Host:

Mike Chaney Commissioner Mississippi Insurance Department Mike Chaney, a Tupelo native and Vicksburg resident, is Mississippi’s Commissioner of Insurance. Prior to his election in 2007, Commissioner Chaney served seven years in the Mississippi House of Representatives and eight years in the Mississippi Senate, where he became the first Republican to serve as chairman of the Education Committee. Since taking office in January, 2008, Commissioner Chaney has brought a style of transparency and accessibility to the office, including opening a Mississippi Insurance Department office on the Gulf Coast. He has also spearheaded a wind mitigation program for the Mississippi Gulf Coast region to strengthen homes against hurricane-force winds and help homeowners realize discounts on their wind insurance premiums.

He has also overseen the addition of over 140 new companies to write insurance in the state. Other accomplishments include working to streamline and modernize the licensing procedures used in the department, strengthening and stabilizing the state’s Windpool, lengthening the amount of time the department has to respond to rate filings, worked to secure insurance for volunteer firefighters and worked for legislation to protect victims of domestic violence from discrimination by health insurance companies. Regulations were also changed to allow for two-year licensing of agents in the state, saving the department money and making life easier for the agents. Chaney is a businessman with a strong background in energy and agriculture and a strong advocate for consumers. He was a pioneer in worker’s compensation in Mississippi. Chaney has served on numerous community development entities including as president of the Vicksburg Chamber of Commerce and president of the Vicksburg Economic Development Committee. He is a Rotarian and a Paul Harris Fellow. He is a past president of the Republican Elected Officials of Mississippi. Chaney earned his bachelor’s degree in Business and Finance from Mississippi State University and has pursued graduate work in business. He is a veteran of the U.S. Army, serving in Vietnam from 1968 to 1969.

Brian J. Peretti, Esq. Acting Director US Dept. of the Treasury Office of Critical Infrastructure Protection and Compliance Policy Brian J. Peretti is the Acting Director for the Office of Critical Infrastructure Protection and Compliance Policy at the United States Department of the Treasury located in Washington, D.C. At the Department of the Treasury, Mr. Peretti supervises the planning, evaluating and implementation of information security, information assurance, and risk management policies related to critical infrastructure protection, cyber security and homeland security. He leads the efforts of the Financial and Banking Information Infrastructure Committee (FBIIC), an interagency organization chartered under the President's Working Group for Financial Markets composed of 18 federal and state

financial regulatory agencies. He is the relationship manager to the Departments of Homeland Security, Energy, Transportation, Justice, Defense and the Intelligence Community Homeland Security issues. He represents the Treasury on various interagency groups, including Cyber Interagency Planning Committee (Cyber –IPC), the National Cyber Response Coordination Group, and the National CIP R & D draft group. He is the emergency coordinator for the Treasury’s Domestic Finance area where he leads efforts in the areas of business continuity and disaster recovery. He directs the Treasury’s effort to implement a Research and Development agenda, created in coordination with the financial services sector, to address technology issues. He has lectured extensively and has authored six books on topics related to financial institutions, including, most recently, co-authoring with Barkley Clark and Mark Hargrave Compliance Guide to Payment Systems: Law and Regulations. Prior to joining the Treasury Department, Mr. Peretti was an associate in Shook, Hardy & Bacon’s Corporate Banking and Finance Section in Washington, D.C. Prior to that position, Mr. Peretti was General Counsel for the Wright Patman Congressional Federal Credit Union, which serves the U.S. House of Representatives and associated groups. Mr. Peretti received his B.A. from Rider University (cum laude) in 1989 and his J.D. from American University, Washington College of Law (cum laude) in 1992.

Kenn Kern Deputy Chief Cybercrime and Identity Theft Bureau New York County District Attorney’s Office Kenn Kern is the Deputy Chief of the Cybercrime and Identity Theft Bureau at the New York County District Attorney’s Office (DANY), serving under District Attorney Cyrus R. Vance, Jr. At the Manhattan District Attorney’s Office, Kenn has conducted investigations and led prosecutions of money laundering, securities fraud, schemes to defraud, conspiracy, and cyber-crimes. While serving in the Major Economics Crimes Bureau at the DA’s Office, Kenn co-prosecuted Lawrence Salander and Leigh Morse, an art gallery owner and director, respectively, for their decade-long, $120 million Ponzi scheme involving consigned art work. The Salander/Morse prosecution is regarded as the largest art fraud scheme in New York State’s history.

As Deputy Bureau Chief of the Cybercrime and Identity Theft Bureau, Kenn oversaw the prosecution of ninety-four individuals charged with Grand Larceny in a matter involving fraud against TD Bank. Kenn served as the keynote feature at the 2013 Institute of International Bankers (IIB) Conference and a speaker at the 2012 FIBA Anti-Money Laundering Compliance Conference. Kenn is an honors graduate of the University Of Texas School Of Law, where he served as an Assistant to Admiral Bobby I. Inman, former Director of the National Security Agency. Kenn served as law clerk to the Honorable Chief Judge Thad Heartfield of the United States District Court for the Eastern District of Texas. Kenn is an honors graduate of Georgetown University, where he also earned a Masters degree in Government. Before joining the Office, Kenn served as a law clerk at the International Criminal Tribunal for the Former Yugoslavia (ICTY) and worked on the Slobodan Milošević trial.

Jeremiah Posedel Associate Drinker Biddle & Reath LLP Jeremiah is an attorney on Drinker Biddle's multidisciplinary Privacy & Data Security team (within the Intellectual Property practice group). He is a Certified Information Privacy Professional (US) with a keen interest and focus on understanding the maze of data protection laws around the globe and their varied impacts on businesses and consumers. His experience ranges from drafting internal privacy and security policies for multi-national enterprises to serving as in-house privacy counsel (on secondment) to global healthcare and biotech companies. Adam Sedgewick Senior Information Technology Policy Advisor National Institute of Standards and Technology Adam Sedgewick serves as Senior Information Technology Policy Advisor at the National Institute of Standards and Technology. In this role, Adam represents NIST on the Department of Commerce Internet Policy Task Force and advises NIST leadership on cybersecurity issues. Previously, Adam was Senior Advisor to the Federal Chief Information Officer Council, coordinating cross-agency initiatives and assisting in the implementation of OMB policy and directives. Adam served as Professional Staff Member for the Senate Committee on Homeland Security and Governmental Affairs for nine years, handling cyber security and federal information technology policy. In 2008 and 2013, Sedgewick received the Fed 100 award for his contributions to the federal information technology community and recently both

BankInfoSecurity and GovInfoSecurity named Sedgewick a “Top Ten Influencer” for 2014.

Tom Finan Senior Cybersecurity Strategist and Counsel Department of Homeland Security’s National Protection and Programs Directorate Tom Finan is a Senior Cybersecurity Strategist and Counsel with the Department of Homeland Security’s National Protection and Programs Directorate (NPPD), where he leads work on cybersecurity insurance and cyber risk management in support of implementation of Executive Order 13636, “Improving Critical Infrastructure Cybersecurity.” Tom established DHS’ Cybersecurity Insurance webpage, http://www.dhs.gov/publication/cybersecurity-insurance, which includes a series of readout reports that describe DHS’ efforts in these areas. Previously, Tom led the effort to develop a resiliency-focused risk analysis and modeling office for NPPD that examines both cyber and physical threats to critical infrastructures, systems, and the public.

Prior to his arrival at DHS, he served as the Staff Director and Counsel for the Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment with the U.S. House Committee on Homeland Security where he advised the Subcommittee Chair, Jane Harman (D-CA). During his service with the Committee, Tom authored two major reports: Beyond Connecting the Dots: A VITAL Framework for Sharing Law Enforcement Intelligence Information and LEAP: A Law Enforcement Assistance and Partnership Strategy. Both informed many of the statutory provisions that he developed for Title V of the Implementing Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53) and the Reducing Over-Classification Act (P.L. 111-258). Tom is a former Assistant General Counsel at the FBI and previously worked in private litigation practice.

Robert A. Parisi, Jr Managing Director & National Practice Leader for Network Security & Privacy Risk Marsh USA Robert Parisi is a Managing Director and National Practice Leader for Network Security & Privacy Risk in Marsh’s New York City headquarters. His current responsibilities include advising clients on issues related to intellectual property, technology, privacy, and cyber related risks as well as negotiating with the carriers on terms and conditions. Prior to joining Marsh, Robert was the senior vice president and Chief Underwriting Officer (CUO) of eBusiness Risk Solutions at AIG. Robert joined AIG in 1998 as legal counsel for its Professional Liability group and held several executive and legal positions, including CUO for Professional Liability and Technology. While at AIG, Robert oversaw the creation and drafting of underwriting guidelines and policies for all lines of Professional

Liability. Robert was also instrumental in the development of specialty reinsurance to address aggregation of risk issues inherent in cyber, privacy and technology insurance. In addition to working with AIG, Robert has also been in private practice, principally as legal counsel to various Lloyds of London syndicates.

While at Marsh, Robert has worked extensively with Marsh clients in all industries, assisting them in analysis of their risk as well as in the placement of coverage for cyber and privacy risks.

John Coletti Vice President XL Group John Coletti is Vice President in XL Group’s Select Professional business unit with responsibility for leading the cyber and technology insurance groups. He managing a team of underwriters located throughout the states. Before joining XL Group, John was the assistant vice president in charge of professional liability at CNA, where he managed a portfolio of cyber and E&O insurance with a focus on the technology industry. Before that, he held various underwriting, audit and accounting positions at Gulf Insurance. John’s insights on cyber insurance have been published in many articles, and he’s a frequent speaker at industry events. He holds a Bachelor of Arts degree in

accounting from the Adelphi University in New York.

Lance J. Hoffman, Ph.D. Director The Cyber Security and Policy Research Institute of The George Washington University Dr. Lance J. Hoffman is known for his pioneering research on computer security and risk analysis, and for his interdisciplinary work in computer privacy issues. Distinguished Research Professor of Computer Science and Director of the Cyber Security Policy and Research Institute at The George Washington University (GW). he is the author or editor of five books and numerous articles on computer security and privacy. A Fellow of the Association for Computing Machinery (ACM) and a senior member of the Institute of Electrical and Electronics Engineers (IEEE), Dr.

Hoffman has served on a number of Advisory Committees dealing with privacy and security, including those of Federal Trade Commission and the Department of Homeland Security. He is a Member of the Subcommittees on Law, and Security and Privacy of the U. S. Public Policy Council of the ACM. His teaching innovations include multidisciplinary courses on information policy, electronic commerce, and cybersecurity and governance. His research has spanned multiple aspects of cybersecurity, including risk analysis, privacy/data protection, and statistical inference for data mining. He directs GW’s CyberCorps scholarship program that has produced dozens of cybersecurity experts, all the beneficiaries of cross-disciplinary instruction in the technology, policy, and management aspects of cybersecurity and privacy. During his career, Prof. Hoffman’s thought leadership has included the organizing of several projects that pushed forward emerging areas of cybersecurity, such as

a) a 1987 workshop on Internet voting and personal computer-based voting machine systems; b) 1987 software, RISKCALC, used commercially and in government for early cybersecurity risk

analyses c) a 1999 study of foreign encryption products. Dr. Hoffman later testified before the U. S. Senate

Commerce Committee on the topic, displaying an array of the products purchased at the time; d) a 2004 workshop that explored a National Cyber Security Exercise for Universities; numerous

cybersecurity educational competitions drew upon that work; e) workshops in 2010 and 2014 on information assurance education and workforce development that

continue to inform National Science Foundation decision making.

By Shanique (Nikki) Hall, CIPR Manager In a concerted effort to become the go-to site for regulatory and public policy informa on, the NAIC’s Center for Insur-ance Policy and Research (CIPR) is diligently working to im-prove its public offerings. The CIPR was established in 2009 to leverage the resources of several NAIC departments in order to support the collec on and dissemina on of informa on and analysis for use by state and federal officials, agencies, policymakers and insurance consumers. The forma on of the CIPR expands regulatory support services by distribu ng the research and analysis that takes place within NAIC. To achieve this mission, the CIPR publishes a quarterly CIPR Newsle er, as well as special reports and studies to provide the public with informa on on developing trends in the insur-ance industry and to enhance the awareness and under-standing of key insurance issues. In addi on, the CIPR hosts four annual events that offer a forum for opinion and discus-sion on major insurance regulatory issues. This ar cle will discuss some of the recent improvements made that we hope will help meet that goal. CIPR W Central to the communica on of NAIC research and public policy ac vi es is the CIPR website, which is a recent en-hancement to the NAIC home page. Within the CIPR site is a host of informa on on current insurance regulatory develop-ments, ongoing CIPR projects and coverage of a wide range of insurance topics and issues. Moreover, content from the Government Rela ons division of the NAIC—such as issue briefs and Congressional tes mony—has been added to the CIPR site to serve as a central point of informa on-gathering. The CIPR site is divided into four principle areas: (1) Home; (2) Key Issues; (3) Special Reports and Studies; and (4) Sta s-

cs. The CIPR home page is where you can find what’s new on the site, including the most recent CIPR Newsle er. Also available on the home page is informa on on upcoming and past CIPR events; including, presenta ons, audio and handout material from the events. Our goal is to make it easy for the user to locate topical informa on on insurance and insurance regulatory topics. K I A recent enhancement to the CIPR site is its A–Z Topic lis ng of key insurance issues. The A–Z Topic lis ng contains a wealth of informa on on a wide range of regulatory and in-surance industry-specific topics. It is a great research tool for regulators, consumers, industry and academia. Each topic page includes a detailed summary of the topic and issues,

and is supported by reference documents, including links to presenta ons, speeches, NAIC news releases and ac ons, ar cles and special reports. References to the current NAIC commi ee task force or working group ac ve on the topic is also included, as well as an NAIC contact for any ques ons. Currently, there are more than 80 topics included in the A–Z Topic lis ng, such as: accredita on, flood insurance, the EU-U.S. Dialogue Project, insurance-linked securi es, natural catastrophes and workers’ compensa on. The A–Z Topic lis ng is steadily growing; more than 40 topics were added in 2012 and another 40 (or more) are expected to be added to the lis ng this year. S R S The CIPR site also provides access to special reports and stud-ies on major regulatory and public policy issues in insurance. Here you will find studies wri en by CIPR dis nguished schol-ars and researchers; former NAIC CEO Therese M. Vaughan, Ph.D.; insurance industry experts; academics; and other NAIC staff. Selected ar cles from the Journal of Insurance are also available. Moreover, NAIC Industry Snapshots and Analysis Reports were recently made available on the CIPR site. Produced by the Financial Regulatory Services Department, these reports provide an overview of insurer statutory filings and assist consumers in be er understanding developing trends in the insurance industry. They cover the property/casualty, tle, life, fraternal and health insurance industries. S The NAIC Sta s cs page is another pivotal element of the CIPR site. This page provides a collec on of key facts and market trends for a par cular state, such as: the number of insurance companies in each state; the number of cap ve insurance companies in the states; total direct premium; se-lect insurance department data for the states; cost of regula-

on in the states; insurance industry employment in each state; and gross domes c product for the states. For compar-ison, na onal key facts and trends are also available. In addi-

on, premium volumes for the 50 largest markets worldwide, as well as sample reports from the NAIC Research and Actu-arial Department, are also provided. S We hope you will make use of these tools.
