As the State Chief Data Officer, Dianna is responsible for champion ing the deve lopment , adopt ion , and maintenance of the enterprise-wide information architecture (EIA) across the State and Local agencies. She is responsible for defining the EIA organization, governance, processes, and technology infrastructure, and for leading the integration of those capabilities within related state business and information management practices. Dianna leads and facilitates the creation of data governance principles and best practices, Master Data Management (MDM), Big Data Analytics, Data Quality, Data Integration, metadata management and Business Intelligence strategies and policies.

Joy has spent more than a decade working at the nexus of public policy, data, and technology. Working from the birth of the data democratization movement, Joy spent seven years designing data systems for public consumption at the Greater New Orleans Community Data. Prior to joining the City, Joy worked at Berkeley National Laboratory to develop technology, cyber and privacy policy with the National Lab CIO Council and the Department of Energy Information Management Advisory Group. Joy earned her Masters from UC Berkeley’s Goldman School of Public Policy, where she focused on IT policy.

He is responsible for the development of an enterprise information management program to improve the management and utilization of County’s information assets, more effective data sharing among County agencies, and the development of an enterprise framework for advanced data analytics to support better policy and business decision making. He is also an adjunct faculty at the University of Southern California.

Deriving Conclusions from Data
The Gold standard to prove casualty is the randomized control experiment, but this is not enough. It is also necessary to understand that to have a culture of experimentation, we first need to understand that when an idea fails, this is not an error and important lessons can be learned. This presentation will going to review not only the necessity of randomized control experiments or A/B Testing , but the design, lessons learned , and the cultural challenges of organizations to become data driven.

For many businesses, data is now considered among their most important assets. This realization has shifted the focus on data from the IT organization to business decision makers. Business leaders understand what value data can bring to making timely, well-informed and impactful decisions, but only if it is managed, understood and governed consistently across the organization.
