorous, agile cover-age and analysis of the MCA. Led byRadelet and senior policy analyst SheilaHerrling, the MCA Monitor tracks devel-opments through analytical notes, MCAMonitor Reports from the Field thatassess country experiences firsthand,and a policy blog.
CGD is also helping to shape the debateabout how to ensure that the billions ofdollars in aid being spent to combatHIV/AIDS in developing countries will beused effectively. Under the direction ofsenior program associate NandiniOomman, CGD's HIV/AIDS Monitor isexamining the three largest programs:The Global Fund to Fight AIDS,Tuberculosis and Malaria; the U.S.
President's Emergency Plan for AIDSRelief (PEPFAR); and the World BankAfrica Multi-Country AIDS Program(MAP). By tracking how the programs'combined $5 billion a year in aid is allo-cated and disbursed, and by studying theprograms' design, delivery and manage-ment, HIV/AIDS Monitor offers insightsinto what combination of approachesworks best in particular contexts.

Capital flows are one of the most power-ful mechanisms linking high- and low-income countries. Better debt policies byrich countries have been at the core ofCGD's mission since its inception, whilethe rapid expansion of private financingto emerging and frontier markets is anincreasing focus of CGD's agenda.
CGD's first book, Delivering on DebtRelief: From IMF Gold to a New AidArchitecture by president Nancy Birdsalland John Williamson, a senior fellow atthe Institute for International Economics,helped to frame discussions on thefuture of the Heavily Indebted PoorCountries Initiative and how it isfinanced. The Center's work played acatalytic role in the historic debt reliefdeal between Nigeria and the Paris Club
of creditors in October 2005, resulting inAfrica's biggest-ever debt reduction.
According to a recent book by senior fel-low William Cline, how wealthy countrieshandle their own debt also matters tothe prospects for developing countries.In The United States as a Debtor Nation(2005), Cline argues that the U.S. escalat-ing current account deficit and borrow-ing from abroad require a domestic fis-cal adjustment that, if delayed, wouldlikely cause a recession and high interestrates, with dire consequences for devel-oping countries.
The expansion of private capital flows topoor countries and efforts to promote amore vibrant private sector are other areasof CGD analysis. Central to these trends
has been the common, if controversial,policy of privatizing state-owned assets. Intheir introductory essay to Reality Check:The Distributional Impact of Privatizationin Developing Countries (2005), NancyBirdsall and former senior fellow JohnNellis look at the effects of these policiesand conclude that the poor have benefitedmore than is generally realized.
CGD has also tackled the determinantsand impact of private investment in thepoorest countries. Does Foreign DirectInvestment Promote Development?(2005), edited by non-resident fellowTheodore Moran, along with Edward M.Graham and Magnus Blomström, bringstogether cutting-edge research on thequestion. Working papers by visiting fel-low Vijaya Ramachadran employ newdata to analyze the investment climatesin African countries and the barriers tocompanies' expansion. Work in this areaby senior fellows Todd Moss and LilianaRojas-Suarez examines policies of richcountries that affect such issues as capi-
tal flows to emerging markets, theeffects of innovative finance and donorefforts to promote entrepreneurship inthe poorest countries.
CGD analysis was instrumental in achiev-ing debt relief for Nigeria, Africa's mostpopulous country and home to 100 mil-lion people who live on less than a dollara day. In a working paper, DoubleStandards, Debt Treatment, and WorldBank Country Classification: The Case of Nigeria (2004), Todd Moss, Scott Standley and Nancy Birdsall made acompelling case that Nigeria should beeligible for soft loans—a debt relief pre-
requisite. Nigeria's subsequent change instatus in June 2005 enabled debt reliefnegotiations to begin. An April 2005 CGDNote by Moss, Resolving Nigeria's DebtThrough a Discounted Buyback, influ-enced the structure of the eventual out-come: Nigeria used oil revenue to paypart of its debt, while creditors wrote offthe rest. In October 2005, thanks in part toCGD's contributions, Nigeria and the ParisClub reached agreement for debt reliefworth $18 billion and an overall debtstock reduction of $30 billion.

Led by senior fellow and director of pro-grams Ruth Levine, GHPRN bringstogether leading thinkers to address criti-cal policy and finance challenges in glob-al health. The network's working groupsinclude experts in economics, politicaland social science and other disciplineswho jointly create recommendations thatgo beyond the conventional wisdom.Previous products of the network includeMillions Saved: Proven Successes inGlobal Health (which is required readingin more than a dozen universities andwill be re-released in 2007 as an under-graduate- and graduate-level reader),proposals for an independent impactevaluation entity, and an Advance MarketCommitment mechanism.
The network has launched several newinitiatives to tackle major problems ininternational health:
• how to improve procurement of essen-tial medicines and other global health products;
• how to use performance-based incen-tives to improve essential health servic-es for poor people;
• how to enhance the timeliness, compre-hensiveness and access to informationon public and private health spendingin developing countries; and
• the interaction between IMF macro-eco-nomic programs and health expenditures.
Better Policy,Better Health
Donors invest billions of dollars each yearto help poor countries combat sicknessessuch as AIDS and malaria and to improveglobal health. How donors can improvethe effectiveness of these efforts and ulti-mately save more lives is the centralquestion that CGD's Global Health PolicyResearch Network (GHPRN) investigates.
One of the biggest challenges is ensuringthat potentially life-saving technologiesare created and made available to peoplein the developing world who suffer mostfrom illness—from malaria, AIDS, diar-rheal disease, respiratory infection andother killers. Currently, the pharmaceuti-cal industry has little or no incentive todevelop vaccines against such diseases—or even to make vaccines recently devel-oped for the U.S. and other rich-worldmarkets available to poor countries—because they cannot make a businesscase that justifies the large up-frontinvestment in research and development(R&D) and manufacturing facilities. No market, no product.
To address this dilemma, a group con-vened by the GHPRN and co-chaired byRuth Levine, Michael Kremer and AliceAlbright brought together experts in publichealth, economics, development policy andlaw to design an “Advance Market
Commitment.” Under the proposal, spon-sors would offer a commercial incentive forfirms to undertake R&D by promising tounderwrite developing countries' purchaseof the resulting vaccines. The workinggroup calculated the size of commitmentneeded to spur R&D for a malaria vaccine(about $3 billion), and provided draft legallanguage that sponsors could use to credi-bly commit in advance to pay for vaccineswhen and if they are proven effective.
Drawing on the findings of the group'sreport, Making Markets for Vaccines:Ideas to Action (2005), finance ministersfrom several of the world's wealthiestnations decided to pilot an AdvanceMarket Commitment mechanism. G-8leaders endorsed the plan at their 2006summit, and the U.S. Senate is consider-ing legislation incorporating the idea.

The September 11, 2001, terrorist attackson the United States focused fresh atten-tion on the complex relationship betweeninstability in weak and failing states andthe safety and security of citizens in richcountries. Aware of the need for a bal-anced, informed look at the key policyissues, the Center convened a bipartisancommission to outline a comprehensiveU.S. strategy to address the threat thatweak and failed states may pose to U.S.and global security. Co-chaired by StuartEizenstat, a veteran of the Carter andClinton administrations, and John EdwardPorter, a former 11-term Republican con-gressman, the commission's 30 membersincluded former U.S. government officialsand members of Congress, scholars andrepresentatives of civil society organiza-tions and the private sector. The commis-sion's report, On the Brink: Weak Statesand U.S. National Security (2004), empha-sized that development is itself a securityimperative and that the U.S. governmentis poorly organized to address it.
The report helped to shape some reformsadopted by the Bush administration, includ-ing creation of a State Department office tohelp coordinate U.S. responses to failed andwar-torn countries. One important recom-
mendation that has yet to be acted upon—and that the Center continues to activelypromote—is for the creation of a Cabinet-level department that would be responsiblefor addressing development issues, includ-ing the specific challenges of bolsteringinstitutional reform, alleviating poverty andpreventing conflict in the world's most trou-bled developing countries.
Short of the Goal: U.S. Policy and PoorlyPerforming States (2006), edited by NancyBirdsall, Milan Vaishnav and Robert L.Ayres, sets a practical agenda forincreased American effectiveness in deal-ing with failed states to promote econom-ic development and international security.The volume provides in-depth countrycase studies and proposes concrete rec-ommendations to reform U.S. foreign anddevelopment policy to mitigate conflict,advance growth and bolster good gover-nance in poorly performing countries.
The Center's new initiative on engagingfragile states, led by CGD vice presidentDennis de Tray and research fellowStewart Patrick, is building on the com-mission's work in five thematic areas: cor-ruption, natural resource wealth manage-ment, the relationship between fragile
states and transnational threats such asterrorism, effective aid in fragile states,and a comparative evaluation of donorefforts to improve policy coherence andoperations in fragile states.
CGD analysis of U.S. and other rich coun-tries' policies toward fragile states is com-plemented by on-the-ground experiencein Liberia, a new democracy in the earlystages of recovery after 25 years of mis-rule and civil war. The landmark electionin 2005 of Ellen Johnson Sirleaf, Africa'sfirst female head of state, to the presiden-cy of Liberia has brought hope andrenewal to the ravaged country. At therequest of the Liberian government, sen-ior fellow Steven Radelet and others fromCGD are offering advice and analysis insupport of Liberia's reconstruction anddevelopment at this defining moment inits history, with a particular focus onLiberia's interaction with donors.

Rapid growth in China and India is reduc-ing the number of the world's poor. Butthe world's poorest countries, in sub-Saharan Africa and elsewhere, are grow-ing slowly, and the gap between the rich-est and poorest countries is widening.Inequality within many countries is alsoincreasing. In a series of papers and inher 2005 WIDER (World Institute forDevelopment Economics Research) lec-ture, The World is not Flat: Inequality andInjustice in our Global Economy, CGDpresident Nancy Birdsall has argued thatthe inherent asymmetries of a globaleconomy pose new problems thatrequire new thinking. Among today'sglobal problems are the internationalcosts of state failure, the risks of climatechange, cross-border corruption and sexand drug trafficking, the missing GreenRevolution in Africa, and the slow pace ofinternational action to reduce worldpoverty. Each of these problems pointsto the potential benefits of more effectiveand more legitimate global institutions.
The United Nations and the internationalfinancial institutions—the IMF, WorldBank and other multilateral developmentbanks—are the major sources of finan-cial and technical support for poor coun-tries and exercise important influence
over development. But their policies arelargely determined by the major share-holders—the rich countries that providemost of the capital—rather than by thedeveloping countries that are the multi-lateral financial institutions' customers.The Center's research and analysis offerspractical suggestions for making theglobal institutional framework moreeffective and more responsive to devel-oping countries' needs.
A Better Globalization: Legitimacy,Governance, and Reform (2005), byKemal Dervis, a former minister of eco-nomic affairs in Turkey and CGD visitingfellow who has since become the chiefadministrator of the United NationsDevelopment Programme, is a reformistvision that argues for a renewed, morelegitimate, and more effective UnitedNations at the center of an improvedglobal governance framework.
In 2005, CGD released The Hardest Job inthe World: Five Crucial Tasks for the NewPresident of the World Bank , the first inwhat has become a series of workinggroup reports on reform priorities for themultilateral financial institutions. Thereport, which offers bold but practicalrecommendations for restoring the

Critics of the IMF argue that its macro-economic programs unduly constrainhealth and other social expenditures,even when external financing is poten-tially available. They argue that measuressuch as moratoriums on public hiringand ceilings on government wage bills

From the start, CGD aimed to be morethan a think tank. Recognizing that manyexcellent ideas languish while only a fewbecome reality, the Center has soughtinnovative ways to move ideas to action.The Center's efforts to improve policy andpractice include working directly with deci-sion makers and engaging the broaderdevelopment community, the private sec-tor and others who influence decisionmakers' views and actions.
For some policy problems, the path towarda solution can be found by bringing togeth-er diverse perspectives, engaging in collab-orative analysis and developing recom-mendations. Working groups that developsuch recommendations complement theCenter's in-depth individual scholarship,enriching the Center's work with the knowl-edge of technical experts, senior policymak-ers, implementation specialists, privatebusiness people and other backgrounds.
For example, the Commission on WeakStates and National Security forged con-sensus across party lines to produce prac-tical policy recommendations with strongpolitical backing. The Advance MarketCommitment working group benefitedfrom its members' expertise in law, eco-nomics, industry and public policy to
assess how a theoretical mechanism tocreate a market for a not-yet-developedvaccine could work in practice.
Beyond creating specific policy recommen-dations, CGD works to inform the engagedpublic about the importance of sounddevelopment-related policy. To do this, theCenter communicates with a variety ofaudiences through the CGD website, policyblogs, a widely read weekly e-mail newslet-ter, invitation-only and public events, andprint publications from books to shortbriefs and notes. CGD's Rich World, PoorWorld briefs, updated in 2006 with colorphotos and charts, are used by such groupsas InterAction, CARE, the Returned PeaceCorps Volunteer Association, and the ONECampaign in their public education work.
One of the Center's most important com-munication tools is the Commitment toDevelopment Index (CDI), which remindsthe world that reducing poverty is about farmore than giving money. Created jointlywith Foreign Policy magazine, the CDIannually ranks 21 countries across sevenpolicy areas (aid, trade, migration, invest-ment, peacekeeping, technology and envi-ronment) to show which countries' policesare most-and least-friendly to develop-ment. The CDI has generated debate and
discussion in government, academia andinternational organizations. Finland and theNetherlands have adopted it as a tool forevaluating their development policy coher-ence. The CDI is now supported by a con-sortium of rich-country governments thatincludes Australia, Canada, Denmark,Finland, France, the Netherlands, Norway,Sweden, Switzerland, the United Kingdomand the United States, as well as by a grantfrom the Rockefeller Foundation.
CGD and Foreign Policy launched in 2003an annual Commitment to DevelopmentAward. Judged by a distinguished interna-tional panel, the award honors an individ-ual or organization that has made a signifi-cant contribution to raising public aware-ness and changing the attitudes of the richworld toward poor countries. Winnersinclude Congressman Jim Kolbe (2006);Gordon Brown, U.K. Chancellor of theExchequer (2005); Oxfam's Make Trade FairCampaign (2004); and the European minis-ters of international development whofounded the Utstein Group (2003).
In 2005, CGD convened the Evaluation GapWorking Group to analyze why so little isknown about “what works” in developmentand to find ways to learn more about theimpact of social programs in developingcountries. Senior fellow and director of pro-grams Ruth Levine, William Savedoff, andCGD president Nancy Birdsall led the group.After a year of analysis, deliberation and con-sultation, CGD published When Will We EverLearn? Improving Lives Through ImpactEvaluation (2006). The report recommendsreinforcing existing evaluation efforts andcreating a new, independent entity to fundrigorous impact evaluations. Scores ofexperts signed a statement urging action onthe report's recommendations.
International leaders met at the RockefellerFoundation Conference Center in Bellagio,Italy, in June 2006 to discuss the report.Participants agreed that a new independententity—with members from developing coun-tries, bilateral and multilateral agencies, non-governmental organization (NGOs) and foun-dations—should be established to fund andcoordinate high-quality, independent impactevaluations. The Bill & Melinda GatesFoundation, the William and Flora HewlettFoundation, bilateral agencies from theUnited Kingdom, the Netherlands, Sweden,Canada, France, development banks, andgovernment officials in India, Indonesia,Mexico and other countries expressed inter-est in being involved in such an effort.

has made an indispensable contribution to research in internationaltrade policy, financial crises and poverty in his work at CGD (as ajoint fellow with IIE) and previously with the Institute of InternationalFinance, the Brookings Institution and the Treasury Department,among others. His book Trade Policy and Global Poverty (2004) iswidely cited for the finding that free trade could enable 500 millionpeople to escape poverty and inject $200 billion a year into theeconomies of developing countries. His most recent book is The United States as a Debtor Nation (2005).
WILLIAM CLINE, Senior Fellow
holds a joint appointment with CGD and IIE and studies a variety oftrade policy issues. Her most recent book, Delivering on Doha: FarmTrade and the Poor, was jointly published by both organizations inthe summer of 2006. She has also co-authored books on the causesand consequences of transnational corruption, international laborstandards and globalization, economic sanctions for foreign policygoals and the costs of trade barriers in the United States.
KIMBERLY ANN ELLIOTT, Senior Fellow
has worked as a health economist in Latin America, Eastern Africa,the Middle East and South Asia. He leads the Center’s work on Nigerian debt and iscurrently focusing on the political and economic crisis in Zimbabwe.Moss was previously an adviser to the chief economist in the AfricaRegion of the World Bank and a lecturer at the London School ofEconomics. Before launching the Center, sheserved for three years as Senior Associate and Director of theEconomic Reform Project at the Carnegie Endowment forInternational Peace. Her work at Carnegie focused on issues of glob-alization and inequality, as well as on the reform of internationalfinancial institutions. From 1993 to 1998, Birdsall was executive vicepresident of the Inter-American Development Bank (IDB), the largestof the regional development banks, where she oversaw a $30 billionpublic and private loan portfolio. Before joining the IDB, Birdsallspent 14 years in research, policy and management positions at theWorld Bank, most recently as Director of the Policy ResearchDepartment. Birdsall is the author, co-author, or editor of more thana dozen books and monographs.
NANCY BIRDSALL, President
is the Center’s first vice president, responsible for working with thepresident to shape CGD’s substantive and financial future, strength-ening ties between CGD and communities of interest and influencein the development arena and developing new lines of business.Dennis brings to CGD extensive management and research experi-ence coupled with a decade and a half on the front lines of develop-ment assistance delivery. Before joining the Center, he directed theWorld Bank’s office for the five central Asian republics fromKazakhstan. He was previously IMF senior representative for Vietnamand before that was World Bank country director in Indonesia.
DENNIS DE TRAY, Vice President
leads the Center’s work on migration and studies what the past experience of today’s rich countries can teach about the future oftoday’s poor countries. He has written on the determinants of capitalflows and the effects of tariff policy in the 19th century; the historicaldeterminants of school system expansion; the impact of foreign aid;and the impacts of skilled worker migration. Clemens has served as aconsultant for the World Bank, Bain & Co., the Environmental DefenseFund and the United Nations Development Programme, and currentlyteaches at the Georgetown University Public Policy Institute.

He co-authored a2004 American Economic Review paper that challenges influentialfindings of World Bank research that aid works in a good policy envi-ronment but not in poor policy environments. Roodman’s currentresearch interest includes the impact of microfinance. Before joiningCGD, he spent nine years as a senior researcher at the WorldwatchInstitute, where he wrote three monographs on environmental issuesand one on debt. He is the author of The Natural Wealth of Nations:Harnessing the Market for the Environment (1998).

is a leading authority on agriculture and rural development who haspublished scores of papers and served as a professor at Harvard,Cornell and Stanford Universities. His former positions include deanof the Graduate School of International Relations and Pacific Studiesat the University of California at San Diego, and vice president andchief economist at Development Alternatives, Inc. Indonesia hashonored him with an award for his contributions to food security.His work at CGD includes the nature of “pro-poor growth”; thesupermarket revolution in developing countries and its impact on thepoor; and new research on the full array of mechanisms by whichrich countries have an impact on poor countries.

His mostrecent book is The Economics of Effective AIDS Treatment:Evaluating Policy Options for Thailand (2006). Other interests includethe economics of malaria drugs, pandemic flu interventions andhealth service delivery at the periphery.
Mead Over, Senior Fellow
directs the Center’s Engaging Fragile States initiative and studies theintersection between security and development. He joined CGD fromthe Secretary of State’s Policy Planning Staff, where he helped formu-late U.S. policy on Afghanistan and global and transnational chal-lenges. He is co-author and co-editor of Multilateralism and U.S.Foreign Policy: Ambivalent Engagement (2002) and of Good Intentions:Pledges of Aid for Post-Conflict Recovery (2000). He was formerly aninternational affairs fellow of the Council on Foreign Relations.
Stewart Patrick, Research Fellow
is a former deputy assistant secretary of the U.S. Treasury for Africa,the Middle East and Asia and served in both Democratic andRepublican administrations. His research on foreign aid, debt, growthand trade draws upon his experience as a policymaker and as ascholar on issues related to both rich and developing countries.Radelet’s book, Challenging Foreign Aid: A Policymaker’s Guide to theMillennium Challenge Account (2003), offers rigorous analysis of thepromise and pitfalls of President Bush’s signature foreign aid pro-gram. He is a co-author of The Economics of Development (2006),one of the most widely used college textbooks on development.
Steven Radelet, Senior Fellow
combines experience on Wall Street (as chief economist for LatinAmerica at Deutsche Bank) and in the multilateral financial institu-tions (as principal advisor to the chief economist at the IDB and as asenior researcher at the IMF).
